Lancaster Players participation represents diversity of community The Lancaster Players ended a successful season of community theater with the presentation of “Rumors” by Neil Simon, according to president Kerley LeBoeuf. “Rumors” played to sold-out audiences for all seven performances. The cast was an interesting contrast of veteran and new actors, he said. “I directed two of these cast members at The Playhouse 20 years ago, two other experienced actors were on our stage for the first time and three others were on stage for the first time ever,” said director Rebecca Tebbs Nunn. Diversity and inclusion have been two guiding values since The Playhouse was reopened last year, explained LeBoeuf. During 2008, 111 roles were performed in five productions including 77 roles played by students ages 4 through 19. Many first-time actors have learned the thrill of theater as they were led by a cadre of directors including John Baumhardt, Robin Blake, Mark Favazza and Nunn, said LeBoeuf. Jay Couk, who played Mr. Banks in “Mary Poppins,” said, “My experience with the directors and cast was the most rewarding thing I’ve done in a decade. It was like being a member of a close family and I’m sorry it had to end.” “Total paid attendance for the 2008 season was 2,140 guests and they were served by a wonderful group of over 100 volunteers who enjoy the camaraderie and being part of delivering community theater,” said LeBoeuf. “Thanks to everyone who supported The Lancaster Players during these months of getting The Playhouse back on a successful track.” The Lancaster Players delivers community theater for actors, audiences and those who like to participate in any way, he said. Tim Kaine and First Lady Anne Holton recently praised the positive results of the work by the Council on Reform (CORE) to improve the rate of permanent placement for foster children in Virginia. It has been a year since Gov. Kaine began an intensive effort to improve the delivery of child welfare and mental health services to the youth and families of Virginia. Part of this effort was a challenge to both public and private agencies to build on the momentum of First Lady Anne Holton’s For Keeps initiative, and work together to find more permanent family connections for children in foster care. “Data indicate what we know instinctively—kids are better off in the care of a loving family,” Gov. Kaine said. “The Commonwealth is working to increase the number and rate at which children in foster care move into permanent family arrangements. It’s a big job, which is why it’s critical for public and private agencies at the state and local level to work together.” The first phase of this work began with 13 geographically-diverse localities, which became known as CORE. Since October of 2007, CORE agencies have reduced placements in group care by 133 children or 16 percent, decreased the total number of youth in foster care by four percent, and increased their discharges to permanent homes by nine percent. Over the past year, the CORE localities have implemented a variety of strategies and national best practices that have proven effective in connecting children, particularly older youth, with permanent families. Strategies include improving ways to recruit and train foster and adoptive families, empowering youth and families to have more of a voice in critical decisions and committing to continuous quality improvement through effective data management. The innovative strategies and partnerships developed through CORE will be adapted and implemented statewide in Virginia’s larger Children’s Services System Transformation. As the Children’s Services System Transformation moves forward, First Lady Holton continues her outreach to key stakeholders including Community Policy and Management Teams (CPMTs) and Juvenile and Domestic Relations court judges throughout the state. “As a former Richmond judge, I saw many young people without a connection to the permanent family they deserved. We need to take a fresh look at solutions for keeping kids safe and in the care of a family,” First Lady Holton said. “Maybe this means searching a little harder to find a relative who’s willing to help, or utilizing more community-based services so kids can stay connected to families. Every agency that serves children has the opportunity to make a huge difference in the future of kids in foster care.” Ray Ratke, special advisor on children’s services for the Commonwealth, has also led CORE to establish a statewide philosophy that will guide a shift in service delivery, encourage effective collaboration across child-serving agencies, and achieve practice consistency. “Every community in Virginia has its own unique strengths and challenges too,” Ratke said. “Ultimately, we must be guided by the same child-centered, and familyfocused philosophy and practice model, no matter the geographical boundary.” Contributing to the overall success of CORE and the Virginia Children’s Services Transformation is the support and technical assistance from the Annie E. This market is very different in many ways, Faulkner recently explained to the Northern Neck Rotary Club. Normally there is one asset class that is active in which one can hide for a while. This time all asset classes will likely be down. The biggest issue in this market are the emotions one feels from being bombarded by bad financial and economic news according to Faulkner. We must regain trust in our financial institutions for the market to stabilize. We hear it everywhere. Even the late night comics. The bailouts are probably going to happen; they are a necessity and we will likely pay for them for a long time. Faulkner told the club there are tools in place as a result of the crash of 1929. For example, in 1929 the margin requirement was 10 percent and was changed to 50 percent following the crash. After the 1987 October drop, circuit breakers were put in place that would halt trading if the market falls 10 percent in one day. There are so many things that are out of your control, said Faulkner. You have to step back and reassess your long-term goals. A Bear market is defined as one in which the value has dropped 20 percent or more from their highs. Faulkner said, we are in the “and more” stage now. Usually it starts with one sector and then drifts into other sectors. This is the Katrina of financial cycles. These exotic, now toxic, offerings were packaged groups of loans were highly marketed as highly rated instruments Faulkner said. Where we are at present in this Bear market, no one knows, Faulkner said. Because of the tools in place in the financial system, A recovery should come quicker than in the past without them. It may not be known that a state of recovery exists, until the recession is over, officially. The market looks forward and likes stability. With professional help, individual investors must take responsibility for their individual situation. But, said Faulkner, where do I go in such dire financial markets? Evaluate your risk tolerance and look to the long haul. If an investor was in for five years or less, they should not have been in the market in the first place, according to Faulkner. Go to the basics: what are your investment goals? If you are in a longterm plan, value will return to your portfolio in time. In the short term, review your tax situation and make moves that will reduce your taxes. Taxes will not likely change until late 2009 according to Faulkner. Estate taxes affect less than less than 4/10 of 1% of Americans. $3.5 million can be sheltered from estate taxes, $7 million for couples. Tax changes will likely not affect individuals making less than $250,000 per year. It’s a great time to buy if an investor is in the accumulation phase of their program. Buy quality, there are companies offering great dividends. Reinvest as your dividends will buy more shares at the reduced prices. By all means continue your 401K contributions, especially where the employer is matching your contributions. Faulkner said she could not over emphasize this point. If an investor is in the distribution phase (withdrawal) of a retirement program, they should leave the portfolio in the market if they can sleep at night, Faulkner said. To try to get out and plan to get back in is very difficult to time, as you never know exactly when to reinvest. Faulkner said that the only place to have a chance to recover is in the market. No other financial instrument offers this opportunity. The old adage of diversify, diversify, diversity did not hold up in recent markets. Fight panic and fear. Don’t delay the investment process. Many investors are now keeping too little in stocks. We have to regain confidence in the economic system, we can talk ourselves into a depression according to Faulkner. Don’t pay too much in taxes. Municipal bonds are attractive and carry a high rating still. Don’t chase returns. What was good in the past may not be in the future. Don’t move between sectors or stocks because of recent returns. Buy staples. People still eat, drink, and smoke (if not here, in foreign markets). Continue to look at the underlying fundamentals of a company. If the stock goes down, see what changed and if the fundamentals of the company are still sound. Be ready for the recovery. Norris Project Joy sponsor Timothy Donley saluted the “tenacity and faithful dedication” of the incarcerated veterans at Haynesville Correctional Center (HCC), whose hearts and hard work bestowed an unforgettable Christmas December 5 on the Smiths of Tappahannock, (not their real name). After watching the Smith children enjoy the choir’s melodies, the hosts craned their necks as they listened to the way the youngsters chortled with delight at a Spiderman video, a doll, a gumball machine and four brand-new bicycles. Twin 8-year-olds, Lynice and Lynae, and their brothers Takeyo, 6, and Antonio, 5, responded with grins and gestures of gratitude to brightly wrapped presents. Their smiles were matched by those of their mother, who wished the HCC crew “a very merry Christmas, a blessed Christmas.” A single mother, Tyler Smith has been out of work since September due to illness and problems with babysitting logistics. Thanks to the veterans’ generosity, the Haynesville staff, and community merchants and friends, the family will start the year off in much better shape. This is the 15th year the veterans outreach group has adopted a community family and created a winter wonderland to surround the children at a special banquet. Over the years, man after man has been reduced to tears, remembering his own absent children and feeling welcomed back to the larger family of mankind. Guest speaker Myrtle Phillips told more than 140 Veterans Outreach Group (VOG) members and associates that she felt honored and humbled at the way they had chosen to make life better for those around them. She praised them for creating a circle around their flag to integrate themselves back into society and uphold the principles of their country. “The flag means more than words. Words don’t mean anything if not backed up with action,” she said. “Don’t get discouraged. Become as educated as you can. Keep moving forward. Hold your heads up very, very high and remember it’s important to do the right thing, to help one another,” she said. Phillips shared the story of her own family, including her pride in her husband who was a commander of the Old Guard (guarding the Tomb of the Unknown Soldier); he retired as a full colonel after marching in Reagan’s inaugural parade and serving behind the Berlin Wall. Their sons and daughterin-law also serve in the armed forces. A daughter who has multiple sclerosis is a dean at William and Mary and faces tremendous challenges each day, even getting out of bed. But this young woman mothers two children, writes history books and was recently invited to come to Germany to speak about the accomplishments of Barack Obama. Phillips told the veterans she loved them because she has seen tremendous growth in them. That’s about God,” Sykes noted. He paid a special salute to HCC staffer M. Stoner and to the group’s founding sponsor, the Rev. Dr. Ralph Gardiner, for shepherding them during evening meetings. Rev. Gardiner wished the men godspeed and told them he was proud to see the way the group continues to grow despite all challenges and has become well known throughout the entire Department of Corrections. Honor Guard platoon leader Lonnie Crowder asked his men what their flag meant to them. “Country. Service. Community outreach, sir!” platoon members barked in return. “Pride, respect for self and others. Determination to get the job done,” they said. Project Joy has come to symbolize their flag for many. It means a lot to me and the guys who are away from our own families,” noted Melvin Shifflett. “Being able to help while inside the prison is a life-changing experience. I’m used to taking instead of giving. Being able to give at this time of year makes this a very joyous occasion,” said Jerome Person. Jeimes Gaskins expressed gladness at “being here to see the children have a good time and share Christmas with somebody’s family.” “It’s a wonderful thing that they do,” one correctional officer summed up as she listened to the choir sing “I’ve got a blessing with your name on it. You’ve got a blessing. We’ve got a blessing.” Assistant warden Patrick Gurney, a former sociology professor, described Project Joy as “very pleasing, a very noble thing to do. Look at the kids’ faces.” He raced to the front of the room with other staff members pushing the kids’ bicycles. “I’m kind of overwhelmed,” said inmate William Edwards as he watched the impromptu parade the young Smiths created, weaving in and out of the crowd. “It’s so long since I saw kids ride bikes like that.” “Ah, man. I’m at a loss for words,” said one of the youngest singers, Christopher Dennis. “It was very lovely, surely a blessing, especially since I don’t have any children,” added fellow musician M. Stovall, who recently led a back-to-school drive to provide area students with school supplies. Born and raised in White Stone, she graduated from Lancaster High School in 1990. She spent six years working as a cashier in a local convenience store as well as on a fishing boat. Both her jobs involved long hours on her feet, causing severe back pain and knee problems, but neither provided health insurance.
