The show was well attended in spite of the fact the Valley had an abundance of car shows that weekend. Many fine vehicles were present and the judging was extremely tough, even for our Youth Judges. All funds raised will be used by the AAHC to further our fight against Toll Roads. A special thanks to Sanderson Ford for all their continued support and to Nancy Perry of Arizona Sportswear for her support again of the Youth Judging program. We have proudly served the HOBBYIST of Arizona for over three decades and have been very effective in beating back the constant, year after year, threats that could severely injure our HOBBY or completely destroy it. We have been on the job as your watchdog for our HOBBY, to take on the challenges of, scrappage proposals, new vehicular taxes, aggressive zoning laws, anti-cruising efforts and many other issues that would harm our HOBBY. Our organization has a great history of clout, based on the hobbyists we represent. In the past, the AAHC has fought the 4% sales tax between private owners put in by Gov. Ev. Mecham in ‘89 and is responsible for the 15 year exemption for classic cars with collector insurance. That has been in effect for 3 years after a 5 year struggle with the EPA. Recently the AAHC helped with a compromise allowing the age exemption for older cars to be raised from 1966 to 1974. This will go into effect after EPA approval. PLEASE JOIN NOW!!! We are requesting for your club to join the AAHC now and be a part of our clout. We hope to see you at our meeting the first Tuesday of each month as a new or renewed club member. The dues are $15 for individual members, $30 for small clubs (under 25 members) and $40 for large clubs (25 or more members) In 2013 the AAHC helped with 2 car shows to raise money for the 19 firefighters killed in Yarnell and we organized 2 Cruises to raise money and donations for the people of Yarnell that were burned out. One Cruise was to Wickenburg and the other went thru Yarnell to Prescott. The spectacular pre-war cabriolet, owned by Thomas Taffet of Chatsworth, California, was brought to the Arizona Concours by the Mercedes-Benz Classic Center. The 540 K earlier won Best of Class in the European Classics group. The Arizona Concours stepped up for its second year, building on the strong success of its inaugural 2014 event, and with the historic Arizona Biltmore again providing the stunning Art Deco backdrop. Sunday’s attendance was a sellout for the 2015 Concours, and the two Saturday seminars – the Phoenix Automotive Press Association auction preview and the Elegance at Speed racing-car design forum – were very well attended. The beneficiary of the Arizona Concours, Make-A-Wish Arizona, raised more than $70,000 in donations. The Arizona organization is the founding chapter of the national foundation that grants wishes for children with life-threatening medical conditions. They hosted 3 recent meetings that were not well publicized where they laid out the plans for us and the newly renamed “Spine” thru Phoenix. The “Spine” is now I17 and I10. At the meetings we were treated to 28 6 ft by 3 ft vinyl banners and stands that laid out studies and all kinds of facts and figures for our futures. Buried on banner number 22 was one paragraph describing Fee Based Managed Lanes and HOT Lanes. (Go to spine. azmag.gov and click on Public Information Graphics on home page.) No mention is given of timetable or costs. Meetings were at expensive hotels because cost is not a factor with Tax dollars. The Phoenix City Council on Tuesday 3/3/15 voted to allow a special election in August to vote on another transportation tax increase. Dissenting Council member Sal DiCiccio calls this tax a $33 BILLION BOONDOGGLE and is calling for a no vote and I concur. Among other items to be funded is more expansion of the Light Rail system (Trolley Folly) that is already costing taxpayers 81% of the daily budget and expansion costs $161 MILLION per mile, according to figures released by Mr. DiCiccio. The rate of expansion is one mile per year and we are already paying a quarter percent sales tax to fund Light Rail. Last night, I voted against a tax and spend BOONDOGGLE that could cost you $33 billion. I need your help to stop this nonsense at the August election. This is your opportunity to tell the politicians to get their priorities straight. They will have significant insider money to spend to get this passed and I need your helping making others aware. Please make sure to pass all these messages to everyone you know. If you support education funding for your children then you need to vote against this ill conceived proposal. The final numbers are in and here is what we found out: •$161 million- cost per mile to build and operate light rail. cost. •81%-amount taxpayers must subsidize every rider. The fare box only recovers 19 percent of overall •Your neighborhood street-the train system only carries the amount of people that drive by your street every day. Yes, your local neighborhood street out your front door carries about 2,000 cars per day. The train carries the same per mile. As a comparison here is what we could do with: •$1 Billion-Pay for the salary of 22,222 new teachers •$33 Billion- buys 1,241,161 cars •Guarantee 100 years of new water supply-For approximately $1.4 billion, the State of Arizona could fund a water delivery system providing us a 100 year supply of water. Phoenix has not shown fiscal responsibility with its own budget. If it can’t handle its current budget, why would taxpayers give $33 billion more to a structurally unsound organization? This enormous tax and spend proposal is not fiscally responsible or accountable. Also, 6 to 7 nominations are now needed for the annual AAHC Board of Directors election. It will be held at our May 4th 2015 AAHC General Membership meeting at the Martin Auto Museum. 2nd Annual AZ Concours d’Elegance Thanks to the hard work of its many volunteers Arizona now has its own world-class concours. Held Jan 10th & 11th 2015 at the art deco inspired AZ Biltmore Hotel and Resort, 87 vintage vehicles from all over the country were displayed on the beautifully landscaped inner courtyard lawns. The concours also raised over $70,000 for Make-A-Wish of Arizona. The “Best of Show” trophy was awarded to a 1937 Mercedes-Benz 540 K Sport Cabriolet ‘A’. Several AAHC members served as concours category judges including Al Tracy, Paul Tillwach and Bill Gilmore. Among events held along with the Concours was an “AZ Auction Week Preview” panel discussion held by the Phoenix Automotive Press Association. Another event held called “Elegance at Speed, a Racing Car Design Forum” featured top race car designers and was moderated by former Indy 500 driver Lyn St. James with a panel consisting of Formula-One race car designer Nigel Bennett, Shelby Daytona designer Peter Brock and Kip Wasenko who designed Cadillac’s LeMans Prototype Race Car. AZ Collector Car Auction Recap The 6 annual January AZ collector car auctions sold a combined $292.8 million over 9 days which was a 17.7% increase over 2014’s $249 million. Some of 2015’s high-dollar highlights included the week’s top sale of a 1964 Ferrari 250 LM Coupe that sold for $9.625 million at RM’s upscale auction held inside the AZ Biltmore Hotel and Resort’s Ballroom. Over in Scottsdale, a 1966 Ferrari 275 GTB Competizione Coupe sold for $9.41 million at Bonham’s Auction and a 1959 Ferrari 250 GT LWB California Spyder sold for $7.7 million at Gooding’s. Barrett-Jackson’s top sale was a 1966 Shelby Cobra 427 “Super Snake” which sold for $5.115 million. They raised nearly $9 million for charity too. Russo & Steele’s top sale was a 1957 MercedesBenz 300SL Roadster which sold for $1.43 million and a 1956 DeSoto Firedome Convertible sold for $85,320 at the Silver Auction over in Fountain Hills. In Memory of Marvin Price Marvin Price, 79, the long-time AAHC Legislative Representative for the Cadillac-LaSalle Club, the Classic Car Club of Am., the Corvette Club, the Jaguar Club and the Packard Club passed on 2-20-15. Marvin and his wife Rosemary were very active in Arizona’s car hobby and he was a regular at AAHC meetings and Valley car shows over the years. Marv had an impressive collection of collector cars as well as an incredible knowledge of pre-war models. He will be sadly missed by all who knew him. A memorial service will be held on Friday 3-27-15 at 11:30 a.m. at Valley Presbyterian Church 6947 E. McDonald Drive, Paradise Valley, AZ 85253, followed by a collector car cruise to a celebration of his life from 1 to 5p.m. at McCormick Ranch Golf Club, 7505 East McCormick Parkway, Scottsdale, Arizona 85258. The bills I have read for our discussion are as follows: HB2423 Real ID driver’s license to comply with the Federal law of 2005. In 2016, you will not be able to fly in the US without an ADL that doesn’t comply with the Federal law of 2005. In concurrence with SB1273, the state has sent both bills to be reviewed by their committees. The Transportation & Infrastructure committee on 3/3/2015 and the Federalism & States Rights committee on 3/4/2015. So far, the state is trying to not cooperate with the Federal government. Each bill contains warnings to the state if any Federal government branch tries to make this happen. The DHS is on notice about making this happen. But if an Arizona citizen requests a Real ID driver’s license, the state will do so and charge the citizen for that benefit. So Arizona will make money. SB1237 Electronic Driver’s License: Just like the electronic proof of insurance in the Geico TV ads that Maxwell the pig uses, soon, you too can have an electronic driver’s license. That bill has been passed. No effective date has been specified. SCR1009: Effective on 1 JANUARY 2017, the House members and the Senate members will have a four year term of office with term limits included. SB1161 Vehicle Fuel Taxes: Still going through the legislature, might happen or it might not. SB1167 Photo Radar: This bill has failed for this year. The bill had a provision that in order for the photo radar violation to be a revenue producing act, the said violation had to be detected by the radar detector operated by a law enforcement officer at the time of the violation. SB1107 License Plate Covers: This was concerning covering up the state name on the license plate, much like the license plate frame issue a few years ago. Now this bill has been amended to restrict the use of any spray on film or plastic that distorts a clear license image from being photographed as a photo radar violation. This bill is being discussed. HB2564 Photo Radar – Manned: Since SB1167 was shot down, the state house is trying the same thing in the House this time. The bill has been sent to the Transportation & Infrastructure committee for further discussion. SB1146 Personalized Classic Plates: You may have the opportunity to buy a classic copper pale for specific personalization subject to the state. More information next month. Thursday night, 2/26/2015, CBS news channel 5 opened with a headline that the State Legislature will have a bill to prohibit the filing of voter petitions to the State in order to minimize the voter ballot confusion in November. I have not found the Bill number on the docket. The story was only 20 seconds long but it implied the Legislature thought this would reduce out of state Dark Money influence on our elections. I will report more as I find the facts. Written by Gregg Laskoski on Mar 9, 2015 02:30 PM The nation’s first per-mile charging system will launch in Oregon July 1, 2015. Oregon’s Senate Bill 810 (2013) was the first legislation in the U.S. to establish a road usage charge system for state transportation funding. It authorized ODOT to set up a mileage collection system for volunteer motorists beginning July 1, 2015. ODOT will assess a charge of 1.5 cents per mile for up to 5,000 cars and light-duty commercial vehicles and issue a fuels tax credit to those participants. The volunteer program is the start of an alternate method of paying for Oregon’s roads. By law, the Road Usage Charge Program must give motorists choices for the technologies they use to report miles driven as well as how they manage and pay their road use charges. ODOT says they will have the opportunity to obtain services through private sector account managers with market-driven options that are efficient and cost-effective.Consumers are asked to volunteer for the program. How Will the System Work? First, volunteers will choose options for participating in the program, including who will manage their mileage reporting and payment/credit. ODOT has contracted with Azuga, Sanef and Verizon to manage accounts, calculate charges plus any credits due, and submit charges to the Oregon Treasury. ODOT will audit account managers and verify that all charges owed are paid. The road usage charge system will automatically collect mileage data from vehicles. A mileage reporting device selected by the motorist will interface with the vehicle and be paired with software to send mileage totals to the chosen account manager. The on-board mileage reporting device may be either “basic” (does not use location-determination technology) or “advanced” (uses location-determination technology). Why is Oregon implementing the Road Usage Charge Program? Funding for transportation system maintenance, improvements and construction has been declining in Oregon and around the country since the 1990s. This is due in part to more fuel efficient vehicles purchasing less fuel, thus paying less in fuel taxes—which go toward maintaining and building roads and highways. That’s good news for the environment and for reducing dependence on fossil fuels, but it reduces funds available to maintain Oregon roads. More information about declining revenues and transportation funding is available on the ODOT website: http://www.oregon.gov/ODOT/Pages/ Transportation_Funding.aspx. The per-mile charge is not a new concept in Oregon; the legislature first authorized investigation into options to the traditional fuels tax in 2001. Fourteen years and two pilot programs later, with extensive research and study, Oregon’s Road Usage Charge Program is becoming operational.
