ng taunang pagdiriwang ng Pasko
ay sumasalamin sa kakayanan ng
sambayanang Pilipino na magbunyi
sa gitna ng samu’t-saring pagsubok.
Itinatampok nito ang pagpapahalaga sa
tunay na kahulugan ng pinakamahaba
at pinakamasayang paggunita sa yugto
ng kasaysayan na nakapatungkol sa
pakikipagkaisa ng Maylikha sa sangkatauhan.
Mahigit dalawang-libong taon man
ang nagdaan mula nang isinilang sa isang
sabsaban ang isang sanggol na nagbago
sa sandaigdigan, nananatiling buhay ang
lantay na diwa ng kanyang pakikisangkot sa
kasaysayan ng sangkatauhan – ang pakainin
ang mga nagugutom, painumin ang mga
nauuhaw, tanggapin sa pamamahay ang
mga dayong manlalakbay, damitan ang mga
hubad, arugain ang mga may sakit, dalawin
ang mga nasa bilangguan, turuan ang mga
mangmang, aliwin ang mga nahahapis,
palayain ang mga bihag – bilang tanda
ng pagtanggap at paggampan sa ating
pananagutan sa kapwa.
Makakamtan lamang natin ang isang
tunay na makulay na pagdiriwang ng
Pasko kung lubusan nating sinasariwa at
isinasabuhay ang dalisay na diwa nito,
ang masikhay na pagpapalaganap ng
pagmamahal sa Maylikha sa pamamagitan
ng paglilingkod sa isa’t-isa at pagkalinga sa
sangnilikha.

PUP Celebrates
Christmas 2013
The Polytechnic University of the Philippines celebrates this
year’s Christmas season with the theme “Pagbibigayan ang Tunay
na Kulay at Diwa ng Pasko!”
PUP has organized several major events under an overall
committee chaired by Vice .President for Student Services Dr. Juan
C. Birion in line with its 2013 Christmas celebration.
A liturgical celebration at the Inter-Faith Chapel and the
traditional lighting of the “Belen” and Christmas Tree at the Nemesio
Prudente Freedom Park last December 2 marked the opening
of the celebration. The earliest activities also included a two-day
concert for a cause at the Gymnasium, a faculty-admin bazaar at
the Lagoon area, a students’ fair at the sports grounds, a bowling
tournament, and the Graduate School fellowship.
Officials along with academic and non-academic personnel
from PUP’s 22 branches and campuses gathered on December
17 at the Gymnasium for a faculty and administrative fellowship.
The event was preceded by a convocation with Rep. Roman T.
Romulo as speaker. The congressman from Pasig City serves
as chairperson of the House Committee on Higher and Technical
Education and sits as a member of the PUP Board of Regents.

Seminar Tackles University Research Agenda
The Office of the Vice President for Research,
Extension, Planning and Development sponsored a
seminar-workshop dubbed “Revisiting the University
Research Agenda” last December 9-10 at the Manila
Room of the PUP Hasmin Hostel in Sta. Mesa, Manila.
Over a hundred PUP administrative officials and faculty
members interacted with Dr. Jean Tayag of the Commission
on Higher Education (CHED) and Dr. Lourdes Cruz of the
National Research Council of the Philippines (NRCP) who
served as resource speakers. The participants from the
various PUP branches and campuses were divided into
Education and Engineering clusters.
PUP President Dr. Emanuel C. De Guzman, Vice
President Dr. Manuel M. Muhi and Research Director Dr.
Racidon P. Bernarte spearheaded the seminar-workshop.

PUP Officials attend Flagship Course
on Research Management in SUC’s
Officials from various State Universities and Colleges
(SUC’s) attended the Flagship Course on Research
Management in SUC’s organized by the Commission on
Higher Education (CHED) and the Development Academy
of the Philippines (DAP) from December 1-6, 2013, held at
Sarangani Highland Resort, Tumber, General Santos City,
Mindanao. Prof. Elmer De Jose and Asst. Prof. Zandro
T. Estella represented the Polytechnic University of the
Philippines in this seminar.
The training was launched to assess the relevance and
responsiveness of SUC’s current research programs with
the demands of their environment and establish concrete
research plan in line with the Philippine Higher Education
Reform (PHER) Roadmap - their respective mandate, and
institutional situations and challenges. The participants are
tasked to implement research programs that are effective
and responsive to the demands and challenges of the 21st
century and further enhance skills in writing research plan,
resource mobilization, and research implementation and
production, policy-making and commercialization.

Distinguished lecturers led by no less than former CHED
Commissioner Roberto N. Padua, UP Vice Chancellor
Dr. Vicente Belizario Jr., and Dr. Mike Fortes shared their
training expertise with the group.
The participants shall present an institutional research
plan to be reviewed and evaluated by CHED panelists and
industry-stakeholders on January 2014.

“Her Story:
Dr. Naval’s Kaleidoscope Journey
in the Academe”

Many great women leaders have walked, laboured,
and succeeded in the storied halls of the Polytechnic
University of the Philippines. Within the storied
halls, a soft murmur of success or a deafening sound
of defeat is heard. Much of the sweet sounds emanate
from the soft tones that in time becomes a familiar
sound like names of people—the ones you will never
forget. Surely, no one will forget her name—Dr.
Victoria C. Naval and her kaleidoscope journey in the
academe. This is a mini chronicle of Her Story.
HER KALEIDOSCOPE OF COLORS
By definition, kaleidoscope means a mixture of things or a changing
pattern. Dr. Naval’s academic experience is like a kaleidoscope of colours,
more often on the changing-pattern-end of the spectrum—yet ironically
constant in the direction of success.To take a snapshot of Dr. Naval’s
academic achievements would bumfuzzle a pundit. Hence, the various
colours that have general bearing and significance to other cultures were
used to describe this remarkable woman who married a civil engineer and
bore two wonderful sons.

PINK is a colour associated with femininity. It is also a colour that
describes caring and nurturing individuals. How does this color describe
“Vicky”? Gardening and decorating are some of her interests. To be able
to grow and maintain one’s own home care, nurturance and patience are
needed. Like in the university, it cannot be denied that in Dr. Naval’s more
than 35 years of government service she has taken care of many students,
colleagues, and friends who have been successful in their respective lives
and careers. Like most mentors who stay quietly at the background, she
enabled many of her mentees to soar.
SAFFRON is a spiritual color. It describes the depth of a person’s
soul. The soul has to stay uncorrupted to protect the body in order for man
to function efficiently. Dr. Naval’s strong spiritual core enabled her to
overcome difficulties and adversities that according to her did not come in
trickles. She said that endurance in tough times is necessary.
PURPLE connotes high ranking positions of authority. Vicky as she is
fondly called by her friends rose from the ranks in her septenary quintuple
anniversary or 35 years in government service. In 1978 she began her work
in the university as faculty of the College of Science. In 1995 she became

a facilitator in the Open University. The following year, she became a
faculty of the Graduate School. In 1997, she became the chairperson
of the Department of Mathematics and Statistics. Then, she became
the dean of the College of Science in 1998 but only for three months
because she succeeded Dr. Rodolfo De Lara as Graduate School dean. In
2006 she ascended to the vice president position. She was Vice President
for Research and Development and was concurrent Vice President for
Student Servuces in 2007. It was also in 2006 that she was designated as
Executive Vice President, a position that she holds until her retirement.
TURQUOISE shows a penchant for communication especially
in the spoken and written forms. This color aptly decribes her flair in
speech delivery as resource speaker in countless occasions and her
dexterity in writing. She has numerous publications, books, modules, and
monographs on mathematics, statistics and educational management. Her
ability to discuss topics on mentioned subject areas were earned through
years of patient study. Dr. Naval has been a conscientious student and
received honors in elementary school as valedictorian, in high school
as valedictorian, and in graduate school as valedictorian of batch 1997.
THOUGHTS ON LEADERSHIP
“I combine experience, innovation and human touch in teaching
educational leaders in the graduate programs. I always impose discipline
with love and kindness,” Dr. Naval said. She adds that leaders, especially
the new younger generation of leaders should not be prisoners of their
own thoughts or texts from books, they should think outside the box
and accept the ideas of others. For her, effective leadership is not about
making good speeches nor being liked by people; leadership is defined
by results not by attributes. She emphasized that it requires character,
smart strategies, and ability to inspire.
THE PATTERN SHIFTS
Now that her academic life has come full circle, there is still so
much more that she could offer. Yet, her pattern shifts now to a more
private and quiet life. She said that she doesn’t have any firm plans for
her retirement beyond relaxing a bit. She plans to stay and live in the
Philippines. She anticipates that the next years of her life would also be
“busy”.
Neverthless, she would always remember the people that she met
and lives that she touched as a teacher and as an administrator. She would
continue to help the university in whatever way she can. Finally, she
encourages everyone in the community to focus on the good and noble
deeds-- truth, honesty, justice, purity, kindness, and sincerity. And for
everyone to experience God’s blessings, thoughts on peace, forgiveness
and victory be the guideposts to achieve a happy and a contented life.

Mighty Maroons Sizzle in SCUAA-NCR 26th Season
The PUP Mighty Maroons scored a first runner-up finish
in the 26th Season of the State Colleges and Universities
Athletic Association-National Capital Region (SCUAA-NCR)
Games held last December 2-6, 2013 after bagging 58 gold,
123 silver, and 53 bronze medals in 30 events.
The PUP badminton team registered an exceptional finish
among the Mighty Maroons after all of its players clinched
gold medals in the competition.
Women tankers from PUP dominated the swimming
competition to improve their last season’s runner-up finish
and became the tournament champion.
The PUP women karateka displayed a magnificent strike
and affirmed their supremacy in the karatedo competition.

The Archives Section of the PUP Ninoy Aquino Library
and Learning Resources Center (NALLRC) is now
offering its latest service, “the Free Wi-Fi @ Archives”.
NALLRC Special Services head Bernice G. Mangabat
said the free Wi-Fi is located at the third floor of the
main library. It is open to students, faculty members

“Huwag Ka Lang Manood.”
Ito ang nakasulat sa kahong tangan ng isang mag-aaral
na nangalap ng tulong sa Liwasang Nemesio Prudente ng
Politeknikong Unibersidad ng Pilipinas noong Nobyembre 11,
2013 sa layuning makatugon sa mga nasalanta ng Bagyong
Yolanda sa Kabisayaan.
Ikatlong araw mula nang mangyari ang trahedya noong
Nobyembre 8, hindi pa man malinaw ang mga datos sa lugar
dulot ng hindi maayos na komunikasyon ay nagdesisyon na
ang pamunuan ng pamantasan na tumulong.
Sa pangunguna ng PUP Community Relations and
Extension for Development Office (CREDO) at sa ilalim ng
programa nitong PUP OPERATION DAMAYAN ay agad itong
umapila sa buong komunidad para sa mabilisang pangangalap
ng mga relief goods tulad ng pagkain, tubig, gamot, damit at
iba.
Sa loob ng sampung araw mula nang madesisyunan na
magpapadala tayo ng tulong ay nakahanda na ang mga 560
relief packs na naglalaman ng pagkain, tubig at damit.
Nobyembre 22 bandang 6:40 ng gabi nang tumulak ang
convoy ng mga sasakyang may lamang relief goods mula
PUP sa Sta. Mesa, Maynila papuntang Guiuan, Eastern
Samar matapos ang isang maikling oryentasyon sa Citizens
Disaster Response Center na naging partner organization
ng pamantasan. Kabilang sa mga volunteer mula sa ating
pamantasan sina Dr. Ver John Pia at Ma’am Jheng De Leon
Espiel, Sir Rodolfo Pablo, at ang dalawang drayber na sina
Kuya Netoy at Kuya Rey.
Mahaba at hindi madali ang paglalakbay na ito bukod sa
matagal ay nagkakaroon din ng aberya sa byahe, nasisiraan
at minsan na nagkakahiwa-hiwalay ang convoy. Ika-9 nang

umaga ng November 25 nang makarating sa Guiuan ang grupo.
Umabot ng 62 oras ang buong paglalakbay. Pero mukhang
hindi pinansin ang pagod, puyat at pag-aalala pagdating sa
lugar.
Bagamat ramdam namin ang pagod at puyat sa byahe ay
mawawala ito nang makita na namin ang lugar. Wala kaming
nakita ni isa man sa mga eskwelahan na nakatayo, kahit pader
ay itinumba ng hangin at tubig, walang bahay na hindi nadurog.
Mga punongkahoy at niyog na nakatayo man o natumba ay
parehong nagkalasug-lasog. Higit sa lahat ay madudurog din
ang iyong puso sa iyong masasaksihan sa lugar.
Kaya wala pang isang oras mula nang huminto sa byahe ay
sumabak na kami sa pamamahagi. Apat na barangay ang target
na mapuntahang lugar. Nakapila na ang mga tao pagdating
sa unang erya. Nalaman din namin sa pakikipagkwentuhan
na naghintay ang mga taong halos apat na oras para sa
aming pagdating. Tatlong barangay lang ang napuntahan sa
unang araw ng pamamahagi – ang Brgy. Cantahay, Sapao at
Pagnamitan.
Walang maayos na matutulugan sa lugar kaya kanyakanyang hanap ng mahihigaan sa gabi. Marami sa grupo
ay sa sasakyan na lang natutulog. Ang mahalaga ay
makapagpahinga kahit maikling oras.
November 26, ikalawang araw ng pamamahagi ang
pinakamalaki, Brgy.Sulangan, Guiuan, Eastern Samar. At
kasabay ng relief operation na ito ay nagawa rin ng grupo na
makapag-medical check-up sa mga taong may karamdaman
at nakapag-abot ng ilang gamot. Ito ay sa pangunguna nina
Dr. Pia at Nars Jhen.
Sa loob ng dalawang araw na ito ay nakapag-ikot din sa
lugar at nakapag-interbyu sa mga tao. Kalakhan ng tao na
makakakwentuhan ay dalawa ang mapapansin. Una, walang
tao na hindi naiiyak habang nagkukwento kung paano sila
nabuhay, bata man o matanda. Pangalawa, ang lubos nilang
pasasalamat sa tulong na dala ng grupo. Kahit malayo at
matagal na byahe papunta at pabalik ay wala kang maririnig
na reklamo mula sa mga kasama sa Team Samar.
November 28 ng umaga nang makauwi ang buong grupo
sa PUP. Lahat sa grupo ay pagod at puyat pero masaya ng
nakapaghatid ng tulong. Higit sa lahat ay napatunayan na ang
PUP ang pamantasan ng mahirap na laging handang tumulong
sa kapwa mahirap.
