Better broadband

Government & EC metrics for broadband have focussed on speed



Not enough emphasis on delivering the application outcomes that users need
We need to focus on providing sufficient Quality of Experience consistently for all
users, wherever they are
It’s a challenge to deliver fibre to every premise and radio spectrum is limited

Since bandwidth is not infinite, we need to explore alternative approaches

DAN Definition
A DAN is a network that is cognisant of and responsive to the demands that
users and applications are placing on it.
It then seeks to optimise the use of network resources including smart
terminal devices in order to provide the outcomes that are required to satisfy
the users and applications needs. In doing so it seeks to deliver the
appropriate Quality of Experience (QoE) for the population of network users
such that they perceive the network performance as “always sufficient” and
hence responsive to their needs.
A DAN is not a single technology, protocol or network design concept. It is an
architectural, regulatory and policy approach to leveraging emerging
technologies in an effective way to deliver outcomes that meet the demands
of users.

More a wireless-fibre convergent network that increases cooperation across different network providers
More virtualized
More adaptive
More energy-efficient (through reducing unnecessary traffic)

How do we get the industry cooperation across the silos?
Demand Attentive Networks (DAN)
In order to give users “the perception” that they are connected to networks of unlimited bandwidth requires:
Being very attentive to the demands users and applications are placing on a network
Breaking down the silos: fixed & mobile (& perhaps broadcasting); industry & regulators;
handsets & networks and pull together all the ideas that can respond to this demand at
lower cost
If resources are continuously optimised to deliver a
performance that is “always sufficient” - users will
perceive that they are connected to a network of
unlimited bandwidth.

Summary of the key DAN propositions
The IET wants to replace “pillar to post” thinking on public networks...with 3 new ideas:
A vision of continuously upgraded fibre-wireless “network growth engines”
A global ambition to create the perception of unlimited bandwidth in an untethered fibre-wireless world
Breaking down silos to bring the best ideas together to create this perception by more Demand
Attentive Networks (…delivering to users a Quality of Experience that is “always sufficient”)
The IET believes these ideas can transform the performance/investment cost road map and create
new industry opportunities to the 1st movers who deliver on the ideas
