JULIA’S STORY
www.casapacifica.org
ACCOMPLISHMENTS
Accomplishments over the last year include:
• Casa Pacifica admitted a child into one of its
programs every 2.6 hours; on average 9
youth a day.
• Of the nearly 500 children and youth served
each day, one third was connected to a
campus program.
• We worked with 3,400 children and their
families in 2011-12.
Julia entered the foster care system when she was very young. The oldest child of four,
she often had to care for her younger siblings since both of her parents had problems with
drugs and alcohol and were in and out of jail. Eventually the children were removed from
their parents care and placed in a foster home. Unfortunately, Julia experienced physical
and sexual abuse there. She was moved to a group home and separated from her siblings.
Julia did not trust adults now and she had trouble getting along with her peers. Unable
to regulate her emotions, if anyone made Julia angry or disappointed she became
despondent, feeling that she was not worth loving, and she would harm herself, or
become suicidal. After several hospitalizations, Julia was placed in Casa Pacifica’s
Residential Treatment Center. She was 14 years old.
For the first six months of her placement, Julia was extremely resistant to therapy. She
was protective of herself, still distrusted adults, and had abandonment issues. She was on
a safety watch many days. But after some time she began to see that the staff in Angels Cottage
were there for her and cared about her. They hadn’t disappeared. So she began to buy
into her treatment. She participated in the Dialectical Behavioral Therapy (DBT) sessions.
DBT addresses youth with extreme emotional dysregulation (impairment of proper function),
which causes them to exhibit aggression, self-mutilation, substance abuse, promiscuity,
eating disorders, relationship conflicts, and other issues. The therapy teaches practical
skills to help youth learn to manage their emotions and successfully relate to others. It
also addresses behavioral issues that create self-imposed barriers to accepting
treatment, motivating youth to successfully invest in the therapeutic process.
The change in Julia was drastic. After six months of refusing to go to school, she began
attending regularly. More than three months passed and she loved going every day. In
nine months she only had one incident of self-harming behavior. She was able to have
visits with her siblings, which raised her spirits. And Julia applied for a volunteer job on
Casa Pacifica’s campus, where she learned she is responsible and will have the ability
to hold a job when she is living in the community once again.
After two years at Casa Pacifica, Julia was moved recently to a lower level of care – into
a group home in the community. While a bit nervous to leave the safety and comfort of
Casa Pacifica, Julia was connected with many community resources, including one where
she could continue her DBT sessions. Casa Pacifica’s Family Finding service also connected
Julia with a lost family member who is loving, caring, consistent and willing to be a support
in Julia’s life. Julia’s clinician at Casa Pacifica is thrilled to see her progress. “I look
at Julia and I see a girl who is now able to control her emotions and build and maintain
healthy relationships. She has made many friends at her school. She is connecting well with
her newly-found family, but most of all I see a teenage girl living with normal, teenage,
healthy behaviors. Julia is happy for the first time in a long, long time!”

• Children served were ages birth – 18 years;
76% were 11 years and older.
• We worked with kids and families from
every community in both Ventura and Santa
Barbara Counties.
• 87% of children and youth in our bed-based
programs were discharged to lower levels
of care.
• 86% of children and youth in all our
programs were successful in meeting their
treatment goals.
• We handled over 300 crisis calls a month in
both counties. 60% of the calls on average
were responded to in person; the rest
required phone contact alone.
• Youth exiting our Family Finding services
made connections with four (4) familial or
guardian relations on average.
• Clients in our Coaching Independence in
Transitional Youth (CITY) Program showed
marked improvement in every one of the
program’s five Life Domain areas.
• Casa Pacifica has admitted more than
15,500 children into its programs since
opening in 1994.

JOIN US AT THE 2013
WINE & FOOD FESTIVAL!
Steven E. Elson, Ph.D.
Chief Executive Officer, Casa Pacifica
Please join us at the 20th Anniversary Casa Pacifica Angels Wine & Food
Festival! Since its simple beginnings two decades ago at the Pierpont Inn,
the Wine & Food Festival has grown to become Ventura County’s “Best
Charity Event” and “Best Wine & Food Festival” (as voted by the VC
Reporter’s readers) for the last five years and counting while raising
significant funds – including this year will be more than $3.5 million – to
support the vital programs and services Casa Pacifica Centers for Children and Families provides
to our communities’ most vulnerable children and youth and their families.
There are many individuals who have fostered this tremendous growth and excellent reputation
of the Festival – from devoted, multi-year co-chairs such as Joyce Hall, Bruce Barrios, Sonny
and Pam Grenier, to the multi-member Wine & Food Festival Committee that is planning this
year’s event. It has showcased fabulous entertainers such as the Latin sensation Benise and
the 1980s tribute band the Spazmatics along with new guest artists who bring their own special
flavors. Generous multi-year sponsors such as the Zarley and Van Huisen Families, the Four
Seasons Hotel, Wells Fargo, and many others have assured the sustainability of the Wine &
Food Festival. President Dr. Richard Rush and his excellent crew at California State University
Channel Islands provide the outstanding venue. Long-term supporters such as Ruby Oertel of
Capistranos at the Embassy Suites Mandalay Bay in Oxnard make it always special. And of
course, the excellent food and beverage vendors who participate each year have been the
key to making the event the high-quality experience that it is. Without the generous effort of
these and countless other individuals and businesses, the Festival would not be the huge success
that it is today, and we extend our deepest appreciation.
Residential Treatment Center For children ages
9 to 18 years with severe emotional or behavioral
problems that prove too difficult for the youth to
maintain placement in a group or foster home.
Health Clinic and Clinical Services A fully
certified primary care clinic that specializes in
the physical and emotional issues presented by
abused, neglected, and at-risk children/youth.
Nonpublic School Fully certified special education
school with a low teacher/student ratio that helps
students build classroom skills and grow socially.
Parent-Child Interaction Therapy For children
ages 2 to 8 years transitioning home from emergency
shelter care, or parents in the community who
need help with a challenging child. PCIT teaches
parenting and discipline techniques that build a
healthy parent-child relationship.
COMMUNITY PROGRAMS
Ventura & Santa Barbara Counties
Therapeutic Behavioral Services (TBS)
Short-term, individualized behavioral interventions
provided in the home, school, or other community
setting for children who are in jeopardy of being
placed in a high-level group home.
Wraparound An intensive, family-centered
program that targets the special needs of youth
who are at-risk of being removed from home.
Families receive an individualized plan based on
their unique strengths, values, norms, and preferences.
Intensive Family Services (IFS) Same program
as Wraparound but services are provided for only
a few months instead of a year to year-and-a half.
For the 20th Anniversary celebration we are glad to welcome back the Zarley and Van Huisen
Families as our Hosts and Wells Fargo – who will present the VIP Lounge. This year we welcome
Mastro’s Steakhouse as the sponsor of the VIP entrance and the The Patio Restaurant at The
Players Casino as the sponsor of our fabulous entertainment. More than 4,000 Festival-goers
will sample the sumptuous creations made by some of the top chefs in the County and beyond
from over 85 restaurants, caterers, and bakeries, along with 150 outstanding wineries and
breweries from throughout California. Live music, a silent auction, the Yummies Culinary
Competition, and the beautiful California State University Channel Islands setting will make
this day a memorable occasion for a great cause. Don’t miss out on the fun!
Kindle Family Connections Children separated
from family may lose permanent relationships. This
program reconnects foster children with their lost
families and helps heal emotional wounds.
Casa Pacifica began as a dream. The concept was simple. Build a “home” for abused,
neglected, or at-risk children who require out-of-home placement and bring together specialists
to deliver comprehensive services under one roof. Make the place convenient for family visits,
for court-mandated interviews, and for foster parent training. And then, surround these children
with a first class living environment and a dedicated group of highly skilled caregivers. The
dream became a reality in 1994 and since then thousands of children and their families have
benefited from this one-of-a-kind collaborative effort through programs provided both on the
campus and in the community. We partner with Ventura and Santa Barbara Counties to provide
11 different programs all directed at keeping children and families together. We work with
more than 4,000 children and their families each year. And though we now serve many more
children in the community than on campus, the campus stands as evidence of what can happen
when a community comes together to solve intractable problems. It is a symbol of both help and
hope – the essential conditions we strive to provide to children and families in the greatest need
in our community. Your attendance at the Wine & Food Festival helps us to fulfill that mission.
Alumni Services that provide access to
educational assistance, community speakers,
living skills presentations, financial training,

Youth (CITY) Provides much needed services
to Casa Pacifica youth who are about to, or who
have already emancipated from the foster care
system including, but not limited to, housing,
employment, and educational assistance.
Mobile Crisis Response Services for

BECOME AN ANGEL OR AMIGO
ANGELS
AMIGOS
Originally comprised of eight members and
founded in 1990, the Casa Pacifica Angels now
number over 150 members. Each year they raise
thousands of dollars through fundraising events –
including the Wine & Food Festival and “Spotlight
on Style” Fashion Show. The Angels also host four
parties for the children – End-of-Summer, Halloween,
Christmas Holiday, and Prom. Each Angel volunteer
has a heart of gold and the strong desire to make
a difference. If we’ve just described you, consider
becoming an Angel today!
The Casa Pacifica Amigos organize and sponsor
activities for the children that might not otherwise
be available to them, such as bike rides, roller
skating, pinewood derby races, and car shows.
We are looking for positive, adult role models for
the children!

MAKE A DIFFERENCE IN THE LIFE OF A CHILD
$33 per day, per child in donations from caring
people like you make a world of difference to
children like . . .
12-year-old Janet, who over a two year period
had regular visits from her father at night, but
not to comfort her . . . or,
7-year-old Benjamin who was locked out of
the way in his room with a glass of water, a
few pieces of bread, and a bucket in the corner
while his mom partied each evening with
friends . . . or,
15-year-old Gina who was taken from her
home when friends at school accidentally saw
the bruises on her back, arms, and chest and
told their teacher . . . or,
5-year-old Jonny who lived in a car and
scavenged through garbage cans behind
restaurants for food because his mother used
any money she earned to get her next high . . .
Just $33 per day, per child enables Casa Pacifica to provide its
basic needs, healing programs and services to abused, neglected, or
at-risk children – high quality programs delivered with excellence – as
well as innovative programs such as Therapeutic Camp, therapeutic
preschool, a 24/7 health clinic specializing in children of trauma and
neglect, a music program, and afterschool activities, among others.
As part of its private/public partnership, Casa Pacifica must raise
$2.7 million to meet its fundraising goal for 2012-2013 – 10% of its
$27 million operating budget this year – in private dollars to fill the
gap between what funding it receives through government service
contracts and the actual costs of running its cutting edge,
healing programs and services.
