s the spring season approaches, many will usher in the warmer
weather by thoroughly cleaning their homes and tending to yard
work. The Electrical Safety FoundaƟon (ESFI) recommends homeowners ensure that electrical hazards are eliminated along with unwanted dust and cluƩer.
ESFI suggests starƟng with the basement or garage, important,
but oŌen overlooked spaces when it comes to
home inspecƟon and fire safety. These areas
oŌen contain two leading causes of home fires
- heaƟng equipment and electrical distribuƟon
systems.
• Check the label inside the door or
cover of your electrical service panel
to see when your electrical system was
last inspected. If the date has passed
or is approaching, contact a licensed,
qualified electrician to schedule an inspecƟon.

amperage and their corresponding rooms, circuits or outlets.
Use correct size and current raƟng for breakers/fuses.

• Increase your fire protecƟon by having a licensed electrician
replace your standard circuit breakers with arc fault circuit interrupters - AFCIs.
If you experience an outage:
• Have your furnace cleaned and inspected annually by a licensed
professional.
• Make sure all fuel-burning equipment, such as furnaces, stoves,
and fireplaces, is vented to the outside to avoid carbon monoxide poisoning.
• Check for excessive vibraƟon or movement when the washing
machine or dryer is operaƟng. This can put stress on electrical
connecƟons.
• Make sure the area around your dryer is cluƩer free and that the
dryer lint filter is cleaned aŌer each load. Build up can be a fire
starter.
• Don’t overlook your basement or garage when it comes to
smoke detectors and carbon monoxide detectors. These devices
should be installed in these spaces as well as on every level of
your home and outside every sleeping area. Test these alarms to
ensure that they are in working order, and replace the baƩeries
when needed.

Bridging the technology

Empowering communities with fiber optics
D
o you like where you live and enjoy the
surrounding sense of small-town pride?
You, your friends, and neighbors stand
on the street curb to give a cheerful send-off to
the high school team or band traveling to compete in state finals, and then all stay to enjoy a
cookout to raise money for next year’s uniforms.
What if you can continue to enjoy the community in which you live AND take advantage of technology not yet available in most large cities?
If northeast Oklahoma residents need more
reason to be excited about a fiber optic network,
all they need is to learn about the opportunities,
benefits, and conveniences that can be experienced right here. BOLT Fiber Optic Services,
a brand-new subsidiary division of Northeast
Oklahoma Electric Cooperative, is bridging the
technology gap between rural and urban communities with a fiber-to-the-home (FTTH) project.
Creating opportunity with fiber optics
With a FTTH network, employees and business leaders will be able to work from home
with the same or better speeds experienced in
our closest cities. The world is changing daily
and most of today’s business models require
cutting-edge technology in order to compete.
Northeast Oklahoma’s residents will be prepared to lead the competition.

Data shows FTTH access is strongly associated with home-based businesses. More than
700,000 FTTH subscribers operated homebased businesses in 2010, adding $41.6 billion
to the U.S. economy in the 12 months ending
August 2010. About $10 billion of that total
would have been lost if fiber connections had
not been available.
Home-businesses aren’t the only ones to champion FTTH, the average employee is, too. The
latest census data available shows a 6.4 percent increase in employees working from home.
With a FTTH network, those numbers can
expand quickly. Not only does it accommodate
the needs of the employee, it reduces employer
expense by reducing the need for office space.
Education and health care will also improve
With high bandwidth capabilities, students of
all ages will have opportunities to increase their
education. No longer will distance limit education. Elementary through high school students
will have ready access to the Internet to do
research for school projects and terms papers.
Adults will be able to finish or receive the college degree they have long desired. High speed
and reliable bandwidth will allow them to participate in an Associate’s, Bachelor’s, or Master’s
program, at a university of their choosing, from
the convenience of their own home. Senior
&
adults can take advantage of many free classes offered online by local extension agencies or
technology centers and universities.
Residents can have greater health care access and reduced expenses with a fiber optic
network. Imagine being able to have a face-toface visit with your health care provider without
leaving home. Elderly patients can use fiber
technology to supplement their health care by
having a means of visual communication between a home health provider and their doctor.
Gone is the worry and risk of moving a patient with limited mobility for routine visits or in
inclement weather. FTTH can help keep older
adults living independently longer. It is also
a valuable tool for members of the “sandwich
generation,” who are responsible for caring for
both their children and elders.
Videoconferencing may be integrated with
Internet-enabled diagnostic devices (blood
pressure cuffs, respiration equipment, etc.),
sensor-based home monitoring, electronic
medical records systems, online prescription
services and online appointment scheduling.
Instant access to medical specialists located in
large cities via videoconferencing from a home
or care center becomes a real choice for northeast Oklahoma.
Communication without limits
New, hybrid networks are popping up everywhere you look these days as providers attempt to bring fiber optics closer to their customers. Cable and phone companies often use
fiber to get close to homes and then employ coaxial cable for the last 100 to 1,000 feet. Many
phone companies also bring fiber within a few
thousand feet of the home and use copper wire
for the rest of the trip. Fourth generation, or 4G,
wireless broadband, which is being deployed
today, usually requires fiber connections at cell
sites.
While these new hybrid networks are an improvement over older copper and wireless
networks, installations that finish with copper
or wireless technology have limited capacity.
Squeezing more bandwidth from them becomes increasingly difficult and expensive as
time goes on. This isn’t true for fiber optics,
which has an effectively unlimited capacity.
Providers all agree that unlocking the potential
of broadband requires taking fiber all the way
to the subscriber’s door. This is precisely what

BOLT Fiber Optic Services anticipates sharing many success stories as its deployment of
optical fiber in northeast Oklahoma progresses over the next few years. If you would like
to ensure your connection on the BOLT Fiber
Optic Services network, please call 1-800-2566405 or email: [email protected]. An early bird
installation fee of $100 reserves your spot on
the network once technicians reach your area.
Once they pass your area, the fee will increase
to $250 or more per drop once they return.
The BOLT Fiber Optic Services network will be
capable of delivering Internet connectivity up
to 1 gigabit and high-definition television/video.
Voice over Internet Protocol, or VoIP, telephone
services will be provided through an independent contractor. Customers can subscribe to
a “triple play” bundle of broadband services,
but can also take advantage of various other
end-user applications such as home security,
video surveillance, distance learning and much
more. 
Walls are going up on the data center that will house BOLT Fiber Optic Services equipment.

Cooperative Supports Area Schools
Gross Receipts Tax Distributions
D
URING the fiscal year ending May 2013, Northeast Oklahoma Electric Cooperative paid gross
receipts tax totaling $1,266,067.44 Ninety-five
percent of this total was divided among the 34 schools
in the cooperative’s service area.
Not-for-profit electric cooperatives are exempt from
paying federal income tax. However, they do pay fuel
tax, both state and federal unemployment tax, Social
Security, Medicare and gross receipts tax—in lieu of
the ad-valorem tax paid by for-profit utility companies.
The gross receipts tax collected for a given year
represents two percent of each member’s electric
bill. Ninety-five percent of this tax is paid directly to
schools within our service area, based on the miles
of line the cooperative maintains within each school
district.
The remaining five percent of the collected gross
receipts tax is withheld by the state for collection and
handling fees.
By paying a percentage of the cooperative’s gross
income to support area school districts, Northeast
Oklahoma Electric Cooperative members are sharing
in the responsibility of educating today’s youth.

Prepare for Summer Heat, Increase Energy Savings

dding a few items to your list of spring chores
can help make your home more energy efficient and deliver electric bills that won’t make
you sweat when temperatures soar.
Start with your air conditioner.
Spring and early summer are good times to make
sure that your air conditioning unit is ready to work
when you flip the switch:
Check out your roof.
See how well your roof has weathered the winter.
Few things can shorten the life of your home faster
than a roof leak, even a minor one can damage your
attic insulation before you know it. A roofing professional can assess and repair things like loose or missing shingles, repair leaks, and clear gutters.
• Get help from a professional who can inspect
and service your unit.
• Give your air conditioner a do-it-yourself cleaning. Shut the unit off, and clear away leaves
and yard debris outside. Inside the unit, clean
or replace filters that can restrict air flow and
reduce overall efficiency by making the air conditioner work harder on hot summer days. Dust
the fan blades if you can do so safely. Make
sure air can flow freely over the inside and outside coils. Vacuum registers to remove any dust
buildup.
• Check weather stripping. When using window
units, ensure that weather stripping is in place.
Placement should be between the middle of the
top window pane and the bottom pane.
When checking your roof, look up and stay clear of overhead electric lines.

Unclaimed Dollar$ Could Be Yours
A
s a member of Northeast Oklahoma Electric Cooperative,
you are entitled to a portion of any profit made by the
company. Following approval by the cooperative’s board of
trustees, patronage capital refund checks for a percentage
of allocation accrued from 1984 were mailed in September
2013.
Only checks in the amount of $10 or more were mailed to
eligible members. Members with patronage capital accounts
less than $10 were not mailed a check. Their accounts will
continue to accumulate with each retirement. When a members’ account reaches $10 or greater, a check will be issued
during the next retirement.
Northeast makes every effort to ensure you receive the
patronage capital this is rightfully yours. To accomplish this,

I prefer to be called a “hunter-gatherer.”
E
ver wondered what people are talking about when they
say they are following a Paleolithic, Mediterranean, or
Sonoma diet? We were wondering, too, so we decided
to do a little research. During the next few months, we will
feature a different “food lifestyle” and provide recipes that follow the requirements. This month we feature the Paleo, also
known as the hunter-gatherer or caveman, diet.
The Paleo diet is a simple concept: chose foods that
would have been eaten by a person that hunted and gathered, before the introduction of agriculture. Not all Paleo
enthusiasts agree with various points in the diet, so there are
several variations. In general:
Avoid: dairy, grains, all processed foods and sugars,
legumes (peanuts are a legume), starches, and alcohol
As with most things, a wealth of information is available
on the Internet. In the meantime, though, enjoy these recipes
that taste anything but prehistoric.

Eat: fruits, vegetables, lean meats, eggs, seafood, nuts,
seeds, and unrefined oils (such as coconut and olive oils)
Roasted Cauliflower Soup
1 large head cauliflower
4 tablespoons olive oil, divided
1 teaspoon sea salt
1 large onion, diced
4 cups water or stock
Place cauliflower head in a 9x13 baking dish, crown up.
Rub with 2 tablespoons oil, then sprinkle with salt. Add 1/2
cup water to baking dish, then bake, uncovered, at 350
degrees F for 1 1/2 hours, or until a knife easily cuts through
core. Remove from oven and allow to cool for handling.
Chop cauliflower and set aside. Heat remaining oil in a
large saucepan, add onions and cook about 10 minutes or
until very soft. Add cauliflower and water or stock. Simmer
until cauliflower is very soft. Remove from heat. Using an
immersion blender ( or standard blender using small batches), puree until smooth. Adjust salt to taste. Transfer back to
saucepan and bring to a simmer before serving.
Artichoke and Sun-Dried Tomato Chicken
4 skinless, boneless chicken breast halves
Salt and pepper to taste
2 teaspoons olive oil
1 (14.5 oz) can diced tomatoes with green peppers and onions
1/4 cup sun-dried tomato pesto
1 (14 oz) can artichoke hearts in water, drained and quartered
Season both sides of chicken breasts with salt and pepper.
Heat oil in a large skillet over medium-high heat. Place chicken in skillet; cook, turning once to brown each side. Remove
chicken, and set aside. Pour tomatoes into skillet; cook for 1
minute, stirring constantly, and incorporating brown bits from
bottom. Stir in pesto and artichokes, and return chicken. Cover
and reduce heat to medium. Simmer for 5 to 10 minutes, or until
chicken is cooked through.
Chipotle Salmon
Paleo Breakfast Muffins
Preheat oven to 500 degrees F. Rinse salmon, pat dry, and
lay on a metal baking sheet. Rub each filet with oil, then
squeeze juice of one-half lime over the top of each filet.
Sprinkle evenly with salt and chipotle powder. Top each
filet with lime half, cut side down. Turn oven down to 275
degrees F, and immediately place salmon in hot oven.
Allow to cook 8-12 minutes, or until fish flakes easily. If you
don’t care for salmon, substitue cod or tuna.
Preheat oven to 350 degrees F. Grease 8 muffin cups or line
with paper liners. Beat eggs together in a large bowl. Mix
ham, bell pepper, onion, salt, black pepper, and water into
the beaten eggs. Pour egg mixture evenly into prepared
muffin cups. Bake in the preheated oven until muffins are set
in the middle, 18 to 20 minutes.
4 salmon filets (4-6 ounces each)

8 ounces cooked ham, crumbled
1 cup diced red bell pepper
