Business Manager’s Report

Dear Union Members,
The attack on unions and working
people won’t stop. The attack
continued right after the election. In
Michigan, the Republican majority
rammed the “RIGHT TO WORK FOR
LESS” through in about a weeks’ time.
I bet none of those bought and paid for
legislators had the nerve to tell the
voters before the election, that their
marching orders came from the
chamber of commerce and other out
of state contributors and that right
after the election “we are going to pass
“’Right To Work’” and anything else to
enable employers to intimidate and
harass good hardworking taxpayers”,
because they know we out number
them. They confuse voters with other
issues that divide and distract them
from what their true agenda has been
since the 2008 election, gut the unions
as best that they can. The good thing
is, labor posted a huge victory with
the re-election of President Obama.
Union families were the backbone of
his re-election. According to the AFLCIO, 128,000 union volunteers knocked
on 5.5 million doors, made 5.2 million
phone calls and passed out 2 million
leaflets in six targeted states. Thanks
to those union brothers and sisters
who fought to get a man elected to the
White House that will put people
before profits and jobs before tax cuts
for the wealthy.
Congress passed a new highway bill
last session and was signed into law by
President Obama. The new bill comes
after the last one expired in 2009,
which was passed in 2005. The new
highway bill is 27 months long that
gives us funding through 2014. It is 105
billion dollar bill that will not meet the
needs of our countries’ crumbling
infrastructure.
Maybe in 2014,
congress will be strong enough to do
the right thing and meet the needs of
our country, and pass a highway bill
that will give us enough funding to
make our roads and bridges safe. This
is desperately needed and would put
hundreds of thousands of good,
hardworking people to work. The big
project around on the north side of
Indianapolis is being rebid because no
one bid below the states’ estimate.
This project will take about five years
to complete, it was let the first time as
one big job, but INDOT is going to
break it up into smaller packages and
will still employ several operators
over the next five work seasons. There
are several nice projects going on now
and will probably continue after the
current phases are complete, like the
windmills in Madison and Tipton
county
we have heard that if
President Obama got re-elected that
he would be for more green jobs, and
there are more of the windmills
planned for our locals area over the
next couple years now that the
election is over.
About this time every year I look
back and can’t believe the holidays are
here already, this with all that has
taken place, it’s even more amazing
that X-mas and the New Year is right
here on us. This year though, with all
of the attacks that labor has had to
endure, what we have been able to
achieve is minor compared to what
the previous generations fought so
hard for, that we now benefit from, and
that we owe it to them to continue to
fight everyday just to keep what they
sacrificed to get. Thank you to the
retired and also to our fallen brothers
and sisters that are not with us any
longer. Also everyone that has
suffered illness, please have speedy
recovery and back to good health.

MEMBERSHIP MEETINGS
Our winter classes have started and
the attendance has been good. We
have had full classes for our first
Hazmat and OSHA 30 hour courses. If
you were working and not able to
attend these classes, we have another
Hazmat class scheduled for 2/25/12
thru 3/1/13, OSHA 30 hour scheduled
for 2/18/13 thru 2/22/13.
We have come across an issue
concerning the OSHA 10 hour course.
The OSHA 10 hour course is a lifetime
certification but some companies are
requiring people to take the 10 hour
course every three years.
The
companies are within their right to
require this because they are meeting
and/or exceeding OSHA CFR 1926
Construction Standard.
I would
recommend the membership update
their OSHA 10 hour course every three
years to avoid missing any
employment opportunities. Keep in
mind it takes 4 to 6 weeks after the
class to receive your new OSHA card.
NCCCO has added 2 new tasks to
mobile crane practical exam process.
Effective immediately the practical
exam candidate will be required to do
a Pre-Operational Inspection consisting of the candidate identifying
possible deficiencies in 5 different
categories that the examiner will
present to the candidate. The second
addition is Task 5, Safe Shutdown and
Securing Procedures. Candidates will
be required to identify Safe Shutdown
and Securing Procedures for the
particular crane type that the
candidate is testing on. If you have
any questions about these changes,
feel free to call me at the training site
(765-378-0013) and I will be happy to
answer them.

Indianapolis District No. 1

The work on the eastern part of
District 1 was slow the first six
months, but picked up the last six
months. It looks like 2013 is going to
be about the same. There is some
good bridge work going on, Milestone
is working on the bridge in Fayette
County over Village Creek on 150 East.
They also picked up some bridge work
on US 52, east of Rushville. Milestone
is working on the bridge over Sugar
Creek on 600 West in Shelby County.
Beaty Construction picked up the
bridge work on SR 9, south of
Shelbyville over Flatrock. Milestone is
working on Wilbur Wright Trail from
New Castle to Hillsboro. Most of the
work at Earlham College in Richmond
on the Natural Science Complex will
happen mid to late summer. Layne
Heavy Civil Inc. will be doing the work
on Phase (3) of the East Side Interceptor Replacement in Richmond.
Indiana Reline Inc. has some pipe
lining on I-70, east of SR 3. The asphalt
work on the eastside of District 1 is
going to be slow again this year. There
is some good INDOT work coming up
in the spring lettings, but as we all
know, politics will play a big role in the
work that gets let and the work that
doesn’t. In closing, my best wishes to
the members and their families this
holiday season and for a safe and
prosperous New Year. Looking forward
to seeing you at the upcoming
meetings.

Hi to All,
Another year has passed and all of
our quarries are getting ready to begin
another busy season. We have a
couple of contracts coming up for re –
negotiations this month with US Agg
Delphi and Martin Marietta in Kokomo. Hopefully we will have some good
news to report on the outcome of
those new agreements at our next
district meeting. It is also the time of
year again when the State law makers
go back to the State House to start the
new legislative session for the New
Year of 2013. Again this year we are
bracing for more attacks on the
working men and women of our State.
The Republican Party has a lot of
newly elected representatives this
session, and along with the new
Governor they can’t wait, in my
opinion, to start punishing Labor
Unions all over again. The Indiana
Chamber of Commerce, The National
Right to Work FOR LESS Foundation,
and many other Anti–Labor organizations are already staged to push and
pass more bad Legislation thru the
House and Senate. Some other
projects we have been involved with
this past fall is an out of state nonunion contractor that has been fairly
successful in our Locals jurisdiction
on prevailing wage projects and
obtaining work from Citizens Energy
Group in Indianapolis. Citizens has
purchased the utilities from the City of
Indianapolis, and has been engaged in
improving and upgrading all the sewer
systems, waste water treatment plants
and lift stations in Marion Co. The
(STEP) Septic Tank Elimination
Program in Marion co. started last fall
when Citizens Energy Group took
control from the City, Dunigan Bros. a
Non-union contractor from Mich. was
awarded one of the first of many of
these projects. We are actively
engaged in efforts to organize this
contractor and encouraging our local
contractors to bid these projects as
well. There are millions of dollars of
work on these projects that will be out
for bid for the next several years and
our goal is to have our members
performing this work. I hope everyone
had a wonderful holiday Season and
hope to see everyone at the General
Membership and District meetings.

I hope all of you and your families
enjoyed a safe and happy holiday
season. We have had good work in
my area this season. The big jobs
seem to be winding down at the same
time. Wilhelm will still be working in
Anderson on a treatment plant this
winter. Rieth-Riley is still working on
the sound wall on I-70, east of Post
Road. They are also working on US 31
installing water lines and Tri-State
Forestry is doing the clearing for
Rieth-Riley and Renascent is doing
the demolition. Crider and Crider still
has work at the softball complex in
Westfield and on US 31. Milestone
will be working on State Road 37 and
I-69 this winter. They still have work
on the bridge on Meridian Street and
the White River. E&B and 3D are
working on a roundabout in Greenfield and the rest area on I-70, east of
State Road 9. Theineman is working
on two dams in Indianapolis, one is
on White River in Broad Ripple and
the other is on Fall Creek near Keystone Avenue. Beaty and Renascent
are working on the Pepsi Coliseum.
Poindexter, Rieth-Riley and Hunt
Paving are working at Fort Benjamin
Harrison. We’ve had good DPW work
this season with Calumet, Rieth-Riley,
Milestone, Grady Brothers, CC&T,
Miler Pipeline and Edward & Jones
doing work on these projects. Be

Work on the west side of Indy and
Johnson County was pretty good in
2012. The building work has slowed
down from past years in my area. On
the building side of work, we have
members on the new Wishard Hospital
and FOB Building. The contractors are
Finch, Davis & Associates, Kreager
Brothers, F.A. Wilhelm, Maxim Crane,
Power & Sons, Edco and Campbell.
There will be work here until summer
or fall of 2013. Walsh, F.A. Wilhelm,
Campbell,
Thieneman,
Denny’s
Excavating are all finishing up on the
Belmont Waste Water Treatment Plant.
F.A. Wilhelm just started a parking
garage at Vermont and Illinois. They
also have a new job at Stout Field at
Hold Road.
Freeman Grading &
Excavating is doing the excavation site
work and footers on the parking
garage. F.A. Wilhelm is doing their
own excavation at Stout Field. Bowen
and Davis & Associates have been
working at the Southport Treatment
Plant. We have members working at
16th and Senate for Hagerman and
Whittenburg on the I.U. Building. Far
West Construction is digging for Hunt
Construction and Barth Electric at the
Camp Atterbury job; that’s about in in
the building work.
Hunt Construction has had a good
pipe job at Allison Transmission on
West 10th Street. We have had several
members there all summer and fall
getting some good hours. Milestone is
working on West 10th Street in front of
Allison’s, re-routing 10th Street to the
north, doing a complete tear-out, put
back with a lot of pipe work and
asphalt work. Milestone has some
good jobs in Johnson County. They
are finishing up on the first phase of
the Whiteland Road job. The next
phase is supposed to go in 2013. They
have three jobs going at Camp
Atterbury.
Site work for Hunt
Construction on a new Barracks, the
demo of some buildings and they have
a new water line job. They also have a
railroad spur they are going to start
after the first of the year. Homer Tree
Services is doing the clearing for
Milestone on this job; of course this is
weather permitting. Rieth-Riley has
been working on Whiteland Road and
State Road 144 on a roundabout. They
are also working at 16th and
Livingston. They have a good pipe job
here and are supposed to have three
or four crews going all winter. Calumet
has been finishing up a job on
Michigan Road.
Beaty has been
working on a small bridge off Michigan
Road. Beaty also started a job along
White Road downtown.
Denny’s
Excavating has had some Target jobs
around in my area, some demo and
some site work. Poindexter has been
working on a couple Target jobs in the
area. They have a job on Emerson
Ave. in Greenwood, a parking lot and
pipe work and they started a site work
for a Bank on State Road 135 in
Greenwood. Walsh and E&B joint
venture on 465 on the west side is all
but over, they have some work to
finish on Washington Street. RiethRiley, Milestone, Calumet and Grady
Brothers have all had resurface work
in my area. The Deep Rock Tunnel job
is going pretty good. We have several
members working for SK-JV, Steppo
Supply & Construction, Summit, Case
Foundation and Patriot Pumps on the
job sites. This is the first year of a five
year job. So there is still a lot of work
to do here. I hope everyone had a

By the time you read this the
holidays will be over, I hope you and
your family had a very good one. The
Heritage Group, who also owns
Milestone and U.S. Agg, purchased
Meshberger Bros. quarries and asphalt
plants along with LICA Construction.
Milestone was the low bidder on a 1.2
million bridge replacement on US 36,
west of US 27 in Randolph County.
In Jay County, Peterson Construction is working on the 1.7 million waste
water treatment plant digester improvements. Ryan is finishing up at
the Jay County Landfill, and Fox is
working on installing fused pipe to
collect the methane gas. MK Betts was
the low bidder at 2.8 million for the
waste
water
treatment
plant
improvements in Dunkirk, which
should start up in January.
In Delaware County, JC Ripberger is
continuing work on the Teachers
College with Complete Masonry. Over
at the South Well Field, 3D is
continuing work with Messer for Ball
State. Park One railroad spur got
started with RCM doing this work;
RCM Construction is a new contractor
we signed up from Gaston. RCM
started clearing and stripping, Beaty
will be doing a bridge. This is 10,000
feet of new ballasted track. Miller
Pipeline is working in Yorktown
installing 3,500 feet of sanitary sewer
improvements. Crider & Crider and
Brooks is continuing work on SR 32 in
Yorktown, should finish up in the
spring.
3D had two nice jobs under way
with the help of the Target Program.
The first is the site work on a 14.5
million dollar University Village
Apartments on west McGalliard Rd
and North Oakwood Avenue. The
second being site work on IN 332 and
Nebo Road, the new American
Chevrolet Auto Dealership. These two
jobs are much needed for this area.
Pioneer picked up a bridge deck
overlay on I 69, north of SR 28.
In Wells County, Milestone is
working on a sewer separation project
in Bluffton. E&B was the low bidder on
a small structure replacement. Brooks
was the low bidder on a road
reconstruction on Adams St. from CR
200 South to SR 124, this should start
in the spring with 3D doing the dirt

work. The wind farm (Apex Wind
Energy) is planning to construct 87
wind turbines in two phases, this
should start sometime in the spring.
I would like to encourage you to
take advantage of the Training Site,
hope to see you at the upcoming
meetings.
District No. 2 Continued

Another work season has come to an
end for most of the members in District
2. It was a better year than expected.
The work for the spring of 2013 is about
the same as the past year.
There are some projects still
ongoing. Brooks and Beaty have work
to finish on Union Chapel Road.
Kokosing Construction still has work
at the Water Filtration Plant in Fort
Wayne. Bowen Engineering started a
project in Huntington on the Waste
Water Treatment Plant that is
expected to last approximately one
year. E&B and 3-D have a project on
CR 11A in Auburn. Brooks is continuing work on their patching project on
I-469.
A few other projects that have been
bid and picked up in the District are:
State Road 14 from Scott to Hamilton
Road with E&B being the general
contractor and Fox doing the dirt work
and RL McCoy doing the bridges.
Pioneer and Associates picked up a
bridge job in Stueben County and Brooks
picked up a small structure replacement
in Huntington County along with a
wedge level project on State Road 37.
There will be some private work and
INDOT lettings that will be coming up
after the first of the year.
I want to thank everyone who
worked at the GM shutdowns this year.
GM has had an above normal year for

The work in the Kokomo area was
really good this year for most of us.
We had Fox working on the 31-bypass
at the north end, Poindexter finishing
up the middle section, and Walsh
doing the south end. They will try to
work most of the winter on the
bridges. There will be some good
work on these two projects next
spring.
Fox is also working on the Hoosier
Heartland in Cass County. There will
be carryover work there for next year
as well. We have had several guys in
and out of Chrysler most of the
summer, and work will continue there
throughout the winter.
We have a nice sewer treatment
project coming up in Logansport. At

shutdown which has resulted in
addition work and hours for our
members.
Some of the bigger projects that
finished up this year in the District are:
Parkview Hospital, Harrison Square,
US 24 from I-469 to the Ohio line and
Maplecrest Road.
Now is the time to utilize our training
site to advance your skills in the ever
competing market that we are in. The
training site gives our members
excellent opportunity to fine tune your
skills, learn new skills and obtain new
certifications. We have a great facility
for our members and an outstanding
staff that will assist you and answer any
questions you might have. Also check
out our new shop, WOW!
I hope all of you had a very happy and
safe holiday season and had the
opportunity to spend quality time with
family and friends. I hope 2013 will be a
prosperous one for you and your loved
ones. Thanks to all who have helped me
in doing my job, I can’t be everywhere so

can expand.
this time, our union contractors were
the low bidders, but it has not been
awarded. Hopefully we can get that
project started yet this winter. Atlas
picked up a nice sewer job in Kokomo.
They are separating storm sewer from
sanitary sewer lines. It should be a
good job for them.
Looking at the Dodge Reports
coming in, I believe we will have a
good year next year with all the
carryover work we have plus all the
new projects coming up. With the new
Right-to-Work Law and the Republican
control, we are going to have to really
work hard and prove to everyone that
a union contractor is the right choice.
All we have to sell is our skill. The
training site has a lot of new
equipment. It is one of the better
training sites in the Midwest, and we
need to take advantage of it.
E&B has picked up some nice
private work for next year. That is a
good sign for the economy. We had
several members working on the
windmill project in Tipton and
Madison Counties.
They will be
finishing that up very soon. White
Construction was the general. I was
talking to them the other day, and they
said Phase 2 in Tipton County should
be able to start in March. The second
phase is a little larger than the first
one.
They are going to build a new 5Hour Energy drink factory in Wabash.
They are breaking this project down
into small sections. Right now, Phend
& Brown have the sewer part of this
project. Hopefully the site work will go
in our favor on this project as well.
Kokomo is going to let some more
bike trail work next summer. We have
been successful on the other bike
trails so we are hoping we can
continue this work. They are also
going to do some railroad work. We
are trying to get the trains out of town
faster. E&B was successful on that bid.
A longtime family business, Rock
Industries, was sold to I.M.I. They
have upgraded that quarry with some
newer equipment and also had

District No. 3 Continued

I hope everyone had a safe and
happy holiday season. Looking back
on this past year, I think most
members had a good year with the
weather cooperating like it did. The
dry spring really helped the progress
on the Hoosier Heartland.
Gradex started the year with 2
shifts in Carroll County, and Milestone
completed the bridges and asphalt
paving on this section. Crider &
Crider, E&B, and Milestone also put in
some long hours to finish the section
in Tippecanoe County. This allowed
the 12 mile section from Lafayette to
Delphi to open at the end of October,
on schedule.
Walsh is also moving right along
with their two portions in Carroll
County. They plan to continue on
working this winter on the bridges.
T.J. Lambrecht and Poindexter are
doing the dirt work for Walsh.
Crider & Crider and Brooks are
working on the Rockfield section.
They switched traffic to the new south
bound lane in December to allow them
to work on the removal of the existing
SR 25.
Milestone and Gradex are working
JANUARY, 2013
on the Burrows section. They also
switched traffic in December which
will allow them to finish up the new
north bound lane. This entire section,
from Delphi to Logansport, is
scheduled to open this fall. This has
been a great project for Local 103
members from all three districts.
Crider & Crider and Milestone
finished work on the Maple Point Drive
and Concord Road extension.
Milestone has also completed the
McCarty Lane extension and Yeager
Road reconstruction.
Rieth-Riley has kept members busy
working on Phase 2 of the Cumberland
Road roundabouts and reconstruction, the north end of Yeager Road,
and Maish Road in Frankfort.
Smock-Fansler and Rieth-Riley have
also been working on the reconstruction and retention ponds at ALCOA in
Lafayette.
Bowen engineering is working on
the Battle Ground Waste Water
Treatment Plant and will have carryover work on the Oakdale Dam in
Monticello.
Thieneman has finished up at the
Frankfort Treatment Plant and is
continuing work on the upgrades to
the Monticello and West Lafayette
Waste Water Treatment Plants.
Work at Purdue University is going
great. Only time will tell what the new
President will do to the common
construction wages that are set at AFLCIO rates on University Projects. F.A.
Wilhelm is working on the new 6-story
Vawter Field Housing project as well as
the 4-story Center for Student
Excellence Building, the new Drug
Discovery Building, and the Harrison
Street Parking Garage.

Retirees Club
DISTRICT 1
District One Retirees Meetings are held the second Wednesday of
every month. Spouses are always welcome to attend the Retirees
Meetings. We look forward to seeing you there! If you have any
questions regarding the District One Retirees Meetings, contact Doug

DISTRICT 2
District Two would like to welcome all recent retirees to our
monthly breakfast. Our meetings are held the second Thursday of
the month at 8:30 a.m. Our meetings will now be held at the
Waynewood Inn at 8421 Bluffton Road, just north of the Union Hall,
due to the closing of Legion Post 82. We hope everyone had a
wonderful holiday and wish all the members of Local 103 a safe and

DISTRICT 3
The District Three Retirees Club meets the second Thursday of
every month at the hall in Kokomo at 10:30 A.M. for coffee and
donuts. Please join us for some good old fashioned camaraderie and
