This positive Spanish greeting sums up the adventure of nine Rock Creek High School students and their sponsors who toured Costa Rica from June 24 through July 1 to study the country’s culture, language, and ecosystems. The students visited coffee and pineapple plantations, shopped for souvenirs at a factory which produced wood products, relaxed in hot springs in the shadow of the Arenal Volcano, and swam and boated at Isla Tortuga, an island in the Pacific Ocean. They also learned how to make chocolate, cooked an authentic Costa Rican meal, and practiced some new moves in a Latin dance class. In addition, they explored the country’s capital city, San Jose, visiting both the national cathedral and the national theater. For two nights the group stayed in Selva Verde Lodge along the Sarapiqui River where they zip lined, hiked across suspension bridges, and boated through the rainSubmitted forest. For four nights students stayed in homes with “Tico” families who spoke only Spanish. While practicing their language skills, the students tasted new foods, played games with children, and explored their residential neighborhoods. Besides sightseeing, students participated in a volunteer service project called Hogar Dulce Hogar, which translates to “Home Sweet Home.” This project was coordinated by El Rancho de Español Lodge and Interact Travel, the touring company which organized the trip. Similar to Habitat for Humanity, this program helps families in need build affordable housing. The students broke up concrete to pave the driveway, moved building supplies, sanded walls, and painted the interior of the house. The students also donated some of their own money to purchase doors for the home. Several factors made this a successful trip. The company Interact Travel did an excellent job organizing the trip, and the Costa Rican guide Angel and bus driver Ricardo were favorites of the students. Angel was friendly and knowledgeable about his country, and Ricardo kept everyone safe on curvy mountain roads and crowded urban streets. The Rock Creek students also traveled with 14 students and two sponsors from Pennsylvania, becoming acquainted with people from another part of the United States. Spanish teacher and sponsor Sara Miller was thrilled with the students’ behavior. “These nine Rock Creek students were excellent ambassadors for their country. They were enthusiastic, respectful, and willing to try and communicate in Spanish. I could not have asked for a better group.” Students who participated in this trip included Rachel Forge, Holly Forrester, Cale Hinrichsen, Olivia Lee, Jackson Lenauer, Eli Miller, Justin Moser, Maleah Sandy, and Wyatt Williams. Their sponsors were Rock Creek teachers Sara and Keith Miller. The next Rock Creek Spanish trip is scheduled for summer, 2018. Spanish teacher Sara Miller will provide information about this trip in March, 2017. Students must complete two years of Spanish to be eligible for the trip. County Sheriff Editor’s Note: This is the fourth in a series of candidate articles leading up to the Aug. 2 primary election. Only contested races are featured. This week’s article is for Pottawatomie County Sheriff. Candidates are incumbent Greg Riat and challenger Daniel Costlow. Questions concerned qualifications and reasons for running, their opinion of the biggest law enforcement challenge facing the county and how the county can help solve the problem. Candidates were also offered a “soapbox” question that appears online only at www.thewamegosmokesignal.com Daniel Costlow I’ve been in law enforcement for a little over 10 years. I started as a reserve deputy in Pottawatomie County. I’ve worked as a full time Deputy for Pottawatomie and Wabaunsee County Sheriff’s Offices. Then in 2013 I became the Chief of Police for the Onaga and Havensville Police Departments. While employed I’ve had many responsibilities and learning opportunities to help our county. These range from public relations, community outreach, investigations training, to SWAT training. I spend personal time going to training and have been taking college courses. We have several problems but I believe there is one we need to fix before moving to others. I feel the retention problems of deputies is one of our biggest concerns. This is for several reasons. If you continue to lose a fifth of your deputies each year then you lose experience when working calls. Lack of experience and officers leads to less productivity. This causes us to not solve as many problems as we should. It costs money to train and equip these deputies and is a loss if they don’t stay. The other problem with that is the public doesn’t know the deputies so they are reluctant to speak with them about things going on. Employee retention can be improved. I’ve known many of the 33+ deputies we’ve lost See Candidate Page 2 I have been privileged to serve the citizens of Pottawatomie County for the past 26 years at the Sheriff’s Office. In my role as Sheriff and with the help and support of my staff we work to make things better for our county. There is great satisfaction in helping people and also being part of something good. I have filed for re-election because I truly enjoy my job and want to continue helping make things better. Each individual community in our county, rural and urban face different needs and challenges. Overall however, I see the rapid growth of our county as one of the biggest challenges we face. This growth contributes to an increase in activities such as illegal drug use, mental health issues, increased vehicle traffic on roads, along with road construction projects. With some of these issues also comes the need to provide greater support to our schools through our School Resource Officer Program, that helps in keeping our schools safe. The number one thing we need from the people of Pottawatomie County is their continued support. When you consider Pottawatomie County is located between Manhattan and Topeka, near Ft. I attribute this to several things, the men and women of the Sheriff’s Office who help watch over us, our training and equipment, and especially the help we receive from our citizens. We receive tips on crimes, calls on drug activity, calls on traffic problems, and feedback on how we do. With the size of our county at over 800 square miles, our population now over 22,000 and growing, we rely on, and need our citizens input. SHERIFF PTSO busts three for drugs On July 1, just before 8 a.m., a Dodge Neon driven by 47-year-old Gary Lee Dorr, St. George was stopped for a traffic violation near the intersection of Highway 24 and Lake Elbo Road, rural Manhattan. During this stop deputies discovered an unspecified quantity of marijuana and methamphetamine as well as drug paraphernalia. Gary Lee Dorr, the driver of the vehicle was taken into custody for possession of methamphetamine, possession of marijuana and possession of drug paraphernalia. Dorr was transported to the Pottawatomie County Jail was bonded on a $5,000 cash or commercial bond. Also on July 1, a joint investigation by the Pottawatomie County Sheriff’s Office, Wamego Police Department and Kansas Department of Wildlife and Parks resulted in the arrest of two males. Driving a 2004 Chevy Silverado Pickup, they were stopped near Horseshoe Road on Military Trail Rd, rural Wamego around 3:40 p.m. A search of the vehicle was conducted and a quantity of marijuana was seized as well as two firearms, one being loaded. The driver, Tyler Lee Newman, 26, Onaga, was taken into custody for distribution of marijuana, possession of drug paraphernalia, possession of hallucinogenic drug and no drug tax stamp. He was transported to the Pottawatomie County Jail and has posted bond of $5,000 cash or commercial. The passenger of the vehicle, Otto Eugene Tisdale, 31, Wamego, was arrested for distribution of marijuana, possession of drug paraphernalia, possession of hallucinogenic drug, criminal possession of a weapon by a felon and no drug tax stamp. Tisdale was transported to the Pottawatomie County Jail has since bonded, $20,000 cash or commercial Possible sexual assault The Pottawatomie County Dispatch received a report of a possible sexual assault in Onaga at 5:27 a.m, June 25. The victim reported to the Sheriff’s Office that she may have been assaulted by two males in an area West of Leonard Street in Onaga. The victim can only describe the suspects in this incident as two males, possibly driving a small vehicle. The victim reported this incident happened sometime after 11 p.m., June 24, and before 5:27 a.m., on June 25. The Sheriff’s Office is asking that anyone with information on this incident is urged to contact the Pottawatomie County Sheriff’s Office at 785-457-3353 or the Onaga Police Department at 785-889-4768. Aggravated burglary The Pottawatomie County Sheriff’s Dispatch received a report of a residential burglary in progress at 5400 block of Taylor’s View Road, rural Manhattan, Pottawatomie County at 4:04 a.m., Thursday, June 24. The victim in this matter discovered an unknown male inside their residence. When discovered, the male fled from the residence. Various items were also discovered missing from this residence and were believed to have been taken by the male suspect. With tips from area residents and evidence from the scene, sheriff deputies and detectives were able to develop a suspect. The suspect, identified as Mark Burghart of Manhattan, was located near this same area around 1 p.m. He was taken into custody for aggravated burglary, theft and possession of drug paraphernalia. He was taken to the Pottawatomie County Jail and bond was set at $15,000. July 13, 2016 • Wamego, KS Pottawatomie County Commissioners updated on NBAF Construction to end in 2020 Mark Portell • Special to The Smoke Signal The Pottawatomie County Commissioners Monday received an update on the National Bio and Agro-Defense Facility (NBAF) from Marty Vanier, director of partnership development for the federal facility under construction at the northeast edge of Manhattan. Vanier and Chris Trudo, Pott. County Emergency Management director, will begin giving commissioners quarterly updates on the progress of NBAF and how it will impact the county. The $1.25 billion animal disease research laboratory has a 500,000-square-foot footprint and is charged with researching exotic animal diseases, according to Vanier. Actual construction of the facility is scheduled for completion at the end of 2020, but research won’t begin for another two years while operational testing takes place. While the facility is located in Riley County, Pott. County emergency responders have had training for a possible outbreak of an exotic animal disease and will probably require more. Commissioner Dee McKee questioned who would be responsible for paying for that training and potential equipment needs. “When we start sending our local staff to do that kind of training, I don’t want all the costs to be on our taxpayers,” McKee told Vanier. Vanier said planning for that contingency should begin soon. Health Dept. Barnes said the software would allow him to monitor incident reports by department fire chiefs. From Jan. 1 through July 8, only 28 incidents were reported to the state, when the number should have been close to 200, Barnes said. Cost of the software is $6,610 for the first year and $3,860 annually after that. “It seems like a lot of money, but I see it as a necessary tool, especially for keeping track of our incidents, because we’re not keeping track of them now,” Barnes said. Commissioner Pat Weixelman questioned if the issue of nonreporting was due to software or personnel. “If it’s a problem of getting it into the system, I don’t see where new software is going to help. End of story,” Weixelman said. Commissioners asked Barnes for more information before making a decision. EMS Budget David Adams, director of Pott. County Emergency Medical Services, said his projected budget for fiscal year 2017 will be $1,714,000––up from $1,610,000 in the current fiscal year. Adams said Via Christie Hospital, Manhattan, which operates the service, has consolidated Pott. and Riley County Ambulance Services as a means of sharing resources to save money. Adams also noted that Pott. County EMS earned a perfect score for its state inspection for the second consecutive year. Only 20 percent of the services statewide receive perfect scores two years running, he said. Bond Bids Bennington State Bank, Wamego, was apparent low bidder on $985,000 in temporary notes to finance infrastructure for Unit 4 of Whispering Meadows Subdivision. Bennington bid an interest rate of .81 percent with a total interest cost of $7,978.50. Farmers State Bank, Westmoreland, and Kaw Valley State Bank, Wamego, also submitted bids. The commission authorized the city manager to spend up to $555,000 for a used ladder truck for the Wamego Fire Department. See full story in this week’s Wamego Times. Alma City Commission Dollar General is another step closer to opening in Alma. An ordinance for the approval of annexing dollar general was presented to the city council last week. The council approved the ordinance and construction is set to begin sometime this month. The current city ordinance states that the maximum grass height is allowed to grow in Alma is not to exceed 12 inches. A second conditional use permit for construction of a daycare facility on Carlson Road was approved after extensive discussion. A resident of Carlson Road voiced her safety concerns for the potential traffic increase and the width of the current road. Lt. Col. Erica Christie, Wamego, is the battalion commander and Command Sgt. Maj. Craig Posch, Paxico, is the battalion’s senior noncommissioned officer. “The activation ceremony was the last step in fully integrating the new force structure of the 997th Brigade Support Battalion into the Kansas Guard,” said Christie. “The battalion has been operating in its Modified Table of Organization and Equipment mission for several months and has become fully functional in a very short time. Command Sergeant Major Posch and I are energized and ready to maintain the battalion’s positive momentum.” The battalion’s mission is to provide command and control of assigned and attached units, plan and manage logistics support to the 130th Field Artillery Brigade and supported maneuver battalions and to conduct domestic support operations in support of federal and state agencies to protect life and property within the state. Page 4 July 13, 2016 • Wamego, KS Garry Lee Barnes G arry Lee Barnes, 72, of Lake Wabaunsee, Kan., passed away Thursday, June 30 at Stormont-Vail Health Care of Topeka following a lengthy illness. Garry was born Oct. 8, 1943 in Kansas City, Kan. the son of Cleon and Geraldine (O’Neil) Barnes. He grew up in Hayesville, Kan. His family moved to Seattle, Wash. and later to Vashon Island, Wash., where he graduated from high school in 1961. He then joined the Marines and served in Viet Nam as a gunner and then as a supply runner from 1965-1966 until his honorable discharge. After serving his country in Viet Nam, he worked for Golite GARRY L. BARNES Contractors, building towers. In 1970 he moved to Kansas and worked as a mechanic in Manhattan. During this time he bought old WWII planes and restored them with the help from his friend Larry Moon. Garry received his pilot license in 1978. In 1986 he started working for Blue Stem Auto as a mechanic until just a few years ago when he retired. Garry was married to Sue Berroth in 1971. They were divorced in 1987. He married Linda Haller in 1988, she survives of the home. His passion was buying and restoring old planes. He was very creative and could build or fix just about anything. He loved the outdoors and spending time with his family. Survivors include: his wife, Linda Barnes, of Lake Wabaunsee; his mother, Geraldine Barnes, Spokane, Wash.; four children: Monique Angel (Jerry) of Olathe, Tyson Barnes of Yuma Ariz., Chad Schmitz (Amy) of Alma, Kelly Oliver (Jason) of Maple Hill; two sisters, Judy McMains of Houston, Texas, Nancy Cerna of Seattle; three brothers: Larry Barnes (Sandy) and Dennis Barnes (Pam) both of Spokane, Roger Barnes (Pam) of Great Falls, Mont.; nine grandchildren: Larry, Madison, Allie, Kayla, Emily, Canyon, Abby, Cade, Eli; and numerous nieces and nephews. He was preceded in death by his father, Cleon Barnes, his brother, Danny Barnes (1967 in Viet Nam), and a brother-in-law, Jess Cerna. Mr. Barnes has been cremated. Donald Dean Peterson D onald Dean Peterson, 81, of Wamego, Kansas, passed away Friday, July 1, 2016 at the Good Shepherd Hospice in Manhattan following a long illness. Don was born Nov. 20, 1934 in Lindsborg, Kan., the son of Ernest E. and Ruby H. (Nelson) Peterson. He attended Lindsborg schools and one year at Bethany College before transferring to Kansas State University and graduating in 1957 with a degree in Electrical Engineering. Following college, Don served in the U.S. Army. After his military service, he went to work in San Diego, Calif., working for General Dynamics for several years, before moving to Kansas City. He spent DONALD PETERSON the majority of his career there, working for Bendix Corp., and Allied Signal which then became Honeywell, until his retirement. Don was very proud of his work, which involved important projects with our country’s Department of Defense. Don was married to Glenda Lea Kissick in 1957 and they later divorced. He then married Marilyn Loch, who preceded him in death, and later remarried Glenda Peterson who preceded him in death on July 5, 2015. Don especially enjoyed hunting, fishing, and gardening throughout his life. Time with his family and friends was also important to him. He is survived by his three sons: Randy Peterson, Wamego, Monty Peterson, St. George, Joseph Peterson, Portland, Ore.; one brother, Eldon Peterson of Ohio; one sister, Betty Ludwig, Leavenworth; five grandchildren, and numerous nieces and nephews. He was also preceded in death by a daughter-inlaw, Jane Peterson. Funeral services for Mr. Peterson were Wednesday, July 6th, at Stewart Funeral Home of Wamego. City of Onaga begins comprehensive plan process The City of Onaga and Flint Hills Regional Council (FHRC) began the process to collaborate and create the Onaga Comprehensive Plan, the first such policy document since 1995. The Comprehensive Plan, which will be shaped by the city’s residents, will outline what a successful Onaga looks like in the future. The goal of the Comprehensive Plan is to provide long-range guidance for property owners, citizens and decisionmakers on issues such as overall growth, housing, economic development, transportation, parks and open space, neighborhood and historic preservation, and community character. All issues may or may not be addressed in the final plan, but the most important ones as stated by residents will be addressed specifically. The Comprehensive Plan is set for adoption by the City of Onaga in November. Prior to completion, the plan will go through a round of drafts and public review. The process officially started on June 1 with the first steering committee meeting that took place at Onaga City Hall. Data gathered from the U.S. Census Bureau regarding population demographics, housing information and current Onaga zoning was shared with the steering committee, which includes members of the Onaga community as well as the FHRC staff. The data was prepared and presented by the FHRC. WHS Alumni Association Disbands The Wamego High School Alumni Association met July 2, in the middle school. Following a delicious meal catered by Hy-Vee, Karla Merryman, secretary, called the meeting to order. Elected president and vice-president resigned last spring. The minutes were approved as read. Treasurer Ken McCarter, gave the treasurer’s report. Kally McConkey gave an interesting and informative report on the Wamego Community Foundation and all the things they do for the community. After some discussion regarding the lack of attendance and interest in the association, it was moved and seconded that the “WHS Alumni Association cease as desist as of now.” The motion carried by an 11-2 vote. Much money is spent mailing reminders that no one responds to. Many people have worked hard in the past to keep this association alive. Classes can continue to plan their own meetings as they wish. The remaining money will be added to the scholarship fund, which will continue to be administered by the Wamego Community Foundation. WHS FBLA attends national convention Members of the Wamego High FBLA attended the National Leadership Conference this summer in Atlanta, Ga. There was a lot of competition with over 12,000 attendees at the conference. Out of all of the teams that Wamego was fortunate to qualify, the Public Service Announcement team consisting of Nick Fox, Aaron Pachta, and Trey Schmidt were the representatives of Wamego FBLA in Atlanta. They were accompa- nied by their adviser, Shawn Lehecka. At the Mountain Plains Region Voting and Recognition Session, the local Wamego High School chapter was recognized as earning the Outstanding Chapter Award – which is the highest level of national recognition a chapter can receive. The group did an excellent job at preparing for their event and presenting it to the judges, but did not make it in the top 15 for the finals. They then took the opportunity to observe other presentations during the final presentations for different competitive events. The WHS students would like to thank all the individuals who supported them as they prepared for this trip. Time for a change: 12 years of Commissioners Hartwich’s blunders are enough, don’t give him 4 more. Let’s help Commissioner Weixelman keep his promise of only 2 terms and vote him out. His 8 years are up. The May 25th 2016 Smoke Signal had an article about Weixelman being upset with Commissioner McKee because she said he was looking for a “quick fix” for the gravel road on Say Rd in order to boost his re-election . I agree with McKee. I believe he was trying to buy votes, he has misled voters before. McKee should have never apologized. Commissioner Weixelman campaigned with the promise of only running two terms. The upcoming election will be his 3rd term if voted in. Weixelman campaigning that he was only running 2 terms, in my opinion, was his way of picking up a few extra votes for that second term. If he was really trying to get votes, he should have done something that he promised. He had 4 years to do something on those roads and didn’t do anything in this area. As a matter of fact the only thing I can see he did in the last 4 years was approve over $72,000.00 for junk equipment to Hartwich’s Business which made Salzer Rd worse. When it comes to the roads there has been a lot of smoke blown. I went up to a meeting last year and talked to both Weixelman and Hartwich about the use of Elm Slough Rd with their county trucks, which are 18 wheelers. They were not worried about the roads. Their trucks made dust out of a lot of gravel and the gravel requires more maintenance on their trucks. Even when I told them about it, there was little concern on their part. Their response was very nonchalant. I told them that I witnessed an accident in the making. I pulled out of my driveway going East behind one of their county trucks and I held back quite a bit because of all the dust that was created. As the dust cleared I saw where a lady coming from the West had come to a dead stop in the road because she couldn’t see. If another car were to come over the hill there is no way they could have seen her or any driver that was in her position. Weixelman’s response was that “there are a lot of stupid drivers out there”. Hartwich’s response was that “they have dusty roads all over the county.” My response was “keep going and you are going to kill someone.” I believe whoever authorized using Elm Slough was the stupid person. The county trucks drove 9 miles on Elm Slough Rd., they could have driven a mile and a half South and taken US 24 to Hwy 99 all on hard surface. I also told Hartwich that I checked with the Sheriff’s office and they said that you would have to look long and hard to find a county road that has more traffic than Elm Slough. County Commissioners should not have allowed those trucks to travel on county roads when a viable, hard surfaced road is within a mile or so. This shows a lack of common sense. We, as tax payers, are the ones paying for all the repairs that are needed on the roads and on the trucks. We are not asking them to perform brain surgery, just use common sense. Regarding the upcoming election, please give it some serious thought before you check their box. You need to understand Harwich is the Kingpin, in charge of most of these stupid decisions. However, they truly are joined at the hip. Weixelman just happens to be the follower. They have voted together on nearly every decision for the past 4 years.
