H
umble service, rather than exhilarating
credentials, should
define our next set
of student leaders.
For the University
Student Council ( USC ) must be
subservient only to one thing – the
principled commitment to serve the
students and the people.
During this campaign period,
we have been presented with the
platforms of three parties namely:
Alyansa ng mga Mag-aaral para sa
Panlipunang Katwiran at Kaunlaran
(ALYANSA), Nagkakaisang Iskolar
para sa Pamantasan at Sambayanan
(KAISA), and the Student Alliance
for the Advancement of Democratic
Rights in UP (STAND UP). The cited
parties have similar advocacies. It is
through their principles, methods,
and track record, however, that one
can see the difference. And it is in
light of these that the UP student
must choose.
Advocacies, after all, can be
suddenly hatched during the election period. And, often, they are
tainted with the desire to merely
acquire positions in the USC.
While it is indeed important to
consider a candidate’s academic
performance and achievements,
the positions they will be filling in
the USC will require much more.
The USC, after all, bears the expectations of history. It is an institution that owes its existence to the
ardent struggle of the students. As
such, it must remain faithful to the
force behind its persistence – the
students’ collective struggle for a
genuinely democratic university.
We must be wary, therefore, of
parties or personalities who merely
crop up during the election period.
A candidate must be weighed and
measured according to his or her
involvement in issues that hounded
both the university and the country
throughout their whole stint as a
UP student.
There are a lot of things we need
to know about our candidates, aside
from the fact that they are inter ested in assuming a position in the
student council.
We should not be contented
with sweeping generalizations over
issues such as the 300 percent
tuition increase which affected
thousands of freshmen during
this academic year. The students
must find out how a candidate
engaged the policy during its
genesis, when the administration
was still discussing the increase as
a proposal. The issue necessitates
the sharpest understanding of the
dilemma harrying the Philippine
education sector and its connections with skewed government
prioritization.
In issues of national significance,
a candidate’s stand must not be
due to any hype. He or she must
know that the intensified calls for
Gloria Arroyo’s resignation draws
from the systematic machinations
of the regime. We need to know if a
candidate can refer to the spate of
extrajudicial killings, the encompassing discourse behind government corruption, and lopsided
economic agendas which have
pinned the people to perpetual
destitution. Knowing this, we must
then ask if the candidate called
for Arroyo’s ouster long before Jun
Lozada exposed the corruption
A candidate
must be

involvement
in issues

both the
university
and the
country
throughout
their whole
stint as a
UP student
behind the NBN-ZTE deal.
Every candidate will expectedly hark on their commitment to
serve the people. This pronouncement, however, is best articulated
through practice. We must recall
which candidates have stood for
the interests of the UP community
amidst threats of demolition to
make way for private corporations.
We must know which candidates
merely stood still during the transportation sector’s strike last year
and which of them even accosted
drivers for paralyzing traffic. We
need to know how they engaged
perpetual oil price hikes, regressive taxation schemes such as
the value added tax, and onerous
trade agreements with multilateral
trade institutions. Only then shall
we be able to stamp the genuine
seal on those who claim to serve
the people.
We need to know which candidates are only using activism as
a catch word. It is a controversial
word, a word that determines the
principles of a candidate or a whole
party, a word referring to a candidate’s or a party’s ideals, a word that
is clearly antagonistic to those who
espouse the stasis imposed by the
status quo. We must know which
candidates are merely rendering
the word palatable for the voting
population and those who stick
to its antagonistic signification as
a means to confront a brutal and
unjust system of living.
These are things that we need
to know before we cast the ballot.
The list is long, but the current USC
candidates must oblige us. True
leadership, after all, is not aspired
for. It is thrust upon worthy candidates who rise to the occasion with
only one thing in mind: genuine
service. For those who merely want
another credential to be listed in
their resumé, we need not know
their names.

Sa pangunguna ng multi-sektoral na grupong Bagong Alyansang Makabayan ( Bayan), iginiit
ng mahigit 3,000 miyembro ng iba’t
ibang sektor ang pagpapatalsik
kay Arroyo sa harap ng mga isyung
nagpatalsik din kay Marcos, gaya
ng pagkakasangkot sa katiwalian,
kawalan ng kredibilidad sa pamamahala, paglabag sa mga karapatang-pantao, at malaking bilang ng
pagpatay at pagdukot.

sa Luneta sa Pebrero 29 na inaasahang dadaluhan ng mga militanteng grupo, relihiyoso at iba

15, nanawagan ang may 10,000
mamamayan sa Ayala, Makati para
sa pagpapatalsik kay Arroyo, na
masasabing pinakamalaking kilosprotestang naisagawa sa nagdaang
buwan.

ix out of ten applicants who
qualified for UP Diliman
( UPD ) this year through
the UP College Admission
Test (UPCAT) are enrolled in private
high schools, and are mostly from
the National Capital Region (NCR),
according to data recently obtained
from the Office of Admissions.
Private school students who
qualified for the flagship campus
UPD comprised 61.1 percent of a
total of 3,826 UPD passers. UPD
also recorded the least dispersed
distribution of passers according to
the region of origin, with 2,292 or
59.9 percent of the passers coming
from NCR .
The total number of students
from private schools who qualified
for UP, meanwhile, were 6,309 out
of the 66,570 UPCAT takers, while
passers from public schools were
5,876. (see table 1) Out of the total
number of UPCAT takers, 18.37 per cent qualified for the different UP
units. (see table 2)
The number of UP qualifiers who
are from private schools grew by 2.4
percent from 49.2 percent last year
to 51.6 percent recorded this year.
Conversely, a 2.3 percent decrease
from 50.3 percent last year to 48
percent this year was recorded in
the number of qualifiers coming
from public general, national, science, vocational and barangay high
schools.
The Admissions office has yet
to release the disaggregated data
on the number of UPCAT qualifiers
based on the classification of public
schools.
Meanwhile, 29.6 percent of
UPCAT qualifiers were from the
cities in NCR .
The bulk of qualifiers to UP
units in Los Baños, Manila, and
Pampanga were applicants also enrolled in private schools. Majority
of students from public schools
qualified mostly in UP units in Baguio, Cebu, Iloilo, Mindanao, and
Tacloban.

The percentage of UPCAT qualifiers from public schools this year
dropped by 15.8 percent from the
five-year high of 63.8 percent in
2003. Similarly, the number of public
high school graduates who qualified
for UPD this year stood at 37.8 percent from 60.1 percent in 2003.

UP ­E quity-Excellence Admission
System (UP EEAS) in 2006. She said
that the rising number of private
school graduates who could avail
of UP education is a manifestation
of the “flawed” UPAI, as the policy
fails to assure higher enrolment of
less privileged students.
Under the UPAI, only in the lower
30 percent of UPCAT qualifiers are
equity qualifications including
socio-economic and geographic
measures considered.
The top 70 percent were ranked
with specific equity adjustments
for students who are from public
schools or belong to a minority
group, under the old EEAS. Likewise, the remaining 30 percent of
the slots were ranked with considerations on socio - economic
and geographic differences among
applicants.
Roman said the decreasing
number of UPCAT qualifiers from
public schools is not the UPD administration’s “emphasis on excellence over equity,” but a “signal”
of the deteriorating status of basic
education in the country.

Abdulwahid also lamented that
students choose courses that would
give them higher rate of investment
return for the rising cost of tuition
in UP.
In UPD, courses in the natural
sciences and mathematics cluster
recorded the highest number of
UPCAT qualifiers numbering to an
average of 140 applicants. On the
other hand, courses in the arts and
humanities cluster were the least
demanded with a range of applicants from one to three.
According to Abad, the least favored courses include BA Filipino,
BA Araling Filipino, BA Malikhaing

Letters, and BS Social Work and
BS Community Development in the
College of Social Work and Community Development. Meanwhile,
courses from the College of Engineering were “in demand.”
“I am not alarmed,” Roman said,
pointing that the decrease in subscription to some courses follows
the “same trend” as in the previous
years. Although Roman claimed
the administration will not abolish
courses that are not popular, she
suggested that the departments
and faculty members “reinvent”
their courses to increase demand.

Sa tingin ko naipatupad ang tuition increase noong
nakaraang taon dito sa UP upang i-adjust yung tuition
rates noong nakaraang taon nung original na STFAP
rates noong 1989. Gusto ng administration na ma-adjust yon,
so that it will reflect nga ‘yung
value ng perang binabayad ng
mga students noong 1989 sa real
value niya ngayon. So kaakibat
ng pagpapatupad ng tuition and
other ng fees increase ang pagsasa-ayos ng rebracketing. Pero
hindi tayo nag-agree sa implementation ng STFAP dahil hindi
maayos ‘yung pagre-rebracket at
pagsasaayos nito.
Bakit asul ang kulay ng dagat? Kasi sabi ng mga isda,
blue blue blue blue. Ang kulay namin ay blue dahil
ang Alyansa, dinadala niya nga iba-ibang causes na
pro-student, na gusto natin ng collective action. Katulad
ng mga isda, gusto natin na sabay-sabay tayo na kumikilos
at everyone is involved at pinakikinggan talaga tayo ng
mga estudyante. kung ano man ang sinasabi ng mga
estudyante halimbawa blue blue blue blue, gusto natin
pinapakinggan natin sila.

Naipatupad ang tuition and other fees increase dahil
kulang ang badyet na binibigay ng gobyerno sa UP
at ito ‘yung first option para itaas, i-augment itong
badyet ng UP. May kamalian dito

measures na ginagawa ng administrasyon. Pwede ring magkaroon
ng joint ventures naman with the
private sectors. Ngunit naniniwala
din naman tayo na dapat ang edukasyon hindi kino-commercialize.

that should be implemented at

naniniwala tayo that the senate and congress should
not be concerned about this issue. Ano ba ‘yung investment nila sa edukasyon? Hindi naman natin hinihingi
na budget lang ang ibigay nila. When we say investment
they should be passing laws. Ito naman kasi ‘yung job
description nila. Educational reforms and educational
policies should be geared towards uplifting the level of
education dito sa Pilipinas para hindi lang tayo pang-400
worldwide. Sa nakikita natin, ang edukasyon dapat ay
gawing karapatan.

rin ng greater scheme ng government na i-accommodate
ang small budget for education.

ang illness na dala nila, ay kailangang gamutin through
sustained medication. Tulad sa mental hospital, kailangan
mo ng sustained medication. At ang mga iskolar ng bayan,
kailangang gamitin ang talino nila para gamutin ang illness na ito.

T
his is probably to indulge some of
my friends here in the office. After
that Valentines date with her, they
have been insistently asking if we’re
back together. Though I do admit
that we’ve been seeing a lot of each
other lately. That means I’m usually in Makati,
somewhere near her office in Buendia. We’d go
out for a quick dinner then a slight chat. There’s
no jolt of electricity, though. So I had to dispute
their assumptions. The answer is no.
To put it more accurately, I think we’ve become each other’s habit.
That’s about it. No dramatic resolution, only
a pathetic attempt to make my life seem more
interesting. She’s still hooked to her “artist”
boyfriend, the one who’s been having another
affair. Every time we meet, she can’t help but
look around and check if there’s anyone familiar,
someone who can spill the beans. Then I look at
her, unmindful of her unease, always checking if
she’s ok. Three hours constrict into 30 minutes
of actual conversation. A conversation spent
on petty details.
She says I have an empty smile. So I smirk
and ask her why.
Your eyes don’t change their expression, it’s
only your mouth, she retorted.
Why, is it required?
Not really, it’s just that you weren’t like that
before.
I’m a lot of things I’m not before. Perhaps it’s
the loss of sleep, perhaps it’s defeat. My mother
has also been calling a lot. She says she already
bought me a ticket back, reminding me of my
promise to go back to the States after two years,
which I allotted to finish my course. What she
doesn’t know is that I would still need another
year to finish my thesis. And that I never wanted
to go back. That I only made that promise two
years ago so she would give me my passport
back. That I want them to leave me alone. But I
find it hard to resist these days.
I’m scheduled to leave on the last week of
March. My editors have been panicking lately,
they want me to at least see through the remainder of the term, which is a few more issues.
It’s awkward, they say. As it seems, I’m someone
with a penchant with the open-ended, always
eluding closure, always disappointing everyone
at the last moment.
This space could have been used for a lot
of more useful things instead of my rantings.
Someone else could have used the space for a
regular column on pertinent issues. If I’m not
caught up in these petty dilemmas, maybe I
could’ve written it myself. I’d ask the students to
make a stand on the NBN-ZTE scandal. I’d call
for class boycott because the university as an
institution refuses to make a stand, just because
Neri is a member of the Board of Regents. I’d be
as radical as you can imagine.
And instead of seeing her in Makati, I could’ve
joined the demonstrations instead. So that I
could pretend that I’m not afraid. So that I can
make believe that I’m sure, once again.

‘kickback’ could
have paid for public
school shortages

risis in the Philippine education
sector is deepening as manifested
by high dropout rate, deteriorating
quality, rising resource shortages, and
intensifying exploitation of teachers. And
yet the highest officials of the country
are embroiled in billion-peso anomalies
and continue to enrich themselves with
public funds with impunity.
Take, for instance, the ZTE corruption
scandal that is currently hounding the
Arroyo government. The exposed $130
million-”kickback” (or P5.2 billion in
current exchange rate) from the $329million National Broadband Network
project with China’s ZTE Corporation
would have paid for the following:

billion)
• 1,390 classrooms (P760 million)
• 524,237 school seats (P420 million)
• 2,733 new teachers (P330 million),
• Computer-related expenses of 98
schools (P910 million).
The ZTE “kickback” could have covered almost 62% of the P8.4-billion total
cost of the Department of Education’s
estimated 2008 resource gaps, which
include classrooms, seats, teachers,
principals, and textbooks.
Moreover, a year’s computer expenses
of 100 public schools make up barely
0.2% of the controversial loot. Based on
the 2006 Commission on Audit report
that said schoolchildren from over 100
public schools were compelled to pay a
total of P9.26 million for computers and
operating costs of computer laboratories,
the ZTE “kickback” would easily liberate
all public schools (45,430) from charging

worse than ever.
As educators committed to social
transformation, the Educators’ Forum
for Development (EFD) condemns the
fraud, lies, and thievery in the Arroyo
administration and joins other sectors
in the clamor for change, not only of
governance but of the whole system that
breeds corruption.
The overall lack of accountability
and transparency, and the persistent
question of legitimacy of the Arroyo
government, show that the fight against
corruption lies with the people who must
assert good governance and protection of
their rights. EFD believes that educators
have a special role in molding future generations who will uphold integrity and
social responsibility and stand against
any form of corruption.

Party Profiles
N
ow on its eighth year, Alyansa ng mga Magaaral para sa Panlipunang Katwiran at Kaunlaran (ALYANSA) was launched as a political
party in 2001. It traces its roots to an alliance
formed by Buklod- CSSP, Sanlakas-Youth (SY), Tau Rho
Xi Fraternity, and Upsilon Sigma Phi (USP), among others. It also stems from older political alliances such as
the Sandigan ng mga Mag-aaral para sa Sambayanan
(SAMASA), Independent Student Alliance (ISA), and
Progressive Students Party.
­ALYANSA was founded in the wake of former President
Estrada’s ouster in 2001, where it was aligned with the
political organization Akbayan. Five years later, however,
in 2006, SY and USP would bolt out of the alliance to
form KAISA , one of the three parties participating in this
year’s USC elections.
Central to ALYANSA’s thrust is what it calls “progressive multi-perspective activism,” which “recognizes the
diversity of potential brands of activism.” According to
ALYANSA’s candidate for chairperson, Herminio Bagro
III, the alliance does not put a hierarchy on methods
of collective action undertaken by students. It also disputes the notion that rallies are the only way of showing
militancy.
­A LYANSA’s advocacies include socialized tuition, democratization of the Student Regent Selection process,
and higher budget for UP and education. Says Bagro,
it was active in calling for the removal of Estrada from
office in 2001 and campaigning for a “pro-student” and
“democratic” UP Charter since 2003. It asserts, moreover,
that it is the only political party that “dips its hand” on
the issue of fraternity-related violence, citing the case
of Cris Mendez in 2007.
The alliance has “always believed in socialized tuition,”
where “those who can afford to pay should be made to
pay more and those who need the subsidy be given more
subsidy.” While Bagro sees some procedural and substantive flaws in the recent tuition hike’s implementation and makeup, he concedes that the “adjustment has
its points in the present context of limited government
budget.” Correspondingly, ALYANSA is calling for the
restructuring of the bracketing system of the Socialized
Tuition and Financial Assistance Program (STFAP).
­A LYANSA also launched its GMA Out campaign, recognizing Arroyo’s morally bankrupt leadership. However,
Bagro said it does not have any preferred methods of
removal, as long as it is non-violent.

agkakaisang Iskolar para sa Pamantasan at
Sambayanan ( KAISA ), on its third year of
existence, is the youngest party in the USC
elections. Founded on May 5, 2005, it split
from ALYANSA due to “political differences,” according
to KAISA chairperson Abdel Disangcopan. It vowed to
be a “party of principles” rather than a “party of personalities.”
KAISA pledges to ensure a “united, principled, dynamic” USC. They envision the UP student as a “scholaractivist,” empowered and involved in both university and
national issues.
The party opposed UP ’s tuition and other fees increase
last year. “ The burden of generating revenue should not
be placed on students,” said standard bearer Stephanie
Tan. KAISA considers state subsidy an “investment,”
which will be returned to the country when the Iskolar
ng Bayan graduates and serves his nation according to
his passions and abilities.
Still, KAISA maintains that UP ’s idle assets must be
productively utilized. They stipulate some safeguards,
however, citing the importance of academic integrity,
consultation and consent, transparency and accountability, and environmental concerns.
KAISA also criticizes the narrow focus of UP ’s centennial commemoration on “superficial celebration” over
“involvement” in national issues. “Political awareness
must be matched with political involvement. Activism has
many forms,” said Titus Tan, another KAISA standardbearer.
“Inclusive activism” entails a combination of “free
discourse and collective action,” adds Disangcopan. With
its slogan, “ Take the lead to a new beginning. Sabay tayo.
Tandem tayo sa pagbabago,” KAISA advocates “social
progress with social justice.”
These stands are in line with one of KAISA’s core
principles: striking a balance between idealism and
realism.
KAISA’s member organizations include Alpha Phi
Beta, Association for Southeast Asian Studies, Paralegal
Society, Phi Delta Alpha, Samahang Demokratiko ng Kabataan, Sanlakas-Youth UP Diliman, and Upsilon Sigma
Phi. KAISA has also organized numerous events with the
UP administration and non-KAISA organizations, guided
by their motto of “diplomacy and professionalism.”
KAISA’s general program of action is divided into
four major categories: campaigns, services, activities,
and involvement. As UP celebrates its centennial, KAISA
promises to “reinvent” the USC through “responsive
leadership,” making it more relevant to UP students and
other sectors of the UP community today.

tudent Alliance for the Advancement of Democratic Rights in UP (STAND UP) is the largest
student alliance in the University with 30 member
organizations. STAND UP, the oldest existing
political party in UPD traces its roots to Sandigan Para
sa Mag-aaral at Sambayanan (SAMASA).
In 1995, SAMASA , one of the first political parties in
UPD, split into two blocs due to political and ideological
differences on issues hounding the University and the
nation. One bloc retained the name SAMASA . The other
faction which remained militant renamed themselves
SAMASA -Tunay, Militante, at Makabayang Alyansa
(SAMASA-TMMA). In 1996, SAMASA-TMMA became
officially known as STAND -UP.
After 11 years, STAND UP remained at the forefront
of defending students’ rights, according to STAND UP
Chairperson and candidate for vice chairperson Airah
Cadiogan. Since the implementation of the 300 percent
tuition and other fees increase, STAND UP has led the
call for the junking of the new policy by pushing for
greater state subsidy. STAND UP, through the UP-Wide
Democratization Movement III campaigned for a new
UP Charter by introducing provisions geared towards
addressing the “decreasing democratic access” to UP
education. Amidst the festive mood of the UP Centennial
celebrations, STAND UP launched alternative celebrations which aimed to capture the “true essence of an
iskolar ng bayan,” as embodied by the Oblation.
Before the Jun Lozada exposé that led to intensified
calls for GMA’s ouster, STAND UP has been demanding
her resignation since 2005 after revelations implicating
the President for massive election fraud. “ We saw that as
enough basis to depose a president na hindi tumutupad
sa salita niya,” Cadiogan said.
STAND UP ’s thrust is encapsulated in their slogan
“Patuloy sa Pagkilos at Paglaban; Ang Galing Mo, Ialay
sa Bayan” which calls on students to continually serve
the people, especially during UP ’s centennial celebrations. STAND UP promises to fight for the recognition of
organizations and their tamabayans, push for democratic
consultations between the UP administration and the
students, and to extend the students’ struggle beyond
the confines of the University.
STAND UP's member ogranizations include the League
of Filipino Students, Anakbayan, Student Christian Movement, Gabriela Youth, Agham Youth, Union of Journalists
of the Philippines, Artist's Circle, Alay Sining, Sinagbayan, Psychological Association, regional orgs Ibalon
and Moriones as well as the EMC2 and Alpha Phi Omega
fraternities and Sigma Alpha, Sigma Delta and Astrum
Scientis sororities.
