pages celebrate the difference the
CGLA community made in the
lives of thousands of CGLA clients
between July 1, 2011, and June 30,
2012.
We read this report with pride and
gratitude: pride in the dedication
of CGLA’s attorneys and staff and
the life-changing services they
deliver and gratitude for CGLA’s many
supporters from all walks of life who
choose to stand with us in answering
God’s call to seek justice and mercy for
those in need.
We encourage you to read through this
report for fresh reminders of how providing a chance for justice gives hope to
those plagued with the intractable legal
problems that afflict our neediest neighbors. Consider also how CGLA’s legal
and support services, time and again,
provide our clients second chances and,
in a real sense, the opportunity to redeem their lives from criminal records,
barriers to employment, mistakes of the
past, and threats to their housing and security.

Cabrini Green Legal Aid (CGLA) provides free legal services to low-income
Chicagoans facing legal crises that threaten their stability. Every day we help
solve our clients’ legal problems pertaining to parentage issues, one-strike public housing cases, criminal records and
criminal defense. We extend our impact
through integrated social service support
and strive to protect the dignity of every
client. “You should defend those who

Justice Is More Than a Verdict
To strengthen lives, families and communities we must do more than avert
crises. Our attorneys work to provide
legal resolutions that, when combined
with our social work support, result in
fresh starts, renewed hope, better lives,
and lasting change.
Shared Passionate Advocacy
It takes shared passionate advocacy to
turn a touch with the criminal justice system into an opportunity to strengthen a
life. That is why we dedicate resources
to our client support services team and
build strategic partnerships with likeminded organizations in order to more
fully meet the legal and non-legal needs
of our clients. Through partners like
Breakthrough Urban Ministries, The
Cara Program and many others, we can
provide our clients the tools they need to
translate legal victories into permanent,
positive change.
It also takes shared passionate advocacy
to make it possible for our staff to do this
work each and every day. Fortunately,
we are joined by the many people and
institutions listed in this report. It is their
passion for justice and mercy and their
generosity with their time and resources
that sustain our efforts and enable CGLA
to continue to serve more Chicagoans in
need.
Our History
Sowing the Seed
Late in 1972, Chuck Hogren, a young private real estate attorney, asked Pastor Bill
Leslie of LaSalle Street Church for guidance. The neighborhood kids Chuck mentored
in the church’s after-school program kept asking him to help resolve their friends’ and
families’ legal troubles.
Bill challenged Chuck to open a legal aid clinic serving the Cabrini Green Housing
Development. Chuck said if Bill could find the funding, he would do it for a year.
Two weeks later, Bill had a check in hand for two years’ funding from Tyndale House
Publishers.
For 24 years, Chuck served as the executive director of the Cabrini Green Legal Clinic
(CGLC), as it was then known. CGLC provided all-purpose legal services to Cabrini
Green residents.
The agency grows its
staff from two in 1973
to eight. In 1983 CGLA
represents its 1,600th
client.

Increasing Family Stability
Juan
Juan came to CGLA seeking both to protect and provide for his two children.
Juan and his wife had been separated for
several years when she developed a serious drug habit.
Without formal custody, Juan would
struggle to provide for his daughter
in particular. His name was not on his
daughter’s birth certificate because she
was born before he and his wife married.
As her habit started to develop, Juan saw
her behavior get more and more erratic
and he began to fear for the safety of his
son and daughter when they were in her
care. Those fears were justified when, at
his urging, DCFS investigated the mother
of his children and removed them from
her care.
Without proof of parentage, it was a
struggle for Juan to add her to his health
insurance and enroll her in school. He
even faced the risk of her being taken
into foster care. DCFS recommended
Juan call CGLA.
With help from DCFS, Juan got a temporary order of protection designed to keep
the children safely with him, but Juan
needed a more permanent solution. He
wanted formal, permanent custody of his
children.

Juan contacted CGLA and we immediately set to work, helping him to establish parentage, legally separate from
his wife, and win permanent custody
of both children. As a result of CGLA’s
successful intervention, Juan is now able
to do the things he feels he should as a
father such as protect and provide for his
children.
Family Law
Program
Over and over research has shown overt
conflict between parents can adversely
affect their children’s cognitive, emotional, and social development. When parents fight, their children suffer.
Research has similarly shown that children who grow up with absent fathers
are twice as likely to drop out of school,
develop chemical dependencies, and end
up in prison.
CGLA’s Family Law Program strengthens families by helping to resolve conflict and protect the rights of parents,
particularly fathers, to have access to
their children.
Whenever possible, we seek to resolve
conflicts outside of court through
mediation and other conflict management
strategies.
Our
Client
Support
Services
(CSS) team, in partnership with
organizations such as The Chicago
School Forensic Center, provides parenting, anger management and therapeutic
services at no cost to our clients.
Often during Family Law proceedings CGLA
clients are strongly encouraged or even required
to complete parenting and/or anger management
classes to demonstrate to the court that they are
seeking to improve their ability to manage these
complicated relationships.

Preventing Homelessness
Latisha
Raising children is never easy, but Latisha faced more challenges than most.
Her husband was incarcerated, and she
worked hard to raise her 13 year-olddaughter and 19 year-old son alone.
They lived in subsidized housing on the
far south side of Chicago and Latisha is
legally blind.
When she came to CGLA, Latisha told
us that her family was being evicted
from her subsidized unit because her 19
year-old son had been arrested. Her son,
she said, was charged with possession
when the police found a bag of pot on
the ground near him and his friends. The
charges had been dropped, but CHA was
still trying to evict them.
CGLA told Latisha we
would do all we could
to save her housing and
asked her to bring her son
in to talk with us. With
Latisha outside the room,
he admitted to us that he
had lied to his mother. He
had been dealing drugs
when he was arrested
and the charges had been
dropped on a technicality.
Armed with this knowledge, we were able to work
with Latisha and the attorney for CHA to negotiate
a settlement agreement.
Latisha and her daughter
would be allowed to stay if
the son were barred from
the unit.

Normally, this is an unacceptable solution, but in this instance we were able to
work with Latisha to arrange for her son
to live with relatives outside the city and
away from the negative influences in her
neighborhood.
Latisha agreed to the settlement and is
now working with our Client Support
Services staff to connect her daughter to
the Boys & Girls Club and herself to services for the blind.
Latisha still faces challenges, but thanks
to CGLA she and her daughter have
a home and she has support in caring
for both of her children in the best way
possible.
Housing Law
Program
In 2011, The Chicago Reporter released a report showing between 2005 and 2010 the
Chicago Housing Authority (CHA) initiated 1,390 evictions based on a criminal
allegation. The Chicago Reporter’s analysis showed in over half of these “onestrike eviction” cases, the person charged
was never convicted.
CGLA’s Housing Law Program prevents homelessness by fighting unjust
one-strike evictions. We select our cases
carefully, focusing on instances where

person charged lost their home and their
housing subsidy. For families living on
social security, disability or other public
benefits, their housing subsidy is often
the only reason they can afford to live in
decent, safe housing. Forced to pay market rate, many will face homelessness.
Members of the CSS team work hand-in-hand
with the resident services coordinator at the
client’s building, along with partner agencies in
the community. They work to bring a coordinated
system of services into the home with the ultimate
goal of stabilizing and preserving the client’s
housing.

were able to preserve our clients’ housing and subsidy nearly 100% of the time
in FY12.
In addition to fighting on behalf of individual families, CGLA leverages its
expertise in one-strike evictions to advocate for reform in CHA’s policies. CGLA
educates CHA officials on the need to exercise discretion in bringing these evictions and regarding CHA’s policies for
new applicants for subsidized housing.

Reducing Recidivism
Derrick
Derrick was a young African American
student who was going places. He was
poised to defy the odds by emerging
from a rough neighborhood and heading
to college.
But weeks before graduation, trouble
found Derrick. One afternoon of being in
the wrong place at the wrong time threatened to derail his dream.
Derrick was tagging along with a group of
seniors after school when several among
the group took a detour into an unlocked
classroom. When they emerged from the
class, the group ran and Derrick, unsure
of what was going on, ran with them.
It turned out that the boys who entered
the classroom had stolen several laptops.
Derrick, along with most of the group,
was arrested shortly thereafter and
charged with felony theft.
Derrick was guilty by association. He
should not have been with the group or

run. He should not have tried to help hide
the laptops. But he did not intend to commit a crime and he did not deserve to have
his future derailed by a felony conviction.
But he was guilty and we understood
that fact. CGLA’s goal, as in all criminal
cases we accept, is to help keep our clients
out of trouble going forward. In Derrick’s case, CGLA presented the Assistant
State’s Attorney with a mitigation packet,
acknowledging Derrick’s role, describing
what an exceptional young man he is,
and asking the state to agree to a plea to
a lesser charge.
The state agreed and Derrick pled to misdemeanor theft with supervision. CGLA
kept in touch with Derrick throughout
his supervision, which he successfully
completed. Today, Derrick is attending
Kennedy King College and looking forward to seeing where his dream will take
him.
Criminal
Defense
Program
So many of our urban youth are entering the criminal justice system that there
are now police rooms inside many high
schools in Chicago.
CGLA’s Criminal Defense Program interrupts the cycle of crime and recidivism
of clients facing criminal charges. CGLA
provides direct representation for misdemeanor and low level felony charges and,
for student clients, representation in Chicago Public School expulsion hearings.
Through our CSS program we are able to walk
alongside our clients linking them to transitional
housing programs, as well as job training
opportunities, mental health services, or substance
abuse treatment, to help them complete the
requirements of their sentence, making clients
eligible for expungement or sealing of their records.
By the age of 23, nearly

By focusing intense legal and social resources on each individual CGLA represents, we aim to bring about the best
possible outcome that allows our clients
to move on and live productive, lawabiding lives when their touch to the justice system is over. In some cases, that’s a
“not-guilty” verdict. For others, like Derrick, it’s a plea to a charge more fitting to
their crime with a sentence that can eventually be expunged.
In addition, starting in 2010, CGLA began
partnering with Chicago area law firm
Jones Day to provide attorneys for our
criminal defense clients. This partnership
allows CGLA to offer clients additional
resources and help them to move beyond
their charge and be productive citizens.

Removing Barriers to Employment
Andre
Andre was laid off from the job he’d held
for nine years and “everything from that
point on was a struggle.” A recent interview at the CTA had raised his hopes, but
he was turned down because of a single
misdemeanor conviction.
Many years earlier, the police had
stopped Andre for a problem with his
car’s temporary registration tags. He was
initially charged with felony fraud, but
Andre figured “it all got taken care of”
when he accepted one year of probation
for a misdemeanor.
When that misdemeanor cost him a job
opportunity, Andre told himself, “Let
me set this right.” Determined to move
forward, Andre set out for CGLA’s Expungement Help Desk at the Daley Center where a CGLA attorney, Paul Haidle,
helped Andre petition to have his record
sealed.

The state’s attorney filed an objection to
Andre’s petition, so CGLA Program Director, Beth Johnson, was there to represent him when he took his case before a
judge.
“A RAP sheet doesn’t represent the good
in a person’s life,” Beth explains. She
had Andre collect recommendation letters attesting to his commitment to his
children, church and community.
The judge sealed his record, removing it
from employment background checks,
therefore making Andre marketable in
the work force again.
With his record sealed, Andre was able
to apply for a well-paying railroad job
that gave him nights and weekends off
to spend with his family. “I’m a CGLA
success story.”
Criminal
Records
Program
Based on its survey of state
criminal records systems, the
US Bureau of Justice Statistics
has estimated that nationwide
records maintained by the
states show 97.8 million subjects with criminal records.
Illinois lists 5,752,000 subjects
with criminal records. Even
reducing these figures by one
third to account for duplication across state lines, this
would mean that over that over 64.5 million Americans and 3.79 million Illinois
citizens have criminal records.
These millions of individuals face tremendous barriers to employment that
prevent them from supporting themselves and their families. Closer to home,
nearly 100,000 people are released annually from Cook County Jail back into our

small coalition of policy and service organizations in Chicago has been leading
efforts to change the laws in Illinois that
govern criminal records. The coalition’s
goal is to ensure that those with relatively
minor records can earn an opportunity to
be productive again.
Today CGLA prepares nearly 50% of the
5,000 petitions to expunge or seal records
filed each year in Chicago. We screen
twice as many people, helping them understand their records and their legal
rights. CGLA provides access for clients
to the criminal records legal system, identifies changes to be made to criminal records statutes and has helped secure a series of reforms in the Cook County Court
System.
CGLA works closely with a range of social service agencies to ensure that their
clients have access to the full range of
legal options for clearing or mitigating
their records. By removing their records,
CGLA makes the CSS team and our partners’ employment, housing, and other
services more effective.

Meaningful Service
Dick
Volunteers have been a part of CGLA
from the very beginning, and today they
are essential to our model of services
and day to day operations. Volunteers
assist thousands of people to clear their
criminal records at CGLA’s Expungement Help Desks. They answer phones
and enter data. They write clemency petitions and interview potential clients to
present their cases to CGLA staff.
But only one volunteer has been with
CGLA from the very first day until
now. Dick Sawdey, a very recently retired partner at Hoogendoorn & Talbot
LLP, was CGLA’s founding board chair
in 1973 and still comes once a month to
interview potential clients. “When Bill
Leslie asked me to serve on the board
of what back then we called ‘the Clinic’
I couldn’t say no. I was young, attending
LaSalle Street Church and believed then
as I do now that (CGLA founder) Chuck
(Hogren) was called to provide justice
and mercy for the poor. If he didn’t, who
would?”

Dick served on the Board for many years,
and fondly recalls each year they made
the decision to keep the doors open for
another year. “The question was always
whether we could raise enough funds to
stay open. We never dreamed that CGLA
would grow up and be such a prominent
institution in Chicago.”
Today Dick volunteers interviewing clients monthly and advocating for them
at our weekly staff meetings. His experience interviewing clients and presenting
their cases succinctly and fairly makes
him one of our most popular volunteers.
In just the last ten years, Dick has provided over 435 hours of pro-bono service
to CGLA clients. We cannot thank Dick
enough for making service to CGLA a
part of his life’s work.

Investing in Justice
Don
Don Whittaker has supported CGLA for
more than 30 years. He began as a law
student intern in 1977 and then worked
on staff for two years after graduating
from DePaul University. Since then Don
has continued to financially support
CGLA for over 15 years. When asked
why he had continued to support CGLA
all these years, Don told us, “What I remember most from the past 35 years of
practicing law are the people I was privileged to represent when I was at CGLA.
The satisfaction that came from making
a difference in the lives of people in the
community was so great.”
Don then reminisced, “I remember seeking a guardianship for a minor for a
grandmother. Judge Dahl, who was the
presiding judge, looked at me, sighed,
and asked rhetorically, ‘Mr. Whittaker,
what are we going to do when all the
grandmothers die?’

“Three weeks later, I appeared before
him again. This time, however, I was
seeking to have an 18 year-old young
man appointed as guardian of his three
younger siblings because there was no
parent, no auntie, and no grandmother.
Judge Dahl granted the petition.
“The case was over, but the real work of
raising his siblings was just beginning
for this young man. For clients like him,
CGLA is working to fulfill Chuck Hogren’s vision of bringing social and legal
services to its clients to enable them to
move beyond lives of desperate poverty.
This is why it is my privilege to support
CGLA.”

Three ways
you can
consider
supporting
CGLA
Volunteer
As with most nonprofits, volunteers are
the backbone of the organization. The
same is true for CGLA. Many might think
you have to be a lawyer to volunteer for
a legal aid clinic. And while volunteer legal services are needed, so are many others. See below for details.
Legal Volunteer Opportunities:
Many attorneys practicing in large law
firms, small law firms or for corporations
volunteer their time to take on a case
from start to finish, often in an area in
which they don’t get to practice on a daily
basis. If you are an attorney, consider using your legal expertise to help those who
need God’s justice and mercy.
Non-Legal Volunteer Opportunities:
If you are not an attorney but
care about God’s justice and mercy for all, you can volunteer in a
non-legal capacity.
CGLA has work in the areas of office administration, marketing, fundraising, event planning and execution, as well as a host of other

CGLA also needs your financial donations. Please consider making a monthly

– who support the mission make a difference and ensure legal services are available to those most in need.
