The Annual Meeting of the Florida Water Environment Association was held at the Palm Beach
County Convention Center, West Palm Beach, Florida on Tuesday, April 7, 2009.
I.
Invocation: Member Tom Baber delivered the invocation.
II. Lunch Was Served.
III. Call to Order: FWEA President Howard Wegis called the meeting to order at 12:32 p.m.
IV. Roll Call/Quorum: Treasurer Nabil Muhaisen called the roll. The follow Board Members

V. Approval of 2008 Annual Meeting Minutes: Minutes of the May 6, 2008 were review. Member
Tom Baber made the motion to accept and seconded by John Giachino to approve the
Minutes as presented. The motion passed unanimously.
VI. Association Annual Report: President Wegis presented the Annual Report to the General
Membership. He spoke of the many changes and successes within FWEA this past year, to
include: Past Presidents Meeting, FWRC Workshops, Operations Challenge Competition,
Stockholm Junior Water Prize Contest, Enhancement of the Student Design Competition, Fall
Seminar, Memo of Agreement with FSAWWA, Utility Council Activities, Website upgrades
and the huge effort to formulate a Strategic Plan.

VII. Treasurer’s Report: Nabil Muhaisen reported on successful events at the Chapter level
but poor attendance at Seminars made for a less than perfect fiscal year. This is the first
time in FWEA history that the uncoded income balance is at zero. Proposed Budget for
the Fiscal Year of May 1, 2009 through April 30, 2010 Total Income of $518,502 and
Estimated Expenses at $522,515. Tom Baber made a motion to accept the
Treasurer’s Report as presented, Scott Kelly seconded to approve the minutes as
presented. The motion passed unanimously.
VIII.
Introduction of WEF Officer: President Wegis introduced the guest speaker, WEF
Board of Trustees Member, Leslie Samel, who discussed WEF’s vision to preserve and
enhance the water environment. Highlights of WEFTEC 2009 were presented, and
Leslie expounded the importance of the student design competition and how FWEA
serves as a role model for other member associations.
IX. FWEA Awards Presentation: Jessica Weatherby, Awards Committee Chair called
upon the individual Committee Chair to present the following awards: Willis Award,
Organization Performance Excellence Award, Hedgepath Award, Herndon Award,
Baker Award, Phelps Awards, York Awards, Safety Awards, Scott Award, Collection
System Awards, Public Education Awards, Integrated Water Resources Award and
Municipal Utility Operational Performance Excellence Award.

Election of Officers: Michael Cliburn made a Motion to accept the Nominating
Committee’s recommendation for the FWEA Board for 2009/2010 and was
seconded by Jim Oskowis. The motion passed unanimously.
Passing of the Gavel: President Howard Wegis performed the “passing of the gavel” to
Pamela Holcomb. In her new capacity as President, Pam presented Howard with a
plaque and gift and thanked him for his outstanding service to FWEA, having graciously
served this past year. Pam then spoke on the new initiatives outlined in the Strategic
Plan, how we will be establishing Online Training, Speaker’s Bureau, Locally hosted
events and the growing of the Manufacturer’s Council. Pam asked for a moment of
silence in honor of DOL Don Maurer who passed suddenly only a few weeks ago.
Adjournment: Tom Baber made a motion to adjourn, Howard Wegis seconded.
