This maybe because you, a relative or friend may no longer be able to live in their/your own home. It will tell you how to arrange care, about the charging scheme and benefits system and includes useful information, hints and advice to assist you. The directory provides a list of all residential and nursing care homes in Havering. Step 1: CONTACT YOUR COUNCIL If you are looking for a social care service for yourself, a relative or a friend, Havering Council should be your starting point for finding the right care. You can look on the Havering Council website www.havering.gov.uk for information or call 01708 432000. Step 2: GET A CARE ASSESSMENT A care manager or assessor may carry out a care assessment to find out what sort of help you need and your eligibility for services. This assessment will involve talking to you and anyone you choose to speak on your behalf, such as your partner, relatives or friends to find out exactly what care you need. You have the right to a care assessment under the Care Act 2014, no matter what your ability is to pay for any care that you may receive in the future. NEXT STEPS What help can you get: Find out from Havering Council some of the ways in which good care services might be able to help. Paying for care: Havering Council will decide if – and how much – it can pay towards your care through financial assessments. To help you, we have included the most common questions and the answers. 1 FINANCIAL ASSESSMENT Q. How does Havering Council decide how much it will pay towards my care? A. As with all local authorities, the Council must ensure that budgets are spent for the benefit of all local taxpayers, therefore it can only help pay for those people who are in most need of help. Everybody has to make a contribution towards the cost of their care, which is worked out according to a Government formula. Information about your income, savings and assets, such as your home, will make up a financial assessment. The Council's booklet “Paying for Care in a Residential Home, Nursing Home or Residential College”, will tell you how much you can have in savings or assets before you will be asked to pay for your care. To acquire a copy of the booklet visit our website www.havering.gov.uk Q. What income will you take into account and what is classed as capital? A. We will take into account most of the money you have coming in, and any savings or property of a total value over £14,250. However, you will always be left with at least £24.90 a week personal expenses allowance, which is an amount set by the Government subject to annual change. Q. When would the Council carry out a financial assessment ? A. If you are moving into a care home with or without nursing, we would need to carry out a financial assessment. You will be contacted by the financial assessments benefits team to arrange a meeting. If you have a relative or carer that usually helps with your finances (or if there is someone who you would like to help you), it would be a good idea for them to be present. We will then send you a letter detailing how the calculation is made and what your contribution will be. Q. What is a third party top-up? A. If you choose to go into a home where the fees are higher than the amount we will pay, someone else (for example a friend or relative) may pay the extra cost for you. This is called a third-party topup. This amount is on top of your assessed contribution and will need to be paid direct to the home. If it is not paid, we will ask you to move to another home that we feel can meet your needs within our agreed rates. Please be advised that you cannot pay top-ups yourself as all of your income and 2 capital will be taken into account in your financial assessment. Q. What happens to my benefits when I go into a carehome? A. Some of your benefits may increase or decrease when you go into a care home, we will tell you about this when we work out your assessed contribution. Your charge will be assessed based on your savings, income and any benefits we expect you to claim. The charging scheme and benefit system for people in care homes is complex. For this reason, we provide an advice line: welfare rights advice line, 01708 434444. If you prefer, you can contact the welfare rights unit by emailing [email protected] Q. Do I have to tell you about my finances? A. You do not have to tell us about your finances if you do not want to. However, if you do not tell us we will assume that you have capital over the set limits and charge you the full cost for your care. Without financial information we will be unable to check that you are receiving your full benefit entitlements. ABOUT YOUR PROPERTY Q. Do I have to sell my house? A. For residential services (such as care homes), we may ignore 3 the value of your home if your husband, wife or partner is still living there. We may also be able to ignore the value of your home for up to 12 weeks, and may be able to offer you a deferred payment agreement to give you time to decide what to do with your property. You will want to ensure that the care home is right for you. For this reason, we do not expect that you will want to put your home on the market during the first 12 weeks of permanent residential care. We disregard the value of your home for this period. We would then expect that you will sell your home to fund your care, unless you enter into a deferred payment agreement. In a deferred payment agreement, you put off paying the full care home fee until your home is sold (deferred payment). Most people put their home on the market after they have settled into the care home and sell their home within a year. Q. What happens if I transfer my assets to someone else? A. If you pass property or savings to someone else to reduce the amount you have to pay for your residential or nursing home care, we also have powers to pursue people to whom you have transferred assets. NHS CONTINUING HEALTHCARE Once it is decided at a review that you will stay in the council tax section to exempt your vacant home from council tax. See contact details at the end of this directory. Q. What is meant by “fully-funded NHS continuing healthcare”? A. Where a person has complex long-term healthcare needs, and are assessed as meeting the criteria for NHS continuing healthcare, the NHS will fully fund a care home with nursing placement. A person’s health, however, can change and their needs will be regularly reviewed to ascertain continued eligibility. Q. What if I am a home owner who receives council tax benefit? A. If you claim council tax benefit you must inform the tax benefit section if you enter or leave a care home. Also advise of any change in your status – for instance if you change from respite to permanent care. If you are going into a care home for respite care only, then council tax benefit can continue for up to a year. If your care manager has assessed you as in need of any nursing care, they will have to put your case forward to the continuing care panel for a decision to be made on whether you meet the criteria for full funding under NHS continuing healthcare. NHS funded nursing care applies to care homes with nursing residents regardless of whether they are self-funding or receiving local authority funding. If you are entering permanent residential care and leaving a family member at home, you should let Havering’s Council tax section know. This may affect who is liable to pay Council tax. Q. What is a care review? A. How will I know which is the right care service for me? A. Care services come in many different shapes and sizes. Some will suit you more than others. Q. Who uses care services? A. People use care services for many different reasons. How much people rely on them varies. Some people need care for a short period of time, to get over a difficult patch, or just once or twice a week. Q. What is respite care? A. If a relative or friend is looking after you at home, they may need a short break to go on holiday or if they become ill and need to go into hospital for a short period of time. This might mean that you could go into a care home or have services provided at home until they are able to care for you again. This is called respite care. Once they are able to care for you again, you will be able to return home. If you are receiving housing benefit and council tax benefit, this can continue for up to a year whilst in respite care. You will be required to make a contribution towards your respite care and a financial assessment will be undertaken. Who would be using full-time care? A. Some people need full-time care and may use a range of services. People who use social care include those with: • A sensory impairment • A physical disability • A learning disability • A terminal illness • A mental illness 6 • Health problems connected to ageing • Alcohol dependency • Drug dependency. QUESTIONS TO ASK CARE PROVIDERS Consider these questions before you speak to any care provider and think about their answers after any discussions or visits have taken place. Things to consider •Were the staff helpful in setting out exactly what services they provide? •Did they explain their costs and charges properly? •If you are going to pay for your own care, were they willing to give you a copy of their contract for you to look at after your visit? •Were they confident to let you meet and talk to existing residents? •Did they offer to show you their latest inspection report? •Did they ask many questions about you - your likes and dislikes - or were they more interested 7 in setting out their routines for each day? •Did you get the impression that you would have to fit into their routine instead of living your life the way you choose? •Did they seem happy to answer all your questions? Useful Tips Any good care provider will be more than happy to answer all your questions. Here are some things to bear in mind. Don’t be afraid to ask as many questions as you like. If you can, write down the things you want to ask beforehand. You may be able to set up a trial period before deciding whether a care home or nursing home is the right one for you. Try and talk to the people using the care service that you are interested in and see what they have to say about it. In short, you should feel totally comfortable that you have chosen the right care service for you. Always remember: care homes should not smell of stale or unpleasant odours. CHECKLIST The checklist below is to help potential residents and their families when they are looking for a care home. It will help you compare different homes and gives suggestions on what to look for and ask about. Ask the home for a copy of their service user guide and statement of purpose which should provide answers to many of your questions. LOCATION •Will it be easy for friends and family to get to the home? •Is the home convenient for shops, public transport, etc? •Do the surroundings suit you? •Is there somewhere you can sit outside? CARE •Can the home offer suitable care for your needs? •How often will your care needs be reviewed? •Will you/your relatives be involved in making decisions about the care? •Does the home offer/arrange complementary therapies? •Can residents choose their own doctor? •Is there access to a dentist and optician? •Can the home provide other services such as chiropody, physiotherapy and occupational therapy, if required? •Does the home have suitable assisted bathing facilities? •Can residents get up and go to bed when they want to? •Will relatives be advised as soon as a resident is taken ill? •For those who need help with the toilet, are staff trained to do this sensitively? The team reviews the home's obligations to deliver good outcomes and care from a quality and contract perspective. This is achieved through quality monitoring visits to observe levels of care being delivered. The team also gather information about the homes from service users, relatives, friends and other professionals who have an involvement with the home.
