TERRORIST ACT IN AKTOBE
On June 5th, 2016 in the city of Aktobe a monstrous act of terrorism was committed by a group of
people who, according to the authorities, are adherents of non-traditional religious movements.
According to the Ministry of Internal Affairs of the Republic of Kazakhstan, as a result of a series of
terrorist attacks there were victims among the civilian population, including law enforcement officials
and the military.
Government of the Republic of Kazakhstan announced that for today almost all criminals were
neutralized through the actions of the security forces, some of them are wanted. As the President of
Kazakhstan Nursultan Nazarbayev says, "Our law enforcement agencies will find everyone, and they
will receive the appropriate punishment. The terrorist acts have changed the attitude of society;
people condemn them and wait for decisive actions."
9th of June was declared a national mourning of Kazakhstan for the victims of the events in Aktobe.
On June 10 meeting of Kazakhstan Security Council was held, it was chaired by N.Nazarbayev.
During the meeting the events, that took place in the city of Aktobe on 5-6 June, were assessed, and
a list of measures to ensure security in the country was defined. Also the Prosecutor General
Zh.Assanov, Interior Minister K.Kassymov, chairman of the National Security Committee
V.Zhumakanov and Akim of Aktobe region B.Saparbaev made reports.
President of Kazakhstan, on behalf of the members of the Board and himself, expressed condolences
to the families of dead military officers and civilians of our country.
At the same time, a number of instructions was given to the heads of state bodies of Kazakhstan. In
particular, the possibility of adopting measures to strengthen penalties against Kazakh citizens
involved in international terrorist organizations was considered. Also the need to strengthen control
over arms trafficking and its storage procedures was highlighted; furthermore it is necessary to
toughen the penalties for violations, to conduct a comprehensive review of all the persons who are
engaged in this activity.

NEW TERRORIST ACTS IN TURKEY
Last week there were terrorist attacks in Turkey.
According to Euronews on June 7 there was a terrorist attack in Istanbul, in which 11 people were
killed and 36 were injured. As the Euronews article notes, Kurdish group "Kurdistan Freedom
Hawks" takes responsibility for that act of terrorism. The explosion was near service bus of police
special forces near the public transport stops in the neighborhood Vezneciler in the European part of
the city. Six policemen and five civilians were among victims.
The same group, which formally has no relation either to the Kurdistan Workers' Party, or to the
pro-Kurdish Democratic Union Party, earlier claimed responsibility for the car bomb explosion in
Ankara on February 17 that killed 28 Turkish soldiers.
After one day on 8th of June car bomb exploded in the town of Midyat in Mardin province located
on the border with Syria. Presumably, the car was driven by a suicide bomber. As a result, at least
three people (including one policeman) were victims. About 30 were injured. According to media
reports, the explosion destroyed a five-storey building. Several more buildings were damaged.
In a statement of Turkish President Erdogan is said: "We strongly condemn this heinous attack on
our citizens. I express my condolences to the families and friends of those killed and wish a speedy
recovery to the injured".

VISIT OF ILHAM ALIYEV TO GERMANY
A working visit of President Ilham Aliyev to Germany was held on 6-7 of June.
There was a press conference by President Ilham Aliyev and Federal Chancellor of the Federal
Republic of Germany Angela Merkel in Berlin. The heads of the two countries made statements.
President Ilham Aliyev's visit to Germany is of great importance because Germany is one of the
leading countries in Europe, and Azerbaijan has always sought to establish relations with Germany at
a high level.
As the chairman of the Parliamentary Committee on International Relations and Interparliamentary
Relations, head of the Azerbaijani delegation to the Parliamentary Assembly of the Council of
Europe (PACE) Samed Seyidov notes, statements made during a visit are in fact policy statements in
connection with the Nagorno-Karabakh problem and the occupied Azerbaijani lands.
According to Azerbaijani experts, the economic relations between Azerbaijan and Germany are
expanding more and more with each passing day. President Ilham Aliyev called on German
companies to invest in Azerbaijan. The arrival of German companies in Azerbaijan is important, in
particular cooperation in the fields of agriculture, technology and other fields. Because Azerbaijan's
current policy is aimed at developing non-oil sector and in this regard Germany has great experience.

MEETING OF THE HEADS OF CIS GOVERNMENTS IN BISHKEK
On 7th of June this year the capital of Kyrgyzstan Bishkek hosted a meeting of the Council of Heads
of Governments of the CIS countries.
In the event was attended by the prime ministers of six CIS countries: Belarus, Kazakhstan,
Kyrgyzstan, Moldova, Russia and Tajikistan. The rest of the participating countries, with the
exception of Ukraine, represented by deputy prime ministers and first deputy prime ministers.
The agenda of the meeting of the Board included 16 questions covering a wide range of topical areas
of the CIS activity. The main attention was paid to the development of trade and economic
cooperation, joint work in energy and health, humanitarian field, as well as food security and the
realization of the program of innovation cooperation.
Speaking at a meeting with the CIS heads of governments, the President of Kyrgyzstan Almazbek
Atambayev said: "In September of this year, the anniversary of the Commonwealth summit will be
held in Bishkek, which will be attended by Heads of States. And I certainly hope that due to your
well-coordinated work and the Organization Secretariat we will hold Bishkek summit on a good
level."
Atambayev also stressed that Kyrgyzstan supported the proposal of the need to transform the
Organization and to reform the CIS sectoral bodies. Kyrgyzstan supports a balanced and pragmatic
approach to reforming the CIS, everything to be calibrated, calculated and carefully considered.
Atambayev expressed confidence that the upcoming meeting of the Council of CIS Heads of
Government will be a good discussion platform for a constructive exchange of views on the most
pressing issues of further cooperation between the CIS countries.
At the meeting it was decided to hold the next meeting of the Council in Minsk in October of this
year.

SCO STRENGTHENS SECURITY SPHERE
On 8th of June, 2016 in Astana the meeting of defense ministers of the SCO member states was held.
The meeting was attended by Minister of Defense of Kazakhstan Imangali Tasmagambetov, a
member of the Council of State - the Minister of Defense of China Chang Wanquan, chairman of the
State Committee for the Defense of Kyrgyzstan Marat Kenzhesariev, Russian Defense Minister
Sergei Shoigu, Minister of Defense of Tajikistan Sherali Mirzo, first deputy Minister of Defence Chief of General Staff of Ministry of Defense of Uzbekistan Shavkat Normatov.
In addition, the SCO Deputy Secretary-General Sabyr Imandosov and Deputy Director of the
Executive Committee of the SCO Regional Antiterrorist Structure Zhou Qing participated in the
meeting.
As the press service of the Defense Ministry informs, heads of defense agencies exchanged views on
topical issues of international and regional security and noted the high level of mutual understanding
between the SCO states in this sphere.
Following the meeting, the heads of the defense departments have agreed to enhance coordination
and consultative mechanisms on security and development of defense cooperation agencies to
counter military threats in the immediate vicinity of the borders of the SCO member states, as well as
the rapid exchange of information.
Recall that there were already held meetings of representatives of state bodies of the SCO countries.
Within 2 weeks on 23-24 of June Tashkent will host the Summit of SCO Heads of States of the
member countries.

TURKIC COUNCIL EVENTS IN KYRGYZSTAN
During the reporting period, a series of events organized by the Turkic Council took place in
Kyrgyzstan.
In particular, the 3rd meeting of the tourism ministers of the Turkic Council member countries was
held on 7th of June. The event, which was held under the moderating to the Secretary General of the
Turkic Council Ramil Hassanov, was attended by Secretary General of the World Tourism
Organization to the UN Rifai Taleb, Minister of Culture, Information and Tourism of the Kyrgyz
Republic Altynbek Maksutov, Deputy Minister of Culture and Tourism of Azerbaijan Nazim
Samedov, Deputy Minister of investments and development of Kazakhstan Zamir Saginov, Deputy
Minister of culture and tourism of the Republic of Turkey Hussein Yayman representative of
TURKSOY Kozhageldy Kuluyev and Head of the TWESCO Darkhan Kydyrali.
Such events are of particular importance, as the theme of the upcoming Summit of Heads of
Cooperation Council of Turkic-speaking countries is the deepening of cooperation in the sphere of
tourism. On this basis, in the course of this meeting, participants discussed the hiking trails along the
Silk Road, as well as new projects in the framework of the idea of a "New Silk Road". At the end of
the event tour operators from 11 member-countries of the Turkic Council signed the UN Code of
Conduct, and held a final press conference.
In addition, the Head of the TWESCO Darkhan Kydyrali during his working visit to Kyrgyzstan
held official meetings with the Minister of Culture, Information and Tourism of Kyrgyz Republic
Altynbek Maksutov, Deputy Minister of Education and Science of Kyrgyz Republic Mr. Nurmamat
Essenkulov, as well as with the governor of Issyk-Kul region of Kyrgyzstan Askhat Akibayev.
