This year marks the 24th year of this great event and was held in Orange County
at the Hyatt. The chapter is looking forward to co-hosting again next year.

Revenue Cycle 101 & Customer Service Training
The San Diego – Imperial Chapter hosted back to back events on August 18-19 geared towards revenue cycle staff.
These sessions were well received by local provider staff as we focused one day on Customer Service Excellence in the
revenue cycle and the other was the popular HFMA program – Revenue Cycle 101. These sessions were led by long
time HFMA trainer and revenue cycle consultant, Vicki Morgan.
The sessions included great training materials, including training videos that participants could bring back to their
organizations and use with their teams. Keep these events in mind next year for all revenue cycle staff, students and
others interested in the topic. You’ll get a great ‘bang for your buck’ with these very low cost training programs, keep
an eye out for 2015!
Patient Access Day
October 3rd was the Patient Access Day event hosted by AMN Healthcare in their beautiful auditorium in the Del Mar
area. The event featured several speakers and a provider panel in discussions around important Patient Access topics
related to ACA and supporting the uninsured.
The day began with a presentation from the Free Choice Healthcare Foundation and their success helping the
uninsured in partnership with healthcare providers. The day then moved into follow up presentations on ACA related
issues and Medi-Cal changes and strategies to help providers and patients through the maze that is the ACA. Ana
Gonzalez from Diversified Healthcare and Lynn Otani from Otani Consulting shared their years of experience and
discussed strategy with providers in a well-received discussion.
The day ended with a provider panel including Peggy Kiolbasa from UHS, Mollie Drake from Scripps Health and
Maria Jimenez from Sharp Healthcare moderated by HFMA Program Chair Aaron McDaniel. The panel discussion
allowed providers to share their challenges, strategies and success stories during the first year of open enrollment in
ACA and the newly expanded Medi-Cal program. Attendees participated in and thoroughly enjoyed the open panel
discussion forum.
Feedback on the event was very positive and everyone looks forward to this event
becoming an annual activity to welcome in the new membership year.

The number of physician-led ACOs is growing faster than the number of hospital-physician ACOs.
Increasing numbers of physician groups are evaluating bundled payment arrangements. Payers are
working directly with physicians on patient-centered medical homes (PCMHs). It appears that
physician-led accountable care initiatives are here to stay.
In some markets, physician-led networks may compete successfully by driving down hospital
utilization and shifting referrals to low-cost or more cooperative hospitals. For hospitals in those
markets, it will be essential to partner effectively with physician-led accountable care initiatives. By
doing so, preferred hospitals could gain market share to offset utilization reductions.
To become a preferred partner for physician-led initiatives, hospitals should focus on five areas:





Admissions and readmissions
Avoidable emergency department (ED) visits
Post-acute care
Employed physicians
Contracted rates
Manage admissions and readmissions. Accountable care initiatives seek to avoid the costs associated
with avoidable admissions or readmissions. Supporting physician efforts to better manage patients
with chronic conditions is the best way to achieve this goal. Intensive case management programs for
patients whose conditions are the most complex also can help reduce avoidable admissions. By
working closely with physician-led ACOs on clinical protocols, communication plans, and the flow of
patient medical information, a hospital can strengthen relations with the ACO and increase the
likelihood that it will be chosen by the ACO for more elective services.
Reduce avoidable ED visits. Physician-led ACOs rightly see avoidable ED visits as both costly and
reflective of poor quality care. They will want better communication from EDs, with immediate
outreach to the primary care physician of patients who visit the EDs.

Coordinate care with post-acute providers. Ensuring a smooth transition out of the hospital is critical
to managing both quality and cost. Physician-led ACOs may form networks of post-acute providers to
help achieve this objective.
Hospitals can make themselves more attractive as partners by working with post-acute providers that
are willing and able to implement continuum-of-care protocols to address issues such as reducing
infections, readmissions, and length of stay. It may be useful to identify and work with facilities that
have more resources and better nurse/physician staffing ratios, or that are connected with the
hospital via rounding physicians or affiliated medical directors.
Align employed physicians. Hospitals with large networks of employed physicians, including
specialists, may benefit if those employed physicians can participate in a physician-led ACO or
support the ACO’s efforts. For example, hospital-employed specialists can focus on chronic care
management and other initiatives to help the ACO succeed.
Address contracted rates. Physician-led ACOs will look to manage costs by selecting hospitals that
have lower contracted rates with payers. This tactic can work for commercial plan deals, and low-cost
hospitals should tout this advantage. However, in Medicare ACO and bundled payments programs,
hospital inpatient rates are normalized, so there is no meaningful difference in cost, even between
teaching and community hospitals. (See the July 2013 Blog post by John Harris and Carole Graham for
a more detailed explanation.)
By being a good partner with physician-led accountable care initiatives, hospitals can align effectively
with community physicians, possibly increasing market share.

Over the past year’s columns, we have talked about HOW to become certified through HFMA. Today, I would like to talk
about maintaining the certification.
Obtaining CHFP or FHFMA certification is not easy. It takes work and dedication to achieve certification. But once you
have achieved this designation, what do you need to do to maintain certification?
HFMA’s website is a great source of information regarding achieving and maintaining certification. The requirements
mentioned here have been taken directly from HFMA.ORG.
HFMA members who have earned either the Certified Healthcare Financial Professional or Fellow of HFMA designation must maintain their
certification by meeting two basic requirements:
Remain an active HFMA member in good standing
Complete 60 contact hours in eligible education programs every three years
Reporting your Activities:
You must show evidence of maintaining your CHFP or FHFMA designation every three years. Your three-year reporting period ends on May
31 of the "good through" year shown in your member record and begins on June 1 three years prior to your "good through" year.
Failure to meet the maintenance requirements by May 31 of the "good through" year will result in removal of your designation on September 1
of the "good through" year. The designation must then be re-earned by successfully completing the required certification exams and meeting
the other requirements for certification. Please note that failure to renew your HFMA membership can also lead to removal of your designation.
It is your responsibility to self-report your education activities using the online reporting tool. The only activities that do not need to be
self-reported are activities sponsored by HFMA National for which you have received CPE credit.

Awards & Volunteerism
Founders Merit Award System
The Founders Merit Award Series was revised in April 2004, returning to its core purpose of "Recognizing
the Volunteer in You." Point categories were adjusted to reflect volunteer activity only-eliminating the
accumulation of points for membership and educational attendance. Corresponding point allocations and award
levels were simultaneously adjusted.
HFMA encourages continuous active participation at the local and national levels. Therefore, the point system
and award levels have been established to promote continuous active participation in HFMA.
The Awards
The William G. Follmer Bronze Award is awarded after an individual has earned 25 (formerly 100) member
points. This award is named after William G. Follmer, who is credited with the creation of the American
Association of Hospital Accountants (AAHA) (now HFMA).
The Robert H. Reeves Silver Award is awarded to an individual who has earned 50 (formerly 200) total
member points. Reeves, an organizing member of the AAHA, was elected president of AAHA in 1956 and was
instrumental in creating the structure of AAHA.
The Frederick T. Muncie Gold Award is presented to a member who has earned a total of 75 (formerly 300)
member points. This award honors Frederick T. Muncie, an organizing member of the AAHA, and the first
president of the association (1947-1949). Muncie also assisted in the organization of the first AAHA chapter
(First Illinois).
The Founders Medal of Honor was added in 1986 and is conferred by nomination of the Chapter Board of
Directors. This prestigious award recognizes an individual who has been actively involved in HFMA for at
least three years after earning the Muncie Gold Award, has provided significant service at the chapter,
regional and/or national level in at least two of those years, and remains a member in good standing. A
chapter may nominate members for this award at any time
during the year.
