Summer time in Lombard means
that Cruise Nights are back, and this
year’s lineup brings with it more fun for
everyone!
Classic cars including all kinds of
makes and models will be cruising
through the streets of Downtown Lombard
on Saturday nights, 6 - 10 p.m. from
June 13 - August 29. (There will be no
Cruise Night on July 4, due to a Fireworks
display at Madison Meadow.)
This is Lombard’s 17th year of hosting
Cruise Nights and since its humble
beginnings, this event has grown into a
favorite for both car collectors, residents
and visitors looking to enjoy summer
nights. Cruise Nights Summer Concerts
are more popular than ever, and this
summer, there’s no better place to be
than Downtown Lombard.
To help keep up with the popularity of
Cruise Nights, The Village is happy to
announce the formation of Kids’ Corner.
Families with children can look forward to
something fun and free to do each week,
brought to you by a local community or
civic group. Children and parents can stop
by to participate in one of these free and
fun events from 6 - 9 p.m., during Cruise
Night Events. Activities might include a
game, arts and crafts, music and reading
activities and more!
So this summer, when you’re looking
for something fun to do with your family
on Saturday nights, look no further than
Downtown Lombard for a family friendly
Cruise Night with an impressive outdoor
concert series.

Dear Residents,
At this time last year we were breaking
ground with the Metra Underpass project, and I’m
glad to say that we are now awaiting the imminent
opening of the tunnel. It was a rough winter for
everyone, and Metra crews were working in
some of the worst weather Chicago has ever
seen, but they made up for lost time by working
through weekends. Once the underpass has
reached substantial completion, it will be open
for pedestrian traffic and the at-grade crossing
will be closed. This tunnel provides safe passage between Lilacia Park
to Downtown Lombard for residents and visitors, and I look forward to
seeing how this convenient addition to Lombard helps connect two of our
Village’s most visited locations.
Considering the weather we had this past winter, this year’s Lilac Time
was one of the most welcomed celebrations of Spring that Lombard has
ever seen. To every single one of you who helped to celebrate the Lilac
Village during Lilac Time, I would like to send a heartfelt thank you. It’s
inspiring to know that visitors go out of their way to come to Lombard to
experience our beautiful town and our friendly neighbors that live here. Congratulations to Alexandra Lyons who was named the 2015 Lilac
Queen and all of the princesses of the Lilac Queen Court. We are very
proud of these young ladies and we wish them the best of luck in their
future endeavors. Thank you to the Lombard Jr. Women’s Club for their
dedicated commitment in sponsoring the Lilac Court every year.
Another Lilac Time favorite is the Lilac Time Parade, and I’d like to
send a big thank you to the Lilac Festival Parade Committee for investing
so much energy into making this year’s Parade so wonderful. We look
forward to next year’s theme, Time Travel.
This year’s Independence Day celebration will include a fireworks
display on Saturday, July 4, at Madison Meadow Park. See Page 11 for
details. To help determine possible festival plans for next year’s event, the
Lombard Pride Committee has been established.

Did you know that every three seconds, someone
needs blood and that blood donated to Heartland
Blood Centers is used in Illinois and Indiana?
The Village of Lombard is a long standing blood
donor group of Heartland Blood Centers, since its first
blood drive in 1988.
Donating one pint of blood can help save the lives
of 3 people and since 1988, the Village of Lombard
has held 133 blood drives, collecting 12,274 units of
blood, which have had a potential impact of saving up
to 36,833 lives.
You can help add to these numbers by donating
blood on Wednesday, July 8, from 9:30 a.m. to 1 p.m.
at Yorktown Shopping Center, and then from
1:30 - 7 p.m. at Village Hall, 255 E. Wilson Ave.
Five lucky area donors will recieve a $1,000
scholarship to be used toward college. Know
someone that could use the scholarship? You can
nominate a student on behalf of yourself when you
donate! The more people that donate in honor of one
student, the more chances that student has to win!
Donors will receive Target gift cards and be entered to
win Yorktown gift card.
Walk-ins are welcome, but appointments are encouraged. Please contact Blood Drive Coordinator,

New Digital Interactive Construction Map Available Online
The Village of Lombard’s Public Works
Department recently unveiled a new
interactive construction map, which
outlines all of the Village’s construction
projects planned for 2015.
One of the map’s many useful features
allows users to search by address
for detailed information on planned
construction projects in the area.
Visitors to the website will be able to
select convenient layers to help view
specific projects of interest. Layers
include concrete rehab, sewer services,
crack sealing, asphalt paving, hydrant
painting and surface treatments.
Users will be able to access additional
information including recent updates and
digital newsletters for long term projects
including the Circle Avenue/Lombard
Meadows project. Layer options also
allow the map to be viewed with aerial
imagery.
“This new interactive map gives
Lombard residents the opportunity to
know what’s going on in their community
and to be prepared for the temporary
inconveniences that are necessary for
long term benefits,” said Carl Goldsmith,
Director of Public Works. “This map will
allow residents to see how Lombard’s
Public Works Department is at work for
them, maintaining our water system,
sewer system, streets, sidewalks and
additional services that help make
Lombard a great place to live.”

Hey Lombardians!
Happy summer to everyone! I’d like to take a
moment to wish all of my
fellow Lombardians a safe and very
enjoyable summer season.
There are so many great things to do
right in our own backyard this June and
July. Our parks are full of flowers, beautiful
trees, and green grass fields. I encourage
you to take advantage of summer weather
to get out and enjoy our fabulous Village.
While you’re out, come by Downtown
Lombard to see some of the exciting new
changes and new venues that are opening
soon for your culinary pleasures, and have
a blast with the entertainment, restaurants
and stores that are currently serving you.

Recently, the Village
Board and Administrative
Staff embarked on
a Strategic Planning
Session to help establish long term
strategic priorities.
The board worked together efficiently
to address effective communication, long
range goals, and a review of existing core
programs and services. Four areas of
focus include Operational Effectiveness,
Financial Stability, Economic
Development, and Communications/
Community Image. Staff is currently
working on specific initiatives, before
rolling out the plan and utilizing it to
measure our success in the coming years.

It is exciting to see
continued investments
by property owners in
their existing shopping
centers along Roosevelt Road. We thank
SJF Properties, LLC for their investment
to place a new exterior façade on the retail
center at 805-849 E. Roosevelt Road. We
are also aware of other centers that will
be undertaking such improvements in the
near future.
Just in time for summer, Noon Whistle
Brewery received approval from the Village
Board to provide outdoor seating in front
of their micro-brewery at 800 E. Roosevelt
Road. LaFrance Café is now open at 708
S. Main Street, with outdoor seating.

planned for District 6, and I thank you

Village Targets West Nile Mosquitoes with Eco Friendly
The Village of Lombard contracts with
Clarke Mosquito for mosquito abatement
services. The program targets larvae
throughout the breeding season in
all open waters, poor draining areas,
street catch basins, and backyard catch
basins. There are 350 backyard catch
basins in the inventory. Clarke’s Natular
larvicide has very low toxicity to animals
since it is composed of a soil bacterium
and chrysanthemum flowers. Residents
may contact Clarke’s Hotline at (800)
942-2555 to ensure that their catch
basin is on the list. Clarke’s technicians
conduct their rounds quickly and quietly
by car, bicycle and foot so they often are
not noticed.
The Village’s program employs the
best management practices aimed
most directly at the Culex species of
mosquitoes that can carry West Nile
Virus. These mosquitoes are relatively
large in size and they only breed in
standing water. Clarke monitors and
then treats every known catch basin
with time-release larvacide pellets
and briquettes. The program also
includes surveillance and treatment
of larger, hard-to-reach open water
areas by a helicopter. On occasion,
stagnant swimming pools are observed
and reported to the Village’s Code
Enforcement Division for follow-up.
The more numerous, smaller and
pesky Aedes vexans mosquitoes do not
carry West Nile Virus. These mosquitoes
are not easily abated since they may
breed in damp vegetation. The practice
of spraying for these and other species
of mosquitoes is minimally effective and
expensive, as well as problematic for
those with respiratory problems. For
these reasons, Lombard and many other
communities ceased the practice of
spraying years ago in favor of a program
aimed at controlling larvae in standing
water.
Mosquito traps are monitored by the
DuPage County Health Department
and private services such as Clarke
Mosquito. At some point each year,
a percentage of Culex mosquitoes
are found to be positive for carrying
West Nile Virus. The peak of these
mosquitoes is normally July and August,
with a taper to October.
Information on the current level of
recommended protection, known as
“Fight the Bite,” is available online at
dupagehealth.org/ftb. Recommended
precautions against bites include using
insect repellent or cover bare skin,
particularly at dusk and dawn. Also,
pools should be covered or chlorinated
and bird baths should have the water
changed twice per week.

Summer flood prevention tips from the Public Works Department
• Make sure your sump pump is
working properly and it’s large enough.
• Make sure the pump is clear of debris
and sediment and keep a spare pump in
the closet.
• Sump pumps should be connected
to a backup power source such as
a battery or generator in case of an
electricity outage.
• Do not connect the sump pump to
the sanitary sewer. This contributes

to basement backups along the
downstream sewer. Sump pumps should
discharge to yards.
• Prevent leaking in window wells
by installing vertical well extensions,
waterproof windows or glass blocks. Be
sure to follow building codes for escape
exits.
• Waterproof around pipes passing
through the foundation wall from inside
and out.
• Remove leaves and other debris from
drain covers and window well bottoms.
• The typical default homeowner
insurance policy does not cover flood
damages. Check with your insurance
agent to ensure proper flood coverage
for your risks.

Jr. Firefighter Academy’s Second Annual Program
The Lombard Fire Department held its second annual Jr.
Firefighter Academy on two consecutive Saturdays on May 9
and May 16, from 9 a.m. - 3 p.m. During this time, high school
aged students interested in the Fire Science or Emergency
Service fields were given the opportunity to learn from
Lombard Firefighters about what it takes to succeed.
Sudents were able to get hands-on experience using
hoses, running drills, touring fire stations and learning from
presentations.

Commuter Parking, Water Bill, No Solicitors
Commuter Parking Spaces
Commuter parking spaces are offered at several locations
in the Village of Lombard, all in close proximity to the Lombard Metra station. Based on availability, regular commuters may purchase quarterly parking permits on a first-come,
first-served basis at our quarterly Open Sale. Please visit the
Village website at www.villageoflombard.org/commuterparking for permit availability and Open Sale information. Once
you become a commuter parking permit holder, permits are
renewable by mail before the start of each new quarter.
based soil holds water well, but is slow to absorb water. Wet
the soil to a depth of 6 - 8 inches once or twice a week as
needed. A good test to see if you need to water is to walk
across your lawn. If your footprints spring back, the lawn has
adequate moisture. If your footprints stay depressed, it is
time to water.
For both regular commuters and occasional commuters, daily
fee parking spaces are also available in several locations
near the Lombard Metra station. Daily fee spaces are available on a first-come, first-served basis, and the cost to park in
a daily fee space is $1.25/day. There is no fee if parking after
3:00 pm, on Saturdays or Sundays, and on certain Holidays
(see Village website for specific Holiday information). Overnight parking is prohibited in all lots.
Planning a Move?
Before you move, be sure to notify the Village concerning
your water/sewer account. Give ample notice for a final reading; a week is preferred. New owners should contact water
billing 2 - 4 days prior to possession to avoid disconnection of
service.
While the Village does offer commuter parking for residents
and non-residents, to be eligible to purchase a permit for a
resident only parking lot, or to park in a resident only daily fee
lot, you must be a resident of incorporated Lombard. Please
refer to the Commuter Parking Map on the Village website for
locations of the resident and non-resident permit only, and
daily fee lots.

Time to Water the Lawn?
The basic principle of lawn and garden watering is to not over
water. Instead of watering on a schedule, only water when
the grass or plants show signs of needing it. Lombard’s clay

numbered addresses water on odd numbered dates and even
numbered addresses on even dates.

No Solicitors, Please
Residents may post a “No Peddlers/Solicitors Allowed on
Premises” seal on their front door. Seals are available at the
Village Hall for $.50. It is a violation of Lombard ordinance if
peddlers or solicitors fail to leave at your request. Please call
911 if approached by a suspicious solicitor.
Update on Local Government Distributive Fund (LGDF)
Ongoing discussions in Springfield about how to reduce the size of the State’s budget gap may affect how local municipalities fund future operations. One such issue highlighted in Governor Bruce Rauner’s recent budget proposals was the
Local Government Distributive Fund (LGDF), a State fund into which a portion of State income tax revenue is deposited
annually.
Cities and counties currently receive 8% of total state income tax revenues, which in Lombard represents approximately
$4.2 million in revenues on a yearly basis. Since 1969, Illinois municipalities have partnered with the State in an effort to
fund core municipal services such as police, fire and public works services.
Gov. Rauner’s budget proposal calls for a 50% cut to the distribution of LGDF revenues, which
would represent a $2.1 million reduction in revenues to the Village of Lombard, or approximately 6% of
the Unrestricted General Fund revenue for the Village. Using revenues responsibly and providing essential services in an efficient and effective manner continues to be a top priority for Village of Lombard elected officials and staff.

Fourth of July FAQ’s and Helpful Maps
What will be happening this year for the Fourth of July?
This year, the Village of Lombard is hosting a fireworks display
in Madison Meadow Park on Saturday, July 4, 2015. This event
does not include the traditional Taste of Lombard, and will be a
fireworks display only.
What can I bring to the event?
You can bring food and drinks to the event and we encourage
visitors to stay hydrated. There will be NO alcohol allowed.
Where can I park?
Parking restrictions will be in effect in the area surrounding
Madison Meadow. Limited street parking will be available.
Several Park District lots will be open to the public, but will fill
up quickly. Visitors are encouraged to take advantage of the
free shuttle service provided by the Village of Lombard.
When will the fireworks start?
Fireworks are scheduled to begin at approximately 9:30 to
ensure that the sun has set fully.
Is there any handicapped accessibility
to the park?
Handicapped parking will be available in the parking lot off of
Madison Street at the northeast corner of the park.
Where can I go to find help in the case of an emergency?
Call 911 in the case of any emergency. Emergency medical
services will be onsite at the north end of the park off of
Madison Street.
Are there bathrooms available?
Portable bathroom facilities will be available on site.
Where are the shuttle locations?
Shuttle locations will be at Glenbard East High School, 1014 S.
Main St., Madison Elementary School, 150 W. Madison St., and
Pleasant Lane School, 401 N. Main St. Shuttle service to and
from Madison Meadow will run from 7 - 11:30 p.m.
What happens if it rains?
In the unlikely occasion of dangerous or inclement weather,
the fireworks display will be cancelled. Please visit

Where should I go to see the fireworks?
Fireworks can be viewed from any location in the park.
When am I allowed to “claim” my spot for the event?
Anything left in the park before July 4th will be removed.

101 St. Charles Designated Landmark Site
On Thursday, April 16, 2015, the Village Board of Trustees approved
the recommendation of landmark site designation from the Historical
Commission for the building located at 101 W. St. Charles. An
application was filed in February and a public hearing was held on
March 24, 2015 to consider the request.
An Architectural and Historical Survey for the Village was recently
conducted and completed in 2014. According to this survey the
building is identified as Italianate in style and constructed in 1858. The
significant features of the building are identified as the stonework. In
the survey, the reason for significance is listed as “association with
Lombard’s history as the hotel in town.” In addition, it was listed as
a site eligible for the National Register of Historic Places within this
survey. The author of the survey recognized only fifteen other sites for
this distinction.
The property is connected to several notable figures in Lombard
history, beginning with Dietrich Klusmeyer who came to the United
States from Germany in the 1850s. When he arrived in Babcock’s
Grove, he purchased the property near the railroad depot and razed the
frame inn that stood there and built the limestone block building to be
used for a hotel and restaurant that he called Babcock’s Grove House.
This rest stop for travelers, plus the freight depot, led to the growth of
settlers looking to farm in the area plus an influx of merchants looking to
establish businesses which eventually led to the formation of the Village
of Lombard in 1869. As owner of the property, he was one of only 39
individuals to found the Village of Lombard as a property owner when the original town was platted. The property was
no longer owned by the Klusmeyer family by the early 1880’s. Dietrich Klusmeyer died in 1898, his wife Louisa in 1913,
and both are buried at Lombard Cemetery as are several of their children.
In 1912, George and Mathilda O’Connor purchased what was then known as the Lombard Hotel after a few
subsequent owners. The O’Connors remodeled the building including tearing off the old porch and installing the steps.
The building ceased being a hotel and was converted to offices and the O’Connors’ residence until 1976 when the Zitt
family purchased the property.
The current owners, Tom and Margret Smith purchased the property in 2014. Revitalization is underway with a
new roof and the painting of the exterior trim slated for this spring. This is the first commercial property to establish
landmark site status in the Village of Lombard.

Lombard Historical Commission Seeking Nominations for
William J. Mueller Lombard Heritage Award
Do you know someone who is committed to historic preservtion? Someone who has worked to keep old stories and traditions alive by sharing them with others? Someone who has
restored an old building or worked to keep an existing historic
building in good shape? The Lombard Historical Commission
is seeking nominations for the William J. Mueller Heritage
Award. The award recognizes individuals, organizations,
projects, and programs that demonstrate a commitment to
excellence in historic preservation. In doing so, the Historical
Commission hopes to inspire others to preserve, protect and
promote Lombard’s historic heritage.
There are six possible award categories:
ADAPTIVE USE/REHABILITATION: Conversion of a historic
structure for a new or compatible use while retaining its architectural integrity.
ADVOCACY/EDUCATION: An effective campaign to save a
historic resource or an innovative program, publication, or media initiative that communicates the value of historic preservation to the general public.
LEADERSHIP/STEWARDSHIP: An individual, private organization, or joint partnership that has championed historic
preservation, planning or public policy in the community. This
category also includes the thoughtful maintenance and/or
continued use of a historic resource by its owner(s).
LIFETIME ACHIEVEMENT: Professional or volunteer individual who has contributed to the preservation movement over
the length of his or her career.
NEW CONSTRUCTION: Sensitive new design project built
within the existing scale of a historic area. Contemporary
designs accepted and encouraged.
RESTORATION: Removing incompatible alterations and
reconstructing missing elements to reflect a building’s historic
appearance in a given era.
Projects must have been completed within the geographical boundaries of Lombard within the last five years. Projects
will be judged according to their impact on the community,
quality and degree of difficulty, and the degree to which they
serve as an example of excellence in historic preservation
and influence others.

July 31, 2015.
