characters, needs and challenges; together, they make
our city vibrant and strong. From the joie de vivre of St.
Boniface to the leafy wilds of Charleswood, the vivid arts

of Central Park, our neighbourhoods tell the story of our
city and its people.

Our 2009 annual report highlights some of the
neighbourhoood-building projects that have received
grants from The Winnipeg Foundation in the past year.
These initiatives provide resources, energy and attention
to help strengthen communities and, in so doing,
improve lives for local individuals and families.
The Winnipeg Foundation touches every neighbourhood in
our city, though not all are profiled in this report. Through
Youth in Philanthropy, young people from all areas of
Winnipeg are learning about community issues and making
grants on behalf of the Foundation. Scholarship funds
administered by the Foundation assist students from
across the city to access education. And, grants to
hospitals, post-secondary institutions and museums reach
many thousands of Winnipeggers every year.
People from all walks of life make lasting investments in our
community by supporting The Winnipeg Foundation. No matter
the size, all gifts to the Foundation have impact because they are
pooled and permanently invested to generate income for
granting. Gifts may be made to any fund at the Foundation, or
may be directed toward our general community building activities.
Donors who establish an endowment fund at the Foundation may
choose from:
• Community Building Funds allow the Foundation to address the
most pressing needs of the community now and in the future.
• Field of Interest Funds support specific charitable areas
specified by the donor.
• Donor Advised Funds enable donors to recommend recipient
organizations.
• Designated Funds support particular charities in perpetuity.
• Scholarship Funds help individuals access education and
training opportunities.
• Memorial and Tribute Gifts honour friends and loved ones.

Who we are
What we do
The Winnipeg Foundation, your centre for
community philanthropy, has served the
charitable needs of our city, and the people
who live here, for 88 years. Thanks to the
foresight and generosity of our founder and
generations of donors, we will support
Winnipeg’s non-profit sector now and forever.
Our vision is “a Winnipeg where community
life flourishes” and we work diligently toward
that goal by linking donors from all walks of
life with charitable projects that strengthen
individuals, families and neighbourhoods.
The Winnipeg Foundation pools and
permanently invests all gifts entrusted to us.
These endowed funds generate income that is
distributed in the form of grants to support
charitable projects. Working closely with
donors to ensure their wishes are honoured
and resources soundly managed, and local
organizations to help meet community needs,
the Foundation has distributed more than
$240 million during its history.
Note:
Although we consider 2009 to be a successful year for the Foundation, it has not been without its
challenges. The global financial meltdown of 2008 has had significant impact on our investments,
policies and planning. A special report, entitled Investing in Turbulent Times, outlines our response to

Heart
of the
neighbourhood
Located in Manitoba Housing units on Robinson Street,
the Lord Selkirk Park Resource Centre is an important hub,
both for local residents and for a movement to revitalize the
neighbourhood. The Centre, which received a grant from the
Foundation in 2009, provides assistance with immediate
needs, such as phone access, laundry services and a clothing
depot. It also offers counseling, skill development
workshops, advocacy, referrals and community gatherings.
In partnership with a number of local agencies that have
formed a Community Advisory Committee, the Centre is
also helping address root causes of social issues by engaging
residents in neighbourhood initiatives. Since the Centre
was established in 2005, an adult learning centre, literacy
program, family centre and after-school kids programming
have all been launched in Lord Selkirk Park, bringing new
energy and hope to the neighbourhood.

Turtle Island Tots and
Families runs a weekly
intergenerational literacy
program for families in
Lord Selkirk Park – many
of whom face barriers
including: poverty, teen
parenthood, and children in
care or protection. The
program received a grant
through the Literacy for
Life Fund in 2009 to
provide books to
participating families.
Kekinan Centre provides
culturally sensitive housing
to low income Aboriginal
seniors in Lord Selkirk
Park. The organization
recently received a grant to
provide assisted living,
making it accessible to
tenants with disabilities, as
well as emergency housing
facilities for seniors.

• One of Winnipeg’s most economically-challenged neighbourhoods,
more than 80% of residents are considered low income.
• More than 65% of neighbourhood residents are Aboriginal and the
area is home to several First Nations institutions, including the
Indian and Métis Friendship Centre and Neechi Foods.

Since 2002, the Elmwood
Community Resource
Centre and Area
Association has provided a
host of services, through its
three locations, to residents
of Elmwood, East Kildonan
and North Kildonan.
Demand for programs,
especially in adult literacy
and youth employment, is
on the rise. The Centre
received a grant from the
Foundation in 2009 for
strategic planning to help
manage its growth.
In 2009, a former teacher
established the River East
Collegiate Science
Department Award Fund at
the Foundation. The award
will be given to a deserving
student who excels in
science. The Elmwood High
School Legacy Fund was
also established this past
year, through funds
contributed by alumni in
conjunction with the
school’s 50th reunion.
Once upon a time, a group of Winnipeg students read a
powerful memoir of a former child soldier. The book inspired
both newcomer and Canadian-born youth to start sharing
their own stories. The storytelling experience helped foster
understanding, acceptance and belonging – key elements for
any young person, and even more important for newcomer
and refugee youth who face numerous economic, social and
cultural challenges.
And so, Many Voices, One World: an Intercultural
Storytelling and Healing Project was born at Gordon Bell
High School in West Broadway. Through the tradition of
storytelling, Many Voices aims to bridge the gap between
Winnipeg’s newcomer youth and Canadian-born students
and teachers. The project’s ultimate goal is to improve the
settlement experience for newcomer families and build a
stronger, more cohesive community of young people.
The Foundation supported Many Voices, both in 2008 and 2009,
through grants to the Manitoba School Improvement Association.
The program, which received the 2008 YMCA-YWCA of Winnipeg
Peace Medallion, also runs in Hugh John MacDonald School and
will start at

Many Voices, One World participants

• The River East Neighbourhood Network, a group of residents, businesses and
agencies working together to identify and address local issues, has recently
developed a guide for the neighbourhood’s growing newcomer community,
identifying local services and resources of particular interest to this group.
• Habitat for Humanity Winnipeg’s 2009 Blitz Build added a 34-home
sustainable housing development to the neighbourhood.

A
house
to
write home about
Born in 1909, Gabrielle Roy grew up in the yellow
house at 375 Rue Deschambault in St. Boniface, a home she
would celebrate in her fiction throughout her distinguished
writing career. Over four decades she published more than a
dozen novels, receiving critical acclaim and garnering three
Governor General’s Awards. Her house, on a quiet,
residential street in St. Boniface, now welcomes 2,500
visitors a year as La Maison Gabrielle-Roy.
The museum, which opened in 2003 after an extensive
restoration, is home to a collection of artifacts belonging to
Roy and her family, exhibits on her writing life, and
engaging historical programming. In 2009, Maison
Gabrielle-Roy received a grant to celebrate the 100th
anniversary of the author’s birth with a series of special
community events, exhibits and writing workshops.
St. Boniface:

Saint-Boniface preserves
and promotes the history of
French-speaking and Métis
people in Manitoba. The
organization houses an
archives, reference library,
research services and
oversees a historic home. In
2009 it received a grant to
redevelop its website.
Located in St. Boniface,
Forum Art Institute
established an agency fund
at the Foundation in 2009,
its 45th year of operation.
Forum is one of the city’s
oldest art education
organizations, offering
classes, workshops and
studio time to artists of all
skill levels.
Collège universitaire de
Saint-Boniface, the oldest
university in Western
Canada, recently received a
grant to support a
fundraising campaign with a
number of goals, including a
new teaching complex,
student residence, and
enhanced research capacity.

• St. Boniface is Western Canada’s largest Francophone
community; approximately half the neighbourhood’s population
is bilingual, compared with 11% of the city as a whole.
• The birthplace of Louis Riel, St. Boniface has a rich cultural and
political history dating back to the time of the fur trade.

Summer Learning
Enrichment Program has
helped prevent summer
learning loss by providing a
fun learning environment
for kids. The program,
which has received grants
from the Foundation for
the past four years, operates
in eight inner city schools,
including Norquay in Point
Douglas.
The North Point Douglas
Women’s Centre received a
grant in 2009 from the
Youth in Philanthropy
committee at St. John’s
High School, located
nearby. The Centre offers a
variety of programs and
services to women and men
in the area, and has become
an important player in the
revitalization of the
neighbourhood.
The doors to Mount Carmel Clinic are now open on
Sundays, thanks to an energetic group of students from the
University of Manitoba. Launched in 2009 with support
from the Foundation, WISH (Winnipeg Interprofessional
Student-Run Health Clinic) provides a non-judgmental,
holistic approach to healthcare in Point Douglas.
Every week, WISH offers much-needed support in a
neighbourhood where residents experience poor overall
health and often face a variety of barriers to accessing
healthcare, from having no phone to schedule
appointments, to lack of transportation. Working
alongside professional mentors, students provide medical
and dental care, occupational and physiotherapy,
nutrition counseling, social work services, spiritual care
and child recreation opportunities. Student volunteers
develop hands-on skills in their chosen areas of study,
while the community gains a safe, welcoming place
dedicated to building healthier futures.

Point Douglas in focus
• One of Winnipeg’s most historic areas, Point Douglas has long faced serious
socio-economic challenges: low levels of education and employment, and high
incidences of prostitution and violent crime.
• A grassroots movement in the neighbourhood, including a residents’ committee
and an active community newspaper, is renewing hope and building ownership.
The Province is currently exploring the creation of a provincial park in the area.

Learning green,
living green
Whether it’s how veggies are grown, alternative
energy options or carbon offsets, students at Victor Mager
School are getting hands-on lessons in environmental
sustainability. And, they’re taking those lessons to heart,
making changes at home, school and in their neighbourhood.
Teachers at Victor Mager are seeing the impact. Parents are
using cloth grocery bags and asking the school to send
home notices by e-mail rather than paper. Area residents
are tending the school’s garden as well as balcony gardens
built by students. Classroom garbage bins have been
replaced with coffee cans to emphasize recycling and
composting. And, students have filled the school’s toilet
tanks with plastic water bottles to reduce water use.
A grant from The Winnipeg Foundation has helped the school
take on additional green projects: a field trip to the St. Leon
wind farm, an indoor composting program, and a Monarch
butterfly waystation at the nearby Bishop Grandin Greenway.
North St. Vital:
In the neighbourhood…
Sierra Leone Refugee
Resettlement received a
grant for its Summer
Learning Program, a sixweek, culturally sensitive
recreation and education
day camp for newcomer
kids. The program, a
partnership with Winnipeg
Boys and Girls Clubs
Victor Mager club, saw
34 youth participate this
summer.
St. Vital Day Care Co-op
provides care for up to 67
children, and offers up to
four confidential spaces for
families living in emergency
shelter. In 2009, a grant to
the organization supported
creation of a natural play
space featuring gardens and
a bike path.

• While the south quadrant of the city is often thought of as
affluent, the Worthington neighbourhood of St. Vital has a large
population of recent newcomers dealing with issues of education,
employment and settlement.
• The St. George and Worthington neighbourhoods were part of the
Building Communities initiative of the City and Province, which
included enhancements to the Bishop Grandin Greenway.

The West Central Women’s
Resource Centre provides a
variety of supports to
women and their families in
the neighbourhood. A grant
in 2009 supported the
organization’s move to a
more accessible location on
Ellice Avenue.
Harstone Children’s
Centre, which operates
three child care facilities in
the West End, received a
grant for upgrades to its
Alverstone location, where
95% of the children are
subsidized due to low
family income.
After an extensive renovation and expansion,
Valour Community Club reopened in June, 2009, to serve
the West End’s diverse ethnic groups, newcomers, seniors
and low income families. The club offers a range of
recreation activities for kids and parents: sports, before
and after school clubs, arts and crafts, a lunch program,
parenting program and computer access.
A grant from The Winnipeg Foundation in 2009 helped
buy furniture for the Centre’s lunch program, which
provides meals for approximately 110 kids. After lunch,
recreation activities encourage kids to maintain active,
healthy lifestyles. The program, which has run for the last
ten years, ensures that area kids go to school nourished,
focused and ready to learn.

Canadians and a strong Southeast Asian heritage.

Creative
community
Artspace, located in the heart of the Exchange
District, is a neighbourhood unto itself. The historic
building is home to 17 arts organizations, including a
theatre and a photography gallery. Many of these groups
have received grants from the Foundation in 2009 for their
own projects – including: Groundswell, for a training and
mentorship program for curators of new music; Prairie Fire
Press, for a literary exploration of Manitoba’s Boreal forest;
and Winnipeg Film Group for a film and video library. Jazz
Winnipeg, also located in Artspace, holds an Agency Fund
at the Foundation which provides a steady stream of
revenue for its operations.
Artspace supports its tenants through administrative
services and affordable space to create, produce and exhibit
art in its many forms. In 2009, the Foundation made a
grant to Artspace to upgrade its aging elevator.

Cultural and Community
Centre received a grant in
2009 to produce a special
publication celebrating the
100th anniversary of
Winnipeg’s Chinatown.
The Foundation supported
Red River College’s plans
to develop the Union Bank
tower on Main Street to

Arts and Hospitality and
Tourism programs.
The Costume Museum of
Canada, which moved from
Dugald, Manitoba to
Pacific Avenue in 2007,
received a grant in 2009 for
public outreach. The
Museum recently won an
Exchange District BIZ
award for attracting visitors
to the neighbourhood.
The recent redevelopment
of Old Market Square,
including a new stage to be
opened in 2010, was
supported this year through
the Foundation’s Downtown
Green Spaces Strategy.

• Declared a National Historic Site in 1997, the 20-block Exchange
District includes approximately 150 heritage buildings.
• Long a home to arts organizations and colourful outdoor
festivals, the Exchange District is now becoming a more
residential neighbourhood.

Assiniboine South:
In the neighbourhood…

Since it opened in one
room at Royal School in
2000, the Charleswood
Senior Centre has grown to
a second location, offering
fitness, art, education and
outreach programs to its
400 active members. In
2009, the Centre received a
grant from the Foundation
for further expansion.
Part of the Trans Canada
Trail system, the Harte
Trail provides year-round
recreation opportunities in
Charleswood. In 2009, the
Manitoba Recreational
Trails Association received
a grant to convert a vacant
green space alongside the
Trail into a native prairie
garden. The project is
dedicated to two long-time
neighbourhood residents.
Both
on and off the ice, the members of the Charleswood
Men’s Hockey Association demonstrate teamwork and good
sportsmanship. Made up of more than 60 senior men’s
league players, the Association was established in 1972 and
represents six teams. But, hockey is not the group’s only
interest – the members have formed a strong social network
and are proud to support the local community.
After years of annual fundraising to distribute scholarships to
up-and-coming neighbourhood hockey players, the Association
has recently established a fund at The Winnipeg Foundation to
provide a stable source of support for local students. The
Charleswood Men’s Hockey Association Education Fund
provides two scholarships annually for students at Oak Park
and Shaftesbury High Schools.
To date, the Association has raised funds through
contributions by its members, which have been matched by
the Provincial government. The Association presented its
first scholarships this past year – perhaps to its next
generation of members.

Assiniboine South in focus
• Home to Assiniboine Park, Assiniboine Forest, FortWhyte Alive and
countless other green spaces, Assiniboine South balances urban and
natural landscapes.
• As their primary means of transportation, residents of this
neighbourhood are significantly more likely to drive a car, and less
likely to take public transit, than the Winnipeg average.

School district
When the young women on the Balmoral Hall School
Youth in Philanthropy committee consider which causes to
support, they take a close look at the needs in West
Broadway, the neighbourhood around their school.
Youth in Philanthropy, a program of The Winnipeg
Foundation, offers high school students a hands-on
opportunity to learn about the community, visit charitable
organizations and make granting decisions. The extracurricular program is extremely popular at Balmoral Hall,
with 30 students taking part every year.
In 2009, the committee made a grant to support afterschool and evening drop-in programs at West Broadway
Youth Outreach. The organization offers a homework club,
swimming, sports and other activities four days a week.
It also addresses the particular needs of many area kids,
offering a place where they can do laundry, learn about
grooming and experience positive adult role models.
The 24 YiP committees that took part in the program in
2009 granted a total of $115,741.
West Broadway:

Wolseley Family Place offers a
variety of resources to families
in West Broadway, including
training in parenting, life skills,
nutrition and employment
support. In 2009, the centre
received a grant for its New
Realities program, which
provides support, mentorship
and coaching to families
dealing with substance abuse.
From Pow Wow club to bingo,
internet access to sports
programs, Broadway
Neighbourhood Centre serves
area residents of all ages. The
Centre’s Just TV program, which
was supported by a Foundation
grant in 2009, engages at-risk
youth through hands-on video
production opportunities.
Schools in this neighbourhood
also receive support from
Teachers Discretionary Grants,
allocated to inner city teachers
through the Moffat Family
Fund. In 2009, more than 600
Winnipeg teachers received
small grants to use for
equipment, supplies or field
trips for their classrooms. In
total, more than $270,000 was
distributed through the
program this past year.

West Broadway in focus
• Once home to Winnipeg’s elite, West Broadway now has an
unemployment rate more than twice the city average. More than
half of area families are considered low income.
• The neighbourhood is served by a number of community agencies,
many of which are housed in Crossways in Common –
a vibrant neighbourhood hub.

from The Winnipeg
Foundation for restoration
of the Bradbury, a historic
ship that operated on Lake
Winnipeg from 1915 to 1973.

Centre is a place for artistic
expression, education and
environmental stewardship.
The Centre, which offers
accommodation, studio
space, and a variety of
workshops, recently received
a grant for facility upgrades.
Although
serving the city is our mandate,
The Winnipeg Foundation’s work doesn’t stop at the
Perimeter Highway. Through Donor Advised and
Designated funds, the Literacy for Life Fund and
community grants to organizations located outside the
city but serving Winnipeggers, the Foundation supports
charitable projects throughout Manitoba.
The Winnipeg Foundation also supports Manitoba’s
community foundations – the network of 43 like-minded
organizations located throughout our province. In 2009,
the Foundation provided $115,000 in administrative and
financial reporting grants to these foundations. We also
continue to oversee a matching program that provides
$100,000 a year, over five years, to boost scholarship and
bursary funds created by Manitoba community
foundations. In 2009, these scholarships generated more
than $58,000 to assist Manitoba students pursuing postsecondary education.

gifted
Bob Plaxton was a man of diverse talents and
pursuits, and the organizations he supported were just
as varied.
Bob had a keen interest in sport, serving on the board of
the Winnipeg Blue Bombers for 17 years and coaching
hockey and soccer at River Heights Community Club. He
was a performer who appeared on Rainbow Stage and
television, and was a committed supporter of the arts – as a
board member of the Royal Winnipeg Ballet from 1991 to
2008 and as a fan of the Winnipeg Folk Festival. He was an
active citizen, who served on boards for Big Brothers and
Victoria General Hospital.
Perhaps most important, Bob was a great teller of stories, a
person who loved to make others laugh, and a dedicated
husband, father and grandfather. And he was generous,
sharing his gifts with family and community. When he passed
away in September, 2008, a bequest in Bob’s will established
the Robert G. Plaxton Memorial Fund, a community building
fund that reflects Bob’s wide range of interests.

generated $1.6 million for
Winnipeg’s non-profit
organizations. The Foundation
matches contributions to Agency
Funds, based on a formula
designed to help them grow.

grant for its Community Support
Night, an opportunity for low income
Winnipeggers to attend a
performance of Beauty and the Beast.

the Youth in Philanthropy
committee at Children of the Earth

outings and regalia for the
Empowering our Little Sisters
program, a mentorship initiative

In 2009, the Foundation launched its Legacy Circle, a
program to recognize those who have planned a future gift to
the Foundation through a bequest, charitable trust, life
insurance policy or retirement assets. The Legacy Circle gives
the Foundation an opportunity to thank these donors during
their lifetimes and engage them with our current work.

This past year has seen 148 new funds established at the Foundation. Many of these
represent legacies of everyday philanthropists who chose to invest in our city and its
future. Following are a few of the many funds created through bequests in 2009.

Diane Irene Holm Memorial Fund
Although Diane Irene Holm never realized her dream of becoming a nurse, she paved the
way for others to do so. A bequest in her will established a scholarship fund to assist
students pursuing nursing. A gardener, knitter and expert cake decorator, Diane passed
away in 2007.
Honora (Nora) Woodman Memorial Fund
Nora Woodman lived a full and rich hundred years in Winnipeg and the Interlake,
enjoying travel, reading and playing the organ at her church. Noted for philanthropy
and volunteerism during her lifetime, Nora made a gift in her will to establish a
community building fund in her memory.
Ted Allden Memorial Fund
A lifelong Winnipegger, Ted Allden was known for his generous spirit. A volunteer with
Westworth United Church, he also canvassed on behalf of cancer and diabetes
organizations, and made deliveries for Meals on Wheels. A bequest in his will has created
a community building fund.

Donors from all walks of life give to funds at
The Winnipeg Foundation to support: our general
community grant-making, particular charities, or
scholarships. In 2009, contributions to endowed
and managed funds remained very strong.
In 2009, our granting increased by 8% to support
approximately 670 different charitable organizations
working throughout our community. Our spending
formula is based on average market value over the
previous 12 quarters. This policy helps mitigate the
impact of market fluctuations on our granting.

Total funds
In 2009 the Foundation received gifts to establish 148 new
funds, the most created in any single year. The threshhold
for establishing a named fund is $2,500, one of the most
modest minimum contribution amounts among
community foundations of our size. Figures
include Scholarships, Field of Interest, Donor Advised,
Designated and Community Building Funds.

economic situation. Prudent policies moderate fluctuating
investment performance and ensure granting continues in
this challenging economic climate.

The Winnipeg Foundation was established in 1921 with a gift from William Forbes Alloway. The second gift,
known as the Widow’s Mite, was an anonymous contribution of three gold coins in 1924. Mr. Alloway and his

Our 2009 annual report highlights some of the
neighbourhoood-building projects that have received
grants from The Winnipeg Foundation in the past year.
These initiatives provide resources, energy and attention
to help strengthen communities and, in so doing,
improve lives for local individuals and families.
The Winnipeg Foundation touches every neighbourhood in
our city, though not all are profiled in this report. Through
Youth in Philanthropy, young people from all areas of
Winnipeg are learning about community issues and making
grants on behalf of the Foundation. Scholarship funds
administered by the Foundation assist students from
across the city to access education. And, grants to
hospitals, post-secondary institutions and museums reach
many thousands of Winnipeggers every year.
People from all walks of life make lasting investments in our
community by supporting The Winnipeg Foundation. No matter
the size, all gifts to the Foundation have impact because they are
pooled and permanently invested to generate income for
granting. Gifts may be made to any fund at the Foundation, or
may be directed toward our general community building activities.
Donors who establish an endowment fund at the Foundation may
choose from:
• Community Building Funds allow the Foundation to address the
most pressing needs of the community now and in the future.
• Field of Interest Funds support specific charitable areas
specified by the donor.
• Donor Advised Funds enable donors to recommend recipient
organizations.
• Designated Funds support particular charities in perpetuity.
• Scholarship Funds help individuals access education and
training opportunities.
• Memorial and Tribute Gifts honour friends and loved ones.

$20.8 million to 670 organizations. No matter where those

of 148 new endowment funds at the
Foundation, bringing our total to
more than 2,100 and our assets to
