Mayor Gilbert moved into the Chair in Committee of the Whole and called the meeting to order. Eleanor
MacEwen, Administrator – Brucelea Haven and Charlie Young, Administrator – Gateway Haven joined
Mayor Gilbert as the presenting Department Head.

2. RESOLUTIONS REFERRED:
City of Greater Sudbury
The City of Greater Sudbury has passed a resolution requesting the provincial government to take
immediate action and pass the legislation that will regulate and provide resources to monitor all
retirement homes and provide a safe home environment to those seniors who are most vulnerable.
Mrs. MacEwen noted that the Corporation of the County of Bruce does not operate retirement home
beds, however, there are a number of retirement homes in operation within the County of Bruce.

THE RESIDENTS
St. Patrick’s Day arrived and it was clear to everyone that this was a special day. Staff and
residents joined in the celebration by wearing green and those attending the party enjoyed Irish
music, green beer and other green snacks and drinks at the party.
DONATIONS TO THE HOME: Brucelea Haven has received $4,320 in recognition for
participating in a study last fall that was conducted by the University of Waterloo. The study
involved a three-day in home observation and calculation of time spent by staff with residents.
The study calculated the time and the validated reason for the time spent with a resident for all
staff. This study included all nursing, dietary, administration, recreation and leisure staff.
MINISTRY OF HEALTH
Brucelea Haven received an unannounced visit from a compliance advisor from the Ministry of
Health and Long Term Care. The purpose of this visit was to complete the annual review and
it was completed on March 17,18,19, and 24, 2009.
The leadership team at Brucelea Haven and Wayne Jamieson met on March 24th for the exit
interview with Brenda Gauld. At that meeting, she forwarded many compliments. She is
extremely pleased with the appearance of the residence the quality care that they receive. She
commented on the kindness that the staff demonstrate to the residents that she observed
consistently throughout her visit.
As a result of her review, there were two standards that she found to be unmet. They both are
related to nursing documentation. The first centred around individual plans of care for
resident’s toileting needs and the second related to documentation requirements after giving a
medication given upon request. For example, the nurses were not consistently documenting
the effectiveness of a medication given to a resident in response to pain, an upset stomach,
increased behaviours etc. After a medication of this type is given, a nurse must return to assess
the effectiveness of that medication. Did the stomach ache go away, did the pain go away or
lessen, did a resident’s agitation decrease.
The nursing leadership team completed a compliance plan and submitted it to the compliance
advisor on April 7th, 2009. The compliance plan included discussion and review with the
nursing staff to outline the expectations of the Ministry. A new policy was developed outlining
new practices in relation to medication evaluation. And the computerized care plan library was
changed to include new wording and phrasing to address the correct care planning
requirements to ensure individual care planning was consistently occurring.
Overall, the review went extremely well and the staff and the leadership team were
complimented on the very high level of operation that is achieved at Brucelea Haven.
BRUCELEA HAVEN SELECTED TO BE PART OF RAI PILOT PROJECT
Brucelea Haven was approached to be part of a Provincial Committee to review the progress
made with RAI MDS development. This home became involved in Phase 1 of this provincial
change in documentation practices as implemented by the Ministry of Health.
Financial funding has been issued to Brucelea Haven in March 2009. This funding, in the
amount of $26 600 was forwarded to the home in acknowledgement of participating on this
provincial committee. This money is intended to pay for all expenses related to the costs of
participating on this committee. Any unspent money by the end of the project is given directly
to the home as an honorarium for participating in this provincial work. This committee is in
place until March 31, 2010.
EFIS UPDATE
This information will update committee on the Exterior Insulting Finishing System (EFIS)
work that remains outstanding at Brucelea Haven.
A letter signed by Mr. Wayne Jamieson was sent to Michael Monteith Enterprises Limited.
This letter finalized that all warranty obligations have been completed in both Gateway Haven
and Brucelea Haven.
The design related repair work remains outstanding at Brucelea Haven. There has been
difficulty finding contractors with experience to repair this type of exterior stucco-like
insulation.
Monarch General Contracting has provided a quote of $6 500 plus GST to complete all EFIS
repair work. That quote has been approved by Wayne Jamieson through the Purchasing Policy
and that this expense will be as a Capital Expense and be paid for from the existing “Building
Reserve” in the 2009 Budget. This is not an additional cost to the existing draft budget.
Bill Dietrich, Environmental Services Supervisor is coordinating a time for this work to be
completed.
BULLYING IN THE WORKPLACE
Eleanor MacEwen attended a one day workshop entitled: “Bullying in the Workplace”. This
workshop was sponsored by OANHSS and was extremely well done and reflective of Long
Term Care.
The information will be beneficial in policy development and education within the Home. The
Home Connection Committee is working at drafting a new Mission Statement for Brucelea
Haven and that mission statement includes the importance of respect. In addition, staff training
will outline what bullying is in the workplace and all the negative impacts in can have on an
individual and an organization. And finally, policy development which includes zero tolerance
to bullying in the workplace will complete the cycle of operational change. As suggested at
this workshop, Bullying in the Workplace needs to be monitored and evaluated by the Health
& Safety Committee and treated as importantly to ensure staff safety exists.
It is anticipated that coordinating staff education, policy development and a new expectations
into the day:day operation of the home that a new culture to emerge at Brucelea Haven which
will be true to a new mission statement, visions and values
The following is a draft version of the new changes to the Mission Statement, Vision and
Values of Brucelea Haven.
Mission: It is the mission of Brucelea Haven to care for and act in a respectful way towards all
residents who are entrusted to our care, to each other as co-workers and to all guests of our
Home. DRAFT

believed that respect is the basis for all human interaction and all operational decisions.

Donations from CFOS Radio Christmas Fund. Every year Gateway Haven and
Brucelea Haven are recipients of a donation from the CFOS Christmas Fund Broadcast. On
March 12th Charlie Young, Administrator visited CFOS and received the $225 donations
from the radio station. The presentation was featured in the weekend March 14th edition of
the Sun Times.
Staff & Resident / Family Satisfaction Surveys Distributed Annually Gateway
Haven surveys its residents for “customer” satisfaction as well as uses this feedback in its
Continuous Quality Improvement measures in improving its service to the residents and
families associated with the Home. The survey is compiled in house and conducted with
the assistance of the Activation staff, volunteers and family members with each residents.
This is a Ministry requirement and the 2009 survey for GWH is being conducted and due to
be completed by May 31st. Also bi- annually Gateway Haven conducts a general staff
satisfaction survey and again for Continuous Quality Improvement measures this survey is
invaluable in improving our working relationships with staff.
Both surveys are being conducted and are to be completed by May 31st. A copy of these
surveys accompanies this report. Results will be compiled and reported in a later report to
Committee.
Crosswalk for GWH Residents crossing Frank Street Since June 2006 the Residents
of Gateway Haven have requested a crosswalk be installed in front of the facility that will
enable them to cross to the other side of Frank Street as well as give them wheelchair
access to the sidewalk that leads to the downtown core of Wiarton.
This request was presented to the Highway Committee on June 12 , 2008 and the
Committee were in agreement for a cross walk to be constructed on Frank Street and the
Engineer was instructed to obtain costing and report back to Committee with Costing and
from which budget it will be funded . Brian Knox and Charlie Young have had numerous
conversations on this and recently Brian Knox informed GWH that though the issue had
not proceeded beyond the June 12th date of submission to Committee, he will give
attention to this issue and follow through on the decision at the Committee last Spring.
PET THERAPY ENHANCED AT GATEWAY . Kristine Macdonald and her dog
“Murphy” are bringing joy to the hearts of many residents at the Gateway Haven . A full
news paper article on this exciting enhanced service to our residents appeared in the local
Wiarton Echo newspaper. A Copy of this article is attached to this report.
M’Wikwedong Aboriginal Awareness and
Spiritual awareness is a relatively new
program started in the fall of 2008 and
offered at Gateway Haven. There are five
native residents at our Home who along with
many of the other residents enjoy Tashynna
RN who comes to Gateway Haven twice a
month and teaches the culture, history as
well as provides native drumming for the
pleasure and the experimentation of our
residents.

lovingly pets Murphy, the standard poodle that visits the home weekly.

Macdonald and Murphy completed
their qualifying 12 tests in Barrie and
a specific kind of dog is used in training for this type of work.
“I would have to redo the testing if
I wanted to continue doing this with a
different dog,” she added.
As Macdonald and Murphy continue their visits, they brighten the days
of everyone they come across.
“For as much as you give, they
(seniors) give you so much more
back,” Macdonald said. “It is so
rewarding.”

CADET ARRIVES AT WIARTON

Cadet Brandon EARNEST is the latest person to arrive at Bruce Peninsula O.P.P.
Brandon an Owen Sound resident was attending Georgian College in the Police Foundation
Program before being hired as a Cadet.
Brandon is still attending school part-time and
enjoys sports as well. “Brandon is a welcomed
addition to the detachment”, says Sgt. Mark
Young.

A local couple’s neice continues
on her mission to walk for kidney
dialysis.
Bernice and Peter Pew of
Oliphant will be joining their
neice Sherry Welsh during her
walk from Backus Heritage
Conservation Area, Port Rowan,
Ont. (Lake Erie) to Tobermory in
April.
The second annual walk will
start on April 4 and is estimated to
end in Tobermory on May 2.
It will trail through many places
including Harrietsville, Wingham,
Paisley and Red Bay.
Last year, Welsh, president of
South Brant Lions Club, walked
640 km from Port Rowan to Lions
Camp Dorset, near Huntsville
Ont.
It is the only camp in Ontario
that caters to people and their families on kidney dialysis.
The walk, which was in memory Kidney Disease patient Karen
Manary Klassen, took 35 days and
was called Karen’s Quest, “to
bring sunshine to those on kidney
dialysis.”
The goal of the walk was to
bring awareness to Organ and
Tissue Donation and the Kidney
Foundation of Canada.
After the walk, Welsh went to
Lions Camp Dorset to present a
check of over $45,000 for a new
water system in the medical centre
at the camp.
She hopes to raise more money
for the camp on her walk this year,
which will take about 29 days and
is roughly 500 km.
Welsh said the money raised
will be donated to the tennis
courts, play ground and swimming pool at the camp, which all
need work.

whispered things to him and rubbed
his chin until he was falling asleep.
Though he loves visiting everyone,
he gives an unimpressed look when
he has to go on the elevator, one thing
he does not enjoy.
Charlene Cornfield, recreational
leisure manager at Gateway,
expressed how important these visits
have been to the residents there.
“They will sit in their rooms and
wait because they know he’s coming,” she said. “He’s a four-legged
angel.”
Cornfield continued to say how
much she appreciates Macdonald
coming in every week.

Kristine Macdonald and her dog
“Murphy” are bringing joy to the
hearts of many residents at the
Gateway Haven Nursing Home in
Wiarton.
On Wednesday, April 1,
Macdonald and Murphy, who live in
Pike Bay, walked around visiting residents in their rooms, something they
do together weekly.
“We’ve been doing this for about
seven weeks,” Macdonald said. “I
wish I had started years ago.”
As they weaved in and out of the
different rooms, the love the residents
at Gateway have for this dog was
immediately noticed.
The special 6-year-old standard
poodle is calm and quiet, with big
