A! warm! welcome! to! Norwich! and! the! University! of! East! Anglia! on! behalf! of! all! coNsponsors! of! the!
2014!Norwich!Conference!on!Earth!System!Governance!!!

Since! the! launch! of! the! Earth! System! Governance! Project! in! 2008,! the! global! environmental!
governance! research! community! has! made! many! significant! advances! toward! exploring! and!
developing!effective!governance!approaches!in!response!to!the!unfolding!transitions!in!our!planet’s!
biogeochemical!systems.!What!is!key!to!this!endeavour!is!a!strong!emphasis!on!justice,!equity!and!
fairness!in!earth!system!governance!so!that!we!can!share!our!resources!equitably!and!ultimately!live!
sustainably!and!well!on!this!planet,!today!and!into!the!future.!!

For! this! reason,! this! conference! focuses! on! questions! of! access! and! allocation,! both! regarding!
material! resources! such! as! water,! food! and! timber! and! immaterial! values! such! as! rights,! benefits,!
responsibilities! and! risks.! It! also! addresses! pathways! toward! sustainability! and! how! to! govern! the!
relationship!between!humans!and!their!natural!environment!in!the!age!of!what!many!are!referring!to!
as! the! Anthropocene.! We! hope! that! the! plenaries,! semiNplenaries,! panels! and! extra! events! will! not!
only!inform!but!also!challenge!and!inspire!!!

research!alliance!!!

Each! year,! our! open! science! conferences! bring! together! the! earth! system! governance! research!
community!as!well!as!policy!makers!and!stakeholders!to!exchange!the!most!recent!findings!and!plan!
further!cooperation.!The!topic!of!this!year’s!conference!addresses!an!issue!of!major!concern!in!earth!
st
system!governance!in!the!21 !century:!access!and!allocation,!or,!in!other!words,!questions!of!equity,!
justice! and! fairness! on! a! planet! with! gross! and! partially! even! increasing! inequalities! between! and!
within!countries.!We!hope!that!our!conference!on!“Access!and!Allocation!in!the!Anthropocene”!will!
result!in!new!insights!into!this!important!issue,!and!hopefully!initiate!new!ideas,!concepts,!critiques,!
and!avenues!for!research.!

While! all! conferences! follow! a! similar! format! and! use! wellNestablished! practices! like! the! rigorous!
doubleNblind!peer!review!of!abstracts,!each!event!also!adds!new!elements!to!the!conference!series.!
At!the!Norwich!Conference,!for!example,!we!have!a!public!debate!on!Sharing)the)Earth,!initiated!by!a!
video! address! of! His! Royal! Highness! Prince! Charles.! We! also! have! a! lunch! meeting! of! the! African!
earth! system! governance! research! community,! and! a! book! advertisement! section! at! which!
colleagues!can!pitch!their!most!recent!publications.!For!the!second!time!now,!we!will!recognize!the!
best! conference! paper! by! an! earlyNcareer! scholar! with! the! “Oran! R.! Young! Award”.! The! Norwich!
Conference!will!also!see!the!first!results!of!our!new!research!initiative!on!Sustainable!Development!
Goals,! as! well! as! numerous! presentations! of! other! research! projects! that! have! been! launched! in!
recent! years.! Given! that! the! Science! and! Implementation! Plan! of! the! Earth! System! Governance!
Project! is! now! five! years! old,! we! will! have! a! first! “Town! Hall! Meeting”! of! our! community! to! begin!
charting!the!new!directions!in!research!and!policy!practice!on!earth!system!governance.!Last!but!not!
least,!we!are!delighted!to!announce!that!we!can!now!welcome!the!Environmental!Governance!Lab!at!

About%the%Conference%

The! challenge! of! establishing! effective! strategies! for! mediating! the! relationship! between! humans!
and! the! natural! world! represents! one! of! the! most! daunting! tasks! in! the! quest! for! environmental!
sustainability! at! all! levels,! from! the! local! to! the! global.! Environmental! problems,! such! as! climate!
change,! biodiversity! loss,! water! quality! and! access! problems,! soil! erosion! and! others,! call! into!
question!the!fundamental!viability!of!how!humans!have!organized!the!relationship!between!society!
and! nature.! There! is! an! urgent! need! to! identify! and! develop! new! strategies! for! steering! societies!
towards!a!more!sustainable!relationship!with!the!natural!world.!
!
The! Earth! System! Governance! Project! was! launched! in! 2009! to! address! these! problems! of!
environmental!governance.!In!this!project,!“earth!system!governance”!is!defined!as!the!interrelated!
system! of! formal! and! informal! rules,! ruleNmaking! mechanisms! and! actorNnetworks! at! all! levels! of!
human!society!(from!local!to!global)!that!are!set!up!to!steer!societies!towards!preventing,!mitigating,!
and!adapting!to!global!and!local!environmental!change!and!earth!system!transformation,!within!the!
normative!context!of!sustainable!development.!The!Earth!System!Governance!Project’s!Science!Plan!
(available! at! www.earthsystemgovernance.org)! is! organized! around! five! analytical! themes.!
Architecture! relates! to! the! emergence,! design! and! effectiveness! of! governance! arrangements.!
Agency! addresses! questions! of! who! governs! the! earth! system! and! how.! Adaptiveness! research!
explores!the!ability!of!governance!systems!to!change!in!the!face!of!new!knowledge!and!challenges!as!
well! as! to! enhance! adaptiveness! of! socialNecological! systems! in! the! face! of! major! disturbances.!
Accountability!refers!to!the!democratic!quality!of!environmental!governance!arrangements.!Finally,!
access!and!allocation!deal!with!justice,!equity,!and!fairness.!

Access! and! Allocation! not! only! relates! to! material! resources! (e.g.! water,! forests)! but! also! to! the!
allocation! and! allocation! of! immaterial! values! such! as! rights,! benefits,! responsibilities! and! risks.!
Issues!of!access!and!allocation!demand!new!answers!in!times!of!the!Anthropocene,!an!era!of!humanN
dominated!ecosystems.!Such!responses!need!to!be!interdisciplinary!and!reconcile!with!governance!
effectiveness.!Conflicts!about!natural!resources!such!as!water,!forests,!food,!energy!and!carbon!are!
in!essence!questions!related!to!the!allocation!of!and!access!to!these!resources,!and!often!linked!to!

Transformative%Pathways%to%Sustainability%

This! theme! is! one! of! three! themes! under! Future! Earth! and! attempts! to! understand! transformation!
processes!and!options!across!sectors!and!scales!to!identify!strategies!for!the!sustainable!governance!
of! the! global! environment! and! the! relationship! to! human! values,! emerging! technologies! and!
economic! paradigms.! It! will! address! the! various! blockages! to! these! transformations! and! how! to!
overcome! them.! This! analysis! will! also! involve! new! forms! of! localism! and! collective! selfNreliance! at!
the!scale!of!community!across!the!whole!planet.!

All! abstracts! submitted! to! the! 2014! Norwich! Conference! on! Earth! System! Governance! have! been!
evaluated! independently! and! anonymously! by! at! least! four! members! of! the! International! Review!
Panel,! allotted! on! a! random! basis.! The! reviewers! ranked! abstracts! on! a! scale! from! five! points!
(excellent/highly! appropriate! for! the! conference)! to! one! point! (not! appropriate/rejection).! The!
organisers!calculated!an!average!grade!for!every!abstract,!and!then!ranked!all!abstracts!accordingly.!

We! received! 404! abstracts! from! colleagues! in! 40! countries.! In! order! to! keep! the! conference! at! a!
reasonable! size! to! allow! for! meaningful! discussions,! we! decided! to! accept! the! best! 259! abstracts,!
