America is now in the 15th year of its war with the Global Jihadist Movement. With the 9/11 attacks,
Al Qaeda proved itself to be the deadliest terrorist group in modern history with a campaign that
included the Fort Hood Massacre and inspired the Boston bombing. Today a new and even deadlier
threat group has taken the place of Al Qaeda, and ISIS is far more dangerous than Al Qaeda ever was.
In this presentation, Dr. Gorka will explain why ISIS is a much more dangerous threat and what this
means for the LEO community.

Human Trafficking: New Duties for Law Enforcement — February 17, 2016
Presented by: Pat Colloton
This 3-hour class will be facilitated by Assistant Attorney General Pat
Colloton. She leads the Anti-Human Trafficking Unit with the Kansas Attorney General's Office.
This Unit includes law enforcement forensic materials and training to identify and investigate human
trafficking cases. Examples of Kansas human trafficking cases from a variety of Kansas communities
will be discussed. The Wichita PD Exploited and Missing Child Unit and DCF will explain the new
protocol for law enforcement officers when juvenile victims of trafficking are identified.

Crisis Intervention Training (CIT) — February 29—March 4, 2016
Presented by: Kanas Law Enforcement CIT Council
The training is designed for law enforcement officers and dispatchers who, in their duties, are
frequently called upon to deal with individuals who are suffering from brain disorders and mental
health issues. The Crisis Intervention Team program is a community partnership working with the
District Attorney’s office, mental health agencies, multi-jurisdictional law enforcement agencies, the
National Association on Mental Illness, consumers and family members. Our goal is to set a standard
of excellence for our officers with respect to the treatment of individuals with mental illness. This
concept was started in 1988 by the Memphis, Tennessee Police Department in response to a critical
incident that occurred in their city involving an officer tragically shooting and killing a person who
was suffering from a brain disorder. From that tragedy, CIT was born and has flourished nationwide.
The Kansas Law Enforcement CIT training is a 40 hour intensive training program which provides
officers and first responders with the skills, methods and tactics to safely de-escalate incidents
involving persons involved in a mental health crisis. The CIT model is about doing the right thing for
the right reasons.

Law Enforcement & First Response Tactical Casualty Care Course—March 11, 2016
Presented by: Jim Lebaron and Danny Kliewer, Hutchinson Community College
Law Enforcement and First Response Tactical Casualty Care is a 6 hour course designed to teach
public safety first responders including police, other law enforcement officers, firefighters and other
first responders the basic medical care interventions that will help save an injured responder's life
until EMS practitioners can safely enter a tactical scene. Course participants will learn life-saving
medical actions such as bleeding control with a tourniquet, bleeding control with gauze packs or
topical hemostatic agents, and opening an airway to allow a casualty to breathe. In addition, care
under fire techniques with drag and carry, and tourniquet application practical exercises will be
included. EMS CEU's are available at no cost. Participants must sign the course roster upon arrival and complete
an evaluation to be eligible for the CEU's. Dress should be casual.

Trauma Informed Sexual Assault Investigations—March 2016
Presented by: Chief Thomas R. Tremblay (Ret,) IACP Consultant
The Kansas Bureau of Investigation (KBI), in conjunction with the Kansas Law Enforcement
Training Center (KLETC), is pleased to host the Trauma Informed Sexual Assault Investigation
Training developed by the International Association of Chiefs of Police (IACP). This training is being
offered in response to the work of the Kansas Sexual Assault Kit Initiative, a multidisciplinary
working group convened by the KBI to evaluate the accumulation of untested sexual assault kits in
Kansas. At present, crimes of sexual assault are vastly under reported and perpetrators continue
undetected. This training aims to equip law enforcement to understand the complexities of adult
sexual assault by presenting information centered on the neurobiological impact of trauma, the
influence of societal myths and stereotypes regarding victim response and perpetrator
behavior, and effective methods for conducting sexual assault investigations. The goal
of the training is to strengthen the capacity of law enforcement and their community partners to
provide effective response to victims of sexual assault.

Active Shooter Incidents for Public Safety Communications—October 2015
Presented by: Southwest Kansas Regional Planning Council and the Public Safety Group
The Public Safety Group, in partnership with the Southwest Kansas Regional Planning Council are
providing one day seminars on the most comprehensive active shooter class on the market. This class
will not only give telecommunicators the historical prospective of the active shooter, but will also
provide skills your telecommunicator can use during active shooter events. Lessons learned from

Child Passenger Safety Technician —March 29-31, 2016
Presented by: Kansas Traffic Safety Resource Office
This course is designed to educate individuals who wish to become child passenger safety technicians.
Teaching strategies include lecture, hands-on practice and group discussion. Participation in all course
activities and successful performance on both examinations and skills evaluations leads to national
certification as a Child Passenger Safety Technician, CPST. Registration and registration fees for
KLETC Lodging and meals must be completed via KLETC Registration Form. Upon receipt of the
registration form, information will be sent to register online with SAFE KIDS. It will be during the
online registration process that the $85 fee will be collected. KLETC will NOT collect SAFE KIDS
fees. This is a controlled course through SAFE KIDS. This fee covers all materials, certification

uncertain. Understanding the law regarding use of force decisions is vital. Learning how to articulate
why a force decision was made is equally important for officers to be confident in their ability to make

most recent Kansas and Supreme Court decisions and Kansas statute regarding use of force. Focus

ARIDE (Advanced Roadside Impaired Driving Enforcement—April 6-7, 2016
Presented by: Kansas Highway Patrol
This is an advanced training for officers that have completed Standardized Field Sobriety Testing
training to give them additional skills to recognize signs and symptoms of impairment from drugs
other than alcohol. The officer will be able to articulate reasonable suspicion of impairment by drugs
through observation and various testing to support a probable cause arrest for DUI-Drugs and to
sustain a request for a toxicology specimen for drug testing and identification. Students must be
currently credentialed in SFST. Officers will be required to first pass a proficiency test demonstrating
their skills in conducing the three SFST tests of Horizontal Gaze Nystagmus. Officers not
demonstrating a high level proficiency in the administration of the SFST Test Battery will not be
permitted to complete the ARIDE course.

1911 Handgun Armorer —April 11, 2016

their handguns and make any repairs/corrections in class to insure that it is in top working order.

Asset Forfeiture—April 22, 2016
Presented by: Colin Wood, SAUSA, USAO, District of Kansas
This class discusses the seizure and forfeiture to law enforcement agencies property such as currency,
cars, houses, and businesses that have been used or gained through violations of state and federal law.
The topics of public
policy, law enforcement authority and forfeiture investigative techniques are
examined. An overview of the Kansas Drug Tax Act is reviewed allowing participants to better
understand the differences between the KDTA and forfeiture law. The course will also cover
