WE CARRY THE BROADEST SELECTION OF SL NEWS TO THE BROADEST CROSS-SECTION OF SRI LANKANS NEWSLANKA Established since 1991. FREE, WEEKLY NEWSPAPER. THURSDAY - 10 JULY 2014 T: 020 7978 9030 E: [email protected] Global giant Carlyle positive on Sri Lanka By Shabiya Ali Ahlam (FT.LK) - A top global asset management firm yesterday expressed willingness to set foot in Sri Lanka, provided that companies meet its required minimum investment value. The US-based The Carlyle Group, which specialises in private equity, pointed out it will enter the Sri Lankan market if companies are capable of fulfilling its criteria. “We would like to invest in Sri Lanka. It is not that we have shied away from it. It’s just that we have criteria to fulfil from our side. The current size of our Asia fund is about $ 20 billion, so we look for entities which match our investment criteria,” said The Carlyle Group Indonesia Managing Director Rajiv Louis during a panel discussion at a symposium hosted by the Securities and Exchange Commission (SEC). The senior official, visiting Sri Lanka on an invitation extended by the SEC to address its symposium on ‘The Role of Independent Directors’, shared as an example that before entering a market the global company require entities to have a minimum investment of $ 150 million for a stake of 10%. “We look at the size, and there are not many companies of that size in Sri Lanka,” he emphasised at the event that was addressed by SEC Chairman Dr. Nalaka Godahewa, SEC Director Corporate Affairs Harshana Suriyapperuma, President’s Counsel Dr. Harsha Cabral and Bombay Stock Exchange (BSE) Chief Regulatory Officer Nehal Vora. However, Louis noted that The Carlyle Group is looking at investing in Sri Lanka and is taking active steps towards it. Hinting a possible visit from its heads to Sri Lanka in the future, Louis said: “The overall outlook we have for Sri Lanka is positive. But the only challenge is the minimum requirement from our end where we require the criteria to be met.” To increase foreign investor participation, the SEC shared that it has and continues to reach out to large investment funds to look at local market and one such initiative is The Carlyle Group. The SEC told the Daily FT that having reached out to the group, whose private equity business has been one of the largest investors in leveraged buyout transactions over the last decade; its response has so far been a positive one. Founded in 1987 in Washington DC, The Carlyle Group has grown to become one of the world’s largest and most successful investment firms. The Group has $ 199 billion in assets under management across 120 funds and 133 fund vehicles. In Asia-Pacific alone, The Carlyle Group has invested $ 20 billion, which is approximately the entire market capitalisation of the CSE. Sri Lanka stock market savours double digit gain (FT.LK) - The Colombo stock market reached the double digit return landmark with investor sentiments boosting the benchmark index to highest level in 33 months and net foreign buying returning. Active trading by institutional and retail investors saw the All Share Index (ASI) gain by 1% or 67 points to close at 6,549.91, a level at its highest since 14 October 2011, according to the Colombo Stock Exchange (CSE). The gain pushed the year-to-date positive return at the CSE to 11.04% yesterday from 9.91% on Monday. As reported by the Daily FT yesterday, the market was highly anticipative whether the ASI would cross the double digit return mark. The ASI also surpassed the psychological resistance level of 6,500, after an elapse of more than 12 months prompting NDB Stockbrokers to say the move indicated “the positive momentum.” The 11% year-to-date gain comes on top of a 4.78% return achieved in 2013, which ended two years of negative returns. The liquid S&P SL 20 Index gained by 1.6% to finish at 12.63% year-to-date return. Ending two days of net selling, foreign investors swung to a net buying position. Net inflow yesterday was Rs. 290 million compared to a net selling of Rs. 168 million on Monday. The year to date net foreign inflow was an impressive Rs. 9.22 billion. CSE’s market capitalisation has grown by 11.8% to Rs. 2.75 trillion. Chevron for the second consecutive day saw heavy foreign buying with yesterday’s net inflow being Rs. 124 million. UDA increases floor area of houses for slum dwellers displaced from Sri Lankan capital (colombopage.com) July 08, Colombo: Due to protests from the slum dwellers in capital Colombo and nearby suburbs, Sri Lanka's Urban Development Authority (UDA) has decided to increase the floor area of the housing units that are proposed to be built to house them. Accordingly the floor area will be increased to 500 square feet from the earlier proposed area of 400 square feet, a spokesman of the Urban Development Authority said. The dwellers protested the size of the houses and the would be settlers protested moving away from their present housing due to this issue. Considering their demands, the UDA has decided to increase the floor area and the houses will be built in the future with 500 square feet of floor area. The Authority has also decided to increase the number of floors of the housing units to 15. The Sri Lankan government, in a measure to beautify the capital city and free the valuable land that has presently been occupied by the shanties, has been relocating the slum dwellers into housing units built with modern facilities. According to government sources say nearly 54 percent of city's population is slum dwellers and they take up nearly 1,000 acres of prime land in the city illegally not only draining the resources of the city but also causing serious nuisance to citizens and impeding development. He said: “Death was likely to have been caused from a final epileptic seizure resulting from long term brain damage.” Mr. Short determined that he died from natural causes. Neither the coroner nor Hampshire Police would confirm why Kugathas was in prison. Families seek answers over missing (colombogazette.com) Families of people reported missing in Puthukkudieruppu (PTK) appeared and today before the Presidential Commission to record complaints regarding missing persons. In all 54 people had given statements before the Commission both yesterday and today. The Commission began recording statements in the Mullaitivu District yesterday by conducting hearings at the Puthukkudieruppu Divisional Secretariat and the sittings will later be shifted to the Maritimepattu Divisional Secretariat to record statements tomorrow and on Tuesday. According to reports from Jaffna, nearly 100 people were invited by the Commission to record their statements yesterday and today. However yesterday only 25 people appeared before the Commission while today another 29 people gave statements in relation to their missing family members. Separately the Commission had received over 200 written complaints over the past two days. Among those who testified before the Commission over the weekend were family members of people reported missing during the final stages of the war in the Mullaitivu District. Many of those who spoke sought answers over the whereabouts of their family members, including some family members of LTTE cadres who had surrendered to the army. One lady told the Commission her husband surrendered to the army during the final stages of the war but he has not been seen or heard of since then. She had told the Commission if the Government was acting with responsibility as it claimed after the war, then it must take the responsibility to hand her husband, who surrendered to the army, back to her safe and sound. Another lady said she is being forced to accept a death certificate for her missing husband, but she has so far refused to do so as she believes he is still alive. NEWSLANKA PAGE 06 10 JULY - 2014 ISSUE 1179 Bar Association To Meet AG By Nirmala Kannangara (thesundayleader.lk) The Bar Association of Sri Lanka (BASL) is to meet the Attorney General next week to urge him to direct the law enforcement authorities to prosecute the criminal elements under the Prevention of Terrorism Act (PTA). President BASL Attorney–at–Law Upul Jayasuriya added that a motion will be filed in the Kalutara Magistrate’s Court next week seeking an order to exhume the dead. “The lawyers appearing for the aggrieved parties requested us to support them in making submission for a court order to exhume the dead. Since there are doubts about the postmortem reports as to whether the medical professionals have failed to discharge their duties or whether there was any interference, the BASL will support to get the dead exhumed,” said Jayasuriya. According to Jayasuriya, there is a necessity of getting the court order to direct a qualified Judicial Medical Officer (JMO) or Head of the Forensic Department University of Colombo to conduct the postmortems for having accurate and comprehensive reports. Meanwhile Jayasuriya pointed a finger at the Inspector General of Police (IGP) for his failure to question police officials for not obtaining a report from the Government Analyst (GA) on how the incident took place which also saw four people – three Muslims and one Tamil were being killed. “Since it is general practice of the police to get GA’s report on every questionable fire, riot or explosion, the BASL is surprised as to how the police had failed to inform the GA to obtain his report in this regard. What was the reason for the police to get the debris cleared without getting the GA’s findings? That was why the lawyers appearing for the aggrieved parties had got a court directive to stop clearing the debris,” Jayasuriya said. According to Jayasuriya, all the buildings that were set ablaze had reduced to ashes within less than ten minutes which is highly suspicious. Mere spectators “That is why the AG’s report is so vital. Only the AG’s report will say how this fire broke up and what caused the fire. What is the reason for the police to clear the debris without obtaining the AG’s report?” said Jayasuriya. Jayasuriya further explained how the STF became mere spectators when the violence erupted in Aluthgama. “It is shocking to understand the way the Special Task Force (STF) has acted in Aluthgama when Muslim houses and boutiques were set on fire while the criminal elements were ransacking the Muslims. When we visited Aluthgama, Beruwela and Dharga Town last Sunday, an old Muslim mother described as to how she saw about 150 STF personnel standing at the entrance to the Army Road in Aluthgama. This mother has nabbed two suspects who have ransacked her house. When she has handed over these suspects to the STF personnel, instead of arresting them, they had let them go away. Why do we want to maintain forces if they do not protect all (colombogazette.com) The police have begun recording statements over a mass grave in Kaluwanchikudy suspected to contain the remains of Muslims killed by the LTTE. Police spokesman SSP Ajith Rohana said that the statements of 27 family members of Muslims reported missing during the time the LTTE was very active, were recorded from the area yesterday. The police spokesman said the statements will be used to identify their relatives when the grave is excavated next month based on a court order. The grave was to be excavated last week but it was postponed on a court order. The police spokesman said that since the human remains will not be identifiable the police will use the effort in various capacities. It was astonishing to note as to how a police officer who surrendered to the police for a murder was given bail the following day. As lawyers we are ashamed of how a certain magistrate has given bail to this police officer when there are no provisions to give bail as such. On whose directives these law enforcement authorities give protection to criminals?” queried Jayasuriya. The BASL accused Bodu Bala Sena (BBS) of inciting hatred amongst religions and the public meeting held on June 15 in Aluthgama and making several inflammatory statements that caused disharmony between Muslims and Sinhalese. Jayasuriya while accusing the police for allowing Galagodaatthe Gnanasara Thero to hold a public meeting in Aluthgama said, “After allowing the BBS to attack unarmed Muslims where over 8,000 were displaced and over 30 Muslim houses were completely destroyed while another 50 Muslim business enterprises were totally demolished, what is the purpose of now banning public meetings and rallies that incite hatred amongst religions. This is not the first time Gnanasara Thero has made provocative speeches and this would not be the last as well,” said Jayasuriya. “We need the Attorney General to give firm instructions to the police to maintain law and order in the country without bending their backs to unlawful directives,” added Jayasuriya. Meanwhile the losses incurred to Muslims have been estimated Rs 300 million. The government has assured to grant Rs.200 million for reconstruction purposes. However the Muslims claim that the damaged caused is much more than Rs 200 million. Police record statements over grave ‘Evolution’ by Old Joes Choir (sundaytimes.lk) ‘Evolution’, a concert featuring the Old Joes choir, De Lanerolle Brothers, Soul Sounds and The Revelations will come alive on 27 June at the Lionel Wendt from 7.30pm. Evolution is organised by the Old Joes choir, a prominent choral group loved for their choral renditions of popular songs, in a bid to raise funds for their trip to the 8th World Choir Games, the Choir equivalent of the Olympics. The Choir, consisting of 23 choristers and instrumentalists, is directed by Geethika Cooray, Eshantha Peiris, and Nicole Liyanage. Migara Luvis, Nishantha Warnakulasuriya and Jerome L. De Silva are also taking part in the Lourdes Pilgrimage by Coach from £199 communities irrespective of their religion or race. I cannot blame the police and STF because I know they are competitive enough to take necessary action in such an event,” said Jayasuriya. Jayasuriya further said, “I have a high regard for the AG, but he has failed to exercise his powers. We feel that had he taken action when I wrote to him on May 20 requesting him to direct the police to take action against the Bodu Bala Sena (BBS) who have taken law unto their hand, things could have been different. Under Section 21 of the PTA those who violate this law are subjected to 20 years rigorous imprisonment,” Jayasuriya added. According to Jayasuriya, none of the Muslims can remember the people who ransacked and set fire to their houses. “This shows that it was not the Sinhalese in these respective areas that has caused the troubles but those who have come from outside,” he added. Inaction Jayasuriya further accused the police of not taking any action against their own officers even though it is a known secret that they have killed unarmed people on many occasions. “There were many deaths reported from Pasyala, Divulapitiya, Badulla and some other areas where the police were directly involved. What action has Interpol help sought to track murder convict statements recorded from the relatives of the victims in the investigations to identify the remains through their belongings which may also be buried at the site. According to a complaint lodged with the police in April this year, some 100 Muslims killed by the LTTE are believed to have been buried at the location. The police said that a man identified as Abdul Mohommad had in April filed a police complaint over the mass grave. Nearly 100 Muslims were believed to have killed by the LTTE in 1990 in Kattankudy on separate occasions. The bodies were later buried in Kaluwanchikudy near the beach, according to the complaint lodged with the police. (Colombo Gazette) Ten percent of A'pura farmers hit by kidney disease Nimal Wijesinghe, Anuradhapura Additional district group corr (dailynews.lk) A recent survey revealed that 10 percent of farmers in the Anuradhapura district have fallen prey to kidney diseases. President Mahinda Rajapaksa in view of this directed Agriculture Ministry officials to embark on a carbonic cultivation project covering the Anuradhapura district. The Anuradhapura district carbonic cultivation scheme was inaugurated in Morawewa, Horowpathana recently. Simultaneously, similar programs were started in Abhayapura, Udangawa and Ethakada, Anuradhapura district agriculture director Gamini Erabadupitiya said. He said under the first phase, the ministry allocated Rs. 20 million to carry out these projects in four villages. Erabadupitiya said steps are being taken to collect 200 soil samples and deep well water samples from these villages for laboratory tests. "A large number of kidney patients are found in the village we selected to launch the carbonic cultivation program. For example in Morawewa village in Horowpathana where we inaugurated our cultivation program, there are around 70 kidney patients among 400 families. Our aim under this program is to address the rapid increase of kidney disease in Anuradhapura. Under this program, traditional native paddy is cultivated in 500 acres, herbs in 300 acres, fruits in another 300 acres and cowpea, green gram, undu and sorghum in an additional 400 acres within the selected villages. It is planned to launch this cultivation program during the 2014/2015 Maha season," he said. Meanwhile, at the awareness program at Udangawa in Kebithigollewa, villagers brought to the notice of agriculture authorities that there were a number of springs close to this village. They urged the officers to have a drinking water supply scheme established by pumping pure water directly from the spring to the village. Erabadupitiya said that they would take steps to submit these details to the Agriculture Ministry. PAGE 08 NEWSLANKA 10 JULY - 2014 Australian Immigration Minister Arrived In SL (asianmirror.lk) Australia's Immigration Minister Scott Morrison arrived in Colombo this morning as a group of Sri Lankan migrants controversially turned back by Canberra at sea said they were treated worse than dogs. Minister Scott Morrison was to join President Mahinda Rajapaksa at the formal commissioning of two refurbished boats Australia gifted in November to tackle people smuggling, an official said. "The President and the visiting minister will be at the commissioning of the two boats at the Colombo harbour," an official of the president's office said ahead of the ceremony. It comes a day after a boatload of 41 Sri Lankans forced back by Canberra said they were abused, given little food and water and taunted with racial abuse. The claims came as Australia faced growing pressure over its controversial immigration policies with High Court action under way in Sydney over the fate of 153 Sri Lankans being held in custody on the high seas. They are currently detained on a Customs boat as lawyers argue that any transfer back to Colombo would be illegal, with concerns about the way they were screened. Australia maintains that they screened the wouldbe asylum seekers at sea for possible refugee status before being handed over to the Sri Lankan navy earlier this week, but most of those returned told AFP that they were not given a proper hearing. Many said they did not intend on making an asylum claim in Australia but instead were on their way to New Zealand in search of jobs when their fishing trawler ran out of diesel and water near Australian waters. The boatpeople who were brought to Sri Lanka's southern port city of Galle on Monday and taken before a judge who released most of them on bail. Out of the 41 boatpeople, the judge discharged nine children, including a two-month-old baby, and granted bail for another 27 while detaining five people on additional charges of organising the people smuggling boat ride, AFP reported. (asianmirror.lk) A heated verbal argument between Chief Minister of North Western province Dayasiri Jayasekera and UNP Parliamentarian Harin Fernando inside Derana studio in Delkanda, Nugegoda, has ended in fisticuffs last night. As a result, UNP Parliamentarian Harin Fenrnado had received minor injuries. Derana Presenter Chathura Alwis, who intervened to resolve the problem, had also received injuries. The fight occurred after 'Waada Pitiya' political programme on Derana where Jayasekera and Fernando represented the two main political parties. The argument took a violent turn after Dayasiri Jayaekera made a remark about Parliamentarian Namal Rajapaksa. Digressing from the main topic of the debate, the two politicians were arguing about their personal lives and "eating-drinking partners." It was widely known among the political circles that MP Harin Fernando and North Western Province Chief Minister Dayasiri Jayasekera were not in good terms after the latter's crossover to the government. Speaking to Asian Mirror, Harin Fernando said the Chief Minister of the North Western Province attempted to bite and scratch him. However, Chief Minister of the North Western Province Dayasiri Jayasekera was not available to comment Ranil, Hakeem Draw attention to the Magistrate’s inquiry conducted for the killings, where no representation from the Attorney General’s Department was present, Wickremesinghe said: “Counsels appearing for the affected party drew the attention of the Court on an important matter where they stated that the Government Analyst had not yet been called to the destroyed locations. In particular, it is a methodology followed worldwide to summon the analysts to the locations destroyed by fire and explore its cause. However, at this instance, not only the Department of Government Analysts had not been called, but also the armed forces had been deployed to remove all the debris and renovate all such spots that caught fire so that all proof that would support such an inquiry would be rubbed out. Therefore, the Magistrate has issued an order banning removal of debris around the spot concerning this case and the related renovations. However, I would like to bring to the notice of this House that the process of concealing proof is underway everywhere else.” Against this backdrop, the Opposition Leader asked for the evidence available that bullets were used, and to explain the steps Minister took against the officer who did not prepare the post mortem report properly. “Is not the state of the officers who perform their duties under your Ministry subject to influence and pressure from outside amount to a disparagement of the judicial system of this country? What are the steps you intend to take to prevent recurrence of such a situation in future? What was the reason for the Attorney General’s Department to distance itself from the magisterial inquiry? When the process of removing debris without an inquiry by the Department of Government Analysts was started, why did the Ministry of Justice not intervene to prevent it and summon the Government Analysts?” ... According to the Leader of the Opposition there are many eyewitnesses who state that the deaths occurred due to gunfire although the post mortem states that the deaths were caused by lethal cut wounds. “These contradictory statements bring about many misgivings, which are further confounded by the interview given by Minister Rauff Hakeem to a Sunday newspaper recently. He has stated that although two people were shot dead in Welipitiya, its inquiry and the post-mortem are strange where two died due to lethal cut wounds. He found it a very serious matter if even the medical reports are prepared fraudulently. As the Minister of Justice himself states, it is a very serious matter if even the medical reports are prepared fraudulently,” said Wickremesinghe. Dayasiri 'Bites' Harin During Political Show On Derana CONT FROM P1 ISSUE 1179 OHCHR expresses concern over return of SL asylum seekers (dailymirror.lk) The Office of the High Commissioner for Human Rights (OHCHR) has expressed deep concern over the decision by Australian authorities to return the 41 Sri Lankan asylum seekers without sufficient screening of their protection claims and needs. OHCHR Spokesperson Ravina Shamdasani during a press briefing today had noted that it is required by International law that each and every case of asylum claims should be individually examined on its own merits. “This is not something that can or should be done hurriedly, remotely and on the high seas, without procedural safeguards and due process guarantees for those involved,” Shamdasani has stated. The Australian authorities have come under heavy criticism after it confirmed on Monday that a boatload of asylum seekers have been transferred to Sri Lankan authorities at sea, as it has been feared that those onboard may face criminal charges once they return to Sri Lanka. During the OHCHR press briefing, Shamdasani had also stressed on the importance of considering each and every case in accordance with international law in order to ensure that refoulement and collective expulsions are strictly prohibited. She had also expressed concern over the absence of any assurance to the Australian Government that the returnees will not face illtreatment upon their return to Sri Lanka as well as the lack of a plan on the part of the Australian government to monitor their treatment. Furthermore, the OHCHR had welcomed the interim injunction issued by the High Court of Australia against the return of 153 other Sri Lankan asylum seekers. “We hope the matter will be subject to a full judicial review in light of Australia’s obligations under international law, including the principle of nonrefoulement under the 1951 Refugee Convention, the Convention against Torture, the International Covenant on Civil and Political Rights and the Convention on the Rights of the Child,” she has stated. In a statement issued by Australian Immigration Minister Scott Morrison on Monday, it was confirmed that 41 Sri Lankans were intercepted by Australia's border patrol off the Cocos Islands in the Indian Ocean in late June. This is the first instance that Australian Prime Minister Tony Abbott’s government confirmed that it has screened asylum seekers at sea directly and turned them away. Midst this crisis, Morrison is due to visit Sri Lanka today. (Lakna Paranamanna) Development either a lie or benefitting a single family – UNP (adaderana.lk) The United National Party (UNP) today questioned why the per capita income and development, constantly being boasted by the government, is not reaching the homes of public sector and private sector employees. Either the per capita income and development as claimed by the government is a lie or else the benefits of this development are being distributed among one family, UNP MP Joseph Michael Perera told reporters in Colombo. Giving an example for this, the Parliamentarian stated that the government is not giving significant concessions to fishermen and farmers, but it is giving big concession to casinos. He stated that true development is not the construction of roads or starting big businesses, it is the continuous spread of the profits with the working masses in the country. Perera said that what is happening right now is the exact opposite of that. They are boasting big profits while improving a family, he claimed. First batch of Lankans leaves for Italian jobs (news.lk) The first batch of migrant workers selected under the Memorandum of Understanding signed between the governments of Italy and Sri Lanka left the Island on Tuesday (08). The first batch included eight females as attendants. The air tickets were presented to them by the Foreign Employment Promotion and Welfare Minister Dilan Perera at the Sri Lanka Bureau of Foreign Employment on Friday. The Minister speaking at the occasion said 77 Sri Lankans have been selected for employment in Italy through an exam conducted by the Italian government based on this MoU. "The first batch of eight females leaving as attendants will receive higher remunerations and privileges said Minster Dilan Perera. Bureau officials said the selected migrant workers will receive employment visas for four years, adding that at the end of this period they should return to the country without violating the conditions of the MoU. They said no third party has been involved in this procedure, adding that suitable persons are selected by an exam conducted by the Italian government from the online applications received. The Muslim Council of Sri Lanka has called on the Indian High Commission to clarify New Delhi’s position on the existence of Islamic terror groups in Sri Lanka, saying the claims were being used to cast a shadow on the Muslim community in the island. In a letter to Indian High Commissioner Y.K. Sinha, Muslim Council President M.N. Ameen notes that the Muslim community in Sri Lanka continues to be bashed by mainstream and social media as being party to terrorist groups that target India. “This is a major cause for concern among the Muslim community as the media reports attribute the source to various unnamed Indian Government intelligence officials,” the letter to the Indian Envoy said. The Council said that unfortunate incidents like the arrest of an individual of Islamic faith in Chennai on charges of espionage has been made use of by NO NGO ‘EXCESSES’ Buddhist extremists and some political elements with vested interests to cast a shadow on the Muslim community in Sri Lanka. Such exposes were being used to justify their hate campaign against the Muslim community. “Such incidents contribute to the hate campaign against the Muslim community in Sri Lanka, which has fuelled violence towards Muslims in the country, as seen recently in the South of Sri Lanka, claiming the lives of three, displacing thousands and causing damage to property and livelihood amounting to hundreds of millions of rupees,” the letter noted. “Islamaphobia is reaching crisis proportions,” the Muslim Council said. “We kindly urge Your Excellency to immediately clarify your Government’s position on this to avert confusion and conflict in Sri Lanka which does not contribute to reconciliation, peace and stability in the country,” the letter said. (DB) Should abide by the country’s legal framework Press conferences, journalist training, workshops not within their remit Chaminda Perera (dailynews.lk) All Non Governmental Organisations registered with the NGO Secretariat have been informed not to exceed their registration mandate, by conducting press conferences, workshops, training of journalists and issuing of press releases, Defence Ministry spokesman Brigadier Ruwan Wanigasooriya said. He said the NGO Secretariat operating under the Defence Ministry has been empowered with regulation and administration of NGOs under an Act of Parliament. Amendments have also been made to this Act in 1998 and 1999 to give more teeth to the Act. The NGOs should not go beyond their objectives, mission and vision as outlined by them at the point of registration with the Secretariat. Brigadier Wanigasooriya said NGOs can conduct the list of the youth recruited by the US Embassy for the campaign. “When people respond to the posts published by those used in the campaign the public will assume most people are against the Government,” he said. Weerawansa said that the ultimate goal of the US envoy in Colombo is to do what the US did some Middle Eastern countries. He insisted the aim of the US Embassy is not to point out the mistakes of the Government and help it rectify those mistakes, but rather to destabilise the entire country. PAGE 12 NEWSLANKA Denying responsibility for Alutgama violence will not suffice By Jehan Perera (island.lk) Addressing members of the national advisory committee to the Ministry of National Languages and Social Integration, Minister Vasudeva Nanayakkara gave substance to the conviction of those who believe in the prospects for peaceful coexistence and harmony within Sri Lanka's multi ethnic and multi religious society. He said that a majority of MPs of the government were opposed of the actions of the extremist groups that had engaged in anti-Muslim activities. The position of those MPs reflected the broad sentiments of their electorates. Minister Nanayakkara himself has been at the forefront of the government urging that strong action be taken to deter hate speech and extremist violence. In this context the denial by Defence Secretary Gotabaya Rajapaksa that he had a relationship with the BBS who stand accused of being the instigators of the violence is reflective of the widespread revulsion, both locally and internationally, over the spike in anti-Muslim violence that was seen in Alutgama last month. This denial of any connection or involvement with the BBS is a welcome disassociation even if it comes late. The Defence spokesperson also refuted the allegation that the Defence Secretary, who is counted as among the most powerful in the country, has any special relationship with the BBS. He clarified that the Defence Secretary's attendance at a public ceremony at which the BBS was also present, and which has generated much controversy, had nothing to do with any association with it. Government members, and President Mahinda Rajapaksa no less, have seen a conspiracy in the anti Muslim riots that took place last month in Alutgama. They also see an international dimension to it that can harm the government's economic development potential and also make it more difficult to face international human rights challenges. Tamil Nadu Chief Minister J. Jayalalithaa had recently urged Prime Minister Narendra Modi to direct officials to file a revised affidavit reflecting the concerns of Tamil Nadu in the case. She had also referred to a memorandum she presented to him on June 3 in Delhi on the issue of retrieving India’s sovereignty over Katchatheevu. On the economy front, the BJP leader slammed former Union Minister P Chidambaram for “messing up” with the economy and said the party looked forward to “bold steps to ignite hope”. Sison, speaking at the Independence Day Reception in Colombo, said that the US is continue to encourage the Government of Sri Lanka to take meaningful, concrete steps to address outstanding concerns related to democratic governance, reconciliation, justice, and accountability. “Since Sri Lanka’s independence, the United States has worked through USAID to provide over 2 billion dollars in assistance to the Sri Lankan people. Today, USAID livelihoods projects and partnerships with the private sector have secured economic opportunities by creating thousands of jobs. These efforts are especially focused on vulnerable populations, in particular those households headed by women. USAID also supports the Bar Association of Sri Lanka and Legal Aid Commission to help ensure that all Sri Lankans have greater access to justice. In addition, the U.S. continues to provide support for the Sri Lankan people through humanitarian demining in the former conflict zones and through community reconciliation efforts.” She noted that United States stands ready to assist Sri Lanka in facilitating progress on these issues. “Of course, we also have a vibrant American Chamber of Commerce represented here tonight. We work with this dynamic group in bolstering trade, investment, and business ties between the U.S. and Sri Lanka. The U.S. Embassy is equally proud of our cultural preservation work, and of our support for the Department of Archeology. We have funded important conservation efforts at the Rajagala Buddhist forest monastery in Eastern Province and elsewhere this year.” Ambassador Sison noted as a friend of Sri Lanka, the U.S. partners in a variety of efforts to ensure that the bright young men and women of Sri Lanka’s next generation reach their full potential. “On the education front, we have American scholars and teaching fellows at the Universities of Peradeniya, Jaffna, and Kelaniya. We are also teaching English to secondary school students all over the country: in Kandy, Polonnaruwa, Matara, Tissamaharama, Tangalle, Mullataivo, Killinocchchi, Mannar, Beruwela, Mathugama, Negumbo, and Batticaloa. We have established youth clubs that foster leadership and life skills for the next generation. We are proud of this investment in Sri Lanka’s youth. We believe that these young people will be key in cementing the relationship between our two countries in the years to come.” U.S. engagement with Sri Lanka, whether focused on civic awareness, education, economic growth, or cultural preservation, continues to be robust and multi-faceted. Working together, we are building the future of the U.S. – Sri Lanka partnership. UNP to take Polls Chief to Court BY Ruwan Laknath Jayakody (ceylontoday.lk) The United National Party (UNP) said yesterday it was planning to file a fundamental rights petition, in the Supreme Court, against the Commissioner of Elections over the alleged discrepancy in the allocation of seats for the Uva Provincial Council. The Uva Province comprises the Badulla and Monaragala District and the UNP has alleged that three seats meant for Provincial Councillors from the Badulla District have been allocated to the Monaragala District, thereby violating the fundamental rights of voters in the Badulla District. UNP Parliamentarian, Ajith P. Perera, said the Party was presently mulling legal action. The UNP has submitted a letter of objection against the seat allocation to the Commissioner of Elections, Mahinda Deshapriya, which has now been submitted to the Attorney General for clarification, Deputy Commissioner of Elections, M.M. Mohamed said. According to the Provincial Councils Act No. 42 of 1987, the Commissioner of Elections is obliged to publish a Gazette Notification and nomination notice about the nominations for a Provincial Council election, immediately after the Governor dissolves the Provincial Council, through which he will announce the number of candidates. He added, "Regarding the seats, it is the number of members elected from the District plus three." Pope must apologise to Buddhists: BBS officers and some of the suspects who fired the shots have been arrested while more arrests are pending. The Minister said this in response to a question raised by Opposition Leader Ranil Wickremesinghe in Parliament who alleged that there seemed to be a “cover up” on the incidents at Aluthgama . “There are many eye witnesses who state that both deaths occurred due to gun fire. However the post mortem reports states that the deaths were caused by lethal cut wounds. These contradictory statements bring about many misgivings,” he said. Two persons were killed during the incidents but there have been conflicting reports if they died due to gun shots injuries or due to attacks with blunt instruments. Minister Hakeem said the matter is under investigation and the Magistrate has summoned the JMO who conducted the post mortem to ascertain his views on the matter prior to giving an order to exhume the bodies. (dailymirror.lk) Bodu Bala Sena Leader Ven.Galagoda Aththe Gnanasara Thera said Pope Francis should apologise to Sri Lankan Buddhists over the alleged atrocities committed by Christian colonialists. “Previous Popes have publicly apologised to certain countries because they destroyed, they killed. We had a similar situation, where most of the Buddhist temples were destroyed by them Buddhist monks killed. We would like to see a public apology from him,” Gnanasara Thera told a meeting with foreign correspondents in Colombo. “We are waiting till the Pope comes to see what he is going to say about the crimes here,” the Thera said adding that “The Portuguese, Dutch and the British are all the same to us. The Pope is expected to visit the Philippines and Sri Lanka in January. Hakeem says spent bullets found at scene of Aluthgama incidents All police officers who were present at the scene of the riots at Aluthgama have surrendered their weapons to the Colombo Crimes Division (CCD) that is investigating the incidents in order to recant the fact that shots were fired from their weapons on the day of the incidents, Justice Minister Rauff Hakeem told Parliament. He said that ten bullet shells were found by the Crime of Scene Investigating Officers and CCD UNP picks Harin as CM candidate by Piyasena Dissanayke (island.lk) The UNP yesterday decided to field Badulla District parliamentarian Harin Fernando as its Chief Ministerial candidate at the forthcoming Uva Provincial Council election. He is expected to resign from parliament shortly and launch his campaign. Harin had held a series of discussions in this regard with the party activists and the leadership over the past several weeks. MAKE SURE YOUR EVENT DOES NOT CLASH. PAGE 14 NEWSLANKA 10 JULY - 2014 ISSUE 1179 ‘What Evidence?!’ (thesundayleader.lk) Monitoring MP for the Ministry of Foreign Affairs, Sajin de Vass Gunawardena in a comprehensive interview with The Sunday Leader reiterates that the government will ‘not permit countries with vested interest’ to pursue their agenda’s in Sri Lanka, maintaining that the UN Probe was a ‘totally arbitrary process designed and implemented for the benefit of the LTTE and its sympathizers.’ ‘Any process that takes place must look at the entire period of the war and should take into consideration the loss of life and violations on all sides and it has to be done domestically,’ he added Excerpts of the interview: Q: The UN High Commissioner for Human Rights Navi Pillay announced last week that three experts, Martti Ahtisaari, Silvia Cartwright and Asma Jahangir have agreed to advise and support the team on an investigation of alleged human rights violations in Sri Lanka. But your Ministry maintains that the government will continue to oppose the investigation, going as far as to reject granting of visas to them. On what grounds is the rejection made? A: This is not a decision that we have taken arbitrarily. We have had this consistent position from the inception of this process. We are a sovereign nation, we will not permit countries with vested interest to pursue their agendas. We are a country that has the will and the mechanisms that are required to address the issues that affect the polity of Sri Lanka. Also be reminded that this was debated at length in Parliament and the GOSL obtained a majority to reject such intrusion into the internal affairs of Sri Lanka. There is also a contradiction in the resolution in itself, where Operative Clause 2 calls for a domestic inquiry and operative clause 10 calls for an international inquiry. As you are aware the Commission on Missing Persons is now steaming ahead with there work having received over 20,000 submissions. In my mind this falls under the category of Operative Clause 2. Q: The United States and Britain had last week urged the Government to support the probe after the Navi Pillay’s announcement. What are the likely consequences of refusing these Member states? A: Countries can request and urge but the final decision on this rests with the GOSL and Parliament of Sri Lanka. I think the USA and Britain have enough on their plate to sort out, Iraq for USA and the humiliating defeat of Britain at the EU last week etc. Also the USA, Britain and Sri Lanka shares the same independent sovereign status as countries, therefore I see no reason for consequences as you ask. Is it your view that Sri Lanka must accede to every request made by the USA and Britain? What right do they have to do so? Should not it be the people of Sri Lanka who would decide this? On the aspect of support, the fact that over 20,000 submissions have been received by the Missing Persons Commission amply demonstrates the credibility of the process and the seriousness of the Commission in undertaking and completing the task entrusted to them. In turn what I would request the USA and Britain is to recognise this aspect. Q: Asma Jehangir on Tuesday claimed that similar investigations have continued without State support and maintains that a refusal to cooperate will increase the difficulties for the government. How prepared is the government for such an eventuality? A: I don’t think it applies to us, it is a totally arbitrary process designed and implemented for the benefit of the LTTE and its sympathizers. Any process that takes place must look at the entire period of the war and should take into consideration the loss of life and violations on all sides and it has to be done domestically. Show me one village in Sri Lanka (outside the North) where dead bodies have not gone during the war time. Even to me personally my own maternal uncle and eight of his friends were blown sky high in the Wilpattu National Park in six anti tank and 15 johhny mines seven years ago, which was specifically laid out for them. This was the factual situation that people of Sri Lanka were faced with on both sides. Answering your question, if Asma Jehangir is in a position to hurl threats of that nature, “Increase difficulties for the government” she should elaborate on same and tell us what those difficulties are going to be and how she would be giving effect to them. If this is so, let’s close up the government, the legislature and the judiciary and let’s ask the appointed committee to run this country. They are behaving and giving statements in such a TNA hails talks with S African envoy Talks positive: Sampanthan Discussions centered on addressing national question: Sumanthiran TNA says S African Deputy President to brief India about progress Government still mum on Ramaphosa discussions By Dharisha Bastians (ft.lk) Deputy President of South Africa Cyril Ramaphosa concluded a two day visit to Sri Lanka for ‘talks about talks’ on evolving a political solution to the country’s ethnic question, that the main Tamil party said, were positive despite stony silence from the Government. Ramaphosa, who is South African President Jacob Zuma’s special envoy to Sri Lanka, as the African nation attempts to drive a reconciliation initiative in the island based on its own post-Apartheid experience, met with the Tamil National Alliance yesterday. “Talks centered on addressing the national question, TNA Parliamentarian M.A. Sumanthiran said following the meeting, although he declined to comment on the details. Sumanthiran said the South Africans were willing to share their experiences to advance the process of reconciliation in Sri Lanka. “The TNA is willing to support their efforts. Mr. Ramaphosa is here on the Government’s invitation, so we hope the Government will support them too,” Sumanthiran told the media. The TNA also discussed not be in a negative position by not cooperating? A: This is exactly the point I have made in my previous answer to you in question 4. I don’t think I need to say any more on this, I have proven my point. Q: Jehangir alludes to the fact that if visas are not granted they will communicate with those willing to give evidence in a country close by. A: They can use Skype…………. Yahoo chat, Google chat…. So many ways. Q: Pillay’s office claims that although some team members are still to arrive, the investigation is ‘now effectively underway’. How concerned are you of this situation? A: Does not apply to us. It is their process and very clearly it is ultra vires viz a viz Sri Lanka. Q: UN Assistant Secretary General for Political Affairs Oscar Fernandez Taranco is to prepare a report on his recent visit to Sri Lanka to the UN. TNA who met with him, believes that issues such as the alleged ‘lack of powers vested in the Northern Provincial Council, militarization of the North and the absence of witness protection laws in Sri Lanka especially with the ongoing UN led investigation’ will feature in this report. How valid are these concerns? A: Lack of Powers vested in the NPC! How different are the powers that all other PC’s have to that of the NPC? They are the same powers. If you would analyze the functioning of the PC’s you will (Contd: on P22) BBS calls for ban of “Shoora Council” (sundaytimes.lk) The Bodu Bala Sena(BBS) today urged the government to investigate the newly estabilished body National Shoora Council, a body consisting of Muslim representatives. They claimed that this body of council is considered to be equivalent to parliament in some Muslim countries. General Secretary of BBS organisation Ven. Galaboda Aththe Gnanasara Thero demanded that this organization should be banned. “Investigate who is responsible for this body and about their foreign connections” he said. JVP: Govt has got caught in diplomatic trap By Dasun Edirisinghe the post-war environment with the South African Envoy, the TNA legislator said. A TNA delegation including Party Leader R. Sampanthan and Parliamentarians Sumanthiran, Marvai Senathirajah and Suresh Premachandran met with Ramaphosa over breakfast at the Taj Samudra. TNA Leader R. Sampanthan said the TNA delegation had discussed matters in detail with the South African Envoy. “He said he would keep India informed of the discussions,” the TNA Leader asserted. Soon afterwards, the Deputy President of South Africa flew to Jaffna for discussions with Northern Province Chief Minister C.V. Wigneswaran. The Government meanwhile has remained tight lipped on its meetings with the South African Envoy after its coalition partners the JHU and the Wimal Weerawansa-led NFF raised major objections about his visit. The two nationalist parties are strongly approved to South African mediation to negotiate a political settlement with Sri Lanka’s Tamil minority. Housing Minister Wimal Weerawansa told journalists hours after the South African Deputy President had arrived that he was here merely “as a tourist.” President Mahinda Rajapaksa held talks with Ramaphosa on Monday night before hosting him to dinner, but details of the talks have not been made public. We have overcome all that from the power of franchise, the power of the people, the people of this country will decide what is good for them, be it government or otherwise, we as a Government will bow our heads to any such decision taken by the people of this country. We have given 26 opportunities for the past 8 years to voice their decisions which they have done amply. Q: She reiterates that the government will find it difficult to prevent the people from giving evidence before the investigative team. How do you plan to meet this situation? A: What evidence are we talking about? Any inquiry that is taking place must be under a proper judicial process, the law of evidence must be applicable for same. Any person can go in front of a camera and say whatever that is required to satisfy there objectives. Does this mean that it is correct? What about the aspect of investigation, gathering of evidence, a judicial process. The investigative mechanism set up by the UNHRC is an arbitrary process that has absolutely no bearing to what I have just stated. It is purely for cosmetic reasons to provide an impetus to the LTTE and its Diaspora. See the Darusman report in which they say that evidence was taken but locked away for 25 years in respect of what was stated and the identities. Then they expect prosecution from on our part. Identities withheld, evidence (so called) withheld and we are to prosecute. Can we do this?? This process by the UNHRC would be equivalent to a “Travelling Circus” as the committee is supposed to spend ten days in Northern America, seven days in United Kingdom, five days in Norway etcetc…. Thirty years of terrorism, hundreds of thousands affected on all sides, can this be done in the manner that UNHRC is now attempting to. Ask yourself the question. Q: She adds that they will treat any report that they find to be of satisfactory levels to be an independent valid one. Would the government (island.lk) The government had got caught in a diplomatic trap by inviting South Africa Vice President Cyril Ramaphosa to Sri Lanka, the JVP said yesterday. South Africa and India abstained from voting for the US sponsored resolution against Sri Lanka at the UNHRC recently, but now South Africa was involved in the country’s internal matters, JVP Propaganda Secretary MP Vijitha Herath said. He said that the JVP was against any country getting involved in the internal affairs of Sri Lanka, but the government had asked for South Africa’s involvement. "A government delegation led by Minister of Irrigation and Water Resources Development Aluthgama from P10 the people about the incident and disperse them peacefully. That was the only thing we could do at that time and that is what happened in history also in such a situation. And some armed people attacked them when they were dispersing peacefully. That is why the clash erupted,” he said. Ven. Gnanasara Thera said the Social Integration Minister Nimal Siripala de Silva visited South Africa last year and asked them to share their experiences in reconciliation," Herath said. The Gampaha District MP said by inviting Ramaphosa to Sri Lanka, the government had also exposed its double standards. The South African delegation had arrived following a resolution the government passed in Parliament against the international community getting involved in Sri Lankan affairs. South African Vice President Cyril Ramaphosa arrived in Sri Lanka on July 07. He met President Mahinda Rajapaksa, Opposition leader Ranil Wickremesinghe, Foreign Minister Prof. G. L. Peiris and a Tamil National Alliance delegation before leaving for Jaffna yesterday. Minister had not yet summoned the BBS for a meeting and asked why they were making derogatory statements and create issues for the last two and half years. “As a responsible Minister, he should call us for a meeting and ask why we were making derogatory statements. That is how Ministers should act. But some Ministers are making baseless allegations against us without any evidence,” Ven. Gnanasara Thera said. If this stake could be realised at the present market value, the entire amount could be utilized to pay the investors, far beyond the promised 60%, the same source revealed. Ceylinco Shriram was the first, and one among the few companies, to present a practical and realistic repayment plan that addressed the concerns of investors. A pertinent fact is that the Directors of Ceylinco Shriram were committed to seeing every investor settled; understanding their plight, which many felt was reflected in the repayment plan presented. Sources point out that the repayment plan is on track and that Ceylinco Shriram is confident of delivering on the promise made to investors that 60% of the money invested would be settled. Ceylinco Shriram continued to pay all investors their dues until December 2008, when the company had to face a situation beyond its control, and succumbed to the domino effect of the collapse of Golden Key and other Ceylinco Group companies. Even after the crisis, the company continually strove to maintain a productive dialogue with investors, and seriously considered their views in preparing the repayment plan. It is our self-centeredness and greed for material wealth and power. Conventional development ignores this truth, and attempts to change almost everything in the external world except ourselves. Of course, the changes it brings to the external world generate more material wealth, but as the selfishness within us remains unchanged, we fail to generate wealth in an environmentally sustainable manner, to distribute the wealth equally and to deliver happiness to all. This was achieved with the seventh tranche of the repayment process, which was completed in April 2014. The seven repayments totalled a mammoth Rs.2.8 billion, all of which was settled in cash. The balance 714 depositors, who represent 12.3% of the total, received cash payments up to Rs.1.3 million per person. The payments have been made in conformity with the payment plan submitted by the Board of Directors of Ceylinco Shriram to the Courts and investors. The payment plan was formulated, with the interest calculated up to the time of preparing the settlement plan, and included in the repayment amounts, according to a reliable source. In February 2014, the Supreme Court too expressed its appreciation, saying that it recognised this as the best repayment plan implemented so far in Sri Lanka for failed financial and non-financial institutions, and placed on record, the enormous assistance given to the Court by all the parties involved, including the Central Bank, the depositors, the committee of Chartered Accountants, and the directors of the company. In respect of land, already the PC’s have adequate powers in utilization of land. The aspect of alienation of state land as decided by the Supreme Court of Sri Lanka in consistency with the Constitution of Sri Lanka rests with the President of the State. Even on the funding, the budgetary allocation given to the Northern Provincial Council for the year 2014, the NPC has received Rs. 78 Billion where as the Southern Provincial Council has only received Rs. 66 Billion. The issue perhaps rests with the NPC trying to solve national issues and driving an “Eelam” agenda through the NPC rather than focusing on development that would benefit the people of the North. On the Witness Protection Bill this I believe has been approved by the Cabinet of Ministers and is pending to be brought into the order paper of Parliament for debate. It is a matter of time for this to be adopted. Progress on these areas are done by the GOSL not taking into consideration the agendas and timeframe of external interested parties but based on the need for same within Sri Lanka and for its people. Q: A concern raised by the TNA is witness protection for those willing to come forward and give evidence. How relevant is this concern? A: Even under the current system in the country there is adequate protection provided, if you would only see the quantum of cases that is being prosecuted and the quantum of witnesses that participate in the process. The best recent example is the Tangalle case that is proceeding where the Court heard the statements of all the witnesses and I also read in the newspapers on the comments made by the Court on the matching of DNA evidence etc. Therefore even now under the current laws there is adequate protection. However having said that in terms of modernization of the existing laws, the new Witness Protection Bill is to be taken up in Parliament for debate in the immediate future. This will address any issues or loopholes that exist. Q: UNSG Ban Ki-moon also asks that Sri Lanka engage ‘constructively’ with the international community to strengthen the existing domestic processes in a manner that is inclusive and respectful of human rights. How do you respond to these concerns? A: The statement made by the UNSG is very different from the UNHRC process and the international independent inquiry. He has requested that Sri Lanka “engage constructively” with the international community to strengthen the existing domestic processes. I think this is reasonable and fair. We have been doing this right along. Despite the fact that we take positions on a case by case basis when it affects Sri Lanka we have been continuously engaging with the UNHRC and special rapporteurs, WGEID etc…… Therefore I think this is a welcome statement by the UNSG and from our perspective, we have no issues in having such interactions in strengthening the domestic processes. The Met CONSULTANCY SERVICES Office has played a leading role in the OUR SERVICES: ongoing assessment of climate change by the Intergovernmental Panel on Climate Change (IPCC) and its findings were included in the IPCC working group report published in 2013. Over the period of the instrumental record, dating back to the 1850s global average combined land-sea temperature has increased Contact Us: Report by Asoka Disanayake Committee Member of SSLES by around 0.8oC. Globally 2011 was the 11th warmest year on record. This followed a very warm 2010 which matched the previous record set in 2005. The last decade was the warmest on record. 2011 and early 2012 were strongly influenced by La Nina, which tends to temporarily lower the global average temperature. Dr Palin used effective graphical representations to complement her oral descriptions. More than 90% of the energy trapped in the Earth system due to man-made greenhouse gas emissions goes into warming the ocean. This is the equivalent of 20 times the global human energy consumption. Between 1970 and 2011 ocean heat content of the upper 700 m has increased at a rate of 3.4 x 1021 joules per year. The El Nino Southern Oscillation (ENSO) is a natural ocean atmosphere phenomenon across the tropical Pacific that leads to changes in global temperature and dramatic variations in weather in many regions across the globe. An ENSO event, which occurs on timescales of around 2 to 7 years has a warm El Nino phase or a cold La Nina phase and influences the global average temperature. A strong El Nino occurred in 1998, leading to a temporary sharp increase in Earth's temperature. Conversely, lower temperatures were associated with the La Nina of 2007 2008 and the 'double dip' La Nina of 2011 2012. As the mean temperature of the Earth has increased, the incidence of certain types of climatic extremes has changed. Changes in extremes have impacts in a range of sectors, such as human and animal health, crop production and water availability. In line with recent observations, model projections of future temperature extremes also indicate increases in the frequency of warm days and nights and decreases in cool days and nights. Globally under a high emission scenario, the average frequency of warm days is projected to increase from around 36 to around 272 days per year by 2100. Under a low emission scenario increases are lower, changing from around 36 days to around 118 days per year by 2100. In the past the emphasis has been on understanding trends in mean temperature at the global and continental level, but the science has progressed so that we are now able to look at additional climate variables (such as rainfall, humidity), and the impacts of changes in certain types of weather event (such as flooding, drought). Attribution studies are starting to consider how human activities may have altered the probability of certain climatic events like reduction of very cold winters in the UK and floods in Thailand in 2011. Limiting global average temperature rise to no more than 2oC is a goal of the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC). Investigating which greenhouse gas emissions pathways will achieve this goal, is an active area of research among the world's climate scientists and requires both an understanding of climate system processes and the application of state-of- the art global climate models. For the highest emissions scenario, RCP 8.5, a temperature rise of more than 5oC above preindustrial levels by 2100 is projected with a continuing rise until midway through the 23rd century. For the strong mitigation pathway, RCP 2.6, it is projected that global temperature peaks in the 2040s at just over 2oC before gradually reducing to below 2oC by 2100 and a further small decline to 2300. Which pathway the world takes, with its subsequent temperature rise and feedbacks will determine the severity of climate impacts. A warmer world has the potential to unlock large stores of organic carbon from permafrost, released as CO2 and Methane into the atmosphere. Under all RCP pathways a decline in permafrost extent is projected, but it is not until around 2035 that the choice of targeted RCP becomes significant. Projections for RCP 8.5 show a complete loss of Arctic permafrost by 2150. With reference to Sri Lanka she added that, being an island nation, subject to tropical climate patterns, it is highly vulnerable to climate change impact. Extreme weather events, such as high intensity rainfall, followed by flash floods and landslides, and extended dry periods resulting in water scarcity is becoming common occurrences in Sri Lanka. Changes in already volatile weather patterns are likely to impact adversely on the socio economic activities in the country. Sri Lanka's location in close proximity to the equator is extremely imperative in understanding the severity of climate change. Countries located near the equator receive additional direct sunlight with less area to heat up causing temperatures in this region to be much warmer than, say the North or South Pole, where the distance from the sun is much greater, where the heat from the sun is spread over a much larger area. Sri Lanka is particularly vulnerable to rising sea levels; weather related disasters have the potential to set back any gains made in agriculture and fisheries and vector borne diseases are liable to increase. The floods in 2011 in Sri Lanka were quite severe. LaNina usually does not affect Sri Lanka but it did so in 2011 resulting in severe floods. This was predicted by the UK met office a few months before the event. Mitigation reduces all impacts due to climate change, even though the effects are felt after many decades. Among the adaptations to climate change resorted to in Sri Lanka are increasing coastal mangrove density, development of crop varieties tolerant to drought or increasing rainfall and changes to design of urban drainage systems. At the end of the lecture there was an interesting questions and answer session, particularly relating to Sri Lanka and South-East Asia. ISSUE 1179 NEWSLANKA 10 JULY - 2014 PAGE 25 PRINS TURNS 90 Mr Prins Gunasekara reaches his 90th Birthday on 12th July 2014.Prins Gunasekara was an intellectual, distinctive journalist an expert in law and author of many books. He is a barrister by profession and was outstanding figure at a certain stage in SriLankan history. He was a prominent advocate appearing in courts of appeals and Supreme Court of Srilanka. His subjects areas were mainly fundamental human rights, habeas corpse applications and Buddhist temple properties. He was known as journalist as well. As a charismatic lawyer he has made profound impact in the field of SriLankan politics and in society. Although the significant works done by Prins Gunasekara is fading away from the minds of our people as with time. But, the impact created due to his courageous acts still remains unchanged in our society. He fought tirelessly against brutal UNP regime that came into power in 1977 under which clergies, journalists, politicians and intellectuals were abducted and disappeared merely because, they against government's extra judiciary killings. he awakened the consciousness of his contemporary friends and his students who apprenticed under him as lawyers. Prins Gunasekara helped to make the government's murderous acts known to the whole civilised world. prins was in the vanguard of bringing international attention to the arbitrary killing of people by UNP regime. This learned man spends his time at his home in East London on medical advice, in spite of the fact that he is in the evening of his life, he is still in good spirit and has never given up his habit of reading and writing. Prins cherished the idealism of socialist and free society in which all citizens live together with harmony and equal opportunities. With this in mind, he entered into politics through Sama samaja party, one of the biggest leftist movement at that time in SriLanka. Prins rubbed shoulders with N.M perera and Phillip Gunawardena who were gigantic figures in the leftist movement at that time in SriLanka. But, later he lost his faith in Lanka Sama Samaja party due to its reformism, opportunism and alliance with capitalist governments.however, he was interested in Marx-Lenin's revolutionary dynamic theory enthused by Rohana Wijeweera who paved the way to establish a genuine leftist movement in Srilanka which was known as Janatha Vimukthi Peramuna(JVP). Mr Rohana Wijeweera was one of the candidates of ill-famed presidential election in 1983 and challenged the legality of the election on the basis CHECK THE LATEST ISSUE & OUR ARCHIVES AT of irregularities and massive corruptions. Prins was the legal advisor of comrade Rohana Wijeweera in the election petition. This election petition was believed to be a crucial juncture. it was the opinion of intellectuals and General Public that if petition was upheld in courts, holding of a fresh presidential election would have been inevitable. According to political analysis of the day, the government was in the weak position to win the election position. Prins pioneered to save the lives of innocent youths who had been stuck in the guillotine of UNP 88-89 terror reign. during this terror reign, some of the prominent lawyers such as Wijedasa Liyanarachchi,Charitha Lankapura, Kanchana Abepala and Sarath Rathnayake who active in the field of Human Rights were abducted and brutally murdered by government's sponsored death squads known as "Green Tigers" and "praa". Prins Gunasekara was in the forefront in establishing People's United Front(Mahajana Eksath Peramuna) in 1956 under the leadership of Mr Bandaranayake and Phillip Gunawardena and at the same time, Prins was elected as the co-secretary to the party and secretary to Philip. Phillip requested Prins to contest for Horana seat in 1956, but he refused the it due to work commitment. However he secured an easy victory which was held March 1960 from Habaraduwa seat and became a member of parliament. The king's speech was defeated in Parliament in 1960 and consequently, UNP government had to call for another election in July 1960. Mahajana Eksath Peramuna suffered a major setback in July 1960 as a result of an unwise decision made by Phillip Gunawardena during the voting for king's speech. Mahajana Eksath Peramuna refrained from voting for king's speech due to Phillip's grudge against Mr Bandaranayake. This move appeared to be an indirect support for UNP. Therefore Prins experienced heavy defeat in the General election which was held in July 1960.Prins contested 1060 July election as an independent candidate from Habaraduwa seat and he was able to achieve a recorded victory. He campaigned for justice, equality and Human Right within the parliament until 1977. Prins Gunawardena was born in Habaraduwa at Kathaluwa, a remote village in southern Srilanka. He is an old boy of Ananda college in Colombo. He obtained a degree from London University as an external student and later entered the Law college in SriLanka and was sworn in as a lawyer in 1955, meanwhile Prins worked for Lanka Deepa news paper as a journalist and he was fortunate to rub shoulders with erudite journalists like D.B Dhanapala and Julias Lanarol who have contributed immensely for the development of SriLankan journalism. He later became chief sub editor for Lanka Deepa news paper. Prins does not bother to waste time to talk about old left in SriLanka, he never praised JVP but, instead he criticised the principles of JVP. He speaks with broken heart about the defeats the youths have experienced in their journey towards socialism. " The old left leaders said one thing and did something else, I know it very well,But Wijeweera practised what he preached, he preached what practised, sometimes, he acted unwisely, that is why I am so angry. I loved him irrespective of his shortcomings, they have courage and determination to build up the country". These were the words Prins uttered about JVP when we met him last time. In Conclusion, we salute him for his bravery and wish this great gentleman healthy and long life. By Sugath Senevirathna [email protected] WWW.NEWSLANKA.NET SEND DETAILS OF YOUR EVENT. Yes, that was a wad of money knocking at your door. And no, you don't have to share it with a single soul if you don't want to. Still, you may find it a little lonely having fun all by yourself. But then, what you do with your good fortune is up to you. And it's not over yet, either. Fresh opportunities are presenting themselves every day. Cancer(the Crab) 21st June - 20th July Love is your thing. Particularly the kind that involves falling head-over-heels in love with someone unsuitable. Is it the intimacy you're after? Or is it the thrill of turning your back on convention and cheesing everyone off. Not that there's a problem with either answer. It's just best that you know what you're doing upfront. Leo(the Lion) 21st July - 19th / 22nd Aug Sense of humour failure, that's your problem. Which is a pity, because this is exactly the time you're going to need every little smile you can find. Not that your life has become terrible or anything. It's just that there's more of the same - more responsibility, more problems with loved ones, more work, and more guilt. Except for one thing. Virgo(the Virgin) 20th / 23rd Aug - 22nd Sept Earnings should be picking up, even if you feel passed over in the promotion queue. No point dwelling on things you don't have. There's a danger of becoming obsessed by that career you're not even sure you want. Calm down. Remember, everything happens at the right time. If you're unhappy with the status quo, think about moving on. (dailynews.lk) President Mahinda Rajapaksa paying his last respects to the remains of well-known businessman and proprietor of the Dasa Group of Companies, Dalugama, S. D. Gunadasa (Dasa Mudalali) who passed away on Monday. Gunadasa is the first businessman who initiated the super market concept in the country. He is a founding member of the Sri Lanka Freedom Party. Libra(the Scale) 23rd Sept - 22nd Oct Haven't you been here before? Doesn't that person seem vaguely familiar? And was that an old, forgotten love on the phone, claiming your attention? It's "revisit the past" time. And for a Libra, the prospect is only slightly worse than a slow removal of toenails. So what. There's no escape. Scorpio(the Scorpion) 23rd Oct - 21st Nov No point beating yourself up. Your soul is in love with love - and none too particular about where it directs its affections. So if there's more than one love in your life, accept it from whence it comes and enjoy. It won't be long before that ever-present secret yearning for a serious commitment returns to haunt you. Sagittarius(the Archer) 22nd Nov - 20th Dec It's not that the money will stop, it's just that the usual routes seem unpredictable. Don't make any hasty financial decisions and don't sign any contracts. Also, don't be fooled by loud-mouth con artists. This is your time to be adult. That may not be fun, but it's a better bet than moving in with mom when you can't pay the rent. Be cautious. Capricorn(the Goat) 21st Dec - 20th Jan You have a week to sort out your true feelings, before Saturday's Capricorn full moon does it for you. The truth is that you hardly ever allow yourself to feel anything. So joy and love become almost as terrifying as vulnerability and pain. Don't do this to yourself again. It's your moment to accept and embrace your humanity. Aquarius(the Water Carrier) 21st Jan -19th Feb Someone wants to do you a favour. So will you get out of your own way and let it happen? Besides, your reputation is looking particularly good. Don't let the temporary planetary foul-ups tarnish it. In short, say as little as possible - until you're sure - and let your instincts lead you through a determined full moon on Saturday. Pisces(the Fishes) 20th Feb - 20th March The love life is still unstable. In which case, leave it alone. Right now you're more interested in finding someone to loan you money and you don't want to confuse generosity with love. Carry on with your daily tasks and if your motives stay clear, love is likely to sneak up on you. Forget it - and let it happen in its own time. PAGE 36 NEWSLANKA South Asian under-18 boys’ Basketball Championship (dailynews.lk) Lankan Lions stun Bangladesh 12636Sri Lanka drew early shock waves in the ongoing South Asian under-18 boys’ Basketball Championship in India as they thrashed Bangladesh by a huge margin (126 points to 36) in the opening game. Lankan lions stunned Bangladesh by scoring over 100 points in the curtain raiser after leading 68-15 at half time. Team Sri Lanka played an impressive game at their first preliminary round game, scoring 17 three pointers and 35 successful field goals and five free throws. Lankans also grabbed 38 rebounds and recorded 56 turn overs in which exhibited the domination over the Bangladesh team. Skipper Praveen Ganlath came up with a great performance, scoring 35 points and shooting seven three points for the team. Umair Naleer (19 points), Nadeeja Nichula (19 points), Anushka Chathuranga (17 points) and Dimitri Grebe (17 points) also contributed to double the margin. Sri Lankans dominated the game from the beginning and scored 47 points while restricting the locals to just eight points in the first quarter. Even though Bangladesh put up some resistance in the following quarter Lankans posted a comfortable 53-point lead midway. “They played great and I can honestly say I don’t think any of us expected this type of performance, the boys were great. You have to give them the credit for that best ever game,” Kanushka Samarakoon, Chef de mission and Assistant Treasure of Sri lanka Basketball federation said. This victory will be a certain moral booster for the Sri Lankan team and will help them to face the other teams with confidence. Premadasa Stadium yesterday. Chasing a target of 305 runs to win, the Sri Lankans were bowled out for 229 inside 41 overs to lose the contest by 75 runs. Once South Africa scored in excess of 300 runs, Sri Lanka were up against it as the highest successful chase at the venue is 287 runs. But this being a day game there were hopes that an in form Sri Lankan side will pull it off, but they weren’t up to it. Midway through the Sri Lankan innings, the DuckworthLewis Sheets came out as it was dark and gloomy. The obvious question in fans’ minds was why weren’t the floodlights switched on. Sri Lanka were not ahead of the DuckworthLewis target at any time, but they were close to it when Lahiru Thirimanne and Kumar Sangakkara were in the middle. Sri Lanka had taken the Batting Power Play and the sixth wicket pair had added 52 runs off just 48 balls. With the light fading fast both players took chances and fell in the same over and that derailed the Sri Lankan chase. Skipper Angelo Mathews at the post-match media conference agreed that playing with the lights on should have been the correct thing to do. He said that he had been informed by the Match Referee that lights will not be put on during the series, but didn’t know why. So were the fans who turned up in their numbers to witness a keen clash. Further inquiries from SLC officials revealed that the Mou signed between the two boards stated that the lights will not be put on for day games of the series. (Cont: on P37) IRB accuses Sri Lanka winger Nuwan Hettiarachchi of doping (sundaytimes.lk) The International Rugby Board (IRB) has sent a letter to the Sri Lanka Rugby Football Union (SLRFU) stating that Sri Lanka winger Nuwan Hettiarachchi has been ‘accused of using a banned substance’ listed by the World Anti Doping Agency or the WADA. A copy of the letter also has been sent to Hettiarachchi, who is yet to be found guilty by the IRB pending an inquiry or a series of inquiries. The IRB issued the letter to Hettiarachchi after the post-match urine sample collected, at the Sri Lanka vs Philippines Asian5Nation Top Division game in Colombo, tested positive. The ‘A’ sample obtained on May 17 and tested in a lab recommended by the IRB is said to have contained a banned substance by WADA. The letter from the IRB has prompted SLRFU to impose a provisional suspension on Hettiarachchi until the IRB complete the inquiry and issue an official verdict, confirmed Nalin de Silva, the spokesman for SLRFU. “He (Hettiarachchi) has not been found guilty yet. The IRB has stated in a letter that he accused of taking a banned substance. Hettiarachchi will have to reply quickly to the IRB as the SLRFU will become a third party in this issue. It is clearly stated in the anti-doping clauses that the athlete is solely responsible for what he is,” de Silva stated. Adding another twist to the episode it was reported in local newspapers that Hettiarachchi, along with two of his unnamed team mates left the Racecourse ground soon after the game in a taxi not knowing that his name has been randomly picked for the test. The officers of Sri Lanka Anti Doping Agency (SLADA) were made to wait until 11.00pm, almost three hours since the end of the game, to summon Hettiarachchi to obtain a urine sample. Some were of the view that the player was intoxicated at that time. But a top official connected to SLADA said that alcohol is not among the listed substances banned by WADA. Hettiarachchi is now left with two options to clear his name from being found guilty. He holds the right to challenge the testing result by giving an acceptable explanation or he has the option of testing the ‘B’ sample in a laboratory recommended by the IRB, at his own expense. The third and final option he is left with is to admit and testify, where the IRB could be even set him free after a hearing. If found guilty, Hettiarachchi may be banned for a maximum period of two years from rugby related activity by the IRB. Proteas from P36 Despite the drawback, the fact remains South Africa played much better and were deserved winners. Sri Lanka on the other hand were sloppy on the field and a few batsmen threw away their wickets. Hashim Amla was the star for the Proteas with a superb 109 that steadied the ship. He added 151 runs for the third wicket with captain A.B de Villiers and that was the stand that gave the tourists the edge. Both batsmen however were dropped. Mathews put down De Villiers when he was on 17 while substitute fielder Thisara Perera dropped Amla one run short of his fifty. De Villiers went onto make 75 while Amla scored his 13th ODI century and the second against Sri Lanka. Sri Lanka also unsuccessfully reviewed a caught behind appeal when Amla was on 42. Although the Decision Review System is in place for the series, the host broadcaster doesn’t use the services of snickometer or hotspot which give conclusive evidence in caught behind reviews. Mathews regrets lack of lights during first ODI by Rex Clementine (island.lk) Mahadenamutta, the self proclaimed pundit of Sri Lankan folklore, would have approved what was witnessed at R. Premadasa Stadium during the first ODI between Sri Lanka and South Africa yesterday, but most others disagreed including the captain of the national cricket team Angelo Mathews. When there’s fine weather and floodlights are available to overcome bad light, there’s no reason why you should take out the DuckworthLewis sheet. But in fading light the formula was taken out yesterday because the MoU signed between Sri Lanka Cricket and Cricket South Africa had said that for day games floodlights will not be used. The clause didn’t impress many and Mathews agreed that if lights are available they should be made use of. "When we hit the 34 over mark, it was getting dark and we needed to be on top of the Duckworth-Lewis. Unfortunately we couldn’t use the lights, so we had to stay on top of the D/L. We lost a couple of wickets and then it was all over for us," Mathews told journalists yesterday at the post match media conference. "If we can use the lights, it will be good because it gets a bit dark in the evening. I’m not really sure why, but we were told at the Match Referee’s meeting we won’t be able to use it," Mathews added. A target of 305 looked stiff, but when Kumar Sangakkara and Lahiru Thirimanne were in the middle it looked possible. "We had a good game in our hands. Unfortunately the situation changes and we’ve got to go with the situation. In the end we had to change our approach a little because of the light," Mathews went onto add. However, the Sri Lankan captain admitted that his side had played poorly and indicated that light wasn’t the cause for defeat. "We didn’t play well. The South Africans played better cricket than us today, and we were a bit rusty – particularly at the crease. We dropped some crucial catches. Our middle order batting shot selection was not good, so that cost us the game." Attention also was given during the media briefing for a decision that Sri Lanka referred during South Africa’s innings. With Hashim Amla on 42, a caught behind appeal was turned down. Sri Lanka referred but television replays were inconclusive to overturn the decision. The services of hotspot camera and snikometer aren’t utilized by the host broadcaster apparently because they are expensive.
