National HFMA will be sending out via email the annual survey in October. The survey will include all chapter members with the exception of chapter officers, directors and members of less than six months. Please take the time to complete the survey as the feedback is very important to the chapter and to National. Your feedback will inform chapter leadership on what you like and where we can improve. Our goal is for all members to have a rewarding and informative HFMA experience. The education committee is excited about this event that will bring you a full morning of updates from NYS DOH and HANYS. Along with these updates, the committee will introduce to you a special speaker that our chapter leaders heard at HFMA’s Leadership Training Conference (LTC) earlier this year. They were so inspired; they wanted to bring the message back to our membership. Four diverse afternoon breakout sessions will be held following lunch and then we will wrap up the day with a happy hour. Be sure to come and join us, we believe it will be one of our best events this year! As the autumn months progress into (do I dare say?) winter, be sure to watch your weekly email updates for several upcoming community service events. It’s a great time of year to participate in volunteer activities and get to know other fellow HFMA members at the same time. The program was packed with many educational sessions which were very beneficial to all who attended. A cocktail reception kicked off the event featuring Tommy John, Major League Baseball legend. Mr. John gave a presentation the following day which featured his life as a baseball player, what motivated him to succeed and how he persevered through injuries. A captivating presentation was also made by Captain James Lovell, Astronaut and Commander of Apollo 13. The stories recapped by Captain Lovell about the mission into space and the teamwork on board the aircraft were inspirational and amazing. As you can see from the pictures in this newsletter, a highlight of the Region 2 Conference was the cheesy 80’s cover band, “Velveeta”. HFMA would like to thank all those who attended and supported the conference. It was a huge success. Page 5 2012 Golf Tournament With the looming threat of all-day rain, this year’s Golf Tournament dodged the clouds and was a great success. 52 golfers in total came out to Ravenwood Golf Club in Victor, NY - congratulations to the winning team of Tom Ford, Charlie Andrews, Kevin Segerson, and Dom Frisicano! HFMA Member Since: Job: Responsibilities: Been employed there since: 2008 Interim CFO, RGHS & VP - Finance Lead finance teams, overseeing all operational finance aspects for eight affiliates of Rochester General Health System. 2008 The best part of my job is: The people I work with! Sounds cliché, but without good people, nothing else aligns. I joined HFMA because: It’s a great organization! The resources have been invaluable. My favorite food is: My very first job was: The best advice I ever received was: Potatoes – if I could survive on carbs alone, I would! Part-time retail customer service clerk while in high school. Put your best effort forward in everything you do, and find a way to get paid to do what you love. The rest will come. My family includes: Husband Brian, daughter Deanna and two pocket beagle puppies (one year olds). My hero/mentor is: I’ve been fortunate enough to have two of them in my professional career; I was able to work directly for both of them and developed lots of insight and leadership skills from them. They know who they are! If I’m not at work, you’ll find me: What I’m Most Proud of: Hobbies: A book I would recommend: Benefits realized from my involvement in HFMA: Home, where there’s always plenty to do! But I love to travel. My family – and thank goodness they still keep me around :) Reading and decorating. The Last Lecture, by Randy Pausch… puts everything in perspective. The opportunity to learn and focus on healthcare finance has been great, and the networking / peer partnerships I’ve developed have really been second to none! Page 8 Batavia Downs Social Event On Friday October 5, members from both the Rochester and Buffalo Chapters of HFMA met up at the Batavia Downs Casino for a night of fun, food and horse racing! In addition to the 12 horse races, we were also given a $10 voucher to play the slots. The competition between members to win their horse races was fierce. Mary Mahaney from the Buffalo Chapter won many times during the various races. John Veloski, also from the Buffalo Chapter, won the first 'exacta box' (he picked three horses to win) in Race 2 and won $24.80! In Race 6, our own Roberta Spezzano won a whopping $4.30 when she picked Joker's Wild to win! Richard McMullen, also from Rochester was also a big winner in Race 7 winning $42. I have decided not to mention how much we spent to win those amounts! Thanks to Bruce Liebel, our Region Executive-Elect, for coordinating this event. John Veloski and his wife, Celeste, happy about their winnings so far. Roberta became an honorary member of the Buffalo Chapter Friday night (with Larry Nowak and Bruce Liebel). Page 10 Member Get a Member Rewards Page 11 HFMA News Ar cles (Reprinted from HFMA.org) AHA Sues HHS Regarding Denied Medicare Payments Posted on 11/2/2012 The American Hospital Association (AHA), along with four healthcare providers, has brought suit against the U.S. Department of Health and Human Services for denying Medicare payments for inpatient services that recovery audit contractors (RACs) retrospectively determined could have been provided in an outpatient setting. The services were considered medically necessary; however, the Centers for Medicare & Medicaid Services (CMS) determined that the setting for services was inappropriate. CMS bases its decision to deny payment on RAC audits. According to the AHA's complaint, the CMS policy to deny payment based on wrong setting for care violates federal law because it was never established through a formal rulemaking process. The lawsuit follows a year of discussions between CMS and the AHA in which the organizations tried to reach a resolution. The four healthcare providers involved in the lawsuit are Missouri Baptist Sullivan Hospital, Munson Medical Center, Lancaster General Hospital, and Trinity Health. These four hospitals received an adverse decision from a RAC auditor regarding the setting for services and have spent considerable funds appealing the decision. For a copy of the suit, click here. CMS Issues Final Rules for OPPS/ASC Services and Primary Care Posted on 11/2/2012 The Centers for Medicare & Medicaid Services (CMS) issued two final rules today: one that updates Medicare payment policies and rates for hospital outpatient services and ambulatory surgical care, and another that specifies payment rates to certain physicians for specific primary care services. The hospital outpatient prospective payment system (OPPS) and ambulatory surgical center (ASC) rule affects hospital outpatient departments in more than 4,000 hospitals. In 2013, payment rates for hospital outpatient departments will increase 1.8 percent, CMS said in a release. The final rule also will reduce Medicare payments to physicians by 26 percent if Congress does not approve a sustainable growth rate payment fix by the end of this year. Additionally, the OPPS/ASC final rule bases relative payment weights on geometric mean costs, as proposed. This aligns the metric used in rate setting for the OPPS with that of the inpatient prospective payment system. ASC payment rates will increase by 0.6 percent in 2013 under the final rule. Under the final rule for physicians, certain physicians who provide primary care will be paid at Medicare rates in 2013 and 2014, rather than at Medicaid rates. The change applies to primary care services delivered by family medicine, general internal medicine, and pediatric physicians and other, related subspecialists. Directly following suit are Governor Romney’s proposed efforts to overturn health care reform. President Obama's subsequent term essentially cements the Affordable Care Act, and gives the health care industry a little bit more certainty looking down the road. According to HFMA, Moody’s deemed the reelection as credit-neutral for the not-for-profit hospital sector. They also cited the upside that the individual mandate, to be implemented during President Obama’s second term, will decrease the number of uninsured patients who seek care in emergency rooms - thus helping to lower uncompensated care expenses while simultaneously increasing insured patient volumes across other care channels. One would think this would create a credit-positive situation, but it’s important to remember that related Medicaid and Medicare funding reductions are still on the horizon (especially under the looming threat of the federal deficit). This situation along with impending payer regulation burdens and reduced reimbursement rates leaves a huge amount of uncertainty for the health care industry in general, heightening credit risk. As healthcare professionals the clarity provided by the close of the election is helpful for future planning, however it does not clear the many obstacles still in the path of reform as it marches on. Hopefully the momentum and attention that has been generated on the topic over the past year will convert into well-planned decisions that ensure ample resources for providing quality care to, and increasing the overall health of, our communities.
