Training for zonal
magistrate conducted
YINGKIONG: Training for Zonal Magistrate for Upper Siang
District for the purpose of ensuing Simultaneous Poll was conducted in the Conference Hall of
the Office of the Deputy Commissioner, Yingkiong on 26th
March last. All the Zonal Magistrate participated the training.

Basar appealed the entire Magistrate to Coordinate and supervise the Polling Personnel of the
respective Zonal jurisdiction for

ADC convenes meeting with contesting
candidates
NAMSAI: A Meeting with the
contesting candidates and the
election agents was convened
in Addl Deputy Commissioner’s
Chamber on March 26 last at
3.30pm under the chairmanship
of R.O cum ADC Ravi Jha. The
meeting was attended by SDPO
and Assistant account expenditure observers of 46- Chowkham,
47- Namsai and 48- Lekang. Addressing the gathering the ADC
cum R.O Ravi Jha stated that
the obligation of false statement
in relation to personal character
or conduct of a candidate or his
candidature will be punishable
under section representation of
people’s Act 1951.Scheduled for
verification of the cash registered
for 46- Chowkham, 47- Namsai
and 48- Lekang was also circulated which has to be verified by
the Assistant Expenditure observer of Chongkham, Namsai
and Lekang constituency. Legal
provision with respect to election
expenses was explained .It was
also informed that the abstract
of election expenses along with
part 4 affidavits are to be submitted to the DEO within 30 days of
the date of declaration of election result. The candidates were
also explained to manage all
their election expenses to a separate Account which they have
opened exclusively for election
purpose. The payment exceeding to Rupees twenty Thousand
has to be compulsory made in
cheque, draft, RTGS/NEFT only
.They were also advised that
they or their agents should not
carry more than 50 thousand in
cash. Symbols were also allotted
in the meeting. He said that the
campaign should be conducted
in a good spirit without any animosity among candidates and
parties.

representatives of all political parties
here at DC’s Conference Hall, Yupia
to discuss the certain issues of election process.
The Observer stressed on conducting a free and fair ensuing election’2014 and requested all stakeholders to maintain spirit of democracy and
help election process to complete successfully. He also requested the parties to comply with guidelines of Election Commission of India model code

The election General Observer for 16 Yachuli (ST) and
17 Ziro Hapoli (ST) Assembly Constituencies Muthukumaraswamy B, IAS visited hypersensitive and critical
polling stations of 17- Ziro Hapoli Assembly constituency
today.
Earlier he also visited critical polling stations of
16 Yachuli AC on March 24 last. Later in a meeting convened by the DEO for all the sector magistrates, nodal officers, flying squads, static surveillance teams and vvts,
the General Observer interacted with all the appointed
officials for the ensuing elections. He advocated for a microscopic monitoring of the communication plan and reiterated the need for 100% connectivity during the polling
day. He also instructed the flying squads and ssts to take
moderate view while on surveillance duty and be free of
any biasness towards any individual or any political party.
Proper dispersal of force should be monitored to ensure
law and order in the district. He sought cooperation and
assurance from all to prevent any cases of re-polling.

PASIGHAT, March 26:
HK Behera, IAS, Election Observer (Assembly) today visited Sille-Oyan and
Ruksin Circles and inspected a few polling stations falling under 37-Pasighat
West Assembly Constituency.
He was elaborately briefed about the poll preparedness being done by
EAC Ruksin and CO Sille-Oyan. He directed the Officers andMagistrates to
strictly adhere to the Election Commission guidelines to ensure free and fair
polls. He also directed them to remove those posters, banners and flags of political parties which were noticed by him during his visit to Ruksin on the road and
roadside trees and government premises. He also instructed the officers to keep
close watch on transaction of liquor, distribution of money and use of muscle
power. He also insisted on imparting training to the voters about the use of EVM
so that they will familiarize with the use of EVM while actual casting their vote on
9th April, 2014 next.
PPA candidate Tamat Gamoh has withdrawn his nomination and while the
nomination of BJP Muk Pertin from 39-Mebo has been rejected by the DEO.

candidates and representatives of
political parties today at the chamber
of the DEO Tahang Taggu(DEO) in
the presence of SP Anto Alphonse,
ADC Kanki Darang, EAC (Election)
Orin Lego and others.
General Observer Pramod Kumar Das urged all to follow the rules
prescribed by the ECI and ensure the
free and fair conduct of elections in
the 5 assembly constituencies. He
made a request to all political parties to ensure the training of their
agents regarding their duties and
warned them not to take the law in
their own hands. He added that any
worries, grievances, apprehensions
etc should be registered in the helpline no 223185 so that they could
be resolved within the prescribed
framework of the law. The observer
also briefed the gathering on MCC,
issuance of permission for vehicles,
processions and public meetings,
date and time of EVM preparation
and candidates’ role in it etc.
Expenditure Observer Sudhir
Kumar, stating the ECI’s wishes of
providing equal opportunity for all
candidates in the electoral process,
said that expenditure of all candidates
would be monitored and so urged
them to maintain proper records. He
also stressed on the provision of correct information and maintenance of
a true and correct account by the contesting candidates.
DEO Taggu explained the
Model Code of Conduct to all present
and warned against the use of any
unlawful means on the polling day.
He also informed on the authorization given to the candidates to enter
polling stations on the polling day
and advised them to follow the rules
and not create any problems. Taggu
also sought support of all regarding
requisition of vehicles for movement
of polling personnel and materials to
the 244 polling station in the 5 constituencies. The RO (Daporijo) Kanki
Darang explained on the important
aspects of conduct of elections like
appointment of polling agent, counting agent, election agent- their rights
and duties and rules to be followed at
the close of the polling.
AALO, March 26:
The third and final phase of training to Polling Personnel got underway at Aalo Club. Attending the programme, M.K.
Sahoo, District Election Officer West Siang said that the training is necessitated up to the third phase as we are preparing for a simultaneous poll and to acquaint the polling personnel with new guide lines of ECI. He asked the Presiding
Officers to be careful on data entry in prescribed format and not make haste in their works that may badly affect the long
drawn exercise. He assured to provide mobile hand sets and digital cameras for few critical polling stations to keep in
touch on the day of poll. The randomization of polling personnel is likely to be completed by today and due care has
been taken for posting of women and aged officials in election duties. He disclosed that Postal Ballot will be received
up to 28th March and casting of vote on postal ballot will take place from first week of April at DPO’s Office.
The Master Trainer Dege Ete, PD DRDA and Henrik Basar HDO touched all crucial areas where mistakes can
be committed giving emphasize on form 17-A in detail through power point presentation. The Training Observer, Nyali
Ete, DFO was also present on the occasion.
Comply with the ECI’s guidelines for conducting free and fair elections: Observer
TAWANG, March 27:
The ECI’s General Observer for three
assembly constituencies of Tawang
district S.S. Pattanashetty, convened
a meeting with representatives of all
political parties here at DC’s Official
Chamber on 26th last and appealed
to all to cooperate and comply with
Commission’s guidelines for conducting free and fair election in the district.
The Observer stated that all
political parties should strictly follow
the MCC for which they should read
the booklet and guidelines. “Anyone
taking law into their own hand shall
be dealt with the utmost action”, said
Pattanashetty urging all stakeholders
to maintain spirit of democracy and
help election process to complete
successfully.
Appealing the candidates to
co-operate and comply with the Commission’s guidelines, the Observer
said that the responsibility of creating
a conducive atmosphere for conduct
of a free, fair and peaceful election
equally lies on the candidates and
their supporters. They should keep
confidence with the election machinery and cooperate in the conduct of
fair and free election.
He also explained in detail the
rules and regulations put in place for
the monitoring of expenses by parties
during the election.
Earlier, DC cum DEO Abhishek
Dev dealt at length on the Commission’s guidelines, issues and the various preparedness measures taken
for ensuring successful conduct of
elections in the district.
Drawing the attention of the
candidates towards violations of the
Model Code of Conduct, Dev urged
them to ensure that they and their
party members strictly adhere to the
guidelines in order to facilitate peaceful and ethical voting.

Dev urging the Political Parties to cooperate the administration in successful conduct of ensuing simultaneous
poll of Parliamentary and assembly
elections in the district.
Dev also explained about the
legal provision with respect to election expenses. He insisted on giving
expenditure of the political parties on
prescribe format on regular basis on
rally, political meeting, posters, banners and expenditure on print and
electronic media. The candidates
were also explained to manage all
their election expenses to a separate
Account which they have opened exclusively for election purpose.
He also appealed all political
parties to take prior permission from
the DEO for any road show, rally or
political meeting. The use of unauthorized posters, banners, defacement of public property and plying of
vehicle for election purpose without
permission should be avoided.
Further Dev mentioned that
the SSTs and Flying Squads are actively monitoring the violation of MCC
in the district. “All preparations are in
place and the employees entrusted
with election work are working round
the clock on a war footing to ensure a
smooth election”, said Dev.
Superintendent of Police Nupur Prasad asked the candidates to
submit Worry List (if any) to the district
Police for redressal in order to create
a conducive atmosphere for a free
and fair poll. She also urged the Parties to cooperate them in maintaining
law and order and assured that every
possible security would be provided
to conduct free and fair election.
“Don’t take the law into your
hands. Respect the democratic institution and co-operate & comply with
the security measures put in force.
”, said Prasad urging the candidates
and supporters to refrain from ‘selfpolicing’. She further informed that
the FS and SST are already engaged
in patrolling all throughout day and
night. In addition to this there are police check gates operational at various locations across the district.
The political parties too raised
their problems and clarifications pertaining to MCC, expenditure recordings, bank and cash transaction, etc.

World Theatre Day
World Theatre Day is the creation of the International
TheatreInstitute (ITI). It is celebrated annually on the 27th
March by ITI Centres and the international theatre community.
Various national and international theatre events are organized
to mark this occasion. One of the most important of these is
the circulation of the World Theatre Day International Message
through which at the invitation of ITI, a figure of world stature
shares his or her reflections on the theme of Theatre and a Culture of Peace. The first World Theatre Day International Message was written by Jean Cocteau (France) in 1962.
It was first in Helsinki, and then in Vienna at the 9th World
Congress of the ITI in June 1961 that President Arvi Kivimaa
proposed on behalf of the Finnish Centre of the International
Theatre Institute that a World Theatre Day be instituted. The
proposal, backed by the Scandinavian centres, was carried
with acclamation. Ever since, each year on the 27th March
(date of the opening of the 1962 “Theatre of Nations” season
in Paris), World Theatre Day has been celebrated in many and
varied ways by ITI National Centres of which there are now
almost 100 throughout the world.
Each year a figure outstanding in theatre or a person
outstanding in heart and spirit from another field, is invited to
share his or her reflections on theatre and international harmony. What is known as the International Message is translated into more than 20 languages, read for tens of thousands
of spectators before performances in theatres throughout the
world and printed in hundreds of daily newspapers. Colleagues
in the audio-visual field lend a fraternal hand, with more than a
hundred radio and television stations transmitting the Message
to listeners in all corners of the five continents.

As human ‘exodus’ took placed
in the past in Tibet region especially
in and around Sangpo Valley, the Hari
group of community also migrated
from south Tibet region and attempted to cross, traditionally known as
Chengi Lengi Geka (a cave passage).
The other community of the present
Arunachal also called it Porok Lepo.
When this group had tried to cross
over, the two brothers Bindung and
Bingley faced a hurdle. A giant creature named Tachang Palwng akin to
Chinese dragon posed an obstacle in
crossing the passage. On trial, a dog
was pressed into the cave passage
but it ate up the dog. So two brothers went back to the main land and
aligned with the Monks and hired a
sharp sword through it they killed that
creature and made headway for their
safe passage to present territory. This
passage way or passes located beyond Gelling circle, the last administrative outpost of Arunachal Pradesh
near Mac Mohan line.
After crossing over, a series of habitation in Siang and in
and around Subansiri basin, the
same group of Bindung and Bingley
crossed the mighty Subansiri at Pwik
rabge little above the present Daporijo. Among the sons of Ato Niya, the
group of these clans traces its origin
from Hari- Riku- Kupe- Paley- LejaJangu to Nguri, Nguha and Nguva.
The Nguri group comprises of Golo,
Goyee, Gumdu, Gumru, Nguri, Charu,
Patey, Tado, Tayo and Tania. The
second group of clans viz Takey, Tai,
Rare and Nade, claims themselves
as descendant of Chera but their siblings Tayer and Tadar are recognized
with their present names but owe allegiance to same Chera ancestor. The
Nguva group of brothers are believed
to have intermingled with certain other areas like Nacho Sub-Division of
Upper Subansiri district, Tali areas of
Kurung Kumey and Menchukha and
Manigaon areas of Menchukha SubDivision under West Siang district.
Nguha’s descendents can be
traced and shown as: Nguha- Harang- Rwingche- Cherum and Chera.
Cherum, a larger group of clan now
prominently settled in their permanent bastion spread in 13 villages of
Payeng circle located at left bank of
Subansiri river under Upper Subansiri
are elder to Cheras whose separation
was caused at hands of nature probably the demons work. The Cherums
at present zealously preserving and
protecting the territory left by their
Chera brothers with a hope that a day
will come when their brothers will put
a hold in the territory once again.
A large stone measuring
about 50 feet height popularly known
as Uei lengne had played a mysterious
role in separation of the two brothers.
The Cheras had to face the brunt from
this stone that turned to Mittun during
the night and damaged the standing
crops of Chera’s agriculture fields. On
chase, the mitthun disappeared on
reaching at the stone site. This unkind
mystery forced them to perform a rite
and to leave the area by crossing the
opened a new chapter for reunion
process of two brothers. A long plan
and interaction programme remained
immaterialized due to immature departure of pioneer of the clans like
late Tadar Tang, Chera Talo and Tadar Taniang. Their initiation has paid
a bearing, ultimately that two brothers
officially united on fall of blessings
from those great souls in the New
Year of 2010. They ventured with
great emotion by a joint visit on Uei
Lengne and won the nature by sheer
will and determination. This stone had
mighty Subansiri river and pushed towards western part of Subansiri and
settled in Koloriang, Nyapin, Mangio,
Yazali and Sagalee areas. In fact, the
result of phase-wise migration made
the clan to settle at lower side, otherwise their main habitation was in upper belt.
Except the oral history, the
two separated brothers remained out
of social touch till mid seventies but
modern development of road communication, education and media had
been the central figure of separation
and now their reunion and hence the
history has beckoned the past.
These two clans belonged
to extremely fearful fighters and valorous in nature and it can be traced
from their Binjuk (commentary) that
clan members had never been temable. “Ane bindung ham dungdung
hibe ngo, Aabe bingle ham laley hibe
ngo, Chengkhe machak ham yochak
hibe ngo, yamter udung ham yobung
hibe ngo, lengbyo ta’he ham mwikhe
swingle hibe ngo”. It says that for
valorous job the clan never withdrew
its aim. To do it the words of mother
and father had no bondings on them.

into usable tobacco. The clans hardly surrender its objective and victim
has always been the opponents. The
commentary is nothing but the degree
of their capacity to do extreme things
with great courage and endurance.
The second annual meet at
Jote from 5-6 March’2014 reaffirmed
their origin and the clan members
paid floral tribute to their great ancestors and immediate ancestors like atu
Nguha- Harang- Rwingche and pioneers and past mentors late Tang, Talo
and Taniang. The programme was piloted by untiring spirit of young man
Shri Tadar Zaman, an orator of great
caliber and master in Nyshi dialogue
and led the crowd to pay homage to
great ancestors. The primary duty
of Cherum and Chera would be the
erection of memory pillar, construction of replica of Uei lengne and creation and establishment of CherumChera lapang somewhere in capital
area. The prime duty of each individual will be to avoid wrong matrimonial
relations by spread of knowledge of
clan’s genealogy among the youths.
The patrons of chera, viz Tadar, Tayer
and Cherum contributed their views
for a common platform and to strive
for communities resurge and cherish
the goals set by pioneers. On interaction with seniormost elder of the
community the chairman of Cherum
Chera Welfare Society Shri Tader
Talar had spelled that the ancestor
of Atu Nguha cannot be erased and
Cherum and Chera brothers’ common interest need to be resolved in
the same name of Nguha.
Among Cherums, the
clans or sub-clans like Haging, Baring, Malling etc., are so closely knitted brothers. There is no separate
society and separate picnic programme among the Cherums and
strict sense of unity is prevailing
whereas among Cheras, there are
separate societies and separate annual programmes. Shri Denny Maling the leader of Cherum clan asserted that on advent of modernity,
this unity will gain new order and
appealed Chera brothers to follow
system practiced by them and work
for a common platform to strengthen
the sense of brotherhood.
And yet another elections sans issues
Like in the last many elections,
the twin-elections for the 2-member Parliament and 60-member Assembly in
Arunachal Pradesh is sans any issues
whatsoever concerning the people of the
state. History is evident that in our young
state elections had never been fought
on issues. This is a rather sad reflection on the poor health of Democracy in
the state. Elections should essentially be
fought over important issues which are
in the interest of the voters. Having unwillingly crawled past the wrong side of
50, I have been a witness to many elections both Assembly and Parliamentary
but I must admit that I had never seen
political parties racking up any issues
during the elections. Interestingly, the
important issues like the mega dams,
unemployment, education and healthcare are more pronounced during the
normal times when there are no elections. I am yet to understand why even
the opposition candidates hesitate to
raise these pertinent issues during the
election which is the right time to make
the right noises. But there is a problem
here. The unique and peculiar feature or
characteristic of Arunachal politics is that
there are hardly any opposition parties. It
has been witnessed time and again that
those candidates who get elected from
other political parties other than the ruling
political party, eventually join the ruling
party unabashedly making a mockery
of the much glorified Democracy in our
state. This sad and uncalled for trend has
been going on since incipience of Democratic institutions in the state. The reason
is not far to locate for this shameful and
unfortunate practice. Every elected leader of all parties wants to remain in the
good book of the ruling party and silently
weave a dream of getting a Ministerial
berth. I feel that an Assembly without a
strong opposition cannot effectively address the problems and aspirations of
the people. It also demeans and belittles
the Democracy for which India is known
all the world over. Paradoxically, even the
moneyed leaders who have enough of
everything tend to be associated with the
ruling party and never attempt to form a
strong opposition. The reason is simple.
They too want to get richer. It is also being observed in our state that those who
have accumulated some money and
have a good number of mithuns and traditional beads and belong to a dominant
clan eventually choose politics as a career and never think of starting an industry, open a School, a Hospital or invest in
some social work. Becoming an MLA is
seen as the most lucrative business with
scopes to make quick and easy money.
If every rich person wants to be an MLA
then who will take care of the many social causes of our young state?
Another sad aspect we witness
during elections in Arunachal is the lack
of principle on the part of the political
leaders. They will put even the chameleon to shame in terms of changing their
colours. I myself have seen the same
candidate contesting from not less than
7-8 different parties in different elections.
There is absolutely no value for a political
party in our state. Of course, the ruling
party matters a lot for obvious reason.
Even now, there is a morass of confusion
as to who is contesting from what party.
I often wonder when our political leaders
will mature to respect their respective political parties. A government will be stable
only when they learn to respect their parties and their principles. Of late, political
instability has been Arunachal’s nemesis. The main and the primary reason for
this is the total lack of principles amongst
the leaders. They seem to be ready to do
anything for money and power. But this
does not augur well for a healthy Democracy. The elected leaders must learn to
be loyal to their loyal voters and remain
in the party from which they had been
elected by their voters. But sadly, it’s not
to be in Arunachal Pradesh. After every
election, the elected candidates change
parties with disdain and act as if nothing has happened. These are the leaders who sully the name of the hallowed
Democratic institutions and Democratic
setups. All said and done, this sudden
Assembly election along with the Parliamentary election must have caught
many elected leaders including Ministers
unaware. The poor new entrants into
electoral politics had no or little time even
to introduce themselves to their voters.
However, the people had by and large
welcomed the decision of the state government to have a simultaneous election.
Some have even called this a masterstroke of the former HCM Nabam Tuki.
The government employees are the happiest because they need take the trouble
twice as the election is happening in one
go. Though the final scrutiny is yet to be
done, this time there is a sort of record
number of contestants. But disgustingly
again, there are only a few women candidates. I don’t know when will the major
political parties in the state start issuing
tickets to aspiring women candidates?
The 33% reservation for women is still a
myth and is gathering dust for want of implementation. Esteemed readers please
do not expect me to add spice to my
present article as I normally do at other
times. Being in the government, now I
am under the watchful eyes of the ECI.
There are strict strictures under model
code of conduct due to which we have
to be extra careful in our use of words
and language. My article is just a commentary on the electoral process of our
state seen through my eyes over the
years. Bu I must say that I am sad because the stereotyped political scenario
and the election processes in our state
has remained static which is indicative
of the fact that Democracy is not vibrant
and well-functional in our state. A mass
awareness is the need of the hour. More
young and educated people with new
and innovative ideas should start joining
politics like in other states.
In Arunachal Pradesh, elections
had always been akin to festivals. People do not talk of any political issues but
talk about who has slaughtered how
many mithuns, cows, pigs etc. They also
discuss about who has spent how much
money. But these days elections have
become little prosaic sans sound, fun
and frolic thanks to the restriction on too
much spending imposed by the powerful ECI. The candidates concentrate on
house to house and person to person

contact instead of huge rallies and meetings. About who is going to win is difficult to tell because this is a real feasting
time for the gullible voters. Who is supporting whom is difficult to ascertain as
the same person can be seen hurriedly
emptying his glass of apong and munching something furiously in all the houses
of all the candidates. Liquor is flowing
like rivers. Most of the people I meet are
fully boozed and talk only about drinks.
The poor voters do not cook their meals
at home these days as they get their
choicest meals at the houses of all the
candidates. Sometimes I seriously feel
that the ECI should specify the number
of mithuns, pigs and cows to be killed
for meat. Though they come under traditional laws, they are bought and sold
in terms of money which is calculable.
What do these poor creatures know
about elections? The time has come to
minimize the killing of animals.
The most unfortunate trend in
our hitherto peaceful state is that during
the last few elections, some hooligans
including some contesting candidates
have resorted to violence and other
unfair means which should be arrested
at the earliest before it is too late. This
abominable culture of violence is a new
development in our state. In the past the
elections used to be very peaceful. The
candidates and the voters must realize
that election is just a Democratic process
and there should be no scopes for settling
old scores or harbor personal vendettas
against one another. They should take
the election like any other game wherein
some win and some lose. They should
never attempt to vitiate the atmosphere
during and after the elections. Personally, I am not at all interested in knowing
who wins or loses but wish to see a free,
fair and peaceful election. Let us learn
to accept defeat with dignity and victory
with humility. May the best win and may
the whole electoral process is smooth
and peaceful, free from the obnoxious
smoke of hatred, jealousy and chaos.

Sealed bid offers under TWO BID SYSTEM are hereby re-invited by the Govt. of Arunachal
Pradesh from eligible commercial permit holders under DGCA, India (Non-scheduled category) including Joint
Venture Consortium of one Indian NSOP Holder (Non-scheduled category) Operator with any other Indian/outside
Company having tendered type of helicopters, for WET LEASE of one twin engine large 26 seater (MI-172/MI-171
or equivalent type) helicopter of latest technology / latest version, not older than 10 years of age as on the date
of opening of tender, for passenger flight service in Arunachal Pradesh and adjoining areas under 75% subsidy
scheme of Ministry of Home Affairs, Government of India, for an initial period of 2(two) years with option of renewal/
extension for another one year with mutual consent subject to continuation of subsidy support by the Ministry of
Home Affairs, Government of India, in prescribed bid form and proforma:1.
Approximate utilization of flying hours will be 1200 hours per year, i.e. 100 hours per month for lifting of
passengers, VIP, VVIP, patient etc. in Arunachal Pradesh and adjoining areas. Bidder shall obtain necessary permission from DGCA, India for the offered helicopter as may be required for operating in India.

Bidder is to deposit Bid Bond (Earnest Money) of Rs.100.00 (one hundred) lakh in the form of Bank Guarantee as specified in the Detailed Tender Documents.
Other terms and conditions and technical parameters required for the helicopter/Bidder are specified in the Detailed

WHEREAS, in view of the directives of Hon’ble Supreme Court of India to computerize TPDS, the Digitization of ration
card as a part of End to End Computerization of TPDS was commenced from the date of formal launching of Arun ePDS in the
District Centre at Papu Nalla , Naharlagun on 12th April 2013.
WHEREAS, huge number of bogus ration cards have been detected in due course of digitization of ration cards data base
while capturing family details like biometric finger prints, HoF photograph, Present & Permanent address proof (EPIC/ electricity
bill/ telephone bill/land allotment/HoD recommendations) etc.
WHEREAS, the existence of multiple ration cards in a single house hold is the main reason for downsizing of issuance
scale of PDS rice @15 kg per RC/month/household for last several years.
Now therefore, all the Bonafide Consumers of Itanagar Capital Complex are hereby informed to get their ration card
digitized on or before 11th April 2014 at the Arun ePDS centers located at Naharlagun, Itanagar and Banderdewa on completion
of one year of computerization of PDS in the state capital region. Thereafter, no manual ration card shall be entertained for the
purpose of drawing of PDS items. The sub-allocation to Fair Price Shops will be auto generated from the Arun ePDS system and
consumers will be benefitted by availing 35 Kg of rice per family/ration card/ month w.e.f. April’2014.

16.1 Period of MCCMCC comes into operation in
the Constituency from the day of announcement of Election Programme.
16.2 Objective (i) To develop for maintaining
a healthy and peaceful atmosphere
conducive to the conduct of smooth
elections.
(ii) To provide level playing
field for all political parties and candidates.
16.3 Publicity
(i) Provisions of MCC, Illustrative list of DO’s’ & DON’Ts’, Legal provisions electoral offences and corrupt
practices and ECI’s directions may be
explained in the meetings with political parties/ candidates.
(ii) R.O. to give copies of ECI’s
directions to candidates at the time of
nominations.
(iii) Wide Publicity through
print/electronic media etc.
16.4 Be pro active -check misuse
of
(a) Official vehicles of Government/PSUs (b) Government Building
(c) Government Officials/Machinery.
16.5 Important Aspects of the
MCC- DO’s & DONT’s (ECI No. 464/
INST/2007-PLN-l dt. 07-01-07)
16.5.1 On Welfare schemes and
governmental works:
(i) Announcement of new
projects or programme or concessions or financial grants or promises
thereof or laying of foundation stones,
etc., are prohibited.
(ii) These restrictions apply
equally to new schemes and also ongoing schemes. The commissioning
of such schemes will be done by civil
authority without associating political
functionaries and without any fanfare
or ceremonies.
(iii) Even if a budget provision
has been made or the scheme has
been sanctioned earlier or a reference
to the scheme was made in the address of the Governor/budget speech
.the schemes cannot be announced/
inaugurated/ taken up while the MCC
is in operation.
(iv) No fresh sanctions for governmental schemes should be made.
(v) Review by political executives and processing of beneficiary
oriented schemes, even if ongoing,
should be stopped.
(vi) No fresh release of funds
on welfare schemes and works
should be made or contract for works
awarded without prior permission of
the Commission. This includes works
under the MP /MLA Local Area Development Fund.
(vii) No work shall start even if
work orders have been issued before
the MCC came into effect. However, if
a work has actually started, that can
continue.
(viii) There shall be no bar to
the release of payments for completed work(s) subject to the full satisfaction of the concerned officials.
(ix) Prior approval of Commission is required for schemes like
providing relief to people suffering
from drought, floods, and pestilences,
other natural calamities or welfare
measures for the aged, infirm etc.
However, ostentatious functions are
not allowed.
16.5.2 Ban on Transfer/ Appointments
(i) From the announcement of
election programme no officer / official connected with election work or
likely to be deputed for election work
not to be transferred.
(ii) Transfer orders issued prior
to the date of announcement but hot
implemented till the announcement
should not be given effect without
specific permission from EC1.
(iii) No appointment/promotion
in Govt./PSUs shall be made without
prior clearance of ECI.
(iv) Officers connected with
election work should not remain at the
place against the Home District and
3+ policy.
16.5.3 Conduct of Government
Servants (ECI No. 62/84 dt. 6.11.84
and Sec 129, 134 and 134A of RP Act
1951 and Civil Services (Conduct)
Rules)
(i) No Government servant can
take part in political activities -He shall
be guilty of misconduct under the relevant service rules.

R.P. Act, 1951, he shall also be additionally liable to penal action.

A. Illustrative list of DO’S :(i) Ongoing programmes,

measures to the people in areas affected by floods, drought, pestilence,

(iii) Grant of cash or medical
facilities to terminally or critically ill
persons can continue with appropriate approvals.
(iv) Public places like maidans must be available impartially to
all parties / contesting candidates for
holding election meetings. So also
use of helipads to ensure a level
playing field.
(v) Criticism of other political
parties and candidates should relate
to their policies, programme, past
record and work.
(vi) The right of every individual for peaceful and undisturbed home
life should be fully safeguarded.
(vii) The local police should be
fully informed of the venue and time
of the proposed meetings well in time

not be used for election propaganda,
including speeches, posters, music
etc., on electioneering.

bribery, undue influence, intimidation
of voters, personation, canvassing
within 100 meters of a polling station,
holding of public meetings after campaign period is over and conveyance
of voters to and from polling stations

way of protesting against their opinion
or activities shall not be resorted to.
(xii) Subject to the local laws,
no one can make use of any individual’s land, building, compound wall,
vehicles etc. for erecting flag staffs,
putting up banners, pasting notices
or writing slogans etc. without specific
permission of the owner. The specific
permission will be shown to and deposited with the DEO.
(xiii) No disturbances shall be
created in public meetings or processions organised by other political parties or candidates.
(xiv) No procession along
places at which another party is holding meetings.
(xv) Processionists shall not
carry any articles, which are capable
of being misused as missiles or weapons.
(xvi) Posters of other parties
/ candidates shall not be removed or
defaced.
(xvii) Posters, flags, symbols or
any other propaganda material shall
not be displayed in election booths of
candidates on the day of poll or near
polling booths.
(xviii) Loudspeakers shall not
be used either before 6 a.m. or after
10a.m. and without prior written permission of the authorities concerned.
(xix) Loudspeakers shall also
not be used at public meetings and
processions without the prior written
permission of the authorities concerned. Normally, such meetings/processions will not be allowed to continue beyond 10.00 p.m. in the night
and will be subject to the local laws
and other relevant considerations like
festival season, examination period,
etc.
(xx) No liquor should be distributed during elections.
(xxi) On the day of the poll,
no person having security cover shall
enter the vicinity of a polling station
premise (within 100 meters) with his
security personnel. Further, on the
day of the poll no such person shall
move around in a constituency with
his security personnel. If the person
happens to be a voter also, then he or
she shall restrict his/her movementto voting only.
(xxii) No person having official
security or private security guards for
himself, shall be appointed as an election agent or polling agent or counting
agent.
(xxiii) Grants/payments out of
discretionary funds shall not be sanctioned.

Encouraging report on
Scouting and Guiding activities
have been received from the
Ziro Higher Secondary Schools.
The strength or the scout troop

Company 28. The troops were
given special training to enable them to show their worth
in the Sixth National Jamboree
held at Bombay from the 27th
to 31st December, 1970. Special classes were taken for such
items of Jamboree, as cooking,
camp fire, hiking, rope crossing etc. The Scouts and Guides
were also made to work in the
vegetable garden in the morning and they earned a sum of
Rs. 134.50 from this effort. They
also earned a further amount of
Rs. 1,09.9.74 by building a fish
pond and page wire fencing.
The money was spent in procuring their uniforms, etc. This
is indeed a laudable job.

I.
GENERAL :
1.
All the dealers/contractors are required to apply for registration under Arunachal Pradesh Goods Tax Act, 2005 if their annual turnover is
5 lakhs and above. Failure to do so will attract penal provision. Even if the turnover is less than 5 lakhs, the dealer can voluntarily apply for registration.
2.
After registration under VAT, the dealer/firm has to file returns quarterly/monthly if the Annual Turnover is below Rs. 1.00 Crore and file
returns monthly if it is above Rs. 1.00 Crore.
3.
Every return should be filed before 28th of the succeeding month. Delay in return filing shall invite Penalty @ Rs. 100.00 per day from the
next day of the scheduled date. If at all the transactions are NIL, the firms/dealers are still required to file returns as per scheduled period.
4.
Entry Tax should be paid either before or at the time of entry of goods at Govt. designated banks through challan FF-07 under Head of
Account “0042-106-Tax on Entry of Goods into Local Areas” or at Border Facilitation Counters (entry check gates) respectively.
5.
VAT should be paid before 28th of the succeeding month unlike return filing.
6.
Non-payment of Entry Tax and VAT in the scheduled time shall invite 24% simple interest per annum.
7.
There is no provision of Road Permit under Arunachal Pradesh Goods Tax Act, 2005 and Rules thereunder. DG-01 is declaration by the
transporter and cannot be treated as road permit.
8.
Input Tax Credit (ITC) can be claimed only on Tax Invoices.
9.
The dealers/firms already registered under Arunachal Pradesh Goods Tax Act, 2005 are directed to submit PAN card to their concerned
Superintendent (Tax and Excise) as PAN Card is mandatory for registration.
10.
The dealers applying for registration are requested to write the applicant name as mentioned in their PAN Card.
11.
The dealers/firms are directed not to change the location without prior permission from the concerned Superintendent. If at all he/she
desires to change the location, he/she should apply in Form RF – 02 for amendment of the same citing valid reasons.
TAX DEDUCTION AT SOURCE (TDS) :RESPONSIBILITIES & LIABILITIES OF DDO’s/PERSON RESPONSIBLE FOR DEDUCTION OF TAX AT SOURCE.
1.
The concerned department who is liable for deduction of tax at source shall have to apply for the allotment of a Tax Deduction Account
Number (TAN) in prescribed Form FF–17 before the Sales Tax Authority before the deduction of tax. This can now be done online through the website “www.
aruntax.nic.in”. The TAN issued earlier has to be surrendered to the concerned Superintendent and need to apply online in fresh.
2.
The Departments should award tender works only to those who have registered under VAT. If at all awarded, the DDO should ensure that
the awardee gets his/her firm registered under Arunachal Pradesh Goods Tax Act and Rules, 2005 before payment of bills/cheques/drafts, etc.
3.
TDS should not be deducted @ 4% (Simplified Accounting Method) until and unless the Contractor/firm submits Certificate under TDS
(FF-15) issued from the concerned Superintendent. The normal rate of tax for Works Contract is 12.5%.
4.
TDS for supply works shall be as per the items mentioned in the schedules mentioned in Arunachal Pradesh Goods Tax Act, 2005. Simplified Accounting Method is not applicable for supply works.
5.
In the event of no deduction or less deduction, the person responsible for deduction shall be held personally liable and responsible.
6.
In the event of delay or failure to deposit tax within the prescribed time, the person responsible for deduction shall be held personally liable
and responsible.
7.
The person responsible for deduction is required to deposit into a designated bank by the appropriate challan (Form FF-08) under Head
of Account “0040” the amount so deductible and deducted within 10 days from the expiry of the month in which the deduction is made.
8.
The person responsible for deduction is also duty bound to issue TDS certificate in Form FF–13 in duplicate together with an attested copy
of the challan to the person concerned from whom the deduction was made within 07 (seven) days from the date of deposit.
9.
No tax has to be deducted at source (TDS) for purchases from dealer of outside the State and in addition, the department has to pay the

10.
In the event of failure to comply with the provisions of the Act, the person responsible for deduction shall be made personally liable by way

11.
The person responsible for deduction is required to intimate the details of the contract within 15 (fifteen) days of the signing of the contract

12.
The person responsible for deduction is required to file a return in Form FF–19 within 02 (two) months from the end of each year before

In pursuance of above directives, it is hereby strictly prohibited selling/serving of liquors at Hotel, Restaurant, Clubs and other establishment to any
one whomsoever may be. Further it is also ordered that during the “DRY DAY” all the liquor shops/Bar etc shall remain closed.
Any body found violating this order shall be prosecuted as per the law.

Itanagar shall be temporarily made available for holding public meeting/ rally and mega events on first come first basis subject to the following conditions
upto 7th April, 2014 or till the time election campaigning is declared closed officially as per the guidelines of ECI: a.
The availability of I.G. Park and allotment to organizations/ party on request shall be on equitable basis.
b.
Any meetings or rallies shall be subject to the provisions of the Model Code of Conduct (MCC).
c.
The use of sound/ PA system shall be subject to standard norms.

World TB day observed
ROING, March 26:
The World TB Day with a theme
“Reach the 3 Million - Find, Treat,
Cure TB” was observed in a befitting manner at Kasturba Gandhi Balika Vidyalaya, Dambuk on March
24 last. On the occasion, a rally followed by a public meeting was held
in which teachers and students of
KGB Vidyalaya, Dambuk enthusiastically participated in the World TB Day
Procession. Essay and poster writing
competition was also conducted for
both junior and senior categories for
school children.
Dr. S. J. Mitapo, District TB
Officer in his welcome speech has
highlighted the objectives behind the
observation along with the key notes
on World TB Day and Revised National Tuberculosis Control Programme
(RNTCP). He also explained various
necessary steps required to control
TB from the District. He explained in
detail about DOTS in RNTCP and its
mechanism of functioning. He also explained about TB and its Diagnosis and
Treatment under RNTCP Programme.
He also informed that Sputum Microscopy was done free of cost and good
quality anti TB drugs supplied free
of cost to TB patients for full course.
He informed the public present in the
meeting about the performances of
DTC, Roing since setting up of the
RNTCP in the district. He also informs
the gathering about implementation
of DOTS Plus Services in the District
and said, “TB is a killer disease but it is
curable”. He also urged upon the Public, Teachers and Students to spread
this message through out the district
to Stop TB from their life time.

Borah, EAC, Dambuk appreciated
the District Health Society (RNTCP),
Roing for organizing such awareness
camp on Tuberculosis and its control
programme. He also spoke on TB and
urged upon the gathering to help the
health department in eliminating the
disease from this earth by spreading
the message.
Dr. A. Yirang, District Medical Officer, Roing spoke in breadth
and length regarding the observation of the WORLD TB DAY and also
explained to the gathering that such
type of activities will spread message,
knowledge and preventive measures
to every one to be healthy and mentally alert, so that anyone can judge
himself and get screened for disease
like TB.
The meeting ended with vote
of thanks from Dr. A. Perme, Medical
Officer, CHC Dambuk. Principal, Govt.
Hr. Sec. School, Dambuk, CDPO, BM,
Apex Bank, Dambuk, D. Deb, DMEIO
and RNTCP staffs were present in the
programme.
DEO hold meeting with representative of political parties
SEPPA, March 26:
The DEO cum DC, Tarin Dakpe had a meeting with
election agents and representative of various political parties in DC’s Chamber, Seppa today. General

observer F.Daniel, IRAS and SP, Apang Tamut
among others attended the meeting.
DC, Tarin Dakpe explained all about the
model code of conduct and role of polling agent for
free and fair, peaceful election. He said that there
wouldn’t be forceful voting, inducement use muscle
power, impersonation, any type of disputes and disturbances etc during polling day. He urged the politi-
cal parties for corruption free election. He informed
that the 144 Cr.Pc. in place at township for movement of people from 10 pm to 4 pm for maintenance
of peace and tranquillity.
General Observer Shri Surender Kumar, IAS
appealed the candidates, agents and workers to all
political parties to be abided by the model code of
conduct and added that it is our collective responsibility for all of us for peaceful election.
Expenditure Observer F.Daniel, IRAS also
informed about the expenditure limitation of candidates and throw light on maintenance of expenditure accounts and register.
Apang Tamut, SP informed that out of 2760
arm licence issued, only 344 nos. deposited so far
which is on alarming situation. Added that police are
working out how many of them were not procured
gun having license and are out of district and then
regular cases shall be initiated to non-deposited for
non-compliance of the directives.
D.Lama EAC (Eln) informed that training
shall be imparted to polling agents of all political
parties.
Meanwhile, Mama Natung declared unopposed, INC candidate unopposed from 11-Seppa
west (ST) Assembly Constituency.
DEO calls meeting with the candidates
CHANGLANG, March 26:
The DEO, Changlang Ms Chanchal Yadav, IAS called a meeting with all candidates of political parties, Changlang,
today on the cases of party, candidate
posters, banners etc. being affixed ordisplayed on Government premises
here at DC’s Conference hall.
The DC said that cases are
brought to her notice that posters
and banners displayed on Government premises which are in violation
of The Arunachal Pradesh Prevention
of Defacement of Property Act 1997
and Model Code of Conduct issued
by the Election Commission of India
which is enforced w.e.f 05-03-2014.
No wall writing or posters, banners or
defacement in any other form or erecting, displaying of cut-outs, hoardings,
banners, flag etc shall be permitted on
Government premises including civil
structures therein, she stressed.
She said that the banners, posters and flags put up in private premises
should be an act of free will and not
extracted by any pressure or threat
and such banner or flag should not
create any nuisance to others and a
photocopy of the voluntary permission
in writing obtained in this connection
should be submitted to the Returning
Officer within 03 (three) days of putting
up the flags and banners.
The DEO asked all the political
parties to display posters, banners etc
in the designated places and instructed
that all the posters affixed at the places
other than the designated area be removed immediately by the Candidates
themselves at their own cost to avoid
any action on this regard. She warned
to take necessary action as per law
against concerned persons/ candidates/ parties in case any violation
is noted. A notice was also issued to
all candidates/ political parties, Changlang in this regard.
The meeting was attended by
the members of all the contesting parties.
Meanwhile, Hamjong Tangha,
the BJP candidate from 52-Changlang
South (ST) Assembly Constituency,
yesterday and Khumrel Lungphi, an
Independent Candidate from 49-Bordumsa Assembly Constituency, today,
submitted their Notice of withdrawal
of Candidature before RO, Changlang
and RO, Bordumsa respectively.

After the end of withdrawal date, finally three candidates for 2-East Arunachal Parliamentary Constituency namely Tapir Gao (BJP), Ninong Ering (INC) and Wangman Lowangcha (PPA) will contest for Lok Sabha Seat.
Karikho Kri (INC) and Dr. Mohesh Chai (BJP) will contest for 44th TezuSunpura Assembly Constituency seat. For 46th Chongkham Assembly Constituency C.T. Mein (INC), Sotai Kri (BJP), Chow Rajanam Namchoom (Independent),
Soto Thalai (Independent); 47th Namsai Assembly Constituency Chow Zingnu
Namchoom (INC) and Chow Tingthika Namchoom (BJP); 48th Lekang Assembly
Constituency Chowna Mein (INC), Tape Bagra (BJP), Bida Thaku (PPA), Pike Tulu

Candidates were also requested to furnish their worry list to enable the
election machineries in planning for deployments accordingly. Till date three FIRs
have been lodged for violation of Model Code of Conduct, 8,520 vehicles have
been checked and 30,111 persons were frisked, informed the Superintendent of
Police, Tezu.
Meanwhile, the total numbers of seized IMFL have gone up to 35130 bottles (2843 hard drinks, 32247 beers, and 40 wines).
