The 2013 PORTUGUESE BEND NATIONAL HORSE SHOW is covered by the rules and specifications of the current USEF Rule Book and will be conducted and judged in accordance therewith. USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, Owner, lessee, agent, Coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline 2) exhibitions; 3) games and races 4) classes for 4-H members; 5) walk trot and academy classes: academy classes are classes limited to horses used regularly used in a lesson program); 6) USDF Introductory level tests, pas de deux and quadrille Classes; 7) NRHA Endorsed 'Reining Competitions 8) Opportunity classes. 9) citizens of other nations who have proof , in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding chasses. FEDERATION AGREEMENT By entering a Federation-Licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Vaulter or Lougeur and on behalf of myself and my principals, representatives, employees, and agents. I agree that I am subject to the Bylaws and Rules of The United States Federation, Inc (the 'Federation') and the local rules of the competition. L agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, Videos, audios, cablecast, broadcast, internet, film, new media or other licensee of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport or Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules governed by the laws of the state of New York and any action instituted against the Federation must be filed in New York State. See GR908.4 ENTRY PROCEDURES a) for each horse entered, send only a $50 nominating fee along with your $185 stall fee (If a stall is needed). b) Send with your completely filled out entry blank on or the closing date of entries. NO NUMBERS WILL BE ISSUED WITHOUT FULL PAYMENT. A signed open check may be left for classes that are added during the show. c) Entry blanks must be filled out completely, including all classes, signatures and organization membership numbers; incomplete entry blanks may be returned. d) If entry blanks are postmarked on or before the closing date of entries and are properly filled out the nominating fee will be credited to the horses entries. e) LATE OR INCOMPLETE ENTRIES WILL FORFEIT THE ENTRY DEPOSIT FEE! f) DO NOT make entries from the time schedule. Consult the index to classes. The schedules are subject to change of the close of entries. Therefore, upon arrival at the show, be sure to check the time schedule in the Show Office. POST ENTRES AND/OR CHANGES - Care should be taken to enter each horse in its proper division or class. Exhibitors are responsible for their errors and those of their agents in making out entry blanks. In all classes the description in the entry blank must fully identify the horse. The word “entry” shall not be accepted. Misrepresentations of a horse’s name, eligibility for a class or any other information on the entry blank or substitution without proper procedure for scratching and making a new entry for any horse shall result in the exhibitor’s forfeiture of any trophy, ribbon, end/or cash prize won by such misrepresentation, and subject exhibitor to further penalty. ADDS & SCRATCHES: Post entries may be accepted after Thursday September 5th at an additional charge of $10 per class. Once the show starts, there will be no credit for scratched medal classes and all other scratched classes will be credited (provided the class is scratched prior to the start of the class) less a $10 scratch fee. Horses and/or riders who go in a class without entering will be charged an additional $20. Entry Blank must: Be properly signed, and in the case of a minor; signed by a parent or guardian. Be made on an entry bank provided by the show. Show the correct mailing address of the owner. Be accompanied by payment of entry fees and stall fees. Include USEF and USHJA membership numbers for each owner, lessee, agent, trainer or rider. Include PCHA membership number for each owner, lessee, agent, trainer or rider. Include all additional membership numbers, and birth dates of junior and amateur riders. Show Amateur Certification if entered in Amateur Classes. Show USHJA Horse recording numbers Show registration number when required LIMITATIONS ON ENTRIES - management reserves the right to limit entries in any class per GR915. Refused entries will be returned. Post Entries will not be Allowed Unless time Permits. REFUNDS Before the closing of entries, all fees shall be refunded. After the closing of entries, prior to arrival on the showgrounds, entry fees shall be refunded only upon presentation of a statement signed by a veterinarian (or medical doctor in the case of an amateur owner or equitation rider) stating that the horse (rider) is unable to perform in the classes entered. STALL FEES ARE NOT REFUNDABLE UNDER ANY CONDITIONS, AND A S50 FEE WILL BE ASSESSED ON ALL REFUND REQUESTS. All scratches must be submitted in writing to be considered for a refund; phone call scratches will not be considered. ALL REFUND REQUESTS MUST BE SUBMITTED BEFORE SEPTEMBER 8, 2013. NO REFUNDS WILL BE AUTHORIZED AFTER THE HORSE SHOW HAS CONCLUDED. MEDAL CLASS FEES WILL NOT BE REFUNDED. Once the horse has arrived on the showgrounds, only a statement signed by the official horse show veterinarian, physician or paramedic shall be accepted with the refund request. Once the show has started horses that are not shown in classes in which they are entered forfeit their entry fees unless the horse has been scratched prior to the start of the classes being scratched in order to qualify for a refund. In all classes offering prize money, only the add-back monies will be refunded, providing proper procedures have been followed as listed above. In divisions that are entered by complete section, no refund will be considered if the horse shows in any class of the division. The only other refunds given will be cancellation of a class by management, overpayment of fees, or the rejection of entries because of ineligibility or lack of stall space. If a junior rider becomes ineligible to ride in a medal class due to having qualified for the finals after the close of entries for this horse show, refund of medal class entry fee shall be made. No other base entry fee is refundable. If an amateur/owner has a doctor's certificate indicating that the person is too ill to ride, that amateur/owner rider shall receive a refund of the add-back money. No base entry fees will be refundable. 6. TRANSFERS & SUBSTITUTIONS - The transfer of horses and or riders from one class or division to another will be allowed under the following circumstances: The Horse Show Office is notified the day preceding the transfer. Full credit will be given for the scratched class or division but post entries must be paid for on all added classes. No refund will be given if the horse does not use up his transfer credit. 7. PRIZES- All class winners will receive a trophy and ribbons through 8th place in addition to any prize money. Prize money will pay to 5th place: 30%, 25%, 20%, 15%, 10%, excepting special classes. Prize money will be paid by check to owners within four weeks of the show's conclusion. NO PRIZE MONEY WILL BE MAILED UNLESS THE OWNER'S SOCIAL SECURITY NUMBER IS LISTED ON THE ENTRY BLANK. ADD BACK MONEY: In classes with add back prize money is computed from the number of horses that actually show. Horses entered but not showing up will forfeit their add-back money with the following exception: If an exhibitor scratches a class by noon the day preceding the class the add-back money for that class will be credited to the exhibitors account. 8. RESPONSIBILITY AND PAYMENT OF SERVICES & SUPPLIES - All owners and exhibitors will be held responsible for any damage incurred by them, their agents or employees to stalls, buildings and other properties on the showgrounds and shall be billed accordingly. All bills for veterinary, farrier services and feed are due and payable during the show. The management and Board of Directors and/or Horse Show Committee reserve the right to deduct any unpaid veterinary, farrier, and feed bills from premium money due the exhibitor. Any exhibitor not meeting his obligations to the official veterinarian farrier and feed man will be termed an undesirable exhibitor and entry from that exhibitor will not be accepted at subsequent shows. 9. MINOR EXHIBITORS - Parents or guardians of a minor exhibitor shall hold Equestrian Enterprises. PCCH and Show Management harmless for injury to such minor. No child's entry will be accepted unless entry blank is signed by a parent or guardian. The signature of instructors, agents, or other unrelated persons will not be acceptable. 10.MANAGEMENT - The Horse Show Management reserves the right to itself to interpret all questions and conditions in regard to or arising out of an incident to the show without claims for damages or recourse of any kind. All questions not covered in these rules and regulations shall be decided by the Horse Show Management, their decision to be final. The Horse Show Management reserves the right to refuse, accept conditionally, or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without claim for damages: to change any course, to cancel or combine any unfilled classes or to reschedule classes, after due notice to exhibitors: to change rings or judges; to change specifications in jumper classes in order to facilitate the time schedule. If there are four or more entries in an “A" rated hunter section, said section will not be cancelled. 11.JUDGES - It is the purpose of the Management to run the Horse Show in the highest possible level of sportsmanship. The management uses the upmost care to select judges with broad experience and knowledge. The Judges decisions in the show ring are their own responsibility and the Management accepts no responsibility for those decisions. IMPORTANT NOTICE! Only 1 tack or groom stall will be allotted for every five horses entered, due to extremely limited stabling. Groom's Parking Passes - will be given for every five horses entered - passes will be numbered and recorded at the horse show office. 12. PROTESTS - See GR 603 For Details Any rider, handler, vaulter, exhibitor, owner, agent, trainer or the parent of a junior exhibitor or any Life, Senior, or Junior member present at the competition may file a protest with the Show Committee of a Licensed Competition or The Federation Hearing Committee alleging violation of any Federation rule(s). The protest must contain all information as specified in GR602.1 STABLING - Stalls, whether occupied by horses, feed or tack will be available for $185 each, no first bedding is included. Stalls are of wood or canvas construction 9.6' x 9.6' with doors. Horses must be washed in designated wash racks and not in the barn aisles. NO STRAW BEDDING WILL BE PERMITTED, AND ONLY SHAVINGS WILL BE PERMITTED. 14. DAMAGES Owner and Exhibitors shall be held responsible for damage caused by them, their agents, or employees to stalls, buildings and other properties on the show grounds, and shall be billed accordingly. 15. FIRE DEPARTMENT REGULATIONS We share with your concern for the safety of your person and valuable livestock from fire and panic. In order to carry out our responsibility we need your cooperation in affecting programs for the safety of all stables. 16. THE ENTIRE-STABLE AREA IS DESIGNATED AS A HAZARDOUS AREA. PARKING IS NOT PERMITTED - TOW AWAY ZONE. Explanation - Fire lanes must be maintained unobstructed in order that access is not unduly difficult for large fire trucks. Also, this area does not meet state and local criteria for recreational vehicle parking. NO PARKING & FIRE LANES are considered to be tow-away zones. Staff has been instructed to summon tow trucks as necessary. Unauthorized use of the lighting fixtures provided in the stables for water heaters, heating lamps, space heaters, etc. will result in the removal of your appliance. Devices removed will be held at the Horse Show Office until your departure. Smoking or open flame devices are not permitted within the stables. Please keep flammable decorations to a minimum in your tack room. We recommend that you bring a garden hose available for attachment to the water spigots provided. 17. CHAMPION AND RESERVE CHAMPION AWARDS - In all Hunter Championships, the title shall be awarded to two of the four horses which have acquired the most points over fences. In addition to these points. only these four horses shall receive full points for ribbons won in under saddle classes. USEF & PCHA Show Championships shall be awarded on a point basis of 10, 6, 4, 2, 1, ½. (Junior and Amateur Owner Jumpers money won.) 18. FEED AND BEDDING - Hay and shavings will be available at the Horse Show. Feed orders must be made by 1.00 p.m. each day for same day delivery. RETURNED CHECKS - Checks returned by the bank for any reason are regarded as a most serious offense and will be handled according to the following procedure: A 10% PENALTY WILL BE ASSESSED FOR EVERY RETURNED CHECK! (MINIMUM OF $25) Accounts will be given ten days to be paid in full with cash or cash equivalent or they will be turned in to the USEF and the PCHA for further disciplinary action. 20. Condition of Entry and Assumption of Risk – Every horse entered for competition will be under the control of Horse Show Management, but the Horse Show Management will, in no case, be responsible for any loss or damage that may occur and it shall be a condition of entry that each exhibitor shall hold the Horse Show (competition) and it officials, employees, directors, officers, Portuguese Bend Horse Show, Peninsula Committee Children’s Hospital, Equestrian Enterprises, Inc. Children’s Hospital Los Angeles and the City of Rolling Hills Estates, and sponsoring entities harmless for any loss or accident to his/her horse, employees or equipment which may occur from sickness, fire, or other cause. By signing the entry blank, the Owner, Lessee, Trainer, Manager, Agent, Coach Driver, Handler, Vaulter or Longeur acknowledges that horseback riding, particularly Jumping is a dangerous activity and involves inherent risks that may cause serious injury and in some cases death because of the unpredictable nature and irrational behavior of horses, regardless of their training and past performance and expressly assumes all such inherent risks whether identified herein, in the entry blank or in the Federation Rules and Regulations. A horse without warning or any apparent cause, can buck, stumble, fall, rear, bite, kick, run, make unpredictable movements, spook, jump obstacles, step on a person’s foot, or push a person, all of which may cause the rider or observer to fall, be jolted, resulting in serious injury or death. A horse may also become loose and cause injury to the observer or rider or to another horse – a loose horse can run at a full gallop in a panic and run into objects, or persons or other horses. The Show Ground Facilities are bordered by highways/roads and thus noise from the traffic and other sources occurs that can and will cause a horse to unexpectedly spook and react quickly. The Show Ground Facilities contain roads and driveways that are traversed by cars, golf carts, tractors, trailers, and heavy equipment all of which may spook a horse. The above warnings and risks are meant as an example of some of the risks that are inherent and may be in countered, but it is agreed this is not an exhaustive list and there are numerous additional conditions, and/or events that may result in injuries while participating in the Competition and/or being present on the Show Ground Facilities. 21. UNPAID CHARGES - Any exhibitors leaving the show with unpaid entry fees will be billed for these charges and a $50 billing fee will be added to the total due. 22. CLOSED RINGS - Horses are not permitted in arenas when a course is set or in the process of being set for an upcoming class. VIOLATIONS of the above WILL be considered cause for elimination from the show and/or a $100 fine. 23. COURSES - Courses may consist of any combination of the following brush, gate, oxers, post & rails, water, liverpools, ditch, walls, panels, banks, and coops. The Horse Show Management reserves the right to adjust fence heights or spreads as competition warrants. 24. NUMBERS - Management will provide a number card for each competitor which shall be worn on the rider's back clearly visible to the judge at all times when in competition. Riders wearing the wrong number or no number at all MAY be eliminated from the class by the judges. 25. CONFLICTS - It is the intention of management to avoid holding rings to wait for horses and/or riders. Competitors with conflicts must arrange their jumping order with the starters so that they will not hold up a class. Starters have the authority to scratch competitors who are not timely. 26. DOGS!!!! - Dogs are a serious safety problem at a horse show. All exhibitors are urged to leave their dogs at home. Management reserves the right to call Animal Control if necessary. ALL DOGS AND OTHER PETS MUST BE ON LEASHES AT ALL TIMES AND CONFINED TO THE STABLE AREA. 27. Motorized Vehicles - Minors who do not have a valid driver’s license which allows them to operate motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses, or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s), who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other assistance devices for individuals with disabilities are exempt from this rule. 28. NO RV SPACES - are available under any circumstances. 29. ARRIVALS - Horses may not arrive on the grounds until Thursday, September 5th, unless coming from a distance of more than 100 miles and arrangements are made in advance. No arrivals after 6:30 p.m. unless prior arrangements have been made as the park entrance will be locked. 30. ARENAS - Footing in all warm-up areas and competition arenas is all-weather sand mixture. 31. Competition arenas 125' X 260'. 32. PARKING - All exhibitors parking will be across Hawthorne Boulevard.
