Happy Welcome Home to
Nelson Brown…
Nelson Brown (Computer Scientist, ANG-E56, Flight Service
Systems Branch) was recently deployed to Afghanistan for a
period of three months with the 177th NJ Air National Guard
Fighter Wing. Nelson is a Technical Sergeant with the 177th,
and while overseas he served as a F-16 Fighter Jet Crew Chief
performing as an aircraft mechanic and maintenance specialist
coordinator. The Fighter Wing performed missions in support
of Operation Enduring Freedom and U.S. Army Counter
Insurgency operations. Nelson left home early in December
2011 and was glad to return to the FAA Technical Center at the
beginning of March 2012. Upon his return Nelson received a
surprise “Welcome Home” party from his co-workers, and a
special “Well Done” from Dr. Wilson Felder and his Strategic
Management Team. Per the FSS Branch Manager, “Everyone
missed Nelson’s presence and participation as an integral part of
our Test & Evaluation team, but we are also truly proud of his
service to the country and very happy for his safe return.”

The Kiwanis Club of Egg Harbor City
will host a used clothing collection from 9

Kiwanis is collecting wearable and usable men’s,
women’s and children’s clothing, shoes, belts,
handbags and linens (inc
luding bedding, curtains and towels). Stuffed
animals and hard toys and other baby items will also
be accepted. Items should be placed in tightly tied
plastic bags. Kiwanis will receive money for every

The Technical Center’s Health Awareness Program has arranged with
the Ruth Newman Shapiro (RNS) Mobile Mammography Van to visit
the Technical Center on Thursday, April 5. This is an annual visit to
the Technical Center that offers a cost effective and convenient means
to obtain a mammography without having to take a significant time
away from work. The Mobile Van will be here on April 5 from 9:30
a.m. to 2:30 p.m. and will parked outside the North Entrance (Parking
Lot “F”).

Scheduling Office at 1-800-246-2404. When you call you will need to
provide your name, address, your primary physician’s phone number,
and Health Insurance Information. When your appointment is made,
you will be sent a reminder along with a registration and history form

If anyone has questions regarding the RNS Van, please call the Safety
Office at extension 5-6360. The American Cancer Society recommends that women have a mammogram every year after the age of 40.

Sky Observer’s Journal
Friday, April 6th. Its Good Friday and the
Moon is full.
Saturday, April 7th. Today, the Moon makes
its monthly pass by the first magnitude star
Spica. It is beautifully positioned for viewing.
The pair are separated by about four lunar
diameters and are almost exactly opposite the
Sun in the sky. Of course they are, the Moon
is full and that happens when the Moon and the
Sun are opposite each other as viewed from
Earth. The first two, Moon and Spica, will be
high in the sky around midnight. They are 173
degrees from the Sun, biased a little toward
the morning side of the celestial meridian. All
this happens around midnight. But six hours
later, at around 6:00 Am EDT, the Moon passes
right by Saturn. The Moon’s separation from
the Sun has changed from 173 degrees to 171
degrees in those intervening hours as it heads
for its inevitable last quarter phase. Saturn will
be six degrees from the Moon. The Moon will
be south southwest of the planet. Great time to
be viewing Saturn as well, with it high in the
sky most of the night. Finally, at 1:00 PM the
Moon reaches perigee and will be 56.18 earthradii from the Earth.
Wednesday, April 11th. Venus reaches its greatest latitude north
of ecliptic plane today. It is only 3.4 degrees, but that is about
all it can do. It is a dramatic demonstration of just how similar
Venus’s orbit is to our own. Venus does not wander much from
the ecliptic. And even so, it hardly ever passes in front of the
Sun’s disk. That, called a transit of Venus, only happens twice
in everyone’s lifetime. We’re going to be lucky on that front.
The last Venus transit was in 2004. The next happens this June.
Then it will be over a hundred years before the next one. So
get yourself ready for a twice in a lifetime event this coming
summer.
Sunday, April 8th. Today is Easter Sunday.
The date on which Easter is celebrated is a
movable feast. It is intended to be the Sunday
after the Full Moon that is on or after the day of
the vernal equinox. But due to complications
with the calendar and with astronomical
matters, Easter is determined by formulae. It
goes like this. Easter can fall on any of the 35
days from March 22nd (if Full Moon occurs on
March 21st and this is a Saturday) to April 25th
(if Full Moon occurs on March 20th, thus next
on April 18th, and that is a Sunday). Easter got
closest to March 22nd in 1818 and will again
in the year 2285. It got closest to April 25th in
1943 and will again in 2038. Many of us might
live to see that. What of this year? The next

the grassy area next to Parking Lot “K” and the Building 300 Loading Dock. In order

Safe Driving and AOA Gate 13 Access Policies in Air National Guard (ANG) Area
NOTICE TO ALL TECHNICAL CENTER AND 177TH FIGHTER WING PERSONNEL
Since the Atlantic County Highway Department completed the renovation of the Traffic Circle, it has been estimated that an average of 200 to 300 additional vehicles per day cut
through the ANG area between Tilton Road and AOA Gate 13 (formerly known as Gate 20). All motorists driving through this area of the Technical Center are reminded to drive
with caution and obey posted speed limits. Everyone should also be aware of walkers, joggers and bicyclists, especially in the vicinity of the new running/walking track (adjacent
to Byrd Highway).
Motorists are also reminded that when driving through AOA Gate 13 in either direction, they must wait until after the Gate completely closes before departing. Technical Center
Security personnel monitor this location by closed circuit television at all times. The Safety Office and Security/Operations Section thank you for your cooperation.

Small Blue Desk Side Recycle Containers
It has been again brought to the attention of the Safety Office that during recent emergency evacuations of Building 300 (Technical Building), a surge of employees attempting to exit the building caused the
children enrolled at the Little Flyers Academy (LFA) to be temporarily
separated from their teachers who were attempting to escort them
from the building. The location of the aforementioned exit is the landing of Stairwell #4 (near Column K-24, adjacent to the Cafeteria).
The small blue desk-side recycle containers that have been distributed throughout the Technical Center are for PAPER only. The Technical
Center does not have a commingled waste stream like you may have
at your home. Thus, we must continue to separate our waste (i.e., keep
our paper waste stream separated) to improve its value for recycling.
Paper contaminated with liquids, coffee grinds, oil, food, or plastic reduces its recycling value. Please place your empty beverage containers in the beverage recycle container nearest your workstation.
The LFA staff asks that when Building 300 is being evacuated, employees descending Stairwell #4 should be aware of the children who will
also be utilizing this evacuation route and exit with caution. The LFA
staff, children, and Safety Office thank you for your cooperation.
Paper shredders have advertised that they can also shred CDs and
DVDs. However, only shredded paper is recycled at the Technical Center, due to the fact that shredded CD’s or DVD’s reduces the value of
recycled paper.

TECH CENTER APRIL 19, 2012
Back in the late 1960s and early 1970s environmental problems were proliferating to an extreme. Air pollution was linked to diseases, fish were being killed in
highly polluted waters, and toxic chemicals in waters and at factories were bursting into flames.
U.S. Senator Gaylord Nelson (WI), and then Harvard law student, Denis Hayes,
both became pro-active regarding this problem. Thousands of schools, universities, and environmental groups as well as members of Congress, government
officials and activists soon joined their efforts throughout the U.S. On April 22,
1970 a demonstration was held that became known as “Earth Day”. The movement continues today.
This once a year event demonstrates how our lives can impact the environment.
The Technical Center’s Environmental & Safety Section highlights Earth Day
with a display in the atrium. In conjunction with this display, they invite Technical Center employees to learn about the Environmental Management System
(EMS) in place at the Technical Center.
What is the purpose of an EMS? An EMS is a “tool and framework that allows an organization to consistently control the effects its operations or processes
may have on the environment and to continually improve its business practices”.
EMS groups are required by Executive Order 13148, “Greening the Government
through Leadership in Environmental Management”. EMS’s had to be implemented at agency facilities by December 31, 2005.
By highlighting the importance of Earth Day and displaying that “we are about
more than just aircraft”, the Environmental & Safety Section hopes that all employees will be advocates to support a safe and healthy work environment at the
Technical Center.

The author of a new book titled, Naval Air Station Atlantic City, will be participating
in the Technical Center’s Speaker Series. Dr. Richard V. Porcelli will speak about
Naval Air Station Atlantic City on Tuesday, April 17, in the Auditorium, from 1:00
to 2:30 p.m.
Naval Air Station Atlantic City operated here from 1943 to 1958. Dr. Porcelli’s
presentation will cover the Navy’s activities at this historic air station; Atlantic
City’s rich aviation history dating back to just a few years after the Wright Brothers’
first flight; and the important roles the Tech Center plays in improving the safety of
commercial air travel, and in supporting homeland security.
Rick has retained a deep passion for all things aeronautical since his childhood.
Over the years this passion has taken the form of visiting air fields and museums
around the world, taking photographs and collecting information on various aircraft
and related locations and events; and building a scale model aircraft collection so
extensive that it could be ranked, in terms of the number of aircraft, among the top
ten air forces of the world!
In addition to a career as a chemical engineer, more recently Dr. Porcelli has embarked
on a new career, writing articles and books on aviation history. An article, published
in Air Power magazine in 2004, recounted the story of an accident involving a
nuclear-armed Bomarc missile near McGuire Air Force Base, and the courageous
actions of the first responders to avert a true disaster.

The South Jersey Area Wind Ensemble will present its 16th anniversary spring concert, “Synergy,” at 7:30 p.m. on Monday,
April 16, 2012 at the Performing Arts Center of the Richard
Stockton College of New Jersey.
“Synergy” is not just the name
of one of the pieces that will
be performed, but describes the
concert overall – an exciting and
dynamic interaction in which the whole is greater than the sum
of the parts. As the name suggests, the resulting concert will
be one to remember, with pieces such as the “1812 Overture,”
“Synergy Rising,” “America the Beautiful,” and others. Waretown resident, Jessica Whelan, a senior dance major at Montclair State University, will perform the part of Scheherazade in
Rimsky-Korsakov’s piece retelling the story of “One Thousand
and One Nights.”
The 65-member group, comprised of the area’s top professional musicians, music educators and other highly accomplished
musicians, is one of only 41 community bands out of thousands
across the United States to have won the John Philip Sousa
Foundation’s Sudler Silver Scroll Award. This prestigious
award, in its 25th year, goes to the very best community bands
that have demonstrated excellence in musical performance.
The ensemble has a strong commitment to ensuring that the
love of music is passed on to future generations. Its members
have worked closely with South Jersey’s finest student musi-
cians, and almost 50 students representing 12 area high schools and
the Richard Stockton College of
NJ have been selected to join them
on stage to play “side-by-side” for
the second half of the concert.

Keith W. Hodgson and associate
conductor Ron Poorman. Internationally recognized conductor, instructor and clinician Chief Master
Sergeant Edward J. Teleky will join the group as guest conductor. Chief Teleky is the drum major and director of The United
States Air Force Ceremonial Brass in Washington, DC, and has
conducted and directed over two thousand ceremonies for the
world’s highest officials and more than 4 billion people around
the globe. He is a graduate of the Juilliard School of Music
where he received a Bachelors and Masters degree in Music
Performance.

Bank and the Atlantic County Office of Cultural and Heritage

Non-Perishable Food Items Delivered to
the Atlantic City Rescue Mission
In today’s economy, the Atlantic City Rescue Mission’s needs are greater
than ever to provide food for the homeless. To help the Mission’s efforts, Jersey Shore Federal Credit Union collected non-perishable food coupons to purchase food for the Mission just in time for Easter. The Credit Union’s donation
will help provide this Easter holiday food baskets to the community in Atlantic
County and the Atlantic City area. In addition, these non-perishables will be

The “Did You Just Eat My Goldfish?” Prank

To make sure you’re ready to go for April Fools Day, I’m going to teach you how to eat a goldfish to shock and awe your friends. I’m not talking about Goldfish crackers. That’s less exciting.
Rather, imagine you are at your friend’s house. You are admiring her fish-tank when you reach into
the tank, pick up a fish by the tail, and drop it into your mouth. You chew, swallow, and stare straight
at your friend’s face as the panic sets in.
Sounds like great fun to me!
Here’s how to pull of this prank. You need a large carrot. Using a peeler, slice of a wide but thin
piece of carrot. It needs to be thin enough to be a bit floppy.
From the wide end of that slice, use a knife to carve it into the rough shape of a fish. Detail isn’t
important, as your fiend only gets a fleeting glimpse as it passes your lips. Hide your carrot-fish in
your pocket until you find yourself beside an unsuspecting aquarium.
As you make some breezy conversation about the fsh, your hand slips into your pocket and
picks up the carrot-fish. Hide it in your loosely closed hand in a casual way. (Being casual is key.
Don’t worry, nobody will ever suspect you’re secretly hiding a fish-shaped carrot. If they do, you
have a complicated relationship with this person.)
When you’re sure that you’re being watched, dip your hand (still hiding the carrot) into the
aquarium water and move your fake fish into view, pinching the tail. Pull it out, wiggling the fish
a bit, and quickly drop it into your mouth. Do this fast, but not so fast that it is not clear what just
happened. The impact of your prank relies on your calm execution of this moment.
Now you just need to try not to laugh as you chew and swallow your carrot fish. It’s up to you
how much you want to torture your victim at this point. If you’ve pulled off the prank, they should
be seriously shocked right now.
Now go have some fishy fun!

William R. (Bill) Dougan assumed the office of NFFE National President in June of 2009. A
dedicated unionist and 31-year member of the National Federation of Federal Employees, he
has served in a number of leadership positions at the Local, Council and National levels.
Dougan also served as NFFE National Secretary-Treasurer from 2007-2009.
Throughout his tenure as National President, Dougan has played a key policymaking role in a
number of governmental and non-profit forums. As a founder and the elected Chairman of the
Federal Workers Alliance, he leads the collective effort of 22 unions representing over
300,000 federal employees in shaping government-wide workforce policy. As an appointed
member of the National Council on Federal Labor-Management Relations, Dougan has
worked with top administration and agency officials to build strong labor-management
forums at federal agencies. Dougan also serves on a number of other federal and non-profit
groups, such as the Employee Thrift Advisory Council, the Federal Employee Education and
Assistance Fund, and the Federal Advisory Council on Occupational Safety and Health.
Dougan is a graduate of Humboldt State University in Arcata, CA with a Bachelor of Science
in Forest Management, and has completed graduate studies at Oregon State University,
Washington State University, and the University of Washington. He and his wife, Libby,
have four sons.

Leave Donor Application” NOTE: Donors must use
an FAA computer with Intranet access to donate leave
through this process! The donation process is not available through the Internet.
