Fish sales organizations as providers of fisheries data
Fish sales organizations as providers of fisheries data Otto Gregussen CEO Pelagic Fishermen’s Sales Organization Norway The second symposium on Fishery Dependent Information Rome FAO 3rd – 6th of March Topics 1. 2. 3. 4. About mandatory firsthand sales and the NSS The actual flow of data Total data availability Managing risks My perspective is the stakeholders – the representative of the community that trade in fish The leading marketplace in Europe for first-hand sales of pelagic fish Servicing foreign and Norwegian buyers and fishermen 24/7 service Electronic auction Owned and governed by Norwegian fishermen The Co-op Trawlers Purse seiners Coastal vessels Foreign vessels Annual meeting Control committee The board Managing director Sales Economy Market and information Mandatory first-hand sales are today an integral part of the Norwegian fisheries management Historically the mandatory first-hand sales was established to protect the small fishing vessel’s economic interests and to stabilize markets. Today the control aspect is the major reason for the maintained support for the system. The privilege to fix minimum prices is challenged Economic basis The fee for Norges Sildesalgslag is 0,65 % of the catch value in the pelagic sector. Creates a level playing field Secures the fishermen sales and the buyers raw material Arranges sales at current market value The auction process available quickly and simultaneously for all – fishermen, industry and science Gathers all information and sales data to be made –at the same cost Minimises total sales expenses Reporting the catch Reporting the catch Reporting details of: • Position • Species • Quantity • Size • Bidding area Auction information Auction information: • Information on the catch After the auction Delivery Delivery note Settlement Invoice Condition for the fishermen: • Guarantee pledge • Settled 14 days after delivery Conditions for the buyer: • Required guarantee for ability to pay •Terms of payment: 30 Use of data in research and management -1 • Primarily an advanced system for sale of pelagic fish – but also a seamless system for real time transmission of catch data to the Directorate of Fisheries and the Institute of Marine Research (IMR). • Providing accurate catch data for the fisheries statistics. Use of data in research and management -2 • Definitely a valuable provider of quality catch data (volume and composition) for assessment of different pelagic stocks – by IMR and ICES. • Real time overview of the fisheries enables IMR to contact vessels directly to get samples for desired species and catch areas - for later biological analyses – to be used in stock assessment Information from Fishing Vessel • • • • • • • • • • • Species Delivering for consumption or fishmeal/fish-oil Quantity of catch Average size of the catch ( based on samples taken onboard vessel) Size ranges of catch (based on samples taken onboard vessel) Catch area and catch times Start date of current fishing trip Catching equipment ( Purse Seine, Trawl etc) Storage information, number of trawl-shoots etc Quality of fish, conservation, fat content, feed content AND…..bidding area for the catch with arrival data – Catch journal – continously oppdated QUOTA ACCOUNT: QUOTA RIGHTS: Obtained from the Directorate of fisheries and adapted for operational use. All quota rights and changes are continuously updated CATCH SUPPLIER REGSTERY: Links vessels to correct owner. For purposes of vessels used for research quotas, chartered fishing and fish freight. VESSEL REGISTERY: A shadow list of the Norwegian Directorates official fishing vessel list. It also contains information in order to handle contract notes and quota/payment allowance consist of Quota Account and quota survey, recorded per vessel per catch. All movement on quotas can be tracked from when the catch quantities are captured CATCH REPORT: Contains ALL catch information and form the basis for all the auctions SALES: Provides information on each of the sales, even on spilt sales. Forms the basis for the pro forma delivery notes which are published online to make the registration of delivery notes/landing declarations both easier and safer. LANDING NOTES: Issued to vessels delivering/landing catches where there has been no sales or seller/byer transaction yet DELIVERY NOTES: Produced in the sales process of each catch – where there has been a seller and a buyer. Produced electronically with electronic signatures when possible In addition to the main structures the system also contains all the code tables that support them. Fish species, conservation methods, range, etc. The structure and content of which is based on the Norwegian standard for the delivery note ( NS9400 ). All structures in this standard is implemented in the system The system could easily be expanded to contain specific data on effort or whatever managers or scientists want to include! Managing what risk? Financial risk • The only risk that you have to consider when you fix quotas, is the fish stock? • Rapid changes in supply is zero risk? • Market conditions for funding is not influenced? • Determining harvesting and processing capacity is not important for managers?
