message at family day celebration
C
apt. Emmanuel L. Regio,
President and Chairman of Island
Overseas Transport Corporation
delivered his inspiring but otherwise reserved
speech during the family day celebration of
the seafarers’ families at Wack Wack Golf and
Country Club last December 6, 2008.
The event was well-attended by the
allottees whose enthusiasm and well-meaning
intentions to grace the affair and be with the
officers, managers, and employees of the
company has paid off. There were lots and
lots of raffle prizes and exciting games were
played to the amusement of the participants
and the audience.
In his speech, Capt. Manny Regio
acknowledged and thanked the many guests
who made their presence felt in the persons of
Mr. Takao Manji, the Chairman of International
Maritime Management Association of Japan
(IMMAJ) and Director/Advisor to NYK line
the biggest shipping company in the world.
He also made mention of Mr. Haruo Tajima,
Senior Managing Director of Hachiuma
Steamship Co., Capt Takuya Ebata, and Capt
Hitoshi Sekiya, of Hachiuma. Mr. Yoshinori
Arai President of Gateway Maritime Tokyo
was specially thanked for taking time out
from his busy schedule and traveling from
Tokyo to Manila for this event.
He further emphasized IOTC’s continuing
philosophy of being a FAMILY ORIENTED
company even during good and bad times as
similar activities were also held in the cities of
Cebu last September and in Iloilo last October
and the attendance of which were tremendous
on both events. From then on, he further
said “that in the future, allottee involvement
and participation in the preparation shall be
encouraged in the Metorpolitan area”. Ferrying
down the good news of such annual celebration
to their seaman husbands can even boost the
morale of the seafarers while at sea. He also
cited the numerous benefits that IOTC has
afforded their seafarers. As he quoted “ Ang
mga seaman bago umalis para sumakay ng
barko ay binibigyan ng upgrading training
courses. Habang nasa training, meron silang
training allowance, at kung nais nilang tumira
sa IOTC house sa Bicutan ito ay walang
bayad.
Kailan lang, nabigyan ng Maritime Training
Council (MTC) ang Eastgate Training Center
ng accreditation opisyal na pagkilala sa mga
training courses sa Management Level. Kaya
ngayon ang Training Certificate na ibibigay
ng Eastgate ay tanggap na kahit sa port state
control sa ibang bansa. Ito a ibibigay ng libre
na kung kukunin sa ibang training center, ang
gastos ay umaabot rin ng libong piso. Ang ating
principal (Hachiuma) ay sadyang nagbibigay
ng suporta upang makapagbigay kami ng mga

sland Overseas Transport Corporation (IOTC), in its efforts to
reinforce and intensify the branding program of the company
will soon be launching an ad campaign using the various tools of
communcation like flyers, magazines, billboards and others.
The campaign was one of the topics taken up in last year’s planning
workshop attended by the Senior and Junior Management of the
company in Tagaytay City. The Management Team proposed several
innovations, development and execution of the various programs that
will gradually enhance the public’s awareness of IOTC’s seafaring
activities and the company’s advocacy to continually adopt its
philosophy of a “Family-Oriented” corporation.

Filipino seafarer worthy of emulation by others
wherever and whenever they are.
As translated into our universal language, the
ad says: “Filipino seafarer you are one of a kind!

talent and skill. Qualities being sought
after in other countries and by
IOTC.”

icky M. Olairez hails from Baguio City and is 35 years old. He is married to
Jill K.Olairez who is currently taking up law in University of Baguio and is
teaching at Benguet Vocational School. She is a graduate of Tourism. They
are blessed with a seven-year old wonderful son, Mark Laurenz K. Olairez.
3M Olairez has been with Island Overseas Transport Corporation since year 2000.
On being chosen as campaign ad model, he remarked, “I never expected to be a model,
nevertheless, I will be exposed to different media and communication tools. Still, I
am proud to be selected from among the many to represent the company.”

It is always a pleasure to welcome the Christmas holidays.
A joyful celebration to commemorate the birthday of our Savior, it is a time for
families and friends to get together to partake the sumptuous “Noche Buena” especially
prepared for everyone, meet new faces, renew acquaintances, exchanging gifts and
attending the traditional midnight mass.
For this Christmas 2008, I am happy that kinship among the employees of IOTC has
again become evident by their participation and spending time in joining the activities
that the company has conceptualized to make the occasion a reason to remember in
the years to come. Your presence alone will all the more be a force for the company
to move forward with vigor and resolve, and together, we can make a difference on
how this Christmas would be etched in our hearts and minds.
New year 2009 is another leaf that we need to face. With the changing times,
there is so much to be done and we need to address the discord in the financial markets
that has been globally felt. However, there is also so much to hope for and with the
cooperation and commitment of people who have been with us through the good and
the bad times, we can still fly high and soar like an eagle.
Let us all join hands and walk side by side.

Christmas is the most awaited holiday throughout the year. Families have
the opportunity for a yearly reunion, attend mass together and share the
blessings for a deliciously cooked dinner complete with exchanging gifts.
As often said, there is always a time for everything and the thoughts of the
yuletide season for year 2008 are all over the country and the world. It’s a festive
mood and we should not let go every second of that moment.
This is especially true to the officers, employees and families of IOTC who
don’t fail to celebrate with us the joy of Christmas every year. The feeling of having
to share and enjoy the merry making of wives and kids of our very own seafarers
is in itself gratifying, a moment of commemorating Jesus birthday. It’s joyful and
we should treasure every minute of it.
Year 2009 is just around the corner and as we listen to the now famous line
of “global recession”, we shall confront the challenges ahead of us and with all of
your support, shall still emerge victorious. But with the volatility of the industry,
we should not be complacent in all our efforts to stand up against all odds.

quality of service that we aim to be identified with. Skills and more development

IOTC-sponsored cadets graduate Cadetship Training
Program under Maritime School Assessment Program
S
ix successful trainees for cadetship graduated last November 29, 2008 on
board T/S Felix Kapitan Oca at South Harbor Pier 13. The graduates were
sponsored by IOTC.
The MSAP Cadetship Training Program (CTP) is an officer-development
program of IMMAJ/PJMC that assists member-Principals/Manning Agents to
source-out/recruit qualified students from Philippines Maritime Schools fro
shipboard training. The program aims to help MSAP cadets to complete the
required twelve (12) months shipboard training for them to earn their respective
Bachelor of Science in Marine Transportation (BSMT) and Bachelor of
Science in Marine Engineering (BSMarE) degrees. MSAP cadets are students
of Philippine Maritime Schools who successfully passed the MSAP and who
are sponsored by IMMAJ/PJMCC member-Principals/Manning agents for
shipboard training.
For this year, the trainees were on board at T.S. Kapitan Felix Oca for three
(3) months supervised training from September 1 to November 2008. It is the
responsibility of sponsors to provide shipboard assignment with a supervised
training and monthly stipend for the entire duration of shipboard training.

Shipping industry feels global financial crunch
T
he financial and economic crises triggered by
the US sub-prime loan problem had spread
globally much more rapidly and damagingly
that prompted various business sectors to immediately
contend with the problems. The shipping industry is
not immune to the present financial downgrade that
historical indices indicated circa 1990 to be where we
are now in terms of world economy.
Evidently, several statistics show that shipbuilding
orders on German shipyards’ order books face
cancellation as financing remains uncertain and ships
already ordered by German owners may not actually
be delivered. In China, about 60% of shipbuilding
orders will fall next year and a number of cancellations
for yachts were noted.
Other factors indicative of global recession are
vessel lay ups in the London markets ranging from
120-150 containerships of 1,000 teu-3,500 teu. Maersk
Line will banish about 50,000 teu of containership

assistance upang tugunan ang pangangailangan
kung ang seaman ay gusting kumuha ng
pagsusulit sa aboard. At kung makapasa sila,
kahit hindi pa nakapuwesto, sila ay bibigayan
na ng higher license bonus. Kaya hikayatin
and inyong mga seaman na magreview habang
nasa barko at kumuha agad ng pagsusulit.
Ngayon maganda ang sweldo lalo na sa
management level. Nais kong banggitin na
meron na ngayong PRC computerized walk-in
examination. Ginaganap ito dalawang beses sa
isang lingo. Hindi na kailangan na maghintay
ng maraming buwan para lang maka examen.
Kung nakahanda pwedeng umexamen ano
mang oras. Mas marami ang panahon sa
pamilya habang naka bakasyon. Hindi na
kailangan gumastos ng malaki para mag enroll
sa mga commercial review centers.
Ang PJMCC (Philippine Japan Manning
Consultative Council) sa pakipagtulungan
ng IMMAJ, kung saan si Capt. Manji ay
chairman, ay may pinamumudmod na mga
reviewers in CD form para sa deck at engine.
Hindi na kailangang pumunta sa review

capacity and its eight ships, each with a capacity for 6,500
containers, will remain at anchor, probably in the Far East until
next summer. In other areas, about 100 containerships with a
combined capacity of 270,000 teu are currently inactive. The
industry is also saddled with sale and purchase assessment
which dramatically dropped according to Baltic Exchange which
recorded the lowest-ever levels in its history. Freight rates have
also collapsed to date as compared what they were a year ago.
As the world market suffers, production of containers and ships
were suspended due to the exceptionally low demand.
Veering away from shipping, world trade will shrink
next year, the first downturn in global commerce since 1982
according to forecasts from the World Bank. The fall in trade
volumes is being driven by a sharp drop in demand in highincome countries and slowdown in economic activity across
the developing world.
Confronted with these realities of tremendous economic
difficulties, we should exercise open-mindedness and readiness
in assessing the implications of crisis.

level. Wala na yung dating 3rd Mate, 2nd Mate
Chief Mate at Master. Ang kumpanya na ang
mag assess kung qualified ang mister niyo na
gumanap ng mas mataas ng ranko. From 3rd
mate to 2nd mate, at gayun din sa chief mate to
Master. Malaking bagay ito para sa ating mga
marino sapagkat instead na apat na examan
dalawa na lang. Mapapabilis ang promotion
at bawas pa ang gastos.
Isa pang bagay na nais naming ipaabot
sa mga mister ay ang pag kuha ng JISS
examination. Ito a licensya para makasakay
sa Japanese flag vessel. Ipinapatupad naming
na lahat ng opisyal ng IOTC ay kumuha ng
ganitong lisensya. Kailangang kailangan ito
sapagkat maraming barko na ipinapagawa
ng NYK ay Japanese Flag. At mas malaki rin
ang sweldo kapag may hawak kang ganitong
lesensya. Hindi lang yun mas madali ang
sakayan ng may ganitong lisensya. Hindi lang
financial assistance sa examen and ibinibigay
ng kumpanya. Kung may pangangailangan
kayo, bago umalis si mister o di kaya habang
si mister ay nasa barko, nagbibigay din kami
ng tulong na financial kung kailangan ng
allotee.
Nabanggit ko kanina bukod sa training
allowance, mayroon din tayong IOTC
house. Ito ay dormitoryo para sa mga
marino. Nagbibigay ng libreng tira sa mga
kasalukoyang nasa training at mga nagreview
para sa examination.
Sa mga Opisyales sa barko, na
nagppapakita ng loyalty at magandang
performance, meron ang kumpanya na staff
house sa Boracay, kung saan nagbbugay ng
vacation package as incentive. Simula January
2009, ito ay bukas na para sa mga qualified
officers. Ang mga interesado, makipag
ugnayan lang sa opisina.
As many of you is aware, there is a
world economic crisis, Maraming bansa ang
nagpapahiwating ng masamang ekonomiya.
Sa America , maraming malalaking company
and humihingi ng tulong sa gobyerno upang
ma iwasan ang pagka bankrupt, at mag bawas
ng mangagawa.
Hindi naiiba ang shipping. Kung noon
nakaraang taon ang mga shipping company ay
kumikita ng malaki, nagpapagawa ng dagdag
na barko, ngayon kabaliktaran. Kung ang
bako ay naaarkila ng 100,000 libong dolyar

at the Manila Cathedral on October 16, 2008 with some company officers
and principals as wedding sponsors.
The celebration was very formal and reception followed at Villa Immaculada,
Intramuros Manila.

sa isang araw noong july 2008 lamang, ngayon a 10,000 na lang ang
arkila bawat araw. Ang mga pinagagawang barko as ipinagpaliban na
o kinansela ng tuluyan. Sa seaman employment lalo sa ating kompanya
ito ay hindi pa nararamdaman, subalit marami ng company ang nag
bebenta o nag lay-up ng barko upang maiwasang ang malaking pag ka
lugi. Kung mangyayari ito, mababawasan ang mga barko masasakyan n
gating mga seaman. Kaya sa panahong ito ang mahalaga, ay mapagbuti
ang serbisyo upang ang trabaho ay tuloy-tuloy.
Isa pang danger ng mga seaman sa barko, ay ang pagkakaroon ng
piracy sa may Somalia. Ang huling talaan may 132 Filipino seaman and
nasa kamay ng mga pirates. Ito a lumalala araw araw. Pasalamat tayo at
wala sa mga bako ng IOTC EMC ang nabibiktima ng piracy. Ipagdasal
natin na laging ligtas sila. Maraming nagagawa ang mataimtim na
pagdarasal. Ang pasalamat lang natin na kahit nagkakaroon ng piracy
doon walang nasasaktan na mga Filipino seamen.
IOTC together with our Principal Hachiuma steamship Co, is doing
its best to provide to our seafarers the best terms possible. We hope
you encourage our seafarers to continue their good performance and
endeavor to improve their skills.
At this point, I wish to take this opportunity to thank all of you
for taking time coming to this party. We will be sending tour various
manned ships a copy of the video of this event. Bibigyan namin ng

pagtitipong ito.

The love story of Victor Rene and Maria Corazon dated back when
they were still classmates at the Maritime Academy of Asia and the Pacific
(MAAP). The friendship blossomed into love until such time that both became
3rd mate officers in their fields of operations.
Rene hails from General Santos City and is now with IOTC while Corazon
is from Cabanatuan City and is employed with MAERSK Line.
They
decided to tie the knot last October 16, 2008 at the Manila Cathedral with
some company officers and principals as wedding sponsors.
With the couple’s inert resolve to wait till the right time comes for them to
marry, theirs can be a simple “I love you” but with commitment and devotion
to reach their dreams, again simply made in heaven.

IOTC sponsored Richard I. Biantan and Demjun B. Tahum
for CHED Commission on Higher Education Bridging Program
as provided for in the recent signing of the Memorandum of
Agreement at VMA office. The two (2) cadets are the second
(2nd) batch that IOTC sponsored in cooperation with VMA
Global College.
The Bridging Program is aimed at enabling grantees
(Mechanical Engineers) to acquire a degree in Bachelor of
Science in Marine Engineering (BSMAR E) and qualify them
to board ocean-going vessels.

Declaration: Declared winner by the Board of
Judges is deemed final. IOTC will then have the
exclusive right of the winning photo which shall
be used in future publications and ad campaigns
of the company.

At the family day of the allottees of IOTC’s
seafarers last December 6, 2008 held at the Wack-Wack
Golf and Country club, I was able to converse with
two of the wives who were attentively and presumably
enjoying the program.
I took the chance to talk with them because while I
was observing the proceedings of that eventful day and
taking some photos, my mind was racing. Looking at
the faces of the attendees with their children, parents,
and friends, I could not help but asked the question on
how they would have felt inside. Their pent up emotions
on how to cope up with having to be separated from
their husbands and children for a number of months
has kept me wondering. What were the stakes? What
were the sacrifices? What were the things that they
have to give up? What were the rewards in return?
Were they worth it?
Allottee number one: “I chose not to be lonely
because our being far from each other would improve
our lives and that of our children. We need to send
them to school, and provide them with comfortable
standard of living. We always think of the positive
sides and trying not to linger on its disadvantages. The
best thing that has happened to me is that I am also a
and the winner is . . . .
working wife and I try to get busy day and day out. When
I get home, I still have to attend to the needs of my kids and
before I knew it, my tired body would beckon me to sleep.
That would be a minus one day from the entire nine months
that he would not be with us. With co-employees around
and friends, I know that we can hurdle what may come our
way. It’s all because we do love and trust each other and
family welfare is foremost in our hearts and mind.”
Allottee number two: “His being away for nine months
for me is far too long especially because we still don’t have
any children. We have been married for a number of years
but have not yet been blessed with a child. However, I
restrained myself from being lonely because we are still a
young couple and his being a seafarer, I know would give
us a better future and in preparation for maybe a bigger
family. My only consolation for not missing him terribly is
constant communication and we both maximize its utility.
We email and chat with each other intermittently and when
we do, it is as if he is just working from another side of
the city. Loneliness is difficult to overcome, but we both
managed not to let it affect our ultimate purpose.”
Now I know better, that for every seafarer working
away from home, there is a story, a reason for such distant
relationship, and yet there is happiness and glorious
moments that can happen beyond today.
A seafarer’s dream, his aim to become not just an
ordinary seaman but someone his family could be proud of
and prove that there is life beyond seafaring.

IOTC has acquired a property in the scenic islands
of Boracay with the opening of the the Tawhay Resort,
a four-story building strategically and serenely located
nearby the beach area.
The resort not only serves as a haven for the officers
of IOTC but it is also being offered as a vacation house for
seafarers’ and their families as soon as they sign-up to rejoin
after their stint on board from their various assignments.
It is available to the management level offiecrs for three
days and two nights accommodation.
Seafarers who have served and stayed with the
company for so many years will be afforded the same
amenities as that of the officers.
