a. A copy of the balance sheet and statement of cash flows from the most recent year end
reviewed or audited financial statements must be provided to the QA org box within 150
days of fiscal year end
b. 1. Quick Ratio (1 to 1 or Greater): Cash and cash equivalents includes currency, coins,
checks received but not yet deposited, checking accounts, petty cash, savings accounts,
money market accounts, and short-term, highly liquid investments with a maturity of three
months or less at the time of purchase such as U.S. treasury bills and commercial paper.
The items included as cash and cash equivalents must also be unrestricted. Revolving
credit facilities or other line of credit financing arrangements are not considered cash or
cash equivalents and should not be included in the quick ratio calculation.
Details of the quick ratio calculation must be provided in the comments section of Part I
(Financial Certification) of the Financial Statement Web Form. Alternatively, independent
financial representative can provide a spreadsheet or other suitable form that depicts the
details of the quick ratio calculation to the SDDC financial quals email org box. In either
case, all accounts and account data used in the calculation must be resident in Part III of
the submission. Specifically, the cash and trade accounts receivable amounts must be
clearly identifiable in the accounts data in Part III.

b. 2. Debt to Equity Ratio (4 to 1 or Less): Details of the debt to equity
ratio calculation must be provided in the comments section of Part I
(Financial Certification) of the Financial Statement Web Form.

spreadsheet or other suitable form that depicts the details of the debt to
equity ratio calculation to the SDDC financial quals email org box. In
either case, all accounts and account data used in the calculation must
be resident in Part III of the submission. Specifically, total liabilities and
total equity must be clearly identifiable.

4.0 Additional DOD Participation Requirements

 Approved DOD TSPs Seeking Additional OTO Approval
 Domestic Boat and/or Mobile Home: TSPs must update their ETOSSS in DPS indicating they
wish to expand their market to include Boat and/or Mobile Home approval. TSPs must have their
insurance provider submit an independent Certificate of Cargo Liability Insurance for Boat/Mobile
Home. The minimum coverage amount per shipment is $50,000. No other form of insurance
information will be accepted. No performance bond is required for Boat/Mobile Home approval.
 International Household Goods, Unaccompanied Baggage and/or Boat: TSPs must update their
ETOSSS in DPS indicating they wish to expand their market to include Boat, Household Goods
and/or Unaccompanied Baggage. TSP’s must have at least one (1) year of continuous service as a
DOD-approved International TSP and have accepted rates on file. TSP’s must also have a
satisfactory performance score within the INTL iHHG and/or iUB markets during the current annual
(12 month) rate cycle. TSPs must have their insurance provider submit an independent Certificate
of Cargo Liability Insurance for Boats. The minimum coverage amount per shipment is $50,000. No
other form of insurance information will be accepted. No performance bond is required for Boat
approval.

TSP COMMUNICATION
• Consistent concerns from Army transportation offices
indicate a lack of communication between TSPs and DoD
customers.
– One office reported 200+ Missed Pick Ups from NTS facilities
due to lack of communication between TSPs and NTS TSPs.
– When requesting shipment information from TSPs noted on BL,
TOs are advised to call a different TSP for the information.
– TSPs are notifying customers of their shipment arrival via email
and not attempting to reach them via phone.
– TSPs are not communicating shipment arrival information in DPS
i.e. delivery date or agent information.
– Reestablish Move Coordinator program. Confusion for
customers due to calls from premove surveyor, dispatcher,
driver, local agent.

J/C/PPSO Challenges
• Communicating recent entitlement changes of PBP&E to
customers.
• Difficulty contacting customer when only a government email
address is available in DPS. Recommend mandatory use of
personal email addresses especially for separates and retirees.
• The dropdown list to choose a PPPO office creates confusion and
frustration for customers. Recommend system change that will
allow DPS to select PPPO based on origin zip code.
• DPS does not always reflect correct TSP Origin/Destination Agent
representation. Needs updating.
• J/C/PPSOs need override ability of DPS to unlock short suspense
shipments.
• DPS should factor in and adjust weight of packing material and
PBP&E prior to sending automatic emails to customers advising

them that their shipment is overweight.

• Worst move of my career.
• Items often tossed in together without proper
wrapping (or in some cases, no wrapping at all).
• While professional, did a poor job of packing and
labelling.
• The truck broke down and the HHG items were left
on the side of the road. There was no
communication from the TSP Coordinator.
• Re-assembly of our goods was very rushed and not
done properly
• I made a claim for the speaker and was denied.

Transportation Program
• Baggage shipment from Oahu, HI to San Diego, CA
weighing 400lbs. It took 49 days to have it delivered.
For comparison, I shipped two footlockers using the
USPS weighing 200lbs and they arrived in Oceanside,
CA three days later.
• Movers mixed in leftover Pizza and other trash with my
HHG items.
• My wife's vehicle was hit by the moving truck, resulting
in over $7,000 worth of damage.
• One of our best moving experiences in 20 years.
• Both the crews on both sides were professional. Of all
the horror stories I have heard, this move was great.
