1 President’s Corner February 2016 Hello Goldhounds, It appears we have a few days of warm weather ahead, which in turn magnifies our cabin fever, so we’re off in all different directions hunting for that elusive gold nugget. Whether you’re panning, sniping, or using a detector it’s time to get out. The weather will change quickly and we’ll be stuck at home again. The rivers are running high so take a close look at areas higher up on the banks, often over-looked areas. The snow level is keeping us out of areas we would like to hunt so we’re looking in elevations of around 3000 ft. A lot of old river channels run around 3200 ft, so that's where we’ll be for a while. I've talked a lot about digging because to work virgin ground is a miners dream. Knowing that miners of the past have not worked an area gives us hope for larger nuggets, or of greater amounts found. I've been a couch potato like you for the last month or so and after hiking down in a canyon a few days ago, it feels like it. Suffering from sore legs and back you and everything else, but it was good to get out. The sun was warm, the air was cool, what a great weekend. I'm hoping you get a chance to get out and burn some of that stored energy, cooling the affects of cabin fever, like me you'll be glad you did....Bring all those big nuggets to our meeting, we never get tired of seeing gold. Going for the Gold a little slower and a lot wiser...... El Presidente Mike Cyndy’s Meeting Notes Mike called the meeting to order, and asked how many first time people we had there. There was about 6 new people there for the first time. I was called up to talk about our Bear River outings, and took a vote from everyone that was there. Looks like 2 we are going to have 2 outings this year! One in May, and one in October! Yahoo! We had also gotten our first batch of jackets in. Boy, do they look nice! If you would like to order one please contact me, Cyndy Burchard, with the size (sizes) that you want to order. The jacket’s are black with a yellow miner inked on the back, and a vinyl hound on the front. The cost is $45 each and we still need 7 more ordered to make up a full order. Our guest speakers for the evening were Uncle Fuzzy and Mike Matus who gave us a great talk about the World Gold Panning Championships that will be held in Placerville, CA the week of Sept. 11-18, 2016. Uncle Fuzzy told us the history of the World Championships and showed the video made to market the competition. He also had some very exciting news. Those large flat Farrie gold pans are not the only pans you can use for the competitions. They have different categories (for competitors and pans), just like we do for the State and National competitions every year. And anyone can sign up to compete! So, consider signing up and representing the USA, yourself, or the club! Mike Matus told everyone how much excitement there is in the air, and fun there is to be had at the World Championships. You will have a chance to meet other people from all over the World, and see just how fast other people are able to pan for that yellow metal (GOLD) as well! Remember this is a once in 20 years or more, event to have happen in the USA, and it’s going to be at the Fairgrounds in Placerville, CA this year! The dates are Sept. 11 thru Sept. 18, 2016. For the whole week! They will also be needing volunteers to help out with set up and take down, and a lot of other positions to make this all move smoothly. Just like we do, for the State and National Championships, which will be on Labor Day weekend (Sept. 3-4, 2016) this year. We moved the States and National Championships to Labor Day weekend this year, due to the World Championships being for the following 2 weekends. That way everyone will have a chance to go to the World Championships as well. Thank You Uncle Fuzzy and Mike Matus! There will be more information on the World Championships later in this newsletter. We had our drawing, with quite a few winners of wonderful prizes, and then it was time for clean-up and heading home. What an interesting meeting! By the way, our speaker for the February meeting will be Scott Harn. He will be talking about the Gold Summit and the Bill he help to write that was sent to Congress. Should be very informative. It is on Monday, Feb. 15th at the Mt. Vernon Memorial Park, 8201 Greenback Ln., Fair Oaks, CA. Time 10:00 AM-2:00 PM. “Rain or Shine”! This is a fun and educational event. We usually teach 75 – 100 kids this one day! Hope to see you there!! March 26-27th- Easter Weekend, The NUGGETS will also be teaching gold panning at the Roseville Rock Rollers’ 54th Annual Show Gem, Jewelry, Fossil and Mineral Show this year. This is held at the Placer County Fairgrounds in Roseville at 800 All American City Blvd. Saturday 10:00 AM-5:00 PM, Sunday 10:00 AM-4:00 PM. “Rain or Shine”! This is a very busy event. So we would like to have a lot of help, so everyone can get a break at some point. There is a lot to see, they have a kitchen set up for food, and fun stuff at the kid’s junction too! There are cards with more information on the table. Hope to see you there! April 16 & 17- The Gold Summit is happening this year! It will be at the El Dorado County Fairgrounds, 100 Placerville Dr., Placerville, CA. Saturday 10:00 AM-5:00 PM, Sunday 10 AM-4:00 PM. There are hourly lectures on different subjects, about 80 booths and demonstrations, and The NUGGETS will be teaching gold panning. If you want to help The Nuggets let Ray Dodds know. His contact information is above. The Goldhounds usually help out on Friday also with unloading vendor’s merchandize, setting up, and take down on Sunday after closing, along with security during the event. There are 4 places that will be needing security. A couple of them may have a space for 2 people. The security positions are for 1 & ½ hours at each position. Before going to your position, please check in at the Goldhounds booth with Cyndy. If you can only make it for one day, that is fine. Your help will be needed! If you would like to help out with this event, please contact Cyndy. She will need for you to sign up and give her your shirt size for your free T-Shirt from ICMJ, for helping out. Chris has worked for precious metal mining companies conducting both surface and underground operations, and has a degree in Mining Engineering from Nevada's Mackay School of Mines. He is an individual prospector who has been searching the hills of California and Nevada for many years, finding some nice gold and gems on many occasions. Chris is based in Reno, Nevada. 7 Leonard Melman is our Financial Columnist. Leonard has been reporting on the financial markets for the Journal, with an emphasis on precious metals, since January 1986. Leonard draws on his previous experience as a securities and commodities broker, and he's reported on mining operations on four continents. He's also been a frequent speaker at mining investment conferences in Canada. Leonard lives in Nanoose Bay, British Columbia, Canada. Don Robinson is a Senior Writer for ICMJ's Prospecting and Mining Journal. He has over thirty years of full time mining, including underground and open pit placers, and hardrock under his belt. He has served as a consultant, manager and superintendent of various projects, and he was also an assayer for Goldfields, Nevada. Don co-founded the Mother Lode Goldhounds, a California non-profit minerals education corporation, is a California licensed blaster, and former National Champion in gold panning. Charles Watson is President and Chief Geologist for Advanced Geologic. Charles has over 30 years of academic and professional experience. He is a Qualified Person as per Canadian Instrument 43-101 and a California Professional Geologist. Steve Herschbach is a Senior Writer for ICMJ's Prospecting and Mining Journal. He is a life-long Alaskan, and an avid prospector and detectorist since 1972. He is a member of the Alaska Treasure Seekers, Chugach Gem & Mineral Society, Alaska Miners Association, Nevada Mining Association, and Northwest Mining Association. Dr. Thom Seal is a Professor of Mining, Mineral Processing and Metallurgical Engineering and the Director of the Institute for Mineral Resource Studies at the Mackay School of Mines in Reno, Nevada. He is the former manager of metallurgical technology and was senior metallurgist for Newmont Mining. He is a professional engineer and mineral process engineer, and a qualified person as per Canadian Instrument 43-101. 8 George Wheeldon is a Professor of Geology, teaching at Folsom College in northern California. He has been a resident of northern California's geographically diverse and scenic El Dorado County since the early 1960s. There, he has pursued his boyhood passion for discovering how "stuff works" as he says, and especially for uncovering the secrets of Earth's foundation -- rocks. Ongoing: In addition, there will be an Ask The Experts booth throughout Saturday & Sundaystaffed with experts in panning, detecting and mineral processing. Bring your questions! There's a suggested donation of $2 (with all proceeds going to Public Lands for the People) but a donation is certainly not required! Kid's Activities: The Motherlode Goldhounds will have gold panning available, and a kid's scavenger hunt is free of charge. Additional Hands-On Training Classes Our H-3 (underground lode mining) Hands-on training class on Monday, April 18., has sold out. There are a few spaces remaining in our H-1 and H-2 (above ground placer) mining classes on Friday April 15, and Monday April 18. The cost is $20 for subscribers to ICMJ's Prospecting and Mining Journal; $45 for non-subscribers. (You can sign up online here.) Pre-registration is required, and those who register will receive a map, a list of what to bring, rendezvous location, etc., in the mail. (Note: Classes are held on private property. Attendees will meet in Auburn at7:00am, then drive up to the training site together, arriving at approx. 8:00am. Expert instructors will teach panning, power sluicing (highbanking), and detecting for those who bring a detector. Power sluicing stations will be set up and available to work in small teams after the instruction portion concludes. There will also be a full trommel operation running several times throughout the day for those who wish to see how to set one up. Class runs from 8:00am to 4:00pm. Other Activities Gold Bug Park and Mine. Located just three miles from the Mining Summit, Hangtown's Gold Bug Park and Mine in Placerville includes two hard rock mines, a stamp mill, mining museum and blacksmith shop. This 1850 hard rock mine is well-preserved, with thousands of pick marks on the walls and ceiling, giving testament to the grueling, back-breaking life of a hard rock miner. Gold Bug Park is located at 2635 Gold Bug Lane, one mile off of Highway 50 at Bedford Avenue in Placerville. For more information, contact the park at (530) 642-5207 El Dorado County Mining Museum. The El Dorado County Mining History Museum will be open for the Mining Summit. 9 The museum houses a large collection of mining artifacts and a wealth of information, including an extensive collection of digitized photographs and historical maps of mining claims. The museum will be open from 10am - 4pm Friday through Sunday, and it's conveniently located at the Placerville Fairgrounds, 100 Placerville Dr., Placerville. The museum requests a donation of $2.00 per visitor. Marshall Gold Discovery State Historic Park If you haven't been there before, no visit to the area would be complete without a stop at the site of Sutter's Mill where James W. Marshall discovered gold in 1848. The day-use areas are open from 8am - 5pm, and the museum is open 10am - 5pm. The park is located in Coloma, about 18 minutes north of the Placerville Fairgrounds on historic Route 49. More Information Follow the event on Facebook and invite your friends. P.S. Available in print and online. ____________________________________________________________________ 10 Judge Ochoa Stays CEQA Ruling in Remarkable Court Proceeding In San Bernardino Superior Court, Judge Gilbert Ochoa candidly admitted that the mining community is being denied justice in his own courtroom by deferring a decision on the CEQA case. In what amounts to a judicial olé, Judge Ochoa is kicking the can down the road until the California Supreme Court rules on the Brandon Rinehart case. -PLP Editor Comments from Attorney James Buchal: This morning was the scheduled time for Judge Ochoa to hear and rule upon CEQA and Administrative Procedure Act challenges to the Department’s FSEIR on suction dredging, as well as the time set for a hearing on a motion for summary judgment (and the Department’s counter-motion for judgment on the pleadings) concerning the question whether AB 120 and SB 1018 were unconstitutional for violation of the “one subject” rule in the California Constitution. The hearing was delayed because the Judge was in the process of preparing his tentative ruling (poor quality camera copy attached—I’m still at the airport): he would not decide anything; everything would be stayed pending a ruling in People v. Rinehart. I was given the opportunity to contest the tentative ruling, and pointed out to the Judge that while there was some limited overlap between the federal preemption issues and the CEQA arguments, the “one subject” case had nothing to do with People v. Rinehart. I explained that we were in the process of getting water quality permits or waivers, but even if we got them, the unconstitutional provisions of AB 120 and SB 1018 would still require certifications about birds, noise, wildlife and historical/cultural issues, such that we could not get suction dredging permits even to run under the restrictive 2012 regulations. Striking down AB 120 and SB 1018 would remove all legal obstacles (other than water quality certifications) to the Department’s issuance of permits under the 2012 regulations without regard to any federal preemption issues. I was interrupted in midargument as I then strayed into the merits of the CEQA baseline argument (which also has nothing to do with federal preemption). At the end of the hearing, after hearing from the Department, which reversed its earlier position that we needed to decide these issues, I said that of course the Department and Tribe were happy for delay, that justice delayed is justice denied, and this was unfair. The Judge remarked that he agreed with my last observation, it was unfair, but there was nothing he could do about it. 11 Whether or not a federal court will recognize the extraordinary nature of our treatment in the California courts as, in substance, a concerted effort to frustrate federal civil mining rights, remains to be seen. This morning’s developments are certainly more evidence in support of that position. James L. If you go into the campground with another group, ahead of our group, you need to come out with that group and get in line to go in with our group (Mother Lode Goldhounds). We like for our group to go in together, after our Outings Director has gone in to inspect the campgrounds and tape off the areas. It would put you at the head of the line! World Gold Panning Championships 2016 It's time for another gold rush! Gold panners from around the world agree, and will head to Placerville and the El Dorado County Fairgrounds in September. The World Gold Panning Championships will take place there from September 11th to the 18th. The event is expected to draw hundreds of international competitors from over 22 countries around the globe, along with a large and very competitive group of locals from all over gold country and the United States. The weeklong event, El Dorado County Gold Week, will be festive, educational, colorful, and is sure to showcase the skills needed to compete at this level. The championship will open with a parade of nations on Main Street in Placerville, and it just gets better from there. Expect music, people in 1849 costumes, educational stations for students, gems and minerals, craftspeople with handmade treasures, dancing, and a wide variety of food, along with much more, including the legendary Studebaker Wheelbarrow Races. Excursions to Coloma to see the Coloma Players and the historic Sutters Mill, Gold Bug Park in Placerville, the wine country, Historic Main Street Placerville, and Apple Hill just start the list of things to do when you're not watching the world’s best panner’s finding gold in their pans. An impressive list of community sponsors has signed on for the event. Spearheaded by Richard “Uncle Fuzzy” and Joyce Mason, the organizing committee has been working since early 2013 to bring the Championships back to the California's gold country. Wheeldon, P.G., Emeritus Professor of Geology [email protected] Professor Wheeldon’s Geological Sauntering Society – 2600 Consolation Ct., Shingle Springs, CA 95667 Course Topic Description: This sauntering class meets at EDC for lecture on April 29 and May 13th, with a field trip on May 6-8. There are 12 hours of lecture and 36 hours of lab. The Sauntering class will consist of a trip to the Reno/Virginia City area of Nevada and there will be a 3-hour pre and post class sessions and 3 days of field classes touring modern gold mining operations in Nevada. The pre-trip class is on Friday, April 29 and will include an introduction to the gold occurrences and mining operations past and present in the state of Nevada. Field trip details will be discussed, and information regarding meeting times and places will be handed out, along with maps. On Friday, May 6, 2016 the class will visit the Mackay Silver Collection, mining exhibits, and mineral collections at the University of Nevada, Reno - Admission to the museum is free. On Saturday, May 7, 2016 the class will examine the geology and mines of the Virginia City Area. We will also take a train ride on the Recently Restored V & T Railroad, from Virginia City to Carson City. On Sunday, May 8, 2016 the class will visit historic Silver City to observe past and present silver mining 16 and milling activity.
