Photography also has the ability to bridge people by wordless communication. Starting from the activity of Friends of Nature International, the landscape of the year 2007-2009 Danube Delta, we were looking for an offer that links people from all these countries along the Danube. More than 2000 contributions to the special theme of the IFN photo competition ‘The Danube and its tributaries’ showed that we did succeed. Furthermore the special theme can perfectly create and support public awareness for the implementation of the European Water Framework Directive, the European program for the ecological sound use of the large rivers and its tributaries. This implementation is also one of the core challenges for the International Commission for the Protection of the Danube (ICPDR) whom we could gain as partner for this photo competition. We would like to thank the ICPDR for collaboration, the photo experts from the Austrian Friends of Nature for their intensive support for all the technical details of the competition and all the photographers from the Danube countries for their participation. Manfred Pils President IFN Christian Baumgartner General Secretary IFN 4 IFN Photo Championship Dear Friends of the Danube, The International Commission for the Protection of the Danube (ICPDR) is pleased to have been able to support Friends of Nature International, this high quality competition and the devoted photographers that participated. The many excellent photographs that resulted will surely help in raising the importance of many wonders and important issues throughout the Danube River Basin. We also support the competition’s goal to link the countries, landscapes and peoples along the Danube with the Danube Delta, as part of the overall activities related to the “Danube Delta – Landscape of the Year 2007-2009” project. As Europe‘s largest remaining natural wetland, the Danube Delta is one of the continent‘s most valuable habitats for wetland wildlife and biodiversity, but its ecosystems are affected by changes upstream such as pollution as well as by ecological changes in the delta itself. A total area of 679,000 ha of the delta is under legal protection, while the core of the reserve (312,400 ha) was designated as a “World Natural Heritage Site” in 1991. We thank the IFN for implementing and encouraging activities geared toward improving the sustainable development of the Danube Delta. Landscape of the Year - An Ongoing IFN-Project The model Landscape of the Year was introduced by International Friends of Nature (IFN) in 1989. Since then the IFN succeeded in successfully setting starting points for sustainable regional development in 10 cross-border regions throughout Europe. Every two years, the title Landscape of the Year is conferred on a European cross-border region, which is rural-peripheral and ecologically endangered. The award motivates the region to shift the protection of landscape and biodiversity more into the centre of land use, elaborating and implementing appropriate regional schemes, concrete projects and measures. This includes long-term projects as well as concrete tourism, leisure, cultural and environmental activities for a broader public and also political awareness raising and advocacy at regional, national and European level. It is a must for Landscape-of-the-Year projects to set priorities in close co-operation with the local population as well as with the associations and institutions of the region. Thus all activities during these two years aim at creating stable regional structures (e.g. a regional development association) that carry out follow-up activities. During the years the award has developed into a successful trademark of the International Friends of Nature. It is accompanied by intensive media work both in the region and at European level, with reports in high quality media. Numerous nature friends and tourists visit the region, wishing to get a deeper insight and understanding. 2. Landscape of the Year 2007-2009 – the Danube Delta Situated at the far east border of the European Union (Romania joined the EU in 2007) the Danube Delta is one of the most important and one of the most fragile European natural sites. The by far largest part of the delta belongs to Romania, the northern part to Ukraine, only a tiny part to Moldavia. In this melting pot of cultures and languages in an extraordinary remote area the challenge will be to find long-term sustainable ways of regional development - both for the inhabitants and for nature. The Danube Delta is the end point of Europe’s second largest river that connects 10 countries along its 2,860 kilometres. The delta includes 30 different ecosystems, among them the world’s largest compact reed bed area (1,750 km²). It is one of Europe’s most important bird sanctuaries, especially for migratory birds, being the Dalmatian Pelican the most emblematic species. Its extraordinary rich fauna and flora makes the delta the world’s third place of scientific importance after the Great Coral Barrier (Australia) and the Galapagos Islands (Ecuador). The Delta was declared a Biosphere Reserve in 1990, Wetland of International Importance (RAMSAR Site) in 1991, included in the UNESCO programme “Man and Biosphere” and in the World Heritage List. In 2000 the Council of Europe awarded the Administration of the Danube Delta Biosphere Reserve the European Diploma of Protected Areas, thus recognizing the efficiency of the management plan applied on DDBR (renewal 2005). Although the human population density is very low (one inhabitant /30 hectares), at all times people of various cultures have lived in and from the delta, being agriculture, fishery, reed harvesting and processing as well as tourism the most important income sources. Nowadays the lack of economic alternatives forces young people to emigrate. At the same time the modern forms and techniques of the traditional economies are threatening their own resources. Moreover, environmental problems such as unregulated waste and sewage disposal or uncontrolled building and leisure activities endanger the delta’s fragile ecosystems. Although the official duration of the Landscape of the Year is three years, the project itself takes place for a period of about 5-6 years, including the preparatory work of about 1,5 years before the kick-off and an after-project phase of another year. During this period IFN still supports local initiatives that have resulted from the project. In certain cases the after-project phase might be even longer. 13 NFI-Fotowettbewerb 2008 3. Objectives The general objective of the award is to make the landscape concerned the focus of public interest in Europe and to advance and support sustainable development in the respective region. As the Landscape of the Year project is generally designed to • raise European awareness of the region and vice-versa: awareness for Europe in the region • create a cross-border dialogue with local population and stakeholders • contribute to capacity building and participation in decision making processes • facilitate active involvement in the affairs of the region • promote future initiatives for sustainable development together with the population • contribute to the improvement of living conditions as well as to the regional cultural identity • launch related projects, which will still have an impact after the intense two-year phase, in the case of the Danube Delta this could mean among other things: • to elaborate strategies for a sustainable development of the delta as a whole and for the benefit of its inhabitants • to develop and implement a regional management system for sustainable tourism • vocational training, especially for young people, focussing on the delta’s rich ecological, cultural and economical potential • the further development of both more sophisticated and ecologically reasonable forms of traditional economies such as reed harvesting, processing and product marketing • to intensify the dialogue between the population and stakeholders on both the Romanian and the Ukrainian side. 4. Implemented Measures Between 2007 and 2009 a series of different measures in four main action fields were implemented or are still on their way. The four main action fields are: • Sustainable development of the region • Sustainable Tourism • Environment and environmental education • PR & Media More detailed reports could be found at www.landscapeoftheyear.net/danubedelta, here some activities should be named: Course system for nature interpretation A training course for nature interpretation was developed. The course contains a series of modules ranging from bird identification, methods of nature interpretation, culture and history of the delta to special training in languages (E, D) for nature interpretation. The aim is to be able to provide licenses for nature guides and therefore contribute to job creation for young people in the delta. 14 IFN Photo Championship Improvement of reed cultivation Establishing a cooperation with the National Park Neusiedler See (Austria), to exchange know-how and experience on new products made of reed (like insulation material, insulation boards, a.o.) starting with a visit of an Romanian delegation in Austria Fish & Art Festival The different cultures in the Danube Delta lack of well-known signs of identity. The idea of a regular Fish & Art Festival is to identify a common cultural heritage (fish cuisine) and combine it with different types of specific art of the different cultures (handicrafts, paintings, music, etc.). Conferences and Workshops on different topics: E.g. ‘Gentle Mobility’, ‘Sustainable Development in the Danube Delta’ and ‘Development of Sustainable Tourism’ Visitors centres The existing visitors lack of modern interactive methods of nature interpretation and equipment. The landscape of the year supported the the process of redesigning the visitor centres to provide reliable and wide information about the deltas biosphere and its cultures. Eco(tourism) villages The village Crisan serves as a model for comprehensive sustainable development in the delta, due to its relatively traditional architecture and their importance for tourism and the local cooperation partner. Trainings for the local tourism suppliers are offered covering various issues of sustainable tourism. Youth Participation In cooperation with a school in Sfantu Gheorghe pupils produced a short movie on the issue of how bad environmental conditions (water, waste) effect the youth. The spot was awarded during the Pan-European minister conference on health and environment (May 2007, Vienna). Together with the school also a Natura Trail © was developed and implemented. Media activities like press tours, model tour offers, the production of booklets, maps, postcards, … 5. Project Partners and Project Management The Landscape of the Year is a project of the International Friends of Nature (IFN) who is therefore be the lead partner with overall responsibility. The project executing organization within the region will be the Association of Romanian Nature Friends (Prietenii Naturii Romania) together with the Danube Delta Biosphere Reserve Administration (DDBRA) and the Danube Delta National Institute for Research & Development (INCDDD). Other important partners are: • the Ukrainian Danube Delta Biosphere Administration (to be confirmed) • the Association of Ecotourism in Romania (AER) • WWF Romania 15 NFI-Fotowettbewerb 2008 • WWF International Danube-Carpathian Programme in Ukraine. Further cooperation partners and donors so far are • the European Commission, DG Environment • the German Society for Technical Cooperation (GTZ) in Romania • USAID • the Romanian Tourism Ministry (through the cooperation with the Romanian Tourist Office Vienna) • the Romanian Ornithology Society • the International Commission for the Protection of the Danube River (ICPDR) • the Danube Tourism Commission The project landscape of the year implicates the co-operation with associations, organisations, municipalities and regional authorities as well as experts. Furthermore it aims at networking between many future oriented initiatives. The aim of the landscape of the year is to create a structure that will work independently after the official ending of the landscape of the year. This could be a regional development association as well as a regional tourism organisation or other forms of partnership between public authorities, protected area management, business, education and academia and NGOs. 6. International Network “Landscapes of the Year” In February 2006 IFN launched the Network “Landscape of the Year” - a platform for all previous and upcoming landscapes for know-how exchange, common marketing strategies and a common policy for sustainable regional development vis-à-vis the European Commission.
