FMWR Director’s Comments
As spring approaches I am reminded of great oak trees and how
hard it is to imagine that their beginning was from a simple acorn.
Of course, the acorn needed water, sunlight and time in order to
reach its amazing size and grandness. The same can be said of Fort
Bliss. Fort Bliss is growing in infrastructure to support our increase
in population. Not only is Fort Bliss growing in the physical aspect,
but also in building relationships, partnerships and programs. Part of our relationship building is with our valued Soldiers, Family members, retirees, staff members and civilians, and
how important it is to establish and maintain these relationships in order to create positive
growth. Our partnerships with our local museums, city of El Paso, University of Texas at
El Paso, sports teams, sponsors and various organizations outside of Fort Bliss are getting
stronger and better in order to accommodate our valued Army Family. On a daily basis, our
programs within our installation are being enhanced and improved in order to provide “First
Choice.” I believe that our physical growth, relationships, partnerships and programs are
viable entities that are unique and interdependent. Family and Morale, Welfare and Recreation is “For “All of Your Life.”

Eggstravaganza April 3! From 11 a.m.-3 p.m. at Biggs
Park, join FMWR for a children’s talent show, fun
arts and crafts activities, a scavenger hunt, pictures
with the Easter Bunny and, of course, Easter egg
hunts for the kids.
This year, Eggstravaganza’s theme is “Let
Us Entertain You,” and
we mean that literally.
Children and children’s
groups are invited to
sign up for the talent
show, which will take
place throughout the
day. Only the first 20
individuals or groups
registered can
participate, and the
entry deadline is
March 26.
In addition to
the talent show,
there will be separate egg hunts for children in four age divisions.
Kids ages 11-14 will start at noon. Children ages
7-10 will hunt at 12:30 p.m., and children ages 3-6
will go at 1:30 p.m. Children ages 2 and under will
finish up the hunts at 2 p.m.
There will also be a scavenger hunt for children
ages 15 and up, along with free arts and crafts
projects for kids of all ages.

Team Bliss, Holloman Air Force
Base and White Sands Missile Range will
host the second annual Armed Forces
Motorcycle Rally, an event focused on
motorcycle safety, April 30.
The Armed Forces Motorcycle Rally
will be take place at Abernathy
Park on Fort Bliss. All activeduty Soldiers, Reservists,

MCCASA Walk
The 6th annual two-mile MCCASA
Walk –which brings awareness to the
Month of the Military Child, child abuse,
sexual assault and crime victims – will
take place from 10 a.m.-2 p.m. April 6 at
Kelly Park.
This is no ordinary walk: it is an event
that brings information on parenting,
adoption and fostering, and children’s
health and safety to the Fort Bliss community. There will be music by the 62nd
Army Band jazz ensemble, a DJ, door

AFAP Golf Tournament

Action Plan Golf Tournament May

The 18-hole, four-person
scramble starts at noon. Entry is

per person covers green fees, cart
rental, range balls and lunch. Teams
can enter together, or individuals can enter and be paired with
other players to form teams.
The tournament’s goal is to
raise awareness of the AFAP
program and how it works to
better the quality of life at Fort

and DoD civilians, along with

With Fort Bliss expected to call home
to 26,000 Soldiers and their Families
by the end of 2010, visitors to post
may have noticed a lot of building under way. From child
development centers to
fitness facilities, brick
and mortar is making its way on
to Fort Bliss
by the ton.
What may
not be quite as
noticeable – not
yet, anyway – are
the partnerships being built between the
Directorate of Family and
Morale,Welfare and Recreation and other agencies in the
area.
The growth of FMWR on Fort
Bliss is very much market-driven, said
Mark Cauthers, FMWR director.
“We’re working hard to build not just
what our Soldiers and Families need, but
to find out what they want to use,” he said.
“We have some exciting things coming up
on the horizon.”
One of the first new projects to come
online will be the expansion of the Logan
School-Age Services facility, which Child,
Youth, and School Services hopes to open
in April or May.The new Milam SAS and
Milam Youth Center should come online by
May or June, with another SAS facility next
door to Bliss Elementary School to follow.
The Army Strong Gym at East Fort Bliss
should be open in June, and officials expect
to break ground on a community activities
center, aquatic center and Warrior Zone,
all on East Fort Bliss, at
the end of

this year or beginning of next.
“When the BRAC announcement was
made and Fort Bliss was deemed to be
the big winner, we were given the task of
trying to figure out what we needed for the
new Soldiers who were going to be arriving,” said Melinda Sorrell, chief of FMWR’s
Recreation Division. “We worked really
hard to try and look in the crystal ball and
see where we had shortages and where we
needed to construct facilities.
We’re really excited to have the opportunity to build new facilities to serve our
Soldiers, ... because there’s a real need for
these things,” she added.
While the facilities currently under construction are very visible, there are other
type of building going on at FMWR: building
relationships with on- and off-post agencies,
and building community for Soldiers and
their Families.
Within the Business Operations Division, for example, partnerships have been
forged with various arts and culture entities
in El Paso –all to the benefit of military
Families.The Fort Bliss Arts and Crafts
Program is a joint project with the El Paso
Museum of Art.The El Paso Symphony Orchestra is another partner; this organization
provides FMWR with complimentary tickets to shows and events like Kidspalooza.
“By partnering with the museums and
cultural organizations in El Paso, we’re helping grow the community,” said Ronald Telles,
BOD chief. “It helps us on so many different
levels ... it’s good relationship building.We
cooperate together to make El Paso and
Fort Bliss one community.”
CYSS is another FMWR division with
strong ties to the El Paso community. A
relationship with the El Paso Rhinos hockey
team affords CYSS
chil-
dren free ice skating.The Ascarate Fishing
Club helps bring fishing tournaments to the
children, free of charge.Through the National Association of Child Care Resource
and Referral Agencies,YWCA offers the
Army Child Care in Your Neighborhood
program to families who live too far away
to utilize post facilities.
“Our relationships on the outside are
very, very good,” said James Kingwell, director of School-Age Services for CYSS. “And
it takes the whole community to make all
our CYSS programs work.”
At Army Community Service, the Army
Volunteer Corps’ Partners in Service
Agreement has helped the organization
for relationships with several community
organizations.
“We’re the only installation Army-wide
that has a Partners in Service memorandum
of agreement,” said ACS Chief Peggy Brown.
This agreement between Fort Bliss and
36 volunteer agencies makes sure that volunteers are properly trained and that their
hours are tracked so they can be entered
into the Volunteer Information management System.This ensures that, as military
families move from post to post, so do their
volunteer service records.
Other ACS components like the Exceptional Family Member Program rely heavily
on outside support to supply resources
that might otherwise not be available to
military Families.
Most of all, though, the staff at ACS are
“teachers, as much as anything,” Brown said.
“We teach those basic life skills that allow
Soldiers and Families to become resilient
and able to handle the demands the military
places on them.”
That allows them to become more productive members of the Fort Bliss community –a community FMWR is working hard
to make a better place for all.

There is a black-out period, generally from May-July, during which Army Lodging only takes room reservations for
Soldiers on TDY or PCS orders. During

may make advance reservations. Army
Lodging must be utilized by Soldiers on
orders before they seek accommodations off post. A certificate of nonavailability must be obtained in order to

Army Lodging is full.

Make plans to attend the third annual
Downtown KidsPalooza on Saturday,
March 27. Downtown KidsPalooza is an
all-day family cultural event organized
by the El Paso Symphony Orchestra.
Downtown area arts organizations will

While Fort Bliss may be missing the
lights of Times Square and Broadway, it
certainly didn’t lack talent February 5
and 6 as the Fort Bliss Troupers made
their theatrical debut in “Side by Side
by Sondheim (and Friends!),” a musical
revue celebrating the famed composer
and lyricist Stephen Sondheim.
The idea to create a drama troupe
was brought to the attention of Fort
Bliss’ Directorate of Family and
Morale, Welfare and Recreation during
the summer, according to Lynda MacFarland, artistic director of the Fort
Bliss Troupers.
After receiving the go-ahead from
FMWR, MacFarland found a show suitable for three principal singers, with a
minimal set.
However, the show did have its fair
set of challenges, including a difficult
musical score as Sondheim is known
for his quick, staccato lyrics and complicated piano accompaniment.
Additionally, the cast had only three
weeks to learn and rehearse their
respected songs.
“One of the biggest challenges for
me was not only remembering the
lines to the songs, but not to laugh
through the lyrics,” said Sgt. 1st Class
Denise Patterson, winner of Fort Bliss’
2009 Operation Rising Star and a

The inaugural show was held at the
Old Fort Bliss Museum – a more intimate setting for this particular show,
according to MacFarland.
The revue consisted of 22 songs,
split into two separate acts, and was
narrated by Staff Sgt. Mark Ramsey, a
Special Forces support combat medic.
Each actor used an assortment of
costume pieces, ranging from headdresses to robes and various props, to
accompany each song’s lyrics and to
further get into character.
Some of the songs that received
the biggest audience response were
“Barcelona” and “Getting Married
Today” from “Company,” “I’m Here”
from “The Color Purple” and “You
Gotta Get a Gimmick” from “Gypsy.”
MacFarland said she hopes the program continues to grow in the future,
producing more shows and musical
revues.
“This [Fort Bliss Troupers] allows
us to be an ambassador of the arts
for not only Fort Bliss but the El Paso
community,” said MacFarland.
Patterson agreed, saying it’s important “for Soldiers to be able to express
themselves artistically.”

to produce their second show in early

One of the final chapters of moving the
United States Army Air Defense Artillery
School to Fort Sill, Okla., was the closure of
the ADA School Library at the end of January.
Although the departure of the school library
ends an era in Fort Bliss history, it opens
the way for growth of
Mickelsen Community
Library.
Long-range plans include a large new library
but in the interim, the
staff is excited about the
expansion of the current
library as it doubles in
size from 7,000 square
feet to nearly 14,000
square feet,
About 2,500 books
from the ADA School
Library have been kept
to supplement the growing resources of the
Mickelsen Community
Library. Most of these
books are historical and
in keeping with the rich
military history of Fort
Bliss. The bulk of the
ADA books materials
have moved to Fort Sill or been redistributed
to other libraries in accordance with policy.
New offerings in the community library
space will include a meeting room which can
be reserved by units or community groups, a
new Teen section with age appropriate reading materials and furnishings, 30 additional
computers for patron use, an audio book
section and a DVD movie collection of general
interest to the military community, such as
“The Band of Brothers, Saving Private Ryan”.

Working out
the polite way!
Now that we are well on our way with our New Year’s
resolutions, now is the perfect time to go over the basic rules
of gym etiquette!
• Clean up: If you are done with the weights, please put
them away. Leaving them in the middle of the floor is a safety
hazard and it leaves others uncertain if they are being used.
Also, there is nothing worse than lying on a bench with someone else’s sweat all over it. Please be courteous and wipe the
equipment off, inlcuding cardio equipment, when you are finished.
Most gyms supply wipes or sprays for this purpose.
• Share: If you plan on doing multiple sets on a machine then it
is common courtesy to allow others to work in during your rest
periods. Please be courteous and do so when possible. Also, don’t
hog the cardio machines! The common time limit on a cardio
machine is 30 minutes. If you have completed your workout, please
be courteous and allow others to have a chance to get their work
out in as well ... especially during peak hours at the gym.
• Mirrors: Mirrors are there to make sure you use proper
technique, so don’t be afraid to use them! Respect others who
are using them and try not to walk in front of them until they have
completed their set.
• Attire:Wear work-out attire and athletic shoes only. No jeans
or short shorts, please!
• Cover up: Although you may feel comfortable baring it all while
in the locker room, others may not.Wear a towel after your shower to keep the locker room a comfortable place for everyone.
• Cell phones: Please leave the cell phone in the car unless you
are expecting a very important phone call; at least put it on vibrate. Others are focusing on their workout so please be courteous and remember why you are at the gym…to work out!
• Foul language: Please don’t use foul language or insult people
who are less proficient in their training. Be respectful and know
that foul language may offend others.
• Water fountain:Water fountains are to drink from…not to spit
in! Please be courteous when filling up your huge water jug and
allow others to get a quick sip if necessary.
Lastly, guys ... don’t forget to work your legs!

The National Military Family Association’s Operation Purple Camp will be hled
from June 28-July 3 at Fort Lone Tree and
Lone Tree Ranch in Capitan, N.M. Registration opens March 15 and closes April 6.

thanks to funding from the Sierra CLub and the Sierra Club
Foundation.
This is the second year
Lone Tree has hosted an Operation Purple Camp. In 2009,
more than 100 children from
active-duty, Reserve and National Guard Families from all
branches of service attended.
Military children from as near
as El Paso and White Sands to
as far away as North Carolina
took advantage of this amazing
camp experience, offered free to military children.
Fort Lone Tree, for children ages 9-11, offers a water slide,
horseback riding, 250-foot zip line, rappelling, archery, rifles,
RC car track, obstacle course, crafts and so much more.

ages 12-15, is a high adventure camp
experience including mountain biking, zip
line, digglers, water slide, horseback riding, “rodeo” Lone Tree style, confidence

all CYSS registered children in first

Bldg. 131 and the Logan SAS Center
in Bldg. 3505 – will open at 5:30 a.m.
and close at 6 p.m. for early dropoff
and late pickup. Both centers offer
4-H Club activities, field trips, bowling,
roller skating, arts and crafts, computer
labs, library visits, indoor swimming
and a movie matinee. DoD fee range is
$36 to $91 a week or $18 a day, based
upon total family income. Ask about

The EDGE! provides out-of-school
opportunities for children and youth
ages 11-18 to experience, develop, grow
and excel by participating in “cuttingedge” art, fitness, life skills and adventure
activities. Some activities are divided by
age groups: kids (11-14 years of age) and
teens (15-18 years of age). This enhances
the learning environment and accommodates the skill set of the different
age groups as well as encourages more
interaction between participants.
All EDGE! classes are free of charge
to sixth through 12th graders registered
with Child,Youth and School Services, a
requirement for participation. Materials,
supplies, and equipment for the classes
are provided by the EDGE! program.
Instructors are either CYSS or FMWR
employees or volunteers. A child and
youth program assistant provides lineof-sight supervision during all EDGE!
classes.
EDGE! classes take place MondayFriday between the hours of 3 p.m.
-6 p.m., with the exception of federal
holidays; however, some events may be
scheduled at other days and times. Class
schedules are subject to change and will
be confirmed at the time of registration.
In order for an EDGE! class to be scheduled, the program must have at least
eight kids registered the month before
the class will occur.
Sports physicals are not required for
participation in the EDGE! Participants
who are not regular users of School-Age

The Exceptional Family Member
Program is a mandatory enrollment
program that works with other
military and civilian agencies to
provide comprehensive, housing,
community support and personnel
services to families with special
needs.
An exceptional family member
is a family member, child or adult,
with any physical, emotional,
developmental or intellectual special
need, including autism, that requires
special treatment, therapy, education,
training or counseling. The family
members must be dependent
enrolled in DEERS to be enrolled in
the EFMP.

The job market crisis has created many
challenges to military Families, especially for
Family members who left jobs to relocate
with their Soldiers and other relatives caring for children of deployed Soldiers.
In 2010, the Employment Readiness
Program and Workforce Solutions Upper
Rio Grande have assisted 26 military Family members obtain employment this year
alone. Even in a difficult local job market
and a 9.7 percent unemployment rate, the
programs have exceeded expectations and
are focused on achieving a goal of having
100 percent of Family members employed.
In 2009, both programs helped more than
200 military Family members gain employment and 40 were enrolled in training
programs; more than 30 have completed
training. Also, more than 70 Family members were hired as a direct result of two
hiring fairs hosted by the Employment
Readiness Program in 2009.

Happy New Year everyone! Boy, was
the last quarter busy? From haunted
houses to Thanksgiving dinners to handing out Christmas trees to waiting families, the BOSS program was everywhere.
Well, we’re going to keep the ball
rolling and start 2010 right! We have
already had a Call of Duty Modern
Warfare tournament at B103 on Old
Ironsides and had a great response to
our annual Valentine’s Day basket fundraiser. We also hosted the Army I A.M.
Strong tour featuring Leigh Jones, and
participated in the largest children’s fair
in the city – Generation 2000 – which
benefits a local children’s charity.
In March we will be taking our annual
Las Vegas trip. The turnout for this event
is bigger than anything we have ever
done before. Along with the many events
that MWR has planned, this quarter is
jammed with things to do!
