At Damar Services, our mission — building better futures for children and adults
facing some of life’s greatest intellectual, developmental and behavioral challenges
— has helped move thousands of individuals from vulnerability and crisis to
independence and stability.

From one family’s simple dream in 1967 to find a safe and nurturing home for
their two children with special needs has emerged one of Indiana’s largest and
most respected human services agencies, providing lifechanging treatment and support to those who
most need our help.

Campus & Transitional Living
Damar provides a full spectrum of innovative and
individualized residential services for boys and girls through
its campus and transitional living programs. In 2011,
our 145-bed residential campus and community-based
transitional living homes in Marion, Hendricks, Elkhart
and Tippecanoe counties served 334 children and youth
facing challenges ranging from mild mental delays to severe
neurological disorders.

Group Homes
Damar has expanded its Group Home Services program,
adding two homes licensed by the Indiana Department of
Child Services. The new residences, known as Sweet River
and Orchard Grove group homes, operate in addition to
Damar’s four existing Medicaid funded group living sites
in Marion and Hendricks counties. In 2011, 38 deserving
children and youth benefited from this program.

Damar’s new licensed child placement program gives children and youth
of all ages and abilities hope for a brighter future
Every child deserves a loving home and the chance to develop
into a happy, health and confident individual, including the
12,000 Indiana children and youth in foster care.
“Foster care represents even further expansion of our care
and support continuum, and allows for additional and less
restrictive options for children and youth in need,” said
Dr. Jim Dalton, President & Chief Operating Officer. “It
also provides additional step-down options for children
transitioning from residential care settings like those offered
by Damar.”
Despite common beliefs, foster care is more than just a place
for kids to stay. In fact, studies show it has a huge impact on
a child’s future success.
Without the safety net of an education and skilled,
supportive foster parents, the sad reality is that foster youth
are more likely to drop out of high school and become
homeless, unemployed or incarcerated —especially those
with special needs and older youth, who are aging out of the
nation’s foster care system in record numbers.

By mid-year, deserving foster children were being placed and
served in family homes licensed by Damar. However, many
children are still in need of a loving foster home.

In early 2011, with Indiana’s need for foster parents steadily
rising, Damar launched Damar Foster Care Services*.

Adult Community Living & Support
Through residential options that give adults of all ages
freedom of choice, life skills training, employment support
and other innovative services, Damar helped 155 individuals
realize their long-term potential, fulfill their personal
dreams and live more meaningful lives in 2011. This
includes three individuals now being served in Elkhart
County and four in Tippecanoe, representing the newest
expansion of Damar’s adult living and support programs.

Integrated Services
Recognized nationally as an innovative and cost efficient
alternative for youth at risk of long-term institutional care,
Integrated Services provides a full array of family-specific
supports, including crisis management, treatment and other
resources, to promote and maintain family permanency.

In 2010, Damar, in conjunction with the Indiana
Department of Child Services, began piloting the program,
which uses residential placement as an intervention rather
than a destination. Acting as lead agency, Damar selects,
trains and supervises quality providers statewide, giving
them the flexibility to deploy resources to a client’s home
and community rather than being restricted to only
institutional-based interventions.
In 2011, Damar partnered with 13 industry providers to
serve 100 youth and their families.

Community-based Services
Damar’s Community-based Services fulfills a range of
needs, including individual and family therapy, sex offender
and victim treatment, casework services, foster care home
studies, supervised visitation and cross-systems of care
coordination. In 2011, community-based programs
supported 63 individuals and their families in counties
across Indiana.

Outpatient Behavioral & Mental Health
Damar’s Outpatient Behavioral and Mental Health Clinic
expanded its specialized counseling, behavior management
and autism therapy services to include additional staff and
resources. These services, which are provided in the clinic
and in schools and family homes across central Indiana and
beyond, helped 439 clients and families in 2011.

Indiana’s first public charter school focused on successfully preparing children with
developmental, intellectual and behavioral challenges for a lifetime of learning
In September 2011, a crowd of 250 parents, staff and
supporters joined Indianapolis Mayor Greg Ballard and a
group of schoolchildren at Damar Charter Academy* as they
cut a huge red ribbon, marking the ceremonial grand opening
of the new school. The loudest cheers came from Damar’s
young clients, those who served as Damar’s inspiration to
create a safe, tuition-free, public school option for families
of children with the most profound learning and behavioral
needs — those with little success in traditional schools.

significant progress receive support in the transition back to
their home schools, creating openings for new students in
need of Damar Charter Academy’s specialized services.
It is the school’s uniqueness that attracted a $250,000 grant
from The Walton Family Foundation to purchase Apple
Mobile Learning Labs, SMART ActiveBoards and Tables,
PLATO learning curriculums and other technology and
assessment resources. The gift —and its timing —are
monumental, as increasing evidence indicates that assistive
technologies help special education students meet their
academic goals.
In February, The Indianapolis City-County Council
unanimously approved Damar’s charter proposal, and
the school opened its doors on August 17 to 150 special
education students in grades K-12.
Dwight Ashley, principal of the charter school, said, “The
Walton grant is invaluable to us as we launch our new school,
and it and will have a positive impact on our students well
beyond their years at school.”
Each student receives individualized behavioral support
services in addition to a rigorous education program,
which includes community-based instruction and frequent

Damar Academy
Fully accredited by the Indiana Department of Education,
Damar Academy offers comprehensive special education
programs and behavior support services to students who
face delays related to autism, mental retardation and other
developmental and intellectual challenges. In 2011, Damar
Academy provided education services to 95 students.

Education Mentoring
ethnicity
Damar’s Education Mentoring Program enables students
with moderate to severe disabilities to receive specialized,
one-on-one instructional and behavioral support from a
trained adult mentor while attending school in their home
community. Students benefit from participating with
their non-disabled peers in a variety of school activities,
maximizing the opportunity for authentic integration. This
program served 36 students in 2011.

But changing lives is about more than a network of programs and services. Since the very
beginning, Damar has been partnering with you. The simple truth is that to do our work, we
count on people like you. We change lives through you.
How? In many ways. A donation of new or gently used formalwear, art supplies or even
games and sporting goods helped us provide a memorable experience for the children and
adults served by Damar. Your $25 donation provided for new clothing, eyeglasses or another
unfunded need for a deserving child. In fact, a single dollar given by a young donor was
combined with other gifts to support our residential program.
Still others joined us in changing lives by donating time. Some gave a few hours for a special
project. Others stayed with us all year.
There are hundreds of ways that you joined Damar in changing lives, and for that we extend
our most sincere thanks. Your generous gifts of time, money and resources connected with
1,450 deserving people from our community who needed your help and support. Together, we
achieved so much.

Jacqueline Berns
1924–2011
Damar cofounder, advocate, supporter and dear friend Jacqueline Berns passed away on October 2, 2011 in Florida after
a very long life of service leadership and provision to her fellow women and men.
Born in London, England, Jackie received her undergraduate degree through the London School of Economics. She
came to the United States with her husband, the late Harry Berns, whom she had met while he was stationed in England
during World War II. They settled in Indianapolis. Jackie had a fulfilling life as a wife, mother and long time social
worker until her retirement from Community Hospital, but never retired from her life of engagement and vitality.
Jackie, along with the parents of David and Martha and her fellow colleague, Ms. Sherry Gore, founded Damar with hope
and optimism in 1967, and served on its board of directors continuously until just a few years ago. Jackie was a fiercely
determined but caring person whose energy and professionalism provided the impetus for the successful organization
that Damar is today. It stands as a legacy to her vision and dedication. All of us at Damar have been inspired by her
example and reminded of the critical trust we share to insure that her legacy of service continues to thrive for the very
special people we serve.

Damar has not been immune from the challenges confronting our economy. As part of the financial strains, those of us
dependent upon state dollars have taken significant rate cuts for our services. Many providers across Indiana have responded by
cutting jobs and programs, or merging with other agencies. A few have closed their doors permanently. Keeping foremost our
commitment to high quality outcomes for our clients, Damar has responded to these rate reductions by continuing to implement
best practice approaches and finding new efficiencies in our operating structure to insure that program dollars are maximized and
supported.
Our innovative new Integrated Services Program featured in this document is the best example of radical and effective program
changes that achieve desired client successes while reducing treatment cost. Another highlighted example of Damar’s drive for
innovation in client success is Damar Charter Academy (DCA), which Damar helped to support and open in August 2011. As
Indiana’s first public charter school specializing in serving K-12 students with special needs, DCA offers continuity of treatment
for clients already served by Damar, and also provides the opportunity to introduce additional children and youth to the Damar
family. Damar serves as the education management organization for the school, which operates as a separate legal entity led by an
independent Board of Directors.
