Supply Vessel Market Report – August 2014 Market Overview Tug supply boats officially on the market for sale decreased from 157 to 132 vessels since August 2013 with the biggest changes being nine fewer 8 – 9,000HP, six less 4 - 5,000HP and five fewer 12,000HP+ AHTSs offered. Six additional AHTSs are now for sale since our last report in May. Although there was continued activity in other horsepower ranges, the greatest change in the last three months was three less 7 - 8,000HP boats now on the market. The good news is that with exception of the under 4,000HP AHTSs, vessels now offered generally average several years newer than those last August due to continued scrapping of older tonnage. At the time of this report, 60 tug supply boats for sale were either built within the last 10 years or are newbuilding re-sales. Less than half (46.21%) of tug supply boats currently for sale are 25 years of age or over. Counter-balancing today’s “old ladies” are 13 newbuilding AHTS resales, in the 4,400-8,400BHP range, scheduled for delivery in 2014, with an additional six newbuilding resales expected through 2016. One year ago, 64.33% of AHTSs for sale were built before 1988 and five years ago 57.82% of the tug supply boats were built prior to 1984. In addition to our published listings, other vessels not officially on the market may be developed on a private and confidential basis. Supply Vessel Market Report – August 2014 Although there was a lot of activity with all sizes of PSVs coming on and off the market, the number of platform supply vessels for sale actually only increased by two boats since August 2013. There is though generally a greater selection of larger and younger PSVs available to Buyers than one year ago. The greatest changes are 17 more 240’+ vessels with an average year built of 2007 vs. 2000 last year, 13 fewer 180-190 footers (1984 vs. 1979), 10 fewer 220-240’ (1992 vs. 1995) PSVs presently on the market. There was a 10 vessel increase in platform supply boats on the S&P market since our last report in May – notably adding four relatively younger 240’+ and dropping six 220-240’ and four 180-190’ PSVs. Like the anchor handling tug supply boats, PSVs now being offered are generally several years newer than those offered back in August 2013. As of the time of this latest report, Marcon International has available 37 supply boats built within the last ten years, which includes 16 newbuilding re-sales scheduled for delivery in 2014 and 2015. 48 PSVs, or 42.48%, are 25 years of age or older, with the oldest PSV listed built in 1972 - compared to one year ago when 72 PSVs (64.86%) were older than 25 years, and the oldest was built in 1969. Five years ago, the oldest PSV on the market for sale had been built in 1957. As with the AHTSs, this reflects the scrapping of older tonnage by some of the major players in this market worldwide. The dominant location for second-hand tonnage on the market is the Far East with 26.1% (up from 14.2% one year ago which reflects many newbuilding resales coming out of China), followed by the U.S. with 15.5%, Southeast Asia with 15.1% (note last year we combined Southeast Asia and Southwest Asia) and the Mid-East with 11.4%. Where location is unknown is 6.9%. The rest of the globe makes up the final 25.0% of locations. CAT is the principal main engine suppliers to this sector powering 38 of the supply & tug supply vessels listed for sale, followed by EMDs in 28, Cummins in 16 and GM in 14 vessels. Niigata leads foreign manufacturers with 23, then MaK (also owned by CAT) with 15, 12 Wartsila and 73 units powered by various other manufacturers. In addition to those for sale, Marcon has 116 straight supply and tug supply vessels listed for charter worldwide, down 26 from May 2014. Marcon’s Market Comments Perhaps the biggest headline on the offshore sector this past quarter is the final opening up of the Mexican market to foreign oil companies. Pemex got to retain a lion’s share of the possible and probable reserves as part of Round Zero, but the new foreign entrants will get allocated a larger slice of the prospective reserves in Round One. That tender will come around for bid in the summer of 2015. Also back in the headlines is Royal Dutch Shell’s next attempt to crack the nut in the Chukchi Sea. They just resubmitted their proposal to the Feds to essentially continue where they left off a couple of years ago albeit starting off with the war chest a mere $5bn lighter. Shell, if granted permission, will be spudding wells without their unique conical drilling rig “Kulluk” whose unceremonious grounding in December 2012 led them to scrap it this year. On the S&P side, Cal Dive’s fleet sale of eight shallow water vessels to DeepCor Marine for $18.5m plus a minority interest in the Buyers new entity tied in with a subsequent call-off deal - appears in theory to be a good piece of business for Cal Dive. www.marcon.com Details believed correct, not guaranteed. Supply Vessel Market Report – August 2014 Recent Marcon Sales & Charters Marcon International, Inc. is pleased to announce the private & confidential sale of a 140' U.S. flag offshore supply vessel between domestic buyer and seller. The 140’ x 34’ x 12’ vessel was built in 1982 by Scully Bros. Boat located in Stephensville, Louisiana. She is powered by a pair of GM 12V149s developing a total of 1,400BHP. Marcon acted a sole broker in the transaction. Although not officially on the market, Marcon brokered the sale of a 48.0m x 11.0m x 3.5m depth / 4.5m draft offshore supply vessel between private overseas buyers and sellers. The vessel was built in 2010 in Malaysia and classed LR +100A1 Offshore Tug / Supply Ship, +LMC with all surveys current at the time of sale. Her capacities include a deadweight of 509mt, 208m2 clear deck, and tankage for 290MT fuel oil and 300MT fresh water. The 2,400HP vessel is powered by a pair of 895kW Cummins KTA-38M2s driving fixed pitch propellers in kort nozzles. The vessel’s maneuverability is enhanced by a 350kW bow thruster. Air conditioned accommodations are provided for a total of 24 persons. This is the second purchase Marcon has handled for the buyers and the first for sellers. Marcon acted as sole broker in the transaction. Marcon International Inc. is pleased to report 26 sales and charters brokered to-date in 2014 in addition to four 65 - 80 ton bollard pull vessels continuing their long-term charters to overseas operators on a private & confidential basis. Several additional sales and charters are pending. Since we opened our doors, Marcon has sold worldwide a total of 79 supply boats and 75 AHTSs totaling 354,868HP in addition to other types. Worldwide Sale & Purchase News Maersk Supply Service has sold a pair of their 14,400BHP anchor handlers, the “Maersk Challenger” (ex-Oil Challenger, Challenger III) and “Maersk Chieftain” (ex-Oil Chieftain, Storfonn) to fellow Danes Blue Star Line Shipping out of Faaborg. The vessels have been renamed “Blue Aries” and “Blue Antares” respectively. “Blue Antares” has been equipped with DP 2 system and upgraded accommodation. Both units were built in the mid-80s at Orskov Christensens and measure 250’ LOA. Nordcap Offshore Inc. confirmed that the charter contract for their vessel “E.R. Aalesund” (now renamed “Nordcap Sky”) has been extended by six months until January 2015, with three additional option periods for two months each. The terms and conditions for the charter contract, including the charter rate, remain unchanged. The vessel is to be acquired by Nordcap Offshore Inc., together with the charter contract, subject to completion of the ongoing IPO and listing. The vessel was built 2008 and measures 241.4’ LOA x 52.5’ beam x 23.0’ depth. The dynamic positioning, 2,653BHP vessel is driven by two MAK 6M25 engines and carries 1,600T on a 680m2 clear deck. Global Offshore (formerly Garware) have sold their DP 1 UT 755LN PSV “Kailash” to Chinese owners Ocean Minze Shipping Co Ltd. of Hong Kong. The 3,250mtdw vessel was built in 2006 at Havyard Leirvik at a reported cost of US$ 21 million. It measures 236’ LOA x 52.5’ beam x 23.0’ depth, has dynamic positioning, and powered by two Bergen KRMB-9s with CP props totaling 5,452BHP. Southern States Offshore of Louisiana sold their PSV “Southern Seahorse” (ex-Mobile Seahorse) to Luta Mermaid registered in Northern Mariana Islands. Built in 1981 by Houma Fabricators, the vessel measured 160’ x 38.1’ x 14.3’ depth and is powered by twin CAT D398TA main engines. Supply Vessel Market Report – August 2014 Cal Dive International has sold its U.S. Gulf of Mexico shallow water surface diving fleet to a Louisiana based privately held company, DeepCor Marine Inc. (DCM) for cash of US$ 18.5-million and a 19.9% minority interest in the entity acquiring the assets. Cal Dive explained that the assets sold are comprised of eight surface diving vessels and miscellaneous inventory and equipment and it anticipates recording a gain during the second quarter as a result of the transaction. Net proceeds from the sale were used to repay a portion of the Cal Dive’s revolving credit facility. Cal Dive also entered into a multi-year alliance agreement with the DeepCor Marine under which DCM will have the exclusive right to provide any surface diving services required by Cal Dive in the U.S. Gulf of Mexico to support pipelay, decommissioning, platform installation and other integrated services. The vessels involved in the sale were: 1977 built, 173’ LOA “Dancer” (now named “DC Dancer”), 2000 built, 120’ LOA “Cal Diver IV” (now “DC IV”), 1976 built 158’ LOA “American Victory” (now “DC Victory”), 1969 built, 168’ LOA “Mr Fred” (now “DC Fred”), 1967 built, 166’ LOA “American Star” (now “DC Star”), 1965 built, 170’ LOA “American Triumph” (now “DC Triumph”), 1981 built, 110’ LOA “Sterling Pony” (now “DC Sterling”), and 1983 built, 110’ LOA “Polo Pony” (now “DC Polo”). Norwegian Offshore ship supplier Siem Offshore sold its PSV “Siem Sailor”. Siem Meling Offshore DA, Siem Offshore’s subsidiary, entered into an agreement for the sale of the 2007 built VS 485 CD PSV “Siem Sailor” to a company controlled by O. H. Meling & Co. AS at price of NOK 295 million (US$ 49.7 million). The 4,800mtdw vessel delivered in July 2014 and renamed “Siddis Sailor”. Siem Meling Offshore DA is 51% owned by Siem Offshore Inc. and 49% owned by a company controlled by O. H. Meling & Co. AS. Solstad Offshore ASA (SOFF) has entered into agreements for the sale of their 8,000BHP, 2005 built AHTS “Nor Supporter” (ex Jaya Supporter) to Triton Global Maritim PT of th Indonesia. The 101 tonne bollard pull vessel was delivered to its new owner on 13 June 2014. The sale will have limited accounting effect but will have a positive cash effect for SOFF of approx. NOK 40 mill (equiv. US$ 6.3m). The vessel, built by Jaya Shipbuilding originally as the “Djeno Supporter”, measures 70.05m x 14.95m x 6.1. She has been renamed “Triton Arjuna”. The 1977 built anchor handling tug “Odin” (ex Guardsman, Cape May, Hirtenturm) has been sold by Ocean Kooper Doo to the Beirut Pilot Station. Built by Kremer and Sohn in Germany, the 6,900BHP MAK 12M453AK powered tug was classed with RINA and measures 44.7m x 12.0m x 6.3m. The 89 tonne bollard pull tug has been renamed “Baltagi 18” and sails under Lebanese flag. US owners Edison Chouest recently parted ways with their former seismic vessel “Pearl Chouest” (ex Ross Chouest) to local US buyers. Built by North American Shipbuilders in 1982 as (we believe) a 210’ x 40’ supply type vessel, she was converted in the mid-nineties to seismic research. Another US owner in selling mode was Adriatic Marine who sold their mini supplier “Arctic” to Mexican operators Marinsa De Mexico SA de CV. Built in 2009 at C&C Boat Works, the 1,700BHP vessel measures 162’ x 36’ and is classed with ABS. The vessel has been reflagged to the Mexican registry and renamed “Perla Del Golfo”. Otto Marine Limited informed the market that its subsidiaries, Dolphin 2 Pte. Ltd., Dolphin 3 Pte. Ltd., and Dolphin 4 Pte. Ltd., have signed a Memorandum of Agreement to dispose of three of their almost sister vessels. The 6,000BHP, 78 tonne bollard pull, anchor handling tug supply vessels “GO Avior” (ex Falcon 1, Hako Fortress), “GO Hawk” (ex Hawk K, Threadfin III) and “GO Harrier” (ex Harrier K) have been sold to Go Marine Services (M) Sdn. Bhd., a company incorporated in Malaysia, for a sum of $37.5m. “GO Hawk” and “GO Harrier” are sisters built at Guangxi Guijiang Shipyard of Wuzhou, China in 2009 and 2010, respectively, and measure 60.0m x 16.0m x 6.0m; whilst the “GO Avior” was built in 2010 at South China Shipyard Ltd. In Jiangmen and also measures 60.0m x 16.0m. All three units are ABS classed +A1 Towing, FiFi-1 with DP1. www.marcon.com Details believed correct, not guaranteed. Supply Vessel Market Report – August 2014 The 7,200BHP, Canadian-flagged 1975 built AHTS “Riverton” (ex Smit Lloyd 112) has been sold by Dalton and Collingwood to Yacht Bilgin Shipyard Europe of Maderia. The 63.9m x 13.0m x 6.4m “Riverton” was built by Scheepswerf De Waal BV in Zaltbommel, The Netherlands for Smit International, BV and was operated briefly by the Canadian Government and Secunda Marine. The vessel has been reflagged to Panama registry and disclassed. The DP2, UT-755 design, 3,115mtdw PSV “Highland Piper” has been sold by Gulfmark Offshore to Seabulk Offshore Operators of Nigeria (a Seacor subsidiary) and renamed “Seabulk Benin”. The vessel was built by Brattvaag Skipsverft AS for GulfMark in 1996 at a reported cost of US$ 16,252,000 and measures 67.0m x 16.0m x 7.0m. Vessel is powered by twin 2,00bkW Bergen KRMB-9 developing a total of 5,400BHP. On the selling side of the equation, Seacor and their underlying financial institution owners jointly agreed to sell several suppliers. First off the block was the 1998 Halter Marine built, 205’ x 46’ PSV “Seabulk Arizona” to Sea Support Ventures LLC of Cut Off, LA which has been renamed “Miss Aline”. Also sold was the 2005 Gulf Craft built, 180’ x 32’ aluminum, DP-1, FSV / crewboat “Jenny McCall” picked up by Cheramie Holdings of Galliano, LA. and renamed “Paul Aillet”. Finally, the 2001 Bollinger-built, 167’ x 40’ “mini-supplier” “Clay Ella” was acquired by Adriatic Marine who have been both active buyers & sellers in recent times. As mentioned above US owners Adriatic Marine have reportedly sold their “mini-supplier” “Aegean” to Alliance Marine LLC of Belle Chasse, Louisiana. Built in 2007 by C&C Boat Works of Belle Chasse, Louisiana, the vessel measures 170’ x 36’ x 11.5’ and while she is capable of carrying 550LT on 112’ x 30’ clear deck, her GRT of 83 classifies her as a “mini”. Indonesian owners PT Newport Marine Services have sold their 1978 Carrington Slipways built AHTS “Putri Iona” (ex-Western Tide) to unknown buyers. Measuring 59.2m x 12.3m x 5.3m and powered by twin EMD 16-645E7Bs , the 5,570BHP vessel develops a bollard pull of abt. 81 tonnes. Vessel was owned and operated by Tidewater Inc. until sold off mid-2010 and thereafter Indonesian flagged and dual classed with ABS and BKI. The 1975 Zigler Shipyard built platform supply vessel “Nautica Trader” (ex Seabulk Trader, Selat Maju, Halliburton 219) has been sold to Deep Sea Offshore Int'l Corp. by Inter Gulf Marine LLC, both of the UAE. The 54.9m x 12.2m x 4.6m, 1,094mtdw vessel was powered by twin turbocharged GM16V149 diesels developing a total of 2,560BHP. She was BV classed at time of sale. EOC Limited, an FPSO owner and operator has announced that it would be adding a new accommodation support vessel to its fleet. EOC has entered into a memorandum of agreement to acquire a newbuild support vessel, for a purchase price of US$ 32.5 million. The 87.1m x 18.8m x 7.4m vessel is designed to meet the classification requirements of the American Bureau of Shipping and with modifications can accommodate up to 70 persons. The vessel was built in Fujian Mawei Shipbuilding Ltd., a shipyard based in Fujian, China. Though not stated by EOC, it is believed that the diesel electric powered, MMC-887 design vessel is now called the “Lewek Alphard”. Siem Offshore entered into an agreement with Daya Materials Bhd for the sale of the 2013-built Offshore Subsea Construction Vessels ''Siem Daya 1'' and ''Siem Daya 2'' at a total price of US$ 282 million. Daya has been given 150 days to arrange for financing. Delivery of the DP-2, FS Ice Class C vessels is scheduled to take place latest by midApril 2015. Both vessels are on long-term charters to Daya and charter agreements will continue until deliveries are concluded. The sale will represent a gain of approx. US$ 64 million, which will be recorded at delivery. Sales proceeds will be used to repay mortgage debt, currently at US$ 151 million, and for working capital. Both units were built at Vard’s yards (Hulls in Tulcea & completion at Brattvaag). The 120.8m x 25.9m x 9.0m OSCVs are powered by four Wartsila 6L32 diesel electric engines each driving an AC generator connected to two electric motors driving azimuthing units. Total Mcr power is 12,000kW (16,316HP). Vessels are fitted with 250 tonnes SWL and 50 tonnes SWL cranes and one moonpool. www.marcon.com Details believed correct, not guaranteed. Offered subject to prior sale or charter. 6 Marcon International, Inc. Supply Vessel Market Report – August 2014 GSP in Romania is to acquire a trio of MMC 887 PSVs. The PSVs will have DPS-2 positioning and will be built under ABS supervision, having class notation ABS +A1 (E) Offshore Support Vessel, UWILD, FiFi Class 1 + AMS + DPS-2. The new vessels will be 87.02m in length with a breadth of 18.80m and will have a deadweight capacity of 5,000 tons and deck area of 1,000m2, plus accommodation for 52. The new vessels will be named “GSP Altair”, “GSP Centaurus” and “GSP Pegasus”. “GSP Pegasus” will be equipped with a DNV class knuckleboom electro-hydraulic crane manufactured by TTS rated at 100 tons. The crane will have active heave compensation. The PSVs were built at Fujian Mawei Shipbuilding in south eastern China and are being acquired from MAC Offshore. Orders Further to Vard’s announcement that it signed a letter of intent with Nordic American Offshore, Vard Holdings Ltd. confirmed that contracts for design and construction of two PSVs have been made effective. According to NAO, the ships will cost about $43 million each. NAO said the newbuilds will have essentially similar design & capabilities as its current fleet, making them suited for ops in the North Sea and cold climate conditions. The vessels are Vard 1 08 design, developed by Vard Design in Ålesund, Norway. Hulls will be built at Vard Braila in Romania. Delivery is scheduled from Vard Aukra on the west coast of Norway in 2Q and 3Q 2015, increasing NAO's fleet to 10 PSVs. NAO had six PSVs when established in November 2013. In total, four newbuildings are scheduled to be delivered to NAO in 2015. Gregory Callimanopulos-backed Sealion Shipping has turned to Shanghai Zhenhua Heavy Industries for a new saturation diving support/offshore construction vessel. Farnham-based Sealion will take delivery of the DP3 newbuilding in early 2017. Jon Golding, commercial director of the owner, explains the order represents both an expansion and renewal of Sealion’s fleet in the sector, following the sale of the 114metre “Toisa Polaris” (built 1999 and now the “Bibby Polaris”) a couple of years ago. The contract is Sealion’s first with Zhenhua but the company says the yard has a “proven track record of building complex structures and vessels”. Golding says the order is speculative with no charter attached at this stage. He declines to discuss the cost of the newbuilding or the potential funding arrangements. Sealion has four other dive support vessels in its fleet. The vessel will measure 145.9m x 27m, sleep 200 persons, have a 200T crane and come equipped with a 24 person twin bell 300m saturation system. Sinopacific Shipbuilding Group has signed a contract with Shenzhen Huawei Offshore Shipping Transport, a subsidiary of Shanghai Salvage Company, for construction of five offshore vessels. The order is for three AHTSs and two PSVs, all are to Sinopacific’s own designs, SPA85L and SPP35ML respectively. They will be built at Sinopacific’s Zheijang shipyard, with deliveries scheduled for February to December 2016. Sinopacific says that the order is its first for offshore vessels from a Chinese owner; previous deliveries have all been ordered by overseas owners. As well as being the first domestic order, the group says that it represents its first cooperation with China Classification Society. Both ship types are customized versions of existing Sinopacific designs, from associated company Shanghai Design Associates, incorporating experience gained from previous deliveries. Energy saving technologies, including AFE propulsion systems, are among the technical characteristics. The SPA85L is based on the SPA80 AHTS design, optimized for the South China Sea, and is 70.81m LOA, 2,800dwt, with 85T bollard pull, 13 knot service speed and accommodations for 48 personnel. It features a larger deck area for enhanced supply capabilities, and increased moulded depth and freeboard to suit the South China Sea conditions. The SPP35ML is an upgraded version of the SPP35 PSV design, several of which have been delivered to date. It is 81.75m long, 17.2m wide, 7.8 moulded depth with 4,000dwt capacity. Maximum speed is 14 knots, while the ship can accommodate 41 personnel and has a deck area of 809m2. It is designed to meet the IBC and SPS Codes, with an emphasis on safety. After delivery, the new vessels will be used for deepwater oil exploration in the South China Sea. (RAL) RAmpage 6400 Multipurpose Field Support Vessel (MPFSV) at Eastern’s Panama City, Florida facilities. The RAL design is designated RAmpage 6400 and Eastern Hull No. 234. Vessel will begin a 10-year charter when delivered in April, 2016. Harvey Gulf is Eastern’s long term offshore vessel client; now contracting its 14th offshore vessel over the past 13 years. This contract continues Eastern’s long term commitment and history of being one of the most successful U.S. shipbuilders in the offshore marine shipbuilding industry. Main propulsion is two Schottel Model SRP 3030 CPP in nozzles, with two Schottel STT 2FP bow thrusters, each powered by 600kW electric motors. Sinopacific Shipbuilding Group (Sinopacific), has recently signed a contract with a Mexican shipping company, Naviera Petrolera Integral S.A. de C.V. for construction of three SPP17A vessels. All vessels will be built in Sinopacific’s Zhejiang Shipyard and are expected to be delivered before end 2015. Following that, the new vessels will be used by PEMEX, Mexico’s largest governmental owned oil company, in their oil and gas development projects in the Gulf of Mexico. This is the first time that Sinopacific’s own “SP” brand Offshore Support Vessel has entered the Mexican market; another new success for “SP” brand OSV shortly after its first newbuilding deal from the Singaporean market. It is a small PSV developed in-house developed by Sinopacific, 61.8m x 14.0m moulded breadth x 5.8m moulded depth x 4.3m design draft, 1,700mt deadweight, and accommodations for 24 persons. SPP17A employs a very efficient and fuel low consumption electric propulsion system, DPII and due to in-depth optimization of its dimensions, equipment arrangement, cabin layout, and structural design, it achieves excellent performance in terms of design parameters, stowage, ease of operation, comfort, and deadweight. While the plan is just a first step in the process, it reflects the energy potential in the Arctic. Shell’s proposed programs consist of two drilling rigs working simultaneously in the Chukchi Sea, which could produce more than 400,000 boe/d …… Production is also now underway from the Cardamom development, the second major deep-water facility Shell brought online in the U.S. Gulf this year, following start-up of Mars B in February. Oil from the Cardamom subsea development is piped through Shell's Auger platform. When at full production of 50,000 boe/d, Auger's total production capacity will increase to 130,000 boe/d. Since first production in 1994, the facility received several upgrades to process additional production from new discoveries. Cardamom is Auger's seventh subsea development. Other deep-water Gulf of Mexico growth for Shell includes Mars B (Shell 71.5%), which continues to ramp up production; the ultra-deep-water Stones 50,000 boe/d project, under construction; front-end engineering & design progressing for Appomattox project; and, in a recent exploration success, a major discovery at its Rydberg well in the Norphlet play. Supply Vessel Market Report – August 2014 According to two separate Bloomberg articles, a judge in Mexico ordered state oil company Petroleos Mexicanos (PEMEX) not to cancel contracts with Oceanografia SA, the th services provider that Citigroup says defrauded the bank of $400 million. The August 15 decision, released recently on a Mexican judiciary agency’s website, requires Pemex to allow the Ciudad del Carmen-based company to continue working on existing projects. The ruling, which grants some requests from the mediator involved in the restructuring, also prevents Pemex from collecting collateral and payments under administrative proceedings against the company. The move will let Oceanografia keep a regular source of income while in bankruptcy and under guardianship of the government, according to the ruling. “It is evident that Pemex requires the services provided by this company,” according to the judge’s order. Also Oceanografia, through its fleet of at least 50 ships, is spending more money each month than it’s bringing in, according to a company official who asked not to be named because the information hasn’t been made public. Just three of Oceanografia’s ships are active, the person said. The number of employees has reportedly dropped to less than 4,000, from about 11,000 before the government’s seizure in February. Federal officials made the case that Oceanografia was crucial to the nation’s crude output when they took it over. That importance was underscored last month when the state oil company said its drilling was slowed in the second quarter because the government intervention impacted the use of Oceanografia’s ships. Mexico’s President Enrique Pena Nieto signed into law a historic energy reform bill that will allow foreign companies access to oil and gas fields in the country. “It is the moment to put the energy reform into action,” Pena Nieto said at the signing ceremony at the National Palace in Mexico City. In December 2013 Mexico approved the historic bill ending the 75-yr oil monopoly that barred foreign participation. The new law doesn’t just break the monopoly on foreign companies, but now domestic private oil and gas firms will be able to operate in direct competition with Pemex. Before, private companies were only allowed to do work for Pemex under service contracts. Nieto expressed he wants Mexico - currently the 9th biggest producer of crude oil - to remain an exporter, not an importer. The President promised oil output will increase 20% to 3 million barrels per day in 2018. Bringing in foreign expertise and investment will save declining production. In the last 10 years, production from Pemex has dropped nearly a third - in 2013 it produced only 2.6 million bbl/day compared to 3.8 million bbl/day in 2004. Since 1938 Pemex has held a monopoly over oil and gas, and the reform aims to make Pemex more efficient through cooperation and joint ventures with foreign players. Japan’s Mitsui & Co, Anglo-Dutch Royal Dutch Shell, and US-based Chevron Corp. and ExxonMobil have all had been keeping an eye on Mexico since it announced the landmark reform in December 2013. Russia’s Lukoil was one of the first companies to forge a relationship with Pemex, and in January agreed to a joint venture exploring and extracting oil. The government announced the ‘Round Zero’ allocation of gas and oil fields that Pemex gets to retain control of. The rest of the areas will be auctioned off by June 2015. Pemex has asked to keep a third of its oil fields and projects. As part of Round Zero, Pemex was assigned 83% of the country's probable and possible (2P) oil reserves, or 100% of its 2P request from March. Pemex was also assigned 21% of the country's prospective resources, versus the 31% the company had asked for. Technip announced recently that it has entered into binding agreement for the divestment of a majority stake of at least 51% up to 75% in Seamec Limited to HAL Offshore Limited, India at a consideration of Rs 97 per share (translating to €20 million for 51% stake and up to 29 million for 75% stake). Singapore listed Otto Marine Limited's interest in Malaysian JV Go Marine has been sold. The offshore services provider says that its 90%-held subsidiary Go Marine Ship Management (S) Pte Ltd, has agreed to sell its entire shareholding interest of 49% in its Malaysian joint venture company, Go Marine Services (M) Sdn Bhd to an outside party. Supply Vessel Market Report – August 2014 Deep Sea Supply, the Cyprus-based offshore services vessel operator in John Fredriksen’s business empire listed in Oslo, will acquire 10 platform supply vessels for $366M and raise $200M in equity through a private placement of stock. Vessels are being sold by PSV Holding, a company controlled by Fredriksen’s Netherlands-based Hemen Holding investment company. The 10 ships were built in 2013 and 2014 at yards in China and India. They are all in service, and the acquisition will boost the number of ships Deep Sea Supply operates to 40. In addition, it has five newbuildings on order. Deep Sea Supply plans to raise about $200M in bank financing against the 15 ships. So far, it has received offers from banks to finance the first six vessels with loans totaling $118M. In addition, Deep Sea Supply plans to raise $200M in a private placement of 134M new shares. Hemen Holding, which controls 35.1% of shares in Deep Sea Supply, has underwritten the planned placement. The Ulstein Group has introduced the X-Stern, a design feature that brings the XBow effect to the aft ship, along with additional ice operation capabilities, increasing operability through positive effects on station keeping, wave response, comfort and safety in harsh conditions. Ulstein Group introduced the X-Bow to the market in 2005 as a design feature that increases crew comfort while giving the opportunity to keep up speed in foul weather or the option of reduced fuel consumption. Currently, close to 100 X-Bow vessels are being constructed or have been delivered from shipyards world-wide. Ulstein says that the X-Stern takes a new step in increasing vessel operability even more. Several marine operations would benefit from the opportunity to position the ship stern towards the waves, wind and current. Having this choice increases the operational window. X-Stern is a sloping and higher stern, allowing for a sharp stern shape in which the transom plate is replaced by a pointed aft. The X-Stern is a gentle displacer; resulting in lower pitch and reduced wave drift forces, and has ice operation capabilities. For vessels where best possible motion characteristics are vital, the Captain's first choice will be to place the X-Stern towards the weather instead of the bow. When placing the stern towards the weather, X-Stern has a major effect on a vessel's capabilities and flexibility. Stern first, the vessel will be less influenced by weather, and wave drift is reduced. The work deck aft is enclosed, with no sea on deck or ice buildup and increased safety for crew, cargo and equipment. Troms Offshore Supply, a wholly-owned subsidiary of US owners Tidewater, has entered into agreements to purchase two PSV Vard 08 vessels that are already under construction, hulls no 791 and 792 at Vard Vung Tau in Vietnam. The vessels have a length overall of 81.7m and a breadth of 18.0m with a deck area of 830m2. The two ships will primarily be positioned for operations in the North Sea and Arctic waters and will be managed by the Troms team in Norway. Delivery dates are expected in January and April 2015. According to records these two units were initially ordered by Carlotta Offshore earlier this year. Tanjung Offshore Berhard and Bourbon Far East Pte Ltd have entered into exclusive discussions for the sale of 51% ownership of nine Bourbon offshore support vessels operating in Malaysia. In parallel, Tanjung has invited Bourbon to become a shareholder in the company. Both parties are actively reviewing the proposed transaction and a final decision will be made in the coming months. Guangxin Shipbuilding and Heavy Industry have launched two 70m Tidewater (soon to be owned) DP-2 AHTSs that are set to deliver before year end. The full order is for six Conan Wu designed sister 7,100BHP units powered by twin MAK 8M25C engines. Tidewater also has six PSVs on order at this yard too, all set to deliver in 2015. Supply Vessel Market Report – August 2014 Aker Solutions says its subsidiary Aker Oilfield Services has been notified by Total in Angola of termination of a $250 million, two-year contract for the “Skandi Aker” deepwater intervention vessel. The value of the remaining contract period is about $150 million and will be removed from the Aker Oilfield Services order backlog. “Skandi Aker”, which collected a 2010 "Ship of the Year" award, started ops as a well-intervention vessel for the first time in September last year when the contract with Total commenced. However, Aker Solutions says that "the vessel's capacity utilization has been 37% so far in 2014 after operations halted at the end of March for maintenance and repairs." Deliveries Island Offshore has taken delivery of “Island Dragon”, its fourth newbuilding PSV in under a year. The vessel was delivered to Island Offshore by Vard's Brevik shipyard. The vessel is a UT 717 CD, design by Rolls-Royce and equipped for firefighting and standby rescue. The vessel's overall length is 84.65m with a breadth of 17m and has a deck area of 800m2. The PSV “Far Sun” has been delivered from Vard Langsten to Farstad Supply AS, a wholly owned subsidiary of Farstad Shipping ASA. The vessel will upon delivery commence a long-term charter contract by Statoil for a firm period of six years and three one-year options. The long-term financing of the vessel is arranged by Sparebanken Møre in cooperation with Eksportkreditt Norge AS. The vessel is a STX PSV 07 CD design and measures 94.6m x 21m. New Construction, Shipyard and Conversion News According to “Fairplay”, as of August 28, 2014, there were 6,964 ships over 299GRT on the World Orderbook. This is down 37 or .52% from 7,001 in May and up 616 or 9.70% over the last year. Of the 6,964 ships recorded on order, 792 (up 33) are Offshore Supply Vessels and 345 (up 12) are designated as “Offshore – Other” compared to May. In August 2013, there were 745 OSVs and 333 “Offshore-Other” vessels under construction. Of the 792 OSVs under construction, China leads the Orderbook with a total of 364 (up 47) OSVs being built. They are followed by USA 72, Brazil 53, India 48, Indonesia 34, Malaysia and Vietnam 33 each, 27 Singapore, 23 the Netherlands, 13 each Japan, Poland and the UAE, Romania 11, 9 Norway, Turkey 8, South Korea 7, 6 each Russia and Spain, Sri Lanka 4, 3 Thailand, 2 each Chile, Philippines and South Africa and 1 each Australia, Denmark, Finland, Greece, Italy and Malawi. Engines were not listed for 189 OSVs. The demand is increasing for higher horsepower. The highest portion of OSVs over 299GRT being built worldwide are in the 4-5,000BHP with 122 OSVs or 15.4% of those OSVs where the horsepower is listed, followed by 86 OSVs or 10.9%, 78 or 9.8% and 75 or 9.5% being built in the 3-4,000HP, 5-6,000HP and 7-8,000HP categories, respectively. No OSVs are shown under 1,000BHP, but this is most likely because most of the OSVs being built in this horsepower range will be under 299GRT.
