Preliminary numbers indicate nine people died in nine traffic crashes during the five-day statistical counting period, Virginia’s lowestThanksgiving fatality count since 2002, when nine individuals also were killed in traffic crashes. In 2007, 19 people were killed in 18 crashes on Virginia roads and traffic collisions claimed 16 lives in 2006. Among those who died, two were teenagers, two were bicyclists and one, a pedestrian. Alcohol was a factor in two of the crashes. Additionally, seat belt restraints were not used in two crashes. The fatal collisions took place in Carroll, Fairfax, Louisa, Powhatan, Prince William, Rockbridge, Rockingham and Southampton counties. “Overall, the recent decline in fatal traffic crashes is encouraging. However, it should not be a reason to become complacent for drivers and passengers,” said VSP Superintendent Col. W. Foundation president explains proposed teacher housing effort Bill Warren presented information regarding the Partners for Lancaster County Schools Foundation, a program to provide affordable rental housing for county teachers by 2010, to the Northern Neck Rotary Club December 3. Warren, president of the foundation, and others recognized Lancaster schools are experiencing difficulty in recruiting and retaining teachers and much of the difficulty relates to lack of affordable housing. The foundation is embarking on a project to build and manage 16 rental units in such a way that rents for the two-bedroom units will range from $550 to $650 per month, according to Warren. This first of its kind in Virginia foundation was formed in July as a nonprofit organization registered with the State Corporation Commission. The program is modeled after a similar program in Hertford County, N.C. Warren said the Hertford County project built 24 units and was instrumental in solving a teacher recruitment/retention problem. The project was sponsored by the State Employees’ Credit Union. It was such a success the credit union is going to extend the support and sponsor a county each year in the future. Warren cited statistics gathered through polling of the county’s 140 teachers. The study found Lancaster school salaries are 16 percent below the state average and 9.7 percent below Westmoreland county; 7.7 percent less than Richmond County; and 2.2 percent below Northumberland County. This makes the salaries paid teachers in the county the lowest in the Northern Neck and among the lowest in the state, according to Warren. Teachers are caught in a gap in housing availability, he said. The HUD section 8 program limits tenants to those with 50 percent of the average income in an area. With the average income in Lancaster County $55,300 and starting teachers making $33,000 to $34,000 per year, they neither qualify for subsidized housing nor can afford the rent in the area assuming units were available, said Warren. As a result of this, Warren said that 47 percent of Lancaster County Public School teachers live outside the county and 57 percent of those at Chesapeake Academy (who are paid 18 percent less than their coun- terparts in the county system) drive in from outside the area. Warren said most teachers drive between 20 and 50 miles one way, some as far as Richmond and Newport News. The need for teachers will become more acute as 46 of 120 total are over the age of 60, said Warren. This means the county will need to attract 50 teachers in the next few years just to stay even as these individuals reach the normal retirement ages 62 to 65. The project being undertaken in Lancaster has a projected cost of $2,115,000 for the 16 units under the foundation plan. Warren said the goal is to build and manage the project so that it will be self-sustaining after construction. The foundation projects a 30-year loan will be obtained from a local bank and the land sponsor is contributing $65,000 leaving approximately $850,000 to be raised through grants and donations. Warren said the county government is not in a position to assist due to a reduction in the State Composite Index Funds. Despite the 16.7 percent increase in county taxes this year, the index’s reduction and decision to build a new judicial center at a cost exceeding $7 million absorbed the increase. The public is not likely willing to increase their tax another 16 percent to cover school needs and teacher housing, Warren speculated. The foundation has raised some $206,000 from donations, grants and pledges since July from those who see the desperate need and Warren assured the club that the obstacles would be overcome and the project built. He said the foundation was not seeking donations from individuals at the present time due to the recent economic downturn, but was seeking funds from corporate and private foundation sources. Warren indicated he would welcome assistance from individuals who shared the interest in maintaining a quality education for area children. In other business, the Northern Neck Rotary discussed the upcoming distribution of funds by the Northern Neck Rotary Trust raised at its CAPINNÉ charity dinner and auction and the election of officers for the upcoming year. The Northern Neck Rotary Club meets at 7:30 a.m. Wednesdays at Lee’s Restaurant on Main Street in Kilmarnock. The trend toward using photo greeing cards for the holidays is one that continues to grow in popularity. Many people want to share pictures of their family or children with friends and relatives and holiday cards make that possible. Photo greeting cards come in two main categories: One is a standard stock card with a window cut out to allow a photo to show through. The other is a design and photograph printed as one on glossy photo paper. The card stock varieties can often be purchased where other greeting cards are sold, then slip in your picture. The glossy photo-style cards are either ordered and printed from an online service, or can be created using the digital photo kiosks at many pharmacies and retail stores. Regardless of the type of card, the goal is to ensure the photograph is the best possible to convey a message of season’s greetings. It pays to brush up on some photography techniques and follow a few tips to work toward a good image. • Get a new perspective on a shot rather than simply standing and shooting the camera. Try kneeling down or lying on the floor and shooting upward at the subject. Or stand on a ladder and shoot downward. • Pay attention to the background as well as the foreground in pictures. Don’t mar a picture by having an unsightly background item steal the thunder of the main subject. • Don’t limit the picture to a Christmas or winter theme. As long as it’s a great image, feel free to use a vacation shot or another picture. This will allow card recipients to keep and display the image all year long instead of feeling limited to the holiday season. • If posing the entire family for a shot, consider having everyone wear the same color or type of outfit so it lends a cohesive look to the picture. • Professional studio shots are great, but not necessary. Create similar backdrop effects at home. For Christmas, pose subjects on wrapping paper, tissue paper, or amid a pile of gifts and snap away. Use a solid colored tablecloth to serve as a backdrop for the image. • Use photo editing software if it is impossible to get everyone together for a photo shoot. Take a picture of everyone individually and put them together in a single image with the software. Remember, photo greeting cards should not be limited to Christmas. In the coming weeks, Christmas tree growers, retailers and FedEx Corp. will deliver approximately 16,000 real Christmas trees to more than 45 military bases in the United States and overseas. Virginia Green Industry Council president Lin Diacont urges everyone to join in the Christmas spirit and support the Trees for Troops to help bring a little Christmas spirit to military families who are sacrificing so much to protect the country. Christmas tree growers from Virginia and other states are donating the trees and FedEx is donating the transportation and logistical support and services to the Christmas Spirit Foundation, a philanthropic branch of the National Christmas Tree Association. The program has grown rapidly since its beginnings in 2005 when 4,300 trees were delivered to troops and military families at five bases at home in the United States and overseas. Last year, more than 700 tree growers in 29 states donated 17,000 trees which FedEx delivered to over 40 military bases. Since the inception of the program more than 34,000 trees have been delivered in total, being distributed to every branch of the military at over 40 bases in 17 countries. FedEx trucks have traveled an estimated 90,000 over-the-road miles from pickup to delivery. This year, the Virginia Christmas Tree Growers Association (VCTGA) through many of its members are giving their support and participating again. FedEx pick-up locations will be at Mount Rogers Christmas Tree Farm in Whitetop, Loweland Farms in Middleburg, Willow Springs Farm in Radford, and Claybrooke Farm in Mineral. The goal for Virginia is over 1,000 trees coming from several farms across the state. Trees from Virginia growers will be delivered to Fort Story, Virginia; Fort Eustis, Virginia; Fort Pork, La; Fort Bragg, N.C.; and Scott Air Force Base, Ill. In 2007, Joe’s Trees in Newport donated 425 trees, with 126 of their customers participating, to the Trees for Troops This year, the public also is being given the opportunity to participate in Trees for Troops. Trees may be purchased at participating farms and a personal message may be written on a Trees for Troops tag and attached to the tree. National Christmas Tree Association Virginia director John M. Unfortunately, many seniors find themselves increasingly disappointed or sad. Several factors can contribute to these feelings and may eventually lead to the “holiday blues.” Seniors are particularly at risk during this season. Garden Club adds holiday flair to hospital entrances The Kilmarnock Garden Club’s last meeting of 2008 was held early in order to create holiday decorations for the outside of Rappahannock General Hospital in time for the hospital’s Christmas Tree Lighting ceremony. “Members look forward to this annual event as it gives them an opportunity to say ‘thank you’ to the community for their support of the club’s endeavors and community projects,” said president Genny Chase. This year the club created giant topiaries made of boxwood and decorated with holiday ornaments to welcome visitors through the hospital’s main entrance. Festive wreaths were made and placed at the other entrances and fresh greens adorned with bows and holiday decorations can be seen on the hospital sign on the road. Members then had a luncheon, followed by a brief business meeting. Those receiving the most design points during the year were announced. Novice winners were first, Olga Speck; second, Anne Lewis; and third, Paula Boundy. Advanced One winners were first, Sue Woodard; second, Jane Denton; and third, Betty Rous. Advanced Two winners were first, Genny Chase; second, Gayle Hudnall, and third, Page Carlson. Horticulture winners were first, Paula Boundy; second, Olga Speck; and third, Jenny Samm. Publicity chairman Joan Kroll of the Northumberland County Red Cross recently announced that the American Red Cross (ARC) Campaign for Disaster Relief will hold a National Day of Giving Saturday, December 13. The ARC launched the $100 million nationwide fund-raising campaign in September and has now passed the halfway point, raising some $65 million in cash and pledges, Kroll said. “This campaign ensures that the Red Cross will continue to be there to provide disaster relief to the American people,” she said. Communities in the central United States suffered from a seemingly endless series of storms and tornadoes, beginning in May. In response to Hurricanes Gustav and Ike, more than 22,000 Red Cross workers and more than 21,000 volunteers were deployed to relief operations. The estimated cost for the hurricanes of 2008 is expected to exceed $120 million. The Disaster Relief fund was depleted as a result of the floods and hurricanes which occurred. “Your support of the Disaster Relief Fund is needed to help people affected by these disasters,” said Kroll. “The American people expect the Red Cross to be there, but it must have the financial resources needed to respond to the disasters. Have fun by using their cherished recipes for a holiday meal. If it’s difficult for them to travel, consider having a celebration in their home. Help choose a special holiday outfit with them and assist them in preparing for the family celebration. Shop for family gifts for them, making sure to get their suggestions. Attending worship services can be a special treat for seniors. Consider taking them to pageants or Christmas Eve services. Together, decorate their home with simple and appropriate decorations; too many decorations can be overwhelming. Take them on a drive to see holiday light displays. Prevent fires and protect the family during home fire season A recent report from the United States Fire Administration (USFA) revealed that fatal home fires increased 68 percent during cooler months last year.
