Fall is here and it has
been a very busy summer.
The second weekend in
September Region III hosted
Fall Delegates Meeting in
Longview.
Thank you to
Walt Jessen and his crew for
doing such a great job making
us all feel welcome. I also
want to thank all of the board
members who did such a nice
job keeping the Association
informed about what is
happening in each of their
respective areas. I tried to do
a head count and give or take
we had 61 people present with
49 of them being registered
delegates.
September 18th & 19th was
Operation Shore Patrol and
Pick Up A Mountain. Both
I hear were tons of fun and
went well. Dan & I were sorry
we had to miss the activities
but unfortunately I ended up
working all weekend.
On September 20th Brandon
Marek, Region II Comp
Chairman and I attended an
ORV Users Meeting regarding
Straddleline ORV Park with
the Grays Harbor County
Commissioners.
We only
found out about the meeting
at 8:30pm the night before
but it was defiantly worth the
drive. The ORV Park WILL
reopen in 2011 according to
the Commissioners.
What
is left to be determined is
whether it will be County Run
or a Private Person running
the park. Either way they are
committed to making it once
again a family facility. The
2009-2010 park manager is
no longer employed at the
park. There will be follow up
meetings and the county is
very receptive to re-activating
the ORV Advisory Board.
It is that time of year when we
need to start thinking about
who we are going to vote for
come November. Instead of
hanging up when the different
campaigns call take the
opportunity to ask questions
about where they stand on the
issues important to you. Also,
the Washington Off Highway
Vehicle Alliance (WOHVA)
has a list on their website,
wohva.org of where some of
the legislators stand. Do your
homework and make sure you
vote!
At Fall Delegates Meeting
Arlene Brooks announced
she will not be running for
Washington State Director.

This does not mean she is
quitting… she is more than
willing to assist anyone who
would like to run for the position
and she will still be involved
in other areas. I along with
many others cannot express
enough the appreciation and
gratitude we have for the work
that Arlene has done. She
is well known and respected
in the political circle and has
laid a great foundation for this
Association.
On a sad note you will see in
this issue that we have lost a
member and Past President.
Jack Harrington passed away
at home on September 14th.
Our thoughts and prayers go
out to his family and many
friends. Jack and Norma have
supported the PNW4WDA for
many years and he will be
missed.
Start planning now to attend
Winter Convention in February
2011. Region I is planning
a great convention and it
promises to be filled with a
great meeting and lots of fun.
Attend and get involved in
forming the direction in which
YOUR Association is going.

The club delegates are the
backbone and driving force
behind our organization and
have been since 1960. With
the Fall Delegate meeting
upon us I look forward to
seeing
those
delegates
as they start the process
of suggesting ideas and
direction they would like the
association to take in 2011.
In the coming months and
especially before the start of
the 2011 Legislative session
– there are recreation topics
in draft stage now - that will be
of interest and will need to be
addressed by the membership
later on.
With the Fall Delegate meeting
behind us – and directions
taken by the delegates on
some issues – looks as if 2011
will be a productive one and is
well on its way.
During State Caucus the
delegates agreed to two State
Meetings again this year - both
will be scheduled in January;
meeting information will be
available to the clubs and
regions with announcements
on the website and through
Tri Power. If you would like
to have a specific speaker
from one of the agencies please let me know as soon as
possible so arrangements can
be made.
Also during State Caucus I
announced I would not be
seeking nor would I accept the
nomination as State Director
for 2011. Nominations were
opened and Alan Dragoo,
Spokane 4 Wheelers was
nominated. By not being
in attendance, a call was
made to Alan the following
Monday (September 15th) as
to whether he would accept
or decline. He stated due to
work commitments he would
have to decline. Nominations
will be re-opened during State
Caucus at Winter Convention
in February with election to
follow.

In fact I do think I am right! The
problem is not enough people
understand that I am.
It has become clearer this
year that this association is
not made up of all like-minded
people. The common link most
of us share is that we all own
a four by four. The reasons we
do are considerably different
from one family to the next.
Two weekends ago Deschutes
County Four-Wheelers and
Harney County High Desert

Wheelers went and surveyed
the Class II shared trails
at Cline Flats. You must
first understand how proud
the Prineville BLM is of
themselves for including us
within their Final Decision. Our
club attended every one of
their planning meetings. Our
club and others have met with
them several times; showing
them the kind of terrain we
would like for our trails to be
built upon within this area. We
walked and drove all the deep
canyons showing them what
a trail should look like. The
features we like most within
the trails. First and foremost,
the trail must require the use
of four-wheel drive or the trail
is just not a Class II trail. We
drove for hours on what they
classified easy trails. There
are miles of these old roads
but anything with any grade
or features that would require
the hubs engagement does
not exist for Class II. There are
lines on the map that could be
four-wheel drive trails. It does
not say who will build these
trails. Motorcycle junkies,
tractor quads operated by
BLM employees, or if we will
be invited to help. Just lines
on a map with a proposal
that Class II users will be
allowed on them. All of our
trails have been closed that
we have previously used for
over 50 years. All the existing
trail areas are on flat dusty
ground that changes elevation
in “foots” per quarter mile and
can be driven in 1960 Comet
station wagon. Needless to
say we are appealing the Final
Decision.
Last weekend was our last
work party for Quack Attack
for this year. It was raining
very hard the night before and
not many people showed up
to help on a rainy Saturday.
We got quite a few of loose
ends done and a couple of
tree savers installed. It is quite
apparent the tree savers need
to be re-designed to fit smaller
trees. The trail has been used
by quite a few from all over the
country per the forest service
officials.
Saturday there was one
group of 13 four-wheelers
and we watched as they did
the bump outs and some of
Quack Attack. It still amazes
me how some of these guys
can drive so easily through
these rocks and others are like
a whale out of water. Most just
do not see the trail through the
obstacles. Maybe next year
I need to paint a yellow line
down the middle of the trail.
Many just do not see the line
through, over and around the
obstacles.
One guy on 40 inch tall tires
was stuck for over and hour
on the same rock. Behind him
were three rigs on 35s and
they just drove through and
one was open in the front. It is
not the driver or the rig; it is the
two working together as one
that allows the rig to cruise
through this trail. Two rigs in
particular just drove through

like going to Safeway’s for a
quart of milk. The rain was a
big factor for finding traction
on the trail by midmorning.
All the workers and trail
runners were very wet by
two in the afternoon. Mona
and I crossed the top section
to finish our work for the day
and it was a very scenic trip;
a perfect ending for the day.
Mt Washington and Big Lake
are quite a vista from the trail
210. The dark clouds were
picture perfect as rain poured
from them only feet above
our head. One lighting strike
had hit dead on a pine tree
scattering the tree across the
forest floor like I might a box
of toothpicks. Chunks bigger
than a mans leg hundreds of
yards or so from the trunk.
Just one gigantic flash and
the tree was no more.
The Rogue River-Siskiyou
National Forest has put off
the Draft Supplemental until
November 2010. This was
scheduled to be out in August
2010 but has been delayed for
additional input by the forest
service. We will have to wait
patiently to comment till draft
is completed on the Creek-nTrail area.
The Jeep That
Saved the Day
And our lives

The trucker behind us on I80 near Truckee, CA, said he
figured we were goners when
the Jeep made the FIRST 360
at 55 MPH on the freeway
with the jeep trailer coming
disconnected yet upright, held
only by the safety chain. Then
when he saw me steer out of
that for the SECOND spin with
the trailer headed sideways
and still flopping on the chain,
he knew we were going to be
statistics. Yet we survived it;
no one got hurt, and after a
few repairs, we drove home
the Jeep with the trailer. It’s a
story worth telling.
“Red” the Jeep stayed upright
and we must have had the
luck of the Big Four-Wheeler
in the sky watching out for
my driving. I’m still celebrating
life even more today. But
this story is also about the
right gear; the right buildup
weight of the speeding trailer.
I’ve been through skid pan
and safety clinic type off-road
training, so I knew to stay with
it; turn into the skid; and use
the brakes carefully so as to
not slam the trailer into the
Jeep too hard thus cancelling
my steering efforts.
Turning the Jeep in a drift
towards the far right lane
and dirt ditches alongside
the freeway was my mission.
Red was as stable as I could
ever imagine, and I could feel
the steering respond the way
it should. But the weight of
the flinging trailer and our
freeway speed put us into the
first 360 spin on pavement.
Then we skidded into the dirt
and began our second spin as
gravel and dirt flung up from
the BFG’s, filling the cab with a
dust ball that nearly stifled our
breathing. Losing visibility I
had to rely on feel and instinct
to make the last couple turns,
fighting the skid and still
turning into the drift trying to
keep Red upright, rubber side
down. It worked!

Matter job. Jeff will still be the
Chairman and the west side of
Region 3. Jon will be the east
side of the region particularly
Mt Hood Forest. I do wish
them both well and hope Jon
can get us some trails in the
Mt Hood area.

Stacie and I were returning
from Sierra Trek by CA4WDC
in freeway traffic on I-80 when
we think the trailer ball bolt
sheared off and let the trailer
fly loose from our Jeep at
freeway speed with a semitruck behind us. Thankfully,
the trucker was not tail-gating!
Stacie happened to notice the
ball bouncing harmlessly off
the freeway into the dirt lane
right before I felt the trailer
coming around to visit me in
my driver’s window. All hell
broke loose after that.
The stink of rubber burning
whiffed by my nose as the
sound of metal crunching and
banging together filled my
ears. We could faintly hear
brakes behind and alongside
us locking up, but instantly
the world started to rotate the
wrong way and the only thing I
could say was “hang on.”
Stacie grabbed the passenger
bar and leaned towards the
middle as my hands bore
down hard on the steering
wheel, anticipating the drift
and slip of the front tires as
the Jeep got tossed by the

Here are the lessons that were
ingrained in my brain from this
event. I don’t pass these along
lightly.
Maintenance and Checking
Your Gear: Although I had
tightened everything with a pipe
wrench after coming off the
dirt, that didn’t prevent an old
worn bolt from shearing off. I
recommend you always double
check gear and anything that
can kill you like trailers, brakes,
tires, steering parts. And did
you know that trailer balls have
torque specifications.

Training and Driving Skills:
I’ve taken my fair share of
driving training, including skid
pan driving, as well as off-road
Safety Clinics. I can recommend
that you consider something
like Badlands Off Road
Adventures and 4WD training
(http://www.4x4training.com/),
and the safety clinics put on
by state associations like
the California Association of
4Wheel Drive Clubs (http:
//www.cal4wheel.com).
Our appeals are sent away for
Fremont-Winema Forest and
Cline Falls. Please pray that
they first of all are received
with open arms. Pray hard
they are written well and
receive legal standings that
will result in Class II trails.
Even as I write this there
probably is some four-wheeler
grinning from ear to ear as he
thrashes down the flat dusty
Power-line Trail at Cline Falls.
He will text his friends what a
great trail he is on. His stories
will probably last a life time.
Flat dusty roads are not 4
wheel drive trails. I miss the
old days when obstacles were
in the trails and all the trails
were shared and marked
4x4 trails on all the agency
maps. Remember those maps
with jeep trails on the Forest
Service and BLM maps? Why
can’t we just have them back
for starters?

Drive Clubs) even took the
time to pull over with us at the
next freeway exit to check if
everything was working okay
with the “trail fix” that they did.
I gotta say that the off-road
community is really a great
network of people that go over
and beyond the call of duty to
help a friend or acquaintance
in need. Thanks again to all
that stopped to help and make
sure that we were okay.
Thank goodness the Jeep is
built right! The MFS custom
steering and PSC hydraulic
assist is one-ton stuff with
CTM U-joints and BFG KM2’s
clinging to the pavement. The
Jeep’s suspension is Rubicon
Express long arm heavy duty
stuff with RE shocks as well.
Hanson bumpers provided
a lot of rear end strength, in
spite of the trailer dragging
by the safety chain.
And
I’m convinced the Raceline
Monster Beadlocks kept us
from popping a tire off the
bead during the pavement
burning spin.
The Altop family of wheelers
(Gerald Sr. and Jr. and
Ron) was coming down the
highway, returning from Trek
and immediately pulled over
to help get the trailer upright.
They just happened to have a
spare tow bar and proceeded
to strip off my hitch bent parts
and replaced them with their
stuff. They even had a spare
ball hitch but it was too small
so we broke out the Premier
Power Welder and they put a
blob of weld inside the hitch to
make it fit and viola we were
on our way within about 45
minutes.

Midnight, the Bureau of
Land Management (BLM)
is ending the regulated
fire closure on public
lands it manages in the
state of Washington. The
fire closure is no longer
necessary due to recent
precipitation and cooler
temperatures.
BLM asks the public to
use caution when operating
motorized vehicles on
roads and trails that have
areas of high grass and
vegetation and to ensure
campfires are out before
leaving the area.

Off-Road Family: Never take
it for granted how special offroaders are to each other. We
are a family and I’ve seen it
over and over. This episode
was a clear reminder of a lot
of things, and makes a person
think about things like luck, life,
and yea, divine assistance as
there were a lot of variables in
this incident that could have
changed a lot of lives. The
tow ball bounced down the
freeway, harmlessly landing
off to the side rather than
becoming a hand-grenade
through someone’s windshield;
the trailer could have busted
out into traffic; the jeep could
have flipped, rolled and
bounced several times; and the
trucker could have slammed
into us sideways after we quit
spinning; etc.

Important update
on the Obama
Administration’s
ambitious new

agenda
On April 16, 2010, President
Obama signed a Presidential
Memorandum
that
will
radically change the U.S.
Government’s
conservation
policy. The Memorandum
created the America’s Great
Outdoors
Initiative
(AGO
Initiative) which, among other
things, will take public input
on how to conserve public
and private lands and how to
promote outdoor recreation
among young Americans.
Many OHV enthusiasts across
the nation have attended the
meetings and reported in so we
wanted to give our members
an update. This information

INITIATIVE
UPDATE - August 30, 2010
The two key goals of the
American’s Great Outdoors
Initiative
I want to begin by saying
this update will not speculate
on what President Obama
will do insofar as exercising
his authority to designate
National Monuments. We’ll
wait until after the November
election for that. And we
wont be speculating on how
the Treasured Landscape
Initiative is related to the
America’s Great Outdoors
Initiative (AGO Initiative) - yet.
There seem to be two key
goals in the American’s Great
Outdoors Initiative. One is
to facilitate another omnibus
public lands bill and the
other is to increase White
House involvement in the
Departments of Interior and
Agriculture’s activities.
Underneath all of the ‘let’s get
America recreating outdoors’
rhetoric, President Obama’s
Memorandum
lists
three
“functions:” 1) outreach; 2)
coordination; and 3) reports.
The
outreach
function
includes the various listening
sessions we’ve been alerting
you about, as well as the
information obtained by the
Department of Interior (DOI)
website
http://www.doi.gov/
americasgreatoutdoors/. The

result of which will be included
in a report due November 15,
2010, just in time for a lame
duck Congress.
At this point its obvious that the
“outreach” function is all about
pushing a legislative agenda.
The AGO Initiative has already
been used by the Wilderness
activists to push several
wilderness bills. There are a
couple of dozen bills that are
already queued up and could
pass via a “pass all or nothing”
omnibus or separately. Either
way, wilderness advocates
are hopeful the AGO Initiative,
and the attention in the media,
will push several bills through
during the next session
of
Congress
(scheduled
for September 14 through
October 8).
The second goal of the
Initiative is embedded in
the “coordination” function
of Obama’s Memorandum.
It directs the Environmental
Protection Agency, Council
on Environmental Quality,
the Departments of Ag and
Interior to “identify existing
resources and align policies
and programs to achieve its
goals.” The Memorandum also
requires the Chair of the CEQ
to issue a report by November
15, 2010, and Annual reports
by September 30, 2011, and
2012.
At first glance, that doesn’t
seem all that significant. The
administration, via CEQ, can
already get into AG’s and
Interior’s business, and for
many previous administrations
has been used to advance
various
White
House
programs. Still, adding a
formal coordinating function
is one more way the Executive
Branch is putting its fingers in
what is properly Congress’s
business.
Is it really all about the
money?
At second glance, this new
coordination function could
be a very clever way to have
the administration’s hand on a
billion dollar money spigot.
Right now, Congress is
debating whether or not to
fund the Land and Water
Conservation Fund (LWCF),
and if yes, how to fund it and
for how much. LWCF is a fund
that diverts federal excise
taxes from offshore oil and
gas development for state and
local conservation programs
such as buying private lands
and otherwise increasing
the federal estate. But it is
sporadic because Congress
must allocate funding each
fiscal year. Congress is
considering giving it long term
funding authorization via a
comprehensive energy bill (HR
3534) that would guarantee
the program funding for the
next 30 years, but there is a lot
of opposition.
A separate source of funding
is also on the horizon. Every
version of climate change
legislation has provisions that
would establish some sort of
“climate adaptation fund” (or
similar), that would provide
billions of dollars for all kinds
of “climate change mitigation”
projects, including buying
private lands. The source
of funding varies with the
legislation, but essentially it’s
a carbon tax. Potentially, such
legislation would eclipse the
LWCF both in scope and the
amount of tax dollars spent.
The agencies are literally
salivating at the prospect of
this new source of tax dollars.
As far back as 2009, when the
first climate bill was making
its way through the House,
federal
bureaucrats
and
environmental groups have
been making plans to spend
it. Actually, for the last couple
of decades, preservationist
oriented employees inside the
land managing agencies have
been promoting a ambitious
conservation agenda, seeking
not only to greatly expand
the federal estate, but also to
influence what activities occur
on adjacent private and state
owned lands. All of the work
and preparation is done. All
that is needed is a source of
funding.
It
seems
obvious
that
this administration, under
Secretary
Salazar,
is
determined to get it -whether
through climate legislation or
direct taxes. When reporting
about the AGO Initiative Jim
Coffin wrote in a June 28
edition of Public Lands News:
The administration
under the lead
of the Council on
Environmental Quality
will have its hands full
trying to come up with a
conservation consensus
after the listening
sessions. Citizens have
focused on everything
from a demand for guns
to broad conservation
agendas.
Instead of beginning the
initiative with a set of
concrete proposals the
administration said it will
listen to interest groups
and the American
people first. If and when
the initiative is fleshed
out, insiders believe it
could include:
* full funding for
the Land and Water
Conservation Fund,
* revitalization of the
National Park System
in time for its 100th
Anniversary in 2016,
* the designation of
a number of national
monuments on Bureau
of Land Management
land,
* an omnibus public
lands and parks bill (as
is in the works now in
Congress), or
* all of the above.
The source of the
billions of dollars
to accomplish such
ambitious goals will be
most controversial and
has of course not been
identified. However,
Salazar has given
broad hints in a dozen
Congressional hearings
that he has his eye on
offshore oil and gas
royalties. And, perhaps,
on a sharp increase
in onshore oil and gas
royalties.
We’re now 78 days away
from the final report, we’ve
had 27 meetings, and about
a gazillion hits on the DOI
website. It looks as if Coffin’s
sources will be right. Reports
from meetings in CA, MT, UT,
OR, CO (and other states)
certainly confirms that input
the agencies are getting
is all over the map. Every
interest group imaginable is

pitching the administration for
funding. At the Salt Lake City
break out session, I got the
impression that every “save
the bug,” “save the bog” and
“save the beast” group in the
Northern Hemisphere was
angling for their piece of those
carbon taxes.
Then you have input from
farmers, livestock growers,
and recreational users. The
input is so wide ranging and
general in nature that the
administration could decide
on virtually anything and
the report would justify it
as “reflecting the view of a
majority of Americans.” Sadly,
such is an all-too-typical result
of federal land manager’s
“public outreach” these days.
It’s always tricky to make landuse predictions, however, I do
feel it is safe to say the AGO
Initiative will at least include
two key tenets. One is directly
related to the next omnibus
public lands package, the
other is to increase White
House involvement in the
day-to-day activities of the
Department of Interior and the
Department of Agriculture, and
to influence where the Natural
Resources Climate Adaptation
Fund is spent.

BRC National Land
Use
U.S. Forest
Service Planning
Regulations
The U.S. Forest Service (FS)
is beginning the process of
revising
their
regulations
that govern how the agency
prepares Forest Plans. Known
as the “Planning Rule,” these
regulations will be the driving
force behind how the agency
develops, amends and revises
their Land Use Plans.
Federal agencies formulate
these regulations (Code of
Federal Regulation) through
an administrative process
known
as
rule-making.
Currently, the U.S. Forest
Service Planning Rule is in
the early stages of the rulemaking process. The agency
expects to have a Draft Rule
out by end of 2010.
Our post public-involvement
update is, sadly, to report
that despite the refreshingly
honest admission of its
problems (the agency says its
existing planning regulations
are costly, complex, and
procedurally
burdensome),
our fear is that we are still well
on the road to increase the
same bureaucratic complexity
that created those problems in
the first place.
Product vs. Process
In BRC’s comments, we
cautioned the agency to focus
on the process of revising
Forest Plans, not to make this
about the Forest Plan itself.
Regulations about Forest
Planning should focus on how
to create a Forest Plan and
what level of environmental
analysis
is
appropriate.
Planning regulations need to
be about how to formulate
plans and NOT what the plans
will contain.
We saw early on the USFS
begin to stray far from that
core purpose, and BRC,
as well as many other
stakeholders, cautioned them
not to create new, undefined
goals and criteria which will
exacerbate, not resolve, the
current planning gridlock. In
our comments, we urged the
Forest Service to steer this
effort back to its necessary
focus: 1) to fill the current
regulatory void; and 2) to
redouble proper focus on the
primary goals of efficiency
and expediency in the Forest
Planning process.
Recreation,
Roundtables,
and the New Planning Rule
Seven months ago, after the
end of the formal comment
period, the agency initiated
a collaborative effort to
address some of the critiques
people were making on
its
rulemaking.
Credible
facilitating firms were hired to
bring in all the stakeholders
in order to fully understand
the issues. Responding to
harsh criticism from BRC,
and other national recreation
groups, that the process
initially ignored recreation,
Greg Mumm, BRC’s Executive
Director, was asked to sit
on a key panel on which he
provided specific input to the
team that is actually writing the
Rule. BRC members and staff
also participated in several
“roundtables” held across the
country. Local governments
and
other
stakeholders
participated in the roundtable
effort as well.
Was
it
worth
sitting
through all those “breakout
sessions”?
Truthfully, we won’t know if
the outreach worked until
the Draft Planning Rule is
released for public review.
Access advocates understand
that the agency could ignore
all of the input and it would
be completely legal. We don’t
want to get into the details
of the reason why here, but
when giving input in any
rulemaking, there are only
two or three options that are
legally relevant. Of all of the
tens of thousands of letters,
transcripts, notes, power point
presentations, diagrams and
blog posts, the only thing that
legally matters is the response
to comments submitted during
the formal comment period.
Still, the agency has
released results of the
public involvement so
we are dutifully providing
our members with this
information.
The roundtable results have
been summarized.
The USFS released a draft
planning framework that
consists of a three-part
planning cycle: 1) Assess, 2)
Revise/Amend, 3) Monitor.
These are well understood
concepts of adaptive
management and are
appropriate at this stage in the
process.
The FS also released eight
“Draft Approaches” for
issues raised during the

public involvement. The
eight issues are: Climate
Change, Watershed Health,
Recreation, People and
Environment, Resilience,
Monitoring and Evaluation,
Collaboration, and something
they call the All-Lands
Approach.
The documents describing
the “Draft Approaches” are
available and they aren’t long
or overly complicated, so
please take a quick look.
An electronic version of the
Fourth and final Roundtable
can be found. (Note: this one
is a bit lengthy, but does give
a pretty good overview of
the suggested direction from
the planning team, complete
with commentary that is fairly
enlightening.)
Ongoing action in the short
term...
While the Notice of Intent
virtually ignored recreation,
throughout the initial public
comment period and in the
roundtable sessions, BRC
and other national recreation
organizations brought this
oversight to the attention
of the planning team. In
turn, Forest Service officials
assured the recreation
community that they “heard”
those concerns and that
recreation would be a
priority. However, based
on an overview of the New
Rule parameters as shared
by officials at the fourth
roundtable, there is still a
widespread concern among
recreation organizations
with the direction the Forest
Service is taking with the new
Planning Rule, especially in
regard to recreation.
The BlueRibbon Coalition is
currently actively partnering
with a large and diverse group
of recreation organizations
to ensure recreation receives
appropriate consideration in
the new rule. The message
is clear. Recreation is a key
use of our National Forests
and a primary contributor to
the economic well being of
communities adjacent to and
dependent on our National
Forest System. Among other
things, the Forest Service
needs to be more proactive
in managing recreation
and in seeking partners
able to assist and enhance
management for recreation
-including organized
recreationists. We are joining
forces to make it clear that the
Planning Rule acknowledges
that the Forest Service has a
legal responsibility to enhance
recreational activities in
national forests and, further,
that the agency must seek to
use management to resolve
competition among recreation
interests.

The long haul...
BRC is continuing to partner
collectively with other
national recreation groups
to ensure recreation is a key
tenet in the new rule. In a
broader sense, we continue

to be very concerned with
the clear deviation from
the Congressional policy
mandates of Multiple Use/
Sustained Yield in what we
have seen so far. However,
we’re not likely to put a
lot of effort into additional
comments on the balance of
these “approaches” prior to
the release of the Draft Rule.
The Draft is scheduled to
be out soon and we want to
stress the importance of our
members and supporters
staying with us for the long
haul. Upon the release of the
Draft Rule, BRC is going to
need our members to provide
public and political pressure
to move the agency back to
reality, and/or support the
good parts of the Draft. We
also anticipate that we will
need to reach out to Capitol
Hill, the media and others to
help make certain that the
new Planning Rule - which is
likely to shape forest plans for
decades to come - is fair to
our members.

Needed For
Yakima River
Canyon Clean
Up
Wenatchee, WA – The Bureau
of Land Management (BLM)
seeks volunteers to assist with
recreation site maintenance,
including replacing damaged
picnic table planks, collecting
litter, brushing trails, and
painting bulletin boards at
BLM recreation sites in the
Yakima River Canyon. The
cleanup will occur on National
Public Lands Day (NPLD),
Saturday, September 25,
2010.
Projects will begin at 10:00
a.m. and end at 1:00 p.m.
Tools, project materials, and
lunch will be provided. Please
wear long pants and bring
sunscreen, and meet at the
BLM’s Umtanum Recreation
Site parking lot, located south
of Ellensburg at milepost 16
on State Hwy 821.
Yakima
River
Canyon
volunteers will join more than
150,000 Americans who will
celebrate NPLD by lending
a hand at America’s parks,
mountains,
streams,
and
hiking trails. NPLD corporate
sponsors include Toyota Motor
Sales, USA, Inc., Northrop
Grumman, and others. The
annual NPLD event gives
Americans a chance to
give back to the very lands
they use for hiking, biking,
climbing, swimming, exploring,
picnicking, or relaxing.
Annually,
NPLD
helps
Americans:
-Learn
about
critical environmental and
natural resource issues and the
need for shared stewardship
of these valued, irreplaceable
lands; -Build partnerships
in local communities based
on enhancing and restoring
public lands; -Improve public
lands for outdoor recreation,
with volunteers assisting land
managers in hands-on work.
Volunteers working at a site
managed by any of eight
participating Federal agencies
will be rewarded with a pass
good for one free entry any
day during the next year at
public land sites managed
by participating agencies.

“Wilderness
Month”!!!!!!!!
For centuries, the American
spirit of exploration and
discovery has led us to
experience the majesty of
our
Nation’s
wilderness.
From raging rivers to serene
prairies,
from
mountain
peaks slicing the skyline
to forests teeming with life,
our
Nation’s
landscapes
have
provided
wonder,
inspiration, and strength to
all Americans. Many sites
continue to hold historical,
cultural,
and
religious
significance for Indian tribes,
the original stewards of this
continent. We must continue
to preserve and protect these
OCTOBER 2010
scenic places and the life that
inhabits them so they may be
rediscovered and appreciated
by generations to come.
As we celebrate America’s
abundance of diverse lands,
remarkable
wildlife,
and
untamed
beauty
during
National Wilderness Month,
we also look back on our
rich history of conservation. It
was over 100 years ago that
President Theodore Roosevelt
marveled at the stark grandeur
of the Grand Canyon and
declared, ‘‘the ages have
been at work on it, and man
can only mar it.’’ Since that
time, administrations have
worked across party lines to
defend America’s breathtaking
natural
sites.
President
Lyndon B. Johnson signed the
Wilderness Act in 1964, and
many Presidents have since
added new places to this great
network of protected lands so
that millions of acres of forests,
monuments, and parks will be
preserved for our children and
grandchildren.
Following in the footsteps of
my predecessors, I signed
the Omnibus Public Land
Management Act last year to
restore and protect more of
our cherished wild spaces. In
April of this year, I established
the America’s Great Outdoors
Initiative
to
develop
a
community-based
21st
century conservation agenda
that can also spur job creation
in the tourism and recreation
industries.
My Administration will continue
to work closely with our State,
local, and tribal partners to
connect Americans with the
great outdoors.
This month, we renew our
pledge to build upon the
legacy of our forebears.
Together, we must ensure
that future generations can
experience the tranquility and
grandeur of America’s natural
places. As we resolve to meet
this responsibility, let us also
reflect on the ways in which
our lives have been enriched
by the gift of the American
wilderness.

–The Bureau of Land
Management (BLM)
will carry out a prescribed
burn of natural fuels
during a three day period
between
September
30
and
October
31,
2010,
approximately 1.5 miles
northwest of Conconully,
in Okanogan County,
Washington. The project
area is north of Mineral
Hill County Road #2340.
Burning will take place
on public lands managed
by the BLM. The purpose
of this prescribed burn
is to reduce excess
fuel loading and forest
disease levels, and also
to reintroduce fire to the
ecosystem.
There will be no road
closures but some smoke
from the burn may drift
across the county road.
Signs will be posted on
necessary
roadways
leading to the burn
location.

opened and Alan Dragoo from
Region 7 was nominated; who
has subsequently declined
the nomination. Nominations
will be open again at Winter
Convention. Arlene did say
that she will mentor for the
first year.
All Bylaw proposals need to
be postmarked by November
15 and they must be received
via U.S. mail only.
We are currently looking at
switching from NetRiver to
Avectra. Netriver is increasing
their rates; we are having
issues with the current
program. Avectra will be more
user friendly, members will be
able to use the site to update
addresses, pay dues, do
advanced ticket sales for their
events, etc. The BOD is also
exploring other companies
similar to Avectra as it was
brought up at the meeting
if the BOD had considered
other companies for price
comparison.
We discussed the Wilderness
Act and how we need to write
letters to our congress to see
what their views are on this
act.

Rock Crawl – we received an
e-mail from Ron Rutherford
(Jeepin’ Nomads) that he
had viewed the White Pass
Rock Crawl and took pictures.
He said it’s looking almost
completed but he didn’t know
too much about rock crawling
- he would send pictures soon.
Earl talked to Doug Jenkins
of the Naches Ranger District
who said it looks rough and
didn’t have any additional
information.
Rim Rock area is still closed; if
you want additional information
go to the Naches Ranger
District of the OkanoganWenatchee National Forest.
They had hoped to have the
closure lifted by the end of their
season, but it doesn’t look like
that is going to happen.
Glass Creek logging – nothing
new to date - we have not
heard anything about when the
comment period is scheduled.
As far as we know there is no
provision to preserve the trail.
So we will need to write letters
when the comment period
comes along.
Deep Creek 1800 – 1808

camp – money is here for
the contractor’s work on the
bridges, but they have to work
in the area of the Bull Trout
stuff – should be open by the
fall of 2011.

trail. They are as follows: – not
to exceed 75 inches wide; not
to exceed 95 inches long;
travel is one way only from the
bottom to the top. Violations
are punishable by a fine of
not more than $5,000 for an
individual or $10,000 for an
organization, or imprisonment
for not more than 6 months or
both.
Motorized Travel Management
update – using the issues,
public proposals, and screening
process the Planning Team
defined alternatives; that is the
different ways the motorized
system might look across the
forest. The team is currently
analyzing the environmental
effects of the alternatives. A
Draft Environmental Impact
Statement will document the
Planning Team’s analysis.

as National Wilderness Month.

for us will go away. Don and

was handed out tonight. We
need to let our congressmen
know just how important
motorized recreation is to
us. Congress is going to try
and pass a massive omnibus
public lands bill to get a lot
more Wildernesses in without
having individual hearings on
anything.
The Wilderness
Bill that has been introduced
is HR 1925 if this bill passes
40% of the public land in Utah
will be under wilderness - this
will include Moab and the San
Rafael area. So get your
pencils sharpened up and
write letters or go to the web
site listed on the paper and
express your thoughts.

She still
needs some help, but thought
she would get it when people
registered.
Pam said the
weather forecast was for rain
so bring your easy ups. She
asked if you have big pots
and burners; she needs them
to cook the corn. Pam said
the Nomads had asked if
they could bring their teetertotter, this could be fun. There
will be a scavenger hunt for
the kids and other activities
too. Don’t forget the potluck
Saturday night at 6 PM under
the covered picnic area. A
pancake breakfast will be
served

Discussion on the Corn Feed
Trophy and purchase of the
corn followed. We still are
unable to locate the trophy
but the search continues.
The Region will purchase the
corn and Pam said she needs
someone to run the Corn
Shucking contest and help
cook the corn. We understand
that we need to be aware that
we might come in contact with
hunters on quads as Bear
season is open and the Forest
Service has issued several
wood cutting permits also.
Pam said a memorial service
was going to be held at
the park from 1–4 PM for a
member of the Nile community
who had lost his life in a fire.
This will be in the midway
area where the stage is and
will not affect us. Music for
the memorial service will be
provided by Dave King.
Nominations were opened
again for the Most Inspirational
person in Region 4. So far Sid
Hagemeier (Shindig Wheelers)
is the only one nominated.

announcement that she was
not seeking or would accept
the nomination for WA State
director for 2011. She has
held this position for the last 10
years. A new program called
AVECTRA that would allow
the Treasurer, Membership
Chairman, Trail Jamboree
and clubs as well as individual
members to sign up, pay dues,
change address and phone
numbers handle our web site
and store tons of information

was held about the possibility
of asking the delegates to
consider a $5 increase in dues.
The delegates were asked to
take it back to their clubs and
see how they felt about raising
the dues. We haven’t had
a dues increase for several
years.

attending Pick Up A Mountain,

camping at Liberty, and Gloria
Joralemon said their grandson
almost rolled their Jeep with
Terry as co-pilot. Terry said he
wasn’t sure that drivers training
and off road travel should be in
the same sentence.
Nitty Gritty have gone to Liberty
several times, they attended
most all of the race runs. They
have an annual run planned to
Tri Pod September 25th with
Dale Radcliff and his club.
Roamin’ Chariots – half of
the club attended the Jeepin’
Nomads swap meet and
had a great time.
Some
plan on attending Pick Up A
Mountain, and they have one
more camping trip planned in
October.
Desert Rats – are hosting a
club from California; they will
be touring Liberty, Rim Rock
an ending up at Pick Up A
Mountain. They have a run
planned to Idaho and Rubicon
sometime next year. The Lithia
Dodge-Jeep dealer asked our
club to have a Show N Shine
at their place of business
September 23rd , 24th & 25th.

It’s my last official “Howdy All”. I just wanted to take a moment to thank the membership of the
PNW4WDA for allowing me to be your competition chairman these last few years.
I’ve totally enjoyed myself, and learned a few things along the way too.
I want to extend congratulations to our new competition chairman Dave Taylor with the Outdoor
4x4s. I know one of his top priorities is reviewing and revising the Competition and Safety
Rules. As our sport evolves, some of the rules have become outdated and new rules need to be
considered.

The Pledge of Allegiance
was recited and a moment
of silence for the sick and
departed was observed. Angie
asked that we remember
the following: the families of
Bob Baker, Kathy Reeves,
Ron Morganthaler, and Tony
Marino; also the following who
are recovering from illness
Linda Jessen, and Scott and
Anissa Schute. Angie also
asked that we remember those
who lost their lives on 9-11-01
and in honor of those who still
protect our freedom.

following Winter Convention
from the family of Bob Baker
who was a former Past
President of the PNW4WDA.
Bob passed away February
18, 2010 at the age of 92. His
family said Bob would have
appreciated the banner and all
the information in the packet
about the Association and
how it has grown in the past
50 years.
The PNW4WDA Code was
read by Parliamentarian Luke
May (Doo Wop Ditty, Dirty 13
& Outdoor 4X4s).
The hosting statement was
given by Region 3 – Walter
Jessen (Trailbreakers, Inc.)
Walter thanked everyone for
coming and said that coffee,
water and goodies were
available on the back table.

meeting and she has the
Secretary on one side of her
and the Parliamentarian on
the other and at both ends of
the table the Treasurer and
WA State Director so she was
confident things would go well.

her articles in Tri-Power for
input as to what the delegation
wanted. She said she was
pleased with the response
and would be sharing that with
the Board at the December
meeting. She also said please

STATE CAUCUS’S
Washington State Director
Arlene Brooks (Green River
Valley Jeepers) called her
meeting to order at 9:25 AM.
Arlene stated that approval
of the minutes from the last
Caucus was not needed
because they were included in
the General Assembly minutes
that had been approved earlier
this morning. Arlene had put
together a packet containing a
list of activities that have taken
place or currently will take
place in the state office. This
was available on the back table
for everyone to pick up and
look over. As usual Arlene had
a list of all her land chairmen
and coordinators. Jim Putman
(The Hombres) said his cell
phone number should be

her region directors for any
additional land issues that
they might have at this time.
She started with Region 7
– Jeff Williams East (CJ’s
Only & Spokane 4-Wheelers)
said he had no updates. The
Travel Management Plan is
still on going. Region 4 – Earl
Nettnin (Desert Rats) said this
is the third year for Pick Up
A Mountain September 1719. We have lots of exciting
things planned. Glass Creek
Trail Timber Harvest is going to
take place soon and we need
to make comments regarding
taking our trail away when
they ask for public comments.
Copper City will be taken care
of when they finish putting the
bridges in on the1800 and 1808
roads. TWIG meetings start
up on October 5th and we will
find out what’s happened over
the summer. Also seasonal
closures are being considered
in Naches and CleElum.
Region 3 – Kyle Wiebold
(Overbored Racing & Our
Gang Off-Road) said he had
no updates. Region 2 - Vice
Director Bonnie Nettnin (The
Hombres) said the Mt. BakerSnoqualmie National Forest
Recreational meeting would
be September 14th at 7 PM in
the DNR building. Region 1 –
Angela Holm (Happy Campers)
said she had no updates at this
time. Arlene asked that you
read her report for information
on the draft proposals coming
up as well as future meetings; it
pretty well lists everything that
is going on in our state. Arlene

asked the delegation if they
wanted a state meeting on
the West side of the state.

the west side of Washington
state, seconded by Dorothy

the east side of Washington
state, motion passed. Date
will be January 22nd, time
and place to be announced.
Discussion followed regarding
the date of the meeting for
the west side. After much
discussion the date will
remain the same.

that she would be more than
happy to work with whoever
takes over as Washington
State Director. Arlene said
this job requires face to
face contact and cannot be
handled entirely by computer

Straddleline ORV Park is
indefinitely closed.
Angie
said she understood there
have been some negotiations
going on with Biffle Racing
out of Vancouver to operate
Gray’s Harbor Raceway and
operate Straddleline ORV
Park. Angie will check this
out and send him a letter
letting him know what our
involvement has been in the
past at the park and offer our
help. Angie said the up side
of this seems to be that he
likes 4 wheels. There has
been nothing 4-wheel drive
related at the park this past
year. Arlene said she had
heard that some people
didn’t like the fact that they
couldn’t comment on the
web site under the section
that is dedicated to the state
directors and IAD’s. This
is a communication tool for
them to let the members
know what’s going on, and
is not open for discussion.
If you want to make a
comment drop down to the
next line having to do with
land matters and re-open
the subject and it can be
discussed there.
Dave
McMains Treasurer (Hurtin’
Units & Sand Commandos)
asked with the demise of the
NOVA funds what happed
to the equipment.
After
some discussion, we really
don’t have an answer to this
question. Arlene said with
the re-appropriation of our
NOVA funds (9.6 million)
state parks were limited to
how they could spend the
money. Arlene said she had
been notified by the RCO
(Recreation
Conservation
Office) that administers the
NOVA funds that they need
to commit to a time frame
that can be set up for the
next funding session. Arlene
said that she will remain on
the advisory board and a
meeting has been set up
for sometime in May, which
is two months earlier than
before.
Arlene also said
that she has been asked to
serve for two more years on
this board. Hearing no more
business the Washington
Caucus adjourned.
Oregon Caucus was called
to order at 10:00 AM by Kyle
Wiebold (Region 3 Director,
Overbored Racing & Our
Gang Off Road) standing
in for Oregon State Director
Randy Drake (Deschutes
County 4-Wheelers) who
was not present. Randy had
submitted a written report.
Art Waugh (Wolf Pack 4X4)
reported on land matters in
Oregon. Art said he had just
got back from the John Day
State RAC meeting; most
level one maintenance roads
have been closed since the
early 90’s in most all forests.
Two new wilderness areas
were discussed, Cathedral
Rocks and Horse Heaven.

process after about four years.
Some Class II areas may be
coming back and look for a
new class of OHV 4X4 trails
for 65 inch width and under,
1600 pounds and under, and
manufactured low tires.
If
Oregon has a state meeting in
January they may have more
information. The Mt. Hood
Travel Management Plan is
out and basically class II has
nothing; they mostly cater to
quads and bikes. The plan
can be viewed on their web
site. If you would like to get

Carol Jensen, IAD #2 (Sand
Fleas & Individual Members
Club) talked about Quill Power
and the importance of writing
letters. Carol passed out a
paper with suggestions for
letter writing and said they
would pick up the letters and
mail any that were written
today. President Obama is
going to ask congress for
more Wilderness and plans
to ask them to pass significant
Wilderness
protection
measures. We need to write
our congressmen and let them
know that we don’t want or
need any more Wilderness;
we need to let them know
how we feel about our form
or recreation. You can also
go on line and express your
thoughts and ideas at http://

on America’s Great Outdoor
Initiative.

for all their hard work on
land matters. Angie said that
we were all shocked at the
announcement made by our
current Washington State
Director Arlene Brooks that
she would not run for the office
in 2011; none of the Board saw

it coming, however, we all knew
at some point it was going to
happen. Arlene said it’s been a
wonderful ride, however, it was
time to turn it over to someone
else to take and run with it; a lot
of exciting things are coming.
So, thanks Arlene we have
some big shoes to fill, you will
certainly be missed.

read the proposed boundary
change proposal. The proposal
was printed in the August and
September Tri-Power.
The
proposed by-law is to read:
REGION 5 – NORTHEASTERN
OREGON – THAT PART OF
NORTHEAST OREGON, EAST
OF THE EASTERN BOUNARY
OF WASCO COUNTY, AND
EAST OF BRIDGE CREEK
BETWEEN BURNT RANCH
AND MITCHELL AND NORTH
OF HWY 26 FROM MITCHELL
TO THE OREGON/IDAHO
BORDER. The intent makes the
boundary between Regions 5 &
6 easier to understand and work
with. Date to take effect would
be immediately on passage.
Angie asked Art Waugh (Wolf
Pack 4X4) who submitted the
proposal to speak on its behalf.
Both Region 5 & 6 Directors
agree it would be beneficial to
both Regions. Voting then took
place and the results will be
announced later in the meeting.
OFFICERS REPORTS:
Treasurer
Dave
McMains
(Hurtin’
Units
&
Sand
Commandos) had a written
report. Angie said that Dave
asked her to open a discussion
on a new membership program
that he has looked into. This
program is called Avectra and
is a one step deal. It is similar
to the one that WOHVA uses
where you can go on line and
do membership, however, you
would still have the ability to
mail your membership in if
you choose to do that. It does
expand our possibilities for new
membership and would allow
us to get rid of Net River who
we have been having issues
with from time to time. The cost
is about $1200 a year. The
Board has already looked at this
program and feels this program
would make things easier for the
Association to move forward.
We may be looking at asking
for a dues increase, no one
could remember the last time
we had a dues increase of $5.
Take this back to your clubs
and see what they think about
a dues increase. This would
require a by-law change and in
order to be voted on at Winter
Convention that proposal would
need to be submitted to the
Secretary by November 15th.
Discussion continued about the
Avectra program. Dave feels
that this program would be a
real time saver for the Treasurer,
Membership Chairmen, our Web
site and Trail Jamboree. Each
club could register their clubs on
line, pay dues and have access
to the membership list at all
times; allowing them to change
addresses
and
telephone
numbers themselves, etc. This
program would allow us to store
all kinds of data indefinitely.
Net River will be coming
up for renewal soon, so we
need to think about moving
ahead with a new program if
we are going to do that. Don
Jensen (IAD#1, Sand Fleas
& Individual Members Club)
wanted to make it very clear to
the membership that we have
two separate issues here to
look at, a new system and a
possible dues increase. Dave
said we are going to have to
do something about a dues
increase and he should have
separated them. Dave said
that right now he would really
like for us to move ahead with
the Avectra system.
Dave
said he didn’t think there was
enough time to have it set up
by the time the members would
start paying their 2011 dues.
He hoped that everything could
be set up by January.

said Net River is coming up

renew Net River or go with
Avectra, however, we might
have to have both for awhile to
make sure we have a smooth

front of the delegation is if we

was if this is the best of what is

Chariots) asked how the
June Board meeting by
teleconference went. Angie
said she had been able to
purchase 1000 minutes and
she thought it worked well
for most of the Board and
had saved the Association
about $2,000. She said this
is not something that we
could use for all the meetings
because several times you
need a face to face meeting
to discuss things; the March
Board meeting is to meet the
newly elected members, the
December Board meeting is
budget discussions. The June
Board meeting seems to be
the only one that works for us.
Angie said she was sure we
had enough minutes left for
another meeting.
Back to the Treasurer’s Report,
Arlene Brooks (WA State
Director & Green River Valley
Jeepers) made a statement on
the funds for Trail Jamboree.
She wanted everyone to see
that this event is the basic fund
raiser for our organization, in
OCTOBER 2010
fact it’s the only money maker
we have. We would not be
able to carry on if something
happened like a forest fire
and we were not able to have
the Jamboree. Dave said
this is why he’s been talking
about a dues increase as well
as a membership increase.
Dave feels that by using the
Avectra program we should
get a membership increase.
A question was asked as to
when we had the last dues
increase.
The Secretary
will research the minutes
and a notation will be made
at the end of the minutes.
Discussion followed and some
of the delegates said that
their clubs were also going
to be raising their club dues.
Angie made the comment
that it’s up to the delegates
to remind their club members
that this organization is a
great organization and we
are worth it. It’s up to you
to make sure your club
members realize just how
much this organization is
doing and has done for
outdoor recreation and not to
look just at the dollars. When
you look at joining other
organizations PNW dues are
not even close to what some
of them are. Ron McDonald
(Tri-Power Editor & Clark
County 4-Wheelers) said he
thought we needed to see a
breakdown of Trail Jamboree
income and expenses. Kelda
Hagemeier
(Co-Chairman
of Trail Jamboree & Shindig
Wheelers) said they were
working with Dave on doing
this and hoped to have it for
the December Board meeting.
Ron also said there should be
a breakdown of Tri-Power
expenses too. The printing of
Tri-Power should be separate
from the printing of the 50th
Anniversary
publication,
Dave agreed. A question was
asked if Summer Convention
should be listed on the
Treasurer’s report; answer
no it’s an entity all its own.

report.
She reminded
everyone about the forms
that were available on the
back table. The deadline for
By-Law, Constitution and
Competition Safety Rule
proposals must be turned in
snail mail to the secretary
on or before November 15th.
They must be the original
signed copy and no e-mail
will be accepted.

also said she had applied
for a position on the Eastern
Washington RAC for Bureau
of
Land
Management
representing
motorized
recreation; no notification as
been received.
Competition Report Rob
Stafford (Overbored Racing
& Cascade 4X4’s) had
a written report with one
correction – the Region
Team Relay Women’s winner
should have said Region 4
women not Region 1.
Dave Taylor (Outdoor 4X4’s)
is our new Competition
Chairman for 2011. Rob said
the Competition Committee
hosted Summer Convention
and had one of the biggest
turn outs in many years.
Over 125 families camped.
They had a camping only
cost and that brought in over
30 families just to watch. He
said all bills have not come
in yet so he didn’t have the
figures. He did say that
half of the proceeds will be
going back to the PNW and
the other half will be divided
among the regions that put
on the event. Ben Brown
(Individual Member) was
the winner of the Bill Hartz
Trophy this year. The results
from Summer Convention
are listed in the September
Tri-Power,
article
and
pictures will be coming soon.
Marty Tilford (Vancouver 4Wheelers) made a comment
that he really liked seeing
the results from Summer
Convention with times in
Tri-Power. A tentative work
party date at the Ethel site is
scheduled for October 16th.
Marty Tilford (Vancouver 4Wheelers) made a motion
to use $1000 from the Trail
Fund for maintenance at the
Ethel work party. Motion died
for lack of a second. Arlene
Brooks (WA State Director &
Green River Valley Jeepers)
asked if Marty meant funds
from the Trail Building &
Maintenance Fund; he said
yes. Arlene said you have
to have a written proposal
along with a work plan
submitted to the Board for
approval. Marty made a new

$1000 be allocated toward
the winter shutdown site in
Ethel. Motion Passed. This
money will be primarily used
for rental of equipment to
reconstruct the tracks. No
more events are scheduled

and said she had received
six letters already, if you
want to write a letter today,
give it to them and they will
mail it for you. Carol said we
have no membership dues
coming up before Winter
Convention. Megan Myracle

made a comment about
wilderness areas being closed
to anything that leaves a
track and that includes wheel
chairs, skate boards, scooters,
wheel barrows, bikes, and
the like. We have disabled
veterans coming home who
will not be able to enjoy the
land they fought to protect
if so much more land is put
into wilderness.
Her point
was that you could include
that in your letters to your
congressmen too, that they
are cutting off access for our
veterans. Another point you
could say that you don’t want
to create a private walking
reserve for an elite group.
Angie said we probably would
be getting a lot of telephone
calls from politicians in the
next few months and some
good questions we could ask
them is where they stand
on wilderness, motorized
recreation, health care, ask
the what they do for recreation
and don’t tell them you are a
member of a 4-wheel drive
Association.

the Liberty area to repair some
trails. The Travel Management

2012. There are seven trails
in Rim Rock that have been
closed. The Naches District
is looking for help with bridges
so if your club would like to
help them, contact the Naches
Ranger District.
Region 3 – Director Kyle
Wiebold (Overbored Racing
& Our Gang Off Road) had a
written report. Kyle added to
his report that Piston’s Wild
had worked very hard on
the Yacolt Burn Trail, more
information can be found on

pictures for JP Magazine and
Off-Road Adventures so we
hope to get some positive
publicity.
Diana said she
would be getting information
to the local papers in regards
to Operation Shore Patrol.
Marty Tilford (Vancouver 4Wheelers) had made stands
for Tri-Folds and Tri-Powers
for businesses and is planning
to make some more. If you
need some contact Diana and
she will let Marty know how
many he should make. Diana
has a very nice display set up
with DVD’s running, maps and
hand out material she sets up
for events.
Club Power/We Did It – Beth
Ayer (Wolf Pack 4X4) had a
written report. Beth handed
out patches today. She said
most of the people didn’t
want patches or awards. She
said she will be running out
of patches and was not sure
where to order them. She
had contacted several places
and found them to be very
expensive if we can even get
them. She said she had a bid
of $250 for 500. A question
was asked what do people
do with the patches. Answer,
we sew them on our jackets.
Beth is looking for ideas on
what to use as awards, so if
you have any ideas let her
know. The Board will probably
discuss this at the December
Board meeting.

she has thousands of Quill
Power patches and no one
has submitted letters for the
last two years. Jim Putman
(The Hombres) said it used to
be that everyone had a club
jacket and wore them to all
events showing pride in our
organization, not so much
now. Jim said he wears his
Jeep Club Jacket everywhere
and people are always asking
him about it. Jim said at
lunch today he had it on and
someone asked about the
Association and Jim signed
him up as a member. It’s good
PR for us. It is very important
that we turn in the paper work
as it tells the story about what
we are doing and have done.
It’s documentation on the
number of people attending
work parties and helpful when
applying for grants etc. Art
Waugh (Wolf Pack 4X4) said
since it’s hard to find the stars
and brads perhaps we should
look into getting rocker bars
for the events.

he doesn’t even know who
some of the Board members
are that are running the show.
He did say he had not been at
enough PNW4WDA events
to meet them. He also said
he didn’t know the President
of the US, but he knew what
he looks like and knows stuff
about him because of the
Internet. Pictures of several
of the Board are in Tri-Power
and that is on line and
available to everyone. Our
Web team really wants your
participation on the Forum.
This is a great PR tool. Your
Web Team is very excited and
passionate about the Web
Site and think it’s the way of
the future. Plans are to have
a rotating banner on the front

We took 4W613 down Foundation Ridge stopping at the
future work needed in a few areas. At the bottom we took
Grey Rock Trail back up looking at some other areas that
needed some work.
This bridge was tight for the big quads.

We headed up the North Fork and onto the Blue Lake Trail.
On up the trail we stopped at the Cutus Hole Vista.
We moved two Green Dots post into their proper places.
We head back around and then up to Darland Mountain.
Guido adding a fresh Green Dot.
Here we stopped at Blue Lake.
On up around the corner we replace a Green Dot Marker that
had been shot to pieces.
Back at camp others showed up.
Foxracer and HavoJr finished painting the Dome Peak Signs
Phantom-309 made.
Next we replace a Green Dot Marker on the gate keeper hill
climb.

Up at Blue Slide Lookout we stopped for a break.
Next we moved the next marker farther off the trail since
people had ran it over.
Heading down FS1020/Jackass Rd. we stopped to replace
the Green Dot Markers at the Short & Dirty trail intersection.
Up at the Blue Lake Trail/4W615 intersection we moved the
Forest Service marker into a safer place since it too was
being hit. We added a new Green Dot Marker since the old
one was broken.
