Six Weeks of Top Equestrian Competition in Summer’s
Most Beautiful Home: The Green Mountains
The Vermont Summer Festival is a chance for equestrians to spend July and August where the summer is its
most beautiful: Vermont’s Green Mountains. Quaint New England towns of the Manchester & the Mountains area, noted
for their charm, first class accommodations, world-class dining and excellent show facilities host the
twenty-third annual Vermont Summer Festival.
The Harold Beebe Farm in East Dorset is the perfect site for the six weeks of competition. Its lovely peaceful view of
the Green Mountains, just off scenic Route 7, offers a well equipped hunter/jumper facility. The show grounds boast
SIX all weather rings, including one of the largest Grand Prix fields in New England, as well as several all weather
schooling and riding areas, permanent wash racks, paddocks and extended trails for casual enjoyment.
And when the day’s work is over, the nearby towns are full of New England charm: historic homes, quaint country
inns and taverns, many comfortable, friendly places to stay and dine. Manchester is known throughout the region as
the home of world-class shopping! You’ll find everything from couture clothing to gourmet food to antiques and
handmade crafts.The town is home to two dozen outlet stores of top names like Kate Spade, Brooks Brothers, J. Crew,
Jones New York, Theory, Coach, and Ralph Lauren. And this mecca of summer recreation runs the gamut from hiking
the Appalachian Trail, to golf, tennis, canoeing, fishing, biking, and more.

MAIDEN/NOVICE/LIMIT EQUITATION
Open to riders who have not won one/three/six first place ribbons respectively competing in equitation classes at Regular and Local Competitions
of USEF or Equine Canada. The Maiden, Novice and Limit status of riders at Regular and Local Competitions is determined from the closing date of
entries. Blue ribbons won in the Hunter section will not affect a rider’s status in the Saddle or Stock sections, etc. Ribbons won in classes restricted
to a particular breed will affect a rider’s status. Ribbons won as a junior affect a rider’s status when competing as an adult. Ribbons won in leadline
classes and in classes where entries are not required to ride at all gaits will not affect Maiden, Novice and Limit status.

HUNTER DIVISION
SPECIFICATIONS FOR ALL HUNTER CLASSES
Hunter Over Fences
To be shown over approximately eight fences of the required
height. To be judged on performance and soundness unless
otherwise noted.
Courses
Hunter courses will simulate fences found in the hunting field
such as: brush, wall, in-and-out, oxer, post and rails, gate, aiken,
bank, coop, and panels. Management reserves the right to adjust
fence heights or spreads as competition warrants.
Jogging
Hunter Under Saddle
To be shown at a walk, trot, canter. Light contact with the horse’s
mouth is required. May be asked to hand gallop at the discretion
of the judge but no more than eight to gallop at one time.
Martingales not permitted. Green and non-rated hunter sections
will not be asked to gallop.
Model Class
To be shown at a walk and trot on the line; to be judged on conformation, way of moving and soundness.
Champion and Reserve Champion
To be awarded to two of the four horses scoring the most points over
fences. In addition, only these will receive full points for ribbons won
under saddle and half points for ribbons won in the model.
The following hunter sections will not be jogged: Hi-Low,
Schooling, Pre-Green, Adult Amateur, Children’s, Modified
Junior/Amateur, Modified Child/Adult.

The Vermont Summer Festival and Skidmore College Saratoga Classic Horse Shows are pleased
to continue our joint venture - The Adirondack-Green Mountain Challenge!
This SIXTH annual perpetual award will be presented to the horse and rider combination that
earns the most points in the following divisions at SCHS I and SCHS II and VSF I and VSF II:
Amateur Owner Hunter Divisions, Junior Hunter Divisions, Children’s and Adult Jumper
Divisions, Junior and Amateur Owner Jumper Divisions and Short Stirrup Hunter Divisions.
Horse/Rider combination needs to be nominated at each show and you may enter more than
one combination. No entry fee required. Horse/Rider must compete at both venues in order to
be eligible to receive this award. It is not necessary to compete all four weeks. This is a winner
take all award. Prizes include but not limited to: Ribbon, trophy, prizes, and recognition.
The presentation will take place at the Vermont Summer Festival on Sunday, July 1 7, 2016.

Nominating Fee
All horses showing in the Grand Prix, Open, Level 5 & 6, and Junior/Amateur Owner Jumper Sections must be nominated and pay the
nominating fee of $150 by the closing date of entries for each show. Horses showing in jumper sections not requiring a nominating fee will
pay the per class fee and should enter their classes when submitting their entry blank or be subject to the post entry penalty. Once a horse
is nominated, the nominating fee is NOT refundable. (See Rules and Regulations for additional jumper nomination information.)
Declarations
Declarations must be made on the appropriate form in the show office the day before the class is to be held and by 4:00 pm or one hour
after the last jumper class, whichever is later. Untimely declarations will be subject to the post entry penalty and require the horse to work
first in the order. Order of go will be drawn.
Horse Recording
Jumpers must be recorded with the Federation in order to receive points towards any USEF or USHJA Zone or Horse of the Year awards. Any
change of a recorded horse’s name and/or ownership must be recorded with Federation in accordance with GR1105 and GR1107.
Courses
Courses may consist of any combination of the following: brush, gates, oxers, post and rails, water, liverpool, ditch, wall, banks, panels, or
coops.

All ties involving first place shall be jumped off. Ties not involving first place will be decided upon time unless otherwise stated.

Join the Southwestern Vermont Health Care Foundation on Saturday, July 16,
as they host the inaugural Vermont Summer Festival Calcutta. A Calcutta
is a type of auction whereby participants bid among themselves to “buy” each of

to the highest bidder. The contest pays out to the bidder a predetermined
proportion of the pool depending on how its horse/rider perform. Seventy
participants will enjoy a wonderful summer lunch while deciding on how to
place their wagers on the entries in the Grand Prix that afternoon. It will be a fun
and spirited event! All proceeds will benefit the SVHC Foundation.

GENERAL INFORMATION,
RULES AND REGULATIONS
CONDITIONS OF COMPETITION
Every class offered herein which is covered by the rules and
specifications of the current USEF Rule Book will be conducted
and judged in accordance therewith.
USEF MEMBERSHIP STATEMENT
Life, senior active and junior active members shall be eligible
to participate in all classes at Regular Competitions, Eventing
Competitions at the Preliminary Level or above and Combined
Driving Competitions at the Advanced Level, Dressage,
Reining and Vaulting Competitions and Endurance Rides. A
nonmember may participate as a handler, rider, driver, owner,
lessee, agent, coach or trainer at Regular Competitions,
Eventing Competitions, Dressage Competitions, Reining
Competitions and Combined Driving Competitions upon
payment of a $30 Show Pass fee. Participants in the following
classes are exempted from the Requirements of this rule: 1)
leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H
members; 5) walk trot and academy classes (academy classes
are classes limited to horses used regularly in a lesson
program); 6) USDF introductory level tests, pas
de deux and quadrille classes; 7) NRHA Endorsed Reining
Competitions. 8) Opportunity classes, 9) citizens of other
nations who have proof, in English, of current membership
in good standing of their own National Federation, 10) USEA
beginner novice division; and 11) assistant handlers in
Dressage Sport Horse Breeding classes.
FEDERATION ENTRY AGREEMENT
By entering a Federation-licensed Competition and signing this entry
blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver,
Rider, Handler, Vaulter or Longeur and on behalf of myself and my
principals, representatives, employees and agents, I agree that I am
subject to the Bylaws and Rules of The United States Equestrian
Federation, Inc. (the “Federation”) and the local rules of the
competition. I agree to be bound by the Bylaws and Rules of the
Federation and of the competition. I will accept as final the decision
of the Hearing Committee on any question arising under the Rules,
and agree to release and hold harmless the competition, the
Federation, their officials, directors and employees for any action
taken under the Rules. I represent that I am eligible to enter and/or
participate under the Rules, and every horse I am entering is eligible
as entered. I also agree that as a condition of and in consideration
of acceptance of entry, the Federation and/or the Competition may
use or assign photographs, videos, audios, cablecasts, broadcasts,
internet, film, new media or other likenesses of me and my horse
taken during the course of the competition for the promotion,
coverage or benefit of the competition, sport, or the Federation.
Those likenesses shall not be used to advertise a product and they
may not be used in such a way as to jeopardize amateur status. I

hereby expressly and irrevocably waive and release any rights in
connection with such use, including any claim to compensation,
invasion of privacy, right of publicity, or to misappropriation. The
construction and application of Federation rules are governed by
the laws of the State of New York, and any action instituted against
the Federation must be filed in New York State. See GR908.4.
Vermont Summer Festival Horse Shows, LLC, the owners of the
facilities, the shows, their officials and employees will not be held
responsible for any accident or loss which may occur to an
exhibitor, spectator, guest, rider, groom, attendant or other
employee, animal or equipment of any of the above shows included
in this prize list.
The Horse Show Committee reserves the right to itself to interpret
all questions and conditions in regard to arising out of, or incident
to the show without claims for damages or recourse of any kind. All
questions not covered in these Rules and Regulations shall be
decided by the Horse Show Management; its decision to be final.
The Horse Show Management reserves the right to limit entries in
any class, section or division, to refuse, accept conditionally, or to
cancel any entries, disqualify any riders or exhibitors, prohibit
exhibition of entries, and cancel award prizes, without any claim for
damages; to change any course, to add a dotted line, to cancel or
combine any unfilled classes, or to reschedule classes, after due
notice to exhibitors; to change rings or rotate judges; to change
specifications in jumper classes as competition warrants.
GENERAL
1. ENTRY DUE DATES: Entries for all weeks must be
postmarked by June 7, 2016 and received by June 10, 2016. NO
FAXED ENTRIES ACCEPTED. LIMITED STABLING – assigned on a
first come first served basis.
Stall and office fees must
accompany entries to secure stalls. Checks will be deposited and
credit cards will be charged office and stall fees upon receipt.
2. ENTRIES: No entry will be accepted or recorded unless signed
by the owner/rider(s)/trainer and the required fees in US funds
accompany the entry blank. If entry form is incomplete, a $50
fee will be charged and stalls will not be assigned. Separate
checks must be attached for each week’s fees.
3. POST ENTRIES: Post entry fees are accepted if room allows.
Entries received after the closing date will be assessed a $50 late fee.
Stalls will be on the first come basis and on a 3-1 ratio.
4. SCRATCHING/REFUND: In case of scratching, a $50 office fee
and stall fee is not refundable after closing date. Scratching of classes
must be done in show office before class begins.

HEALTH CERTIFICATE REQUIREMENTS
IMPORTANT NEW INFORMATION - PLEASE
READ
Vermont state law requires that any horse coming into the state from
another state must be accompanied by a health certificate/Certificate
of Veterinary Inspection (“CVI”) prepared by a veterinarian at the
horse’s point of origin. The Vermont State Veterinarian has informed
us that this requirement will be enforced, both by random spot
checks at shows and also at truck weigh stations.
A CVI is only good for 30 days, but there is an alternative for horses
coming into the state for exhibition or competition (an “Exhibition
Permit”) that extends the effectiveness of the CVI to 180 days without
an additional inspection by the veterinarian during that period.
(Please note that the Coggins will need to be timed so that it is good
for the entire 180-day period). Due to the hectic travel schedule of
our exhibitors as well as the length of our circuit, we expect that most
exhibitors will wish to obtain the 180-day Exhibition Permit. Please
see Exhibition Permit Protocol below, provided to us by the Vermont
State Veterinarian:
Exhibition Permit Protocol for Vermont Shows and Fairs
Horses imported into Vermont for the purpose of exhibition may travel
during Vermont’s Fair season on an Exhibition Permit. The term
“Exhibition” is defined in the Rules Governing the Importation of
Domestic Animals, Including Livestock and Poultry as the following:
“Exhibition” means any spectator event in which a domestic animal is
exhibited or entered in competition and usually receive awards or
prizes. The term “Exhibition Permit” is defined in the Rules in the
following manner:
Exhibition Permits:
1. Persons transporting domestic animals into the state for exhibition
or competition during the fair season may obtain an exhibition
permit from the commissioner prior to entering.
2. Animals listed on the Certificate of Veterinary Inspection will be
exempt from the requirement for a new Certificate of Veterinary
Inspection every 30 days for the duration of the exhibition permit.
All tests listed on the Certificate of Veterinary Inspection must be
kept current for the duration of the exhibition permit.
3. Exhibition permits will expire in 180 days.
To obtain an Exhibition Permit for horse importation into
Vermont, complete the following steps:
1. At the owner’s request, the licensed, accredited veterinarian must
examine the horse(s) and fill out a standard health certificate,
Certificate of Veterinary Inspection (CVI), either in electronic or
hard copy format, for the horse(s) traveling.
a. If the horse originates from out of state and is attending only
Vermont events, the destination/consignee address field on the
health certificate must state: “Vermont Shows and Fairs 2014”.
b. If the horse originates from out of state and is attending events
across New England, the destination/consignee address field
on the health certificate must state: “New England Shows and
Fairs 2014.” [Please note: if a horse is going to be traveling
to states other than VT, those additional states must be
contacted for their specific requirements; see Section 3.a
below].
2. After examining the horse and completing the CVI, the veterinarian
must call the Vermont Agency of Agriculture at 802-828-2421
(between 7:45 AM and 4:30 PM, Monday-Friday) to request an
exhibition permit number. When calling, the veterinarian must state
they are requesting an exhibition permit. This will ensure that the
Agency’s Animal Health Office issues a permit that is good for 180
days. The veterinarian must also provide the owner’s name and
mailing address and the number of horses traveling.
3. The exhibition permit number will be issued over the phone by the
Agency.
a. Please note: The VT exhibition permit number only
applies to importation into VT and does not permit
importation of the horse into other states. If the horse is
also traveling to other New England state(s) during the
same season, permit number(s) may be needed from each
of those other state(s). It is the responsibility of the owner
and veterinarian to check with each state of destination to
determine other states’ import requirements.
4. The veterinarian must then write the number on the CVI.
5. The veterinarian must then provide the animal owner with their
copy of the CVI and forward other copies to their state agriculture
office within one week as required by law.
6. The Vermont Agency of Agriculture will mail the exhibition permit
to the horse owner [at the address provided by the veterinarian].
7. The horse must travel with the CVI and the exhibition permit.
Please note:
i. The horse must have both the CVI and the Exhibition
Permit before entering the state, and
ii. The CVI must be dated within 30 days before the date the
horse moves interstate to its first show/competition.

6. STALLS: Stalls are approximately 10' x 10', portable, under tents
with doors. Initial bedding will not be provided. Stalls, whether
occupied by horse, feed or tack will be available as follows:
Weekly stalls: Available Monday Noon and ending 6:00 p.m. on
Sunday of each show week for $250. After closing dates of entries,
stall fees are NOT refundable.
Weekly Paddocks: 24' x 36' pipe paddocks are available for $250 per
week, available on the first come first served basis.

7. FEED STORE: Hay, grain, and bedding may be purchased on
the grounds. For same day delivery, orders must be received prior
to 12 Noon. For feed orders and deliveries prior to arrival, please
email: [email protected].
8. PRIZE MONEY: All prize money will be paid in the ring and
duplicate checks will not be written. All checks will be void after
60 days. Prize money awarded through 6th place. Owners must
provide a Social Security or Federal ID number. Foreign
competitors must obtain a US Tax Identification number in
order to receive prize money checks. Exhibitors are
responsible for picking up their prize money.
9. BILLS/INVOICES: All accounts must be settled each week by
Sunday p.m. All open checks and credit cards will be filled in by
Sunday 5:00 pm. Any outstanding accounts at this time will incur a
$50 fee. All invoices are final seven days after the end of the show
being billed. Note to trainers: Barn check/CC will be charged for
any clients without own form of payment.
10. NON-NEGOTIABLE FUNDS: Checks returned by the bank for
any reason, or declined credit cards or chargebacks, will be assessed
a penalty of $50 or 10% of the amount, whichever is greater. Upon
notification, accounts will be given three (3) days to make full
payment, including the penalty, which must be paid in certified
funds, cashier’s check or money order. Overnight mail service is
advised in order to avoid notification of the sanctioning
organizations for disciplinary action.
11. HEALTH REQUIREMENTS: All horses must be accompanied by
a record of negative test for Equine Infectious Anemia conducted
within the last twelve (12) months. This certificate must show date
of the negative test and the name of the approved laboratory where
the test was conducted. Rabies and Potomac horse fever
vaccinations are recommended.
12. LEASH LAW: Dogs and other pets must be on a leash at all
times while on the show grounds. There will be a $50 fine for any
stray dog that has been impounded by the dog warden. Upon
payment of the fine, the animal will be released in the owner’s
custody. A second impoundment of the same animal will result in
the owner being barred from the show grounds.
13. JUMP ORDER: The jumping order for the first round will be
established manually. The horses’ names are drawn individually,
starting with the first position, then working down.
14. MEASUREMENT CARDS: Owners of all Pony and Junior
Hunters must possess a USEF measurement card. These cards must
be presented to the Horse Show Secretary before the start of the
horse show.
15. AMATEUR CREDENTIALS: All Amateur-Owner and Adult
Amateurs must present their USEF cards to the Horse Show
Secretary before the start of the show.
16. DAMAGE: All owners and exhibitors shall be held responsible
for any damage incurred by them, their agents or employees to

stalls, building, and other properties on the show grounds, and shall
be billed accordingly.

18. POLING RULE: Poling or the use of offsets will not be
permitted.
19. ALL MOTORIZED VEHICLES must be operated by licensed
individuals. Minors who do not have a valid driver’s license which
allows them to operate a motorized vehicle in the state in which
they reside will not be permitted to operate a motorized vehicle of
any kind including, but not limited to, golf carts, motorcycles,
scooters, or farm utility vehicles on the competition grounds of
licensed competitions. Minors who have a valid temporary license
may operate the above described motorized vehicles as long as
they are accompanied by an adult with a valid driver’s license. The
parent(s), legal guardian(s), or individual who signs the entry blank
as a parent or guardian of a minor operating a motorized vehicle
in violation of this rule are solely responsible for any damages,
claims, losses or actions resulting from that operation,.Violations
of this rule will be cause for sanctions against the parent(s),
guardian(s) and/or trainer(s) who are responsible for the child
committing the offense. Penalties may include exclusion of the
child, parent(s), guardian(s), and/or trainer(s) from the competition
grounds for the remainder of the competition and charges being
filed against any of the above individuals in accordance with
Chapter 6. Wheelchairs and other mobility assistance devices for
individuals with disabilities are exempt from this rule.
20. NO ELECTRIC GOLF CARTS ALLOWED.
Golf carts are available to rent through Dever, Inc. on the show
grounds. Book in advance at www.deverinc.com. For more
information, contact Dever at 859.455.9586.
21. PROTECTIVE HEAD GEAR must be worn anytime riders are
mounted on the show grounds. All riders in hunter, hunter seat
equitation and jumper classes where jumping is required and while
jumping on competitions grounds, must wear ASTM/SEI approved
helmets.
22. SHARPS CONTAINERS will be provided by management.
Competition management may fine any individuals including trainers,
owners, exhibitors, or their agents up to $100 for improper disposal
of needles or other sharp disposable instruments, per USEF HJ 104.3.

24. ALL RINGS AND SCHOOLING AREAS are all weather stone
dust. Hunter rings are 130' x 275'; Grand Prix Field is 300' x 200';
Jumper Ring 2 is 120' x 300'; Hunter schooling areas are 80' x 250';
Jumper schooling area is 200' x 150'.
25. NON-HORSE STALLS will be limited to 3-1 ratio.
26. DIRECTIONS: The Vermont Summer Festival show grounds are
on VT Route 7, 1.25 miles north of the intersection of VT Route 7
and VT Route 7A, north of Manchester, VT in East Dorset.
From Albany, NY area — traveling north on I87
Take I87 north to Exit #7 towards Troy, NY. Route 7 to VT 279,
bypassing Bennington, VT until you reach VT Rte 7. Head north
remaining on Rte 7 bypassing Manchester, and on to East Dorset.
Show grounds are on your right, just north of East Dorset.
From CT or Central MA — traveling north on I91
Take Exit #6, Rte 103 west towards Chester. In Chester, take VT Rte
11 west towards Londonderry. Continue west on Rte 11 through
Londonderry, past Bromley to VT Rte 7. Turn north on to VT Rte 7
through East Dorset. Show grounds are on your right just north of
East Dorset.

2016 ZONE 1 SPECIFICATIONS (CT, MA, ME, NH, RI, VT)
In accordance with GR 1111.4: Canada & NY are contiguous states. For contiguous state points New York includes New Jersey. Contiguous
points earned in USEF/Equine Canada licensed competitions will only receive national points in USEF rated divisions.
JUDGING FOR ALL HUNTER SECTIONS: To be judged on performance and soundness, suitability to count. Horses and Ponies are not
required to jog for soundness. ELIGIBILITY FOR ADULT AMATEURS: HUNTER, JUMPER AND EQUITATION: To be ridden by
exhibitors who have reached their 18th birthday as of December 1 of the current competition year and who hold a current USEF Amateur certification. Open to horses and ponies. ELIGIBILITY FOR CHILDREN’S SECTIONS: HUNTER, JUMPER AND EQUITATION: To be
ridden by exhibitors who have not reached their 18th birthday as of December 1 of the current competition year.
ADULT AMATEUR HUNTER
Cross Entry: Riders: Riders may cross enter between the Adult Amateur Hunter and the Amateur Owner section if the rider owns the horse he
or she is showing in the Adult Amateur section. Horses: Horses may not cross enter between the Adult Amateur and Amateur Owner Hunter
sections at the same show. Horse and Rider Combination: Horse-and-rider combination is not eligible for any other USEF rated classes in
which fence height exceeds 3’0” (Exception: Equitation 3’3”, USHJA National Hunter Derby). Fence height: 3’0” with spreads not to exceed
the fence height. Courses will not be adjusted for ponies. Combinations will be permitted. Combining/Dividing Sections: May be split into
three sections: Adult Amateurs 18 – 35, Adult Amateurs 36 – 49, Adult Amateurs 50 and over. Adult Amateur Hunter sections may be combined if there are fewer than six (6) entries in a section. If there are six (6) or more entries in each divided section, the divided sections must
be held separately. Adult Amateur Hunter and Children’s Hunter may be combined if there are fewer than three (3) entries in either section.
Awards: Zone Horse of the Year Awards will be presented annually to Adult Amateur Hunter 18-35, Adult Amateur 36-49, Adult Amateur 50 &
over.
ADULT AMATEUR JUMPER
Cross Entry: Rider: Riders may not compete in any other class at the same competition where fences exceed 1.15m (3’9”) except the USEF
Talent Search Class. Horse/Pony: Horses may show at 1.40m (4’7”) or below with another rider. Horse and Rider Combination: Horse/
rider combinations may enter only one classic, if both Low and High are offered. Fence Height: 1.05m (3’5”) to 1.15m (3’9”). Combining/
Dividing Sections: Sections may be divided by age of rider or by horse/pony and may also be combined with Children’s Jumper if so stated in
the prize list. Awards: Zone Horse of the Year Awards will be presented.
CHILDREN’S HUNTER
Sections offered and requirements: Children’s Hunter Horse 14 & Under, Children’s Hunter Horse 15-17. Cross Entry: Rider: Riders

pony in either the 2’0” or the 2’6” height of the Children’s Pony Hunter sections(s) when also competing on multiple ponies in the Regular or
Green Pony Hunter sections(s). Similarly, riders may only show one pony Green Pony Hunter sections when competing on multiple ponies in
the Children’s Pony Hunter section(s) (Exception: Model and Under Saddle classes). Horse/Pony: Ponies cannot cross enter into Regular and/
or Green Pony Hunter section at the same competition. Fence Height: Small/Medium Ponies: 2’0” with spreads not to exceed height of fence.
Large Ponies 2’6” with spreads not to exceed height of fence. Combinations will not be permitted. Combining/Dividing Sections: Children’s
Hunter Pony sections may be combined with Children’s Hunter Horse sections if there are fewer than six (6) entries in a section. If there are six
(6) or more entries in each divided section, the divided sections must be held separately. The Children’s Hunter Pony may be divided by height
(small/medium and large). If there are six (6) or more entries in each height section, the sections must be held separately. Awards: Zone Horse
of the Year Awards will be presented annually to Children’s Hunter Pony-Small/Medium and Children’s Hunter Pony-Large.
CHILDREN’S JUMPER
