(KETKY) While filming the documentary “Main Street, More Than Just a Place!,” Executive Producer Sam Koltinsky shot a picture of a small boy getting his hair cut by Tim Lowe at the City Barber Shop on Main Street in Corbin. Street programs that have revitalized their downtown areas, according to Executive Producer Samuel Koltinsky. Koltinsky said the whole purpose of the 30-minute show is to portray Main Street in light of economic development, and choosing Barbourville and Corbin as towns shown in the documentary was an easy choice. The markers represent the very beginning of widening the road and clearing congestion, Jonathan Dobson, the highway department’s public information officer at Manchester, explained Thursday. The markers are there for survey crews and will be used by airborne survey crews, as well, he said. That project has four phases, he explained: $1.2 million for design, $1.7 million for right-of-way purchases, $390,000 for utility modifications and $5.9 million for construction. At this point, he said, design work has yet to be started. Also the legislature committed a total of $1 million to begin relieving congestion on the stretch of U.S. 25 from the park entrance to the U.S. 25E junction north of Corbin. Design work on that project has also yet to be started, he said. Once the design work on the projects begin public information meetings will be held to get input from the public on both projects, Dobson said. Deficient internal controls found at jail BY BECKY KILLIAN MANAGING EDITOR A state audit of the Whitley County Fiscal Court found no issues with the county’s record keeping except for the jail. According to a report issued by Kentucky Auditor Crit Luallen, internal accounting controls at the Whitley County Detention Center were found to be deficient. In response to the audit, Whitley County Treasurer Jeffrey Gray said a new training program on internal controls was held for all the county’s departments in February. The report states the jail lacks adequate segregation of duties since one bookkeeper handles all financial duties without oversight or independent review of the records.
