President’s Report
by Brian Haass
It's been quite a summer or lack thereof.
We hate to complain about to much moisture but
some hot dry weather would be a welcome sight
for sure. It has been challenging to say the least,
but as farmers, and stewards of the land, this is
something we are used to…unpredictable weather,
it’s amazing how adaptable we truly are!
The BBQ was a wonderful success fantastic
weather great crowd, great musical entertainment
by Stockdale Central. Lunch was awesome, thanks
to Hayden Taylor & company. Thanks to Rachel &
Ralph and team for organizing and making it a
great success.
I also want to extend appreciation to Dave &
Shelley Nelson and family our host for the BBQ,
you have a beautiful spot and were the most
gracious hosts.
Thanks also to our elected officials for making it
out, we appreciate your support of agriculture in
Peterborough County and will work closely with
you to make sure it is always top of mind moving
forward.
As we continue to celebrate our 75th
Anniversary, we have a Picture that we would
like ALL PCFA past and present members to
sign, it is currently at Lang Pioneer Village
Museum, please pop in during their business
hours 705.295.6694 ext 26 and ask for Karen to
make arrangements to sign. We will also have
it at our annual banquet. Our intention is that
this picture of our logo with matting signed by all
our directors will hang in the Agriculture Hall of
Fame.
We continue to work with the County of
Peterborough and Lang Pioneer Village
Museum to build a new Agricultural barn on the
site. This barn will display historical agricultural
artifacts of the 19th century rural Peterborough
and will be interpreted by staff. The goal is to
have this barn up and in operation by 2017
which is Canada’s sesquicentennial anniversary
and Lang’s 50th anniversary. This is the building
that will be home to our Agricultural Hall of
Fame.

2014 Farm Family of the Year in Peterborough County
We are excited to announce that The Greater Peterborough Chamber of Commerce is once again a
contributing partner in this acknowledgement of pride, sponsoring the Farm Family of the Year
Award in Peterborough County. This award recognizes a farm family that has demonstrated good
farming practices, an interest in the farming community, and interest and participation by the family
in its operation.
We are contacting organizations & individuals to submit a nomination of farm families whom you feel
would be worthy of consideration for this award. Self-nomination is an option too! A timeline and the
questionnaire are below for nominees to complete. Please note that where more than one family is
involved in the farming operation, the nomination should include all families. Please notify the
families of your nomination and direct them to
http://www.ofa.on.ca/about/county-federation-sites/peterborough.aspx
To download the questionnaire and submit to Karen (see mailing info below). Those families
completing the questionnaire will then be judged on the content they provide by a panel of three

Policy Advisory Committee
John Fallis
The most recent meeting of the PAC was held August 21st in Toronto.
Under the Issues Update portion of the meeting, the ongoing issues included: the Ontario Not-forProfit Corporations Act, the proposed Ontario Pension Plan, and Provincial support for Rural
Infrastructure. The Board has well defined goals and continues to work with the Provincial
Government toward workable solutions.
The algae bloom in Lake Erie that resulted in contaminated water intakes for cities was discussed.
This will put agricultural practices under closer scrutiny even though they are not the only source of
dissolved reactive phosphorous. Some background documents are:
A Balanced Diet for Lake Erie
Reducing Phosphorus Loadings and Harmful Algal Blooms at:
http://www.ijc.org/files/publications/2014%20IJC%20LEEP%20REPORT.pdf
CLEAN, NOT GREEN: Tackling Algal Blooms in the Great Lakes at:
http://environmentaldefence.ca/reports/clean-not-green-tackling-algal-blooms-in-great-lakes
The OFA has prepared a draft response however the final version has not been released.
An Ontario Court of Appeals decision has provided clarification about farm use of ATVs. For the OFA
Factsheet see:
http://www.ofa.on.ca/issues/fact-sheet/Farm-ATV-ORV-Use
If space allows, here is the hard copy:
Farm ATV/ORV Use (2014)
A recent Ontario Court of Appeal decision has reaffirmed that ATVs are not self-propelled
implements of husbandry, even when used by a farmer for agricultural purposes.
Off-road vehicle (ORV) describes a range of vehicle configurations designed for off-road use,
including all-terrain vehicles (ATVs), utility vehicles, off-road motorcycles, dune buggies and
amphibious vehicles.
By manufacturers’ agreement, an ATV is an off-road vehicle that;
o
o
o
o
has 4 wheels; where the tires are in direct contact with the ground,
is steered by handlebars,
has a seat designed to be straddled by the driver, and
is designed to carry the driver only; no passengers.
A John Deere Gator, Kawasaki Mule, Kubota RTV, etc. is a utility vehicle; not an ATV.
ATV/ORVuse is governed by the Off-Road Vehicles Act (ORVA) and section 191.8 of the Highway
Traffic Act (HTA). In general, ATVs and ORVs cannot be driven on a public road. The key exceptions
are found in section 2 of the ORVA;
 farmersdriving an off-road vehicle on the traveled portion of most roads for “agricultural
purposes”, and
 licensed trappers driving an off-road vehicle on the traveled portion of most roads for “trapping
purposes”.

Policy Advisory Committee Con’t
by John Fallis
Farmers can drive their ATV/ORV on the road, for “agricultural purposes”. Farmers, operating
an ATV/ORV on the road, for agricultural purposes must ensure that all of the following
requirements are met;
1.
2.
3.
4.
5.
the ATV/ORV is insured under an auto policy(see note below); the driver must carry proof of
insurance [ORVA, section 15],
the driver is licensed (minimum G2/M2); the driver must carry their Driver’s License [ORVA,
section 2],
the ATV/ORV is registered, i.e. it has an ORV plate [ORVA, section 3],
the driver must wear an approved helmet [ORVA, section 19], and
a Slow Moving Vehicle (SMV) sign must be on the rear of the vehicle, or on the rear of any
towed implement or trailer [ORVA, section 2].
NOTE: Insuring your ORV/ATV under an auto policy, as required by law, provides
automatic accident benefits.
Farmers with seasonal or full-time employees who operate an ATV/ORV in the course of their farm
duties, need to ensure they are in full compliance with all of the five Off-Road Vehicles Act
provisions noted above.
Section 191.8 of the HTA permits recreational ATV use only on listed provincial highways.
Municipalities can allow ATV use on their roads by by-law. Nevertheless, farmers can drive an
ATV/ORV on the road, for “agricultural purposes”, even if the road is not on the provincial list, or
included under a municipal by-law, provided that the 5 requirements noted above are followed.
Farm tractors, self-propelled implements of husbandry (e.g. combines, self-propelled sprayers), golf
carts, off-road motorcycles, road building machines and amphibious vehicles with 6 or more wheels
are not off-road vehicles.
For further information, contact your local OFA Member Service Representative or OFA’s
Guelph office. Issued July 2014
Our guest speaker was the Vice Chair of the Rural Ontario Municipalities Association, Chris White.
He spoke of common goals for ROMA and the OFA and the importance of working together.
Infrastructure, particularly as it relates to the expansion of natural gas into rural municipalities, was
one focus.
Working with organizations such as ROMA with similar interests should be a great benefit to us.
The afternoon session focussed on:
1) The 2014 Municipal Election Kit. It provides suggestions on topics for discussion with candidates
to explain what is important to the agricultural community in our area. To obtain your copy go to the
OFA Members’ Page.
2) The Cost of Community Services case study completed for Bayham, Ontario. This document
should stimulate discussion about strategies for negotiating what services should be provided from
property taxes in rural communities vs. from HST or Income Tax. It provides information on the
impacts of various types of development. I hope that the author, Ben Le Fort, can deliver a
presentation in Peterborough County.
3) A short presentation updating the Committee on the new Cabinet Ministers and Critics.
It was a very informative meeting. For more information, contact: Chair, Brian Haas; Policy Advisory
Councillor, John Fallis; Secretary, Karen Jopling; any Peterborough County Board member or
Service Representative, Brian Hancock. [email protected]

President’s Report

I would like to take this opportunity to thank the Walsh Family for hosting our 33rd annual BBQ. I would also
like to thank all our sponsors and all the volunteers that made this day such a success. We are proud of all the
4-H participants who showed their animals at the BBQ.
Peterborough County Cattlemen's entered a float in the Canada Day Parade and we were proud to take The
Best Salute to Canada Award Plaque. A special thanks to the VanTol family for putting the cow and calf on the
float and all those who participated in the Canada Day Parade.
4-H Beef Club Report
by Dave Cavanagh
It has been a busy summer for Beef members in the Peterborough Area. Northfest which is our local fitting
and showmanship clinic was held again this year on July 25th at Lakefield Fair. Thank you to the Cattlemen
for your continued support. The Peterborough Ex had 47 4H youth compete this year. That is a great
turnout, not just from our youth but several neighboring counties as well. Beef Sense was held at Trent
University for youth from across the province and thanks to several of our County Cattlemen, some very
enlightening farm tours were provided. Our County Achievement Day was held on August 18th at the
Norwood Fairgrounds and you can see our “Parade of Champions” on our Facebook and Twitter accounts.
Again this year we will be providing Bursary opportunities to local 4-H members heading off to further their
education. Please contact either Laura Robson or Dave Cavanagh for details and an application form.
The deadline is September 30th.

Advisory Council Report
by Garnet Toms
Our summer council meeting was held in New Liskeard On. We had an update on Government Relations,
check-off increase could take place as early as this fall, cow herd expansion was discussed, county issues were
tabled and I suggested that BFO needs to do research on why we have so few cow/calf producers in risk
management.
After the meetings we toured the New Liskeard Ag Research Station which I found quite interesting.
Social Media Report

Peterborough Cattlemen are now very active in both the Facebook and Twitter worlds. You can
follow us on Facebook at “Peterborough County Cattlemen’s Association” and on Twitter at
Peterboro Cattlemen @PtboCattlemen. We are trying to promote a variety of articles, local
interest topics, and businesses that promote local beef. These are 2 great places to keep up to
date on the current happenings in the local beef industry. Follow us on both and you can grow
with us as we attempt to promote local beef.

Peterborough County Soil & Crop
by Jim Buck
More than twenty five 4-H field crop members
and several soil and crop members enjoyed a
very educational and quite interesting bus tour
on Wednesday August 13. The host farms
gave us a tour of their operations and were
very impressed by the interest shown by
everyone on the tour. The majority of the group
got a first-hand look at Kale and were treated
with chips and given a plant to take home.
During our lunch break at Laver Farms we
were treated to fresh corn on the cob. Bus
tours such as this gives everyone an
opportunity to see various crops and the trials
and benefits associated with different farming
operations.
The results of the Forage Master’s Competition
are unknown at press time. Director Derrick
Weiher who organized the competition expects
the results soon in a very close competition.
For more information on this give Derrick
(1-613-242-7270) a call.
Peterborough County Agri-Notes
Following this year’s abundant supply of hay
and such a shortage of straw this could be a
good year to plant fall wheat. A good burn
down of round-up to eliminate the previous
crop and any weed problem is very essential
before planting.
After a cool and rainy August all corn and
soybean growers are wishing for a warm and
dry September to mature the crops.
For those farmers who did not participate in the
East Central H-3 project (soil sampling and
testing) this fall is an excellent time to take
samples for next year’s cropping season.
Good luck during the remaining harvest season

Come celebrate the wonderful world of native bees!
Thanks to the generous support of the Peterborough Foundation, Farms at Work is pleased to
present a day-long workshop on pollination and beneficial insects in Peterborough County!
On Saturday November 1, 2014, pollination biologist Susan Chan, will present a full day
workshop designed for farmers, landowners and concerned citizens. Susan will outline the
fundamentals of pollination, as well as habitat requirements for pollinators and beneficial insects.
Case studies will be presented, and strategies for mitigating threats to pollinators will be
proposed.
Susan has been invited to give presentations to thousands of people across Ontario, and her
extensive research is inspiring farmers and landowners to implement pollinator conservation
plans on their own properties.
Participants will each receive a copy of Farms at Work’s A Landowner’s Guide to Conserving
Native Pollinators in Ontario, and will build a nest for cavity-dwelling bees to take home for use
on their own properties.
There will also be ample time to interact with exhibitors, stewardship organizations and
businesses that provide pollinator-friendly plant material and services to landowners. If you are
interested in becoming an exhibitor, please let us know!
Spots will fill up quickly for this exciting workshop, so make sure to get your tickets early! To
