Sept. 20 & 21 Inside: Recycle City Open House Saturday, April 27• 9 a.m.-1 p.m. This year’s FREE events will feature: •Tour the Recycling Center—see where your blue bags go and how they are processed. St. Peters’ residential and business trash is processed at the facility along with trash from commercial trash haulers, separated-commercial recyclables, recyclables from the drop-off area, and bulky trash. Watch workers sort the trash for recyclable materials such as cardboard, newspaper, other paper, plastic, glass, aluminum and steel cans, then see how the recyclables are then baled before being sold to companies that reuse the products. •St. Peters residents may apply for a Resident Privilege Card. Bring two forms of identification showing your current address, such as a driver’s license and utility bill or other piece of mail. You’ll need your Resident Privilege Card to receive a lot of the giveaways today. •Representatives from the Health Department will be on hand with a kids’ favorite—edible dirt. For the grown-ups, we’ll have information on food safety and will answer questions you may have in keeping your family healthy. •If you have a home ornamental pond or fountain, be sure to pick up some FREE mosquito-eating fish coupons, courtesy of St. Peters Mosquito Patrol. •Animal Control staff can answer your questions about pet adoption. 2 My Hometown stpetersmo.net •Just in time to begin working in your yards, our Solid Waste Services department will be offering a discount for residents signing up for a new yard waste cart. The carts offer a convenient alternate for disposal of yard waste at just $5 per month. continued on next page Recycle City Open House | continued from previous page •Proof of St. Peters residency will entitle you to take home free Class A compost, available on a first-come, first-served basis. The 1-Mile Fun Walk/Run provides families an opportunity to get active together with a fun activity in the fresh spring air. The Duathlon starts at St. Peters Recycle City at 7 a.m., and the 1-Mile Fun Walk/Run begins at 7:10 a.m. The Duathlon starts with a 2.5-mile run, moves to a 15-mile bike ride, and finishes with a second 2.5-mile run. My Hometown 3 Storm Water Projects to use natural Methods A remote-controlled boat moves back and forth across a pond in a St. Peters neighborhood. It might be a fun kid’s toy if the boat weren’t also a cutting-edge tool using GPS and sonar to map the bottom of the pond. The pond is one of 249 storm water detention basins in St. Peters. Many of these basins need upgrades so that they can handle more storm water and improve water quality in our community. The high-tech boat is being controlled by a contractor hired by the City of St. Peters to quickly create maps, or “hydrographic surveys,” of some of these basins. By looking at a hydrographic survey, engineers can answer some important questions. Does the basin have enough volume to take on storm water from heavy rains? Can it provide a good home for fish? Where along the pond’s edge might be a good place for new plants? This type of information is important as the City of St. Peters moves forward with a new storm water management system that will rely more on plant life and other natural methods to “retrofit” storm water detention basins. The idea is to allow nature to work for us to help reduce erosion, flooding and pollution. Funding for the projects comes from the passage of Proposition P, a four-tenths of a cent sales tax approved by voters in August 2012. The tax went into effect on Jan. 1. The first round of 16 Proposition P storm water projects will retrofit basins in Country Creek, Canyon Creek, Country Lake, Turnberry, Crown Colony, Pegasus, Willott Square, Ohmes Farm, Applewood and Enwood, plus restore a stream in Country Crossing. “We’re changing the face of these basins from functional water holding vessels to, hopefully, functional water filtering vessels that look more 4 My Hometown stpetersmo.net A contractor uses a boat equipped with GPS and sonar to map the bottom of a storm water basin to create a hydrographic survey (opposite page). The information from this mapping tool will help St. Peters build basin “retrofit” projects as we upgrade our storm water management system. natural,” said Russ Batzel, manager of the City’s Transportation and Development Services group. “No longer should you see mowed grass right up to the surface of the water. But, you should see a more natural vegetative palette that might transition from short grass in someone’s backyard to longer prairie grass, and then wetlands grass along the edge of the water.” A buffer of plants along a detention basin can slow down storm water to reduce property erosion and flooding, and it will filter pollutants for better water quality. “The key to water quality and storm water is to slow it down, spread it out and soak it in, so you’re not just trying to move the water as quickly as possible downstream to where it’s someone else’s problem. You’re trying to retain the water on site,” Batzel said. Pollutants often wash from our own homes into nearby ponds and streams. Pet waste, household chemicals, cleaners from washing cars, leaky automobiles, fertilizers and yard waste are some of the sources of pollution. If you fertilize your lawn or garden, for example, excess nutrients such as nitrogen and phosphorous will get washed from your property. These nutrients can actually harm local waterways and destroy animal habitats. A buffer of plant life can absorb some of these nutrients before continued on next page Storm Water Projects | continued from previous page they can cause problems for the environment. In all, the City of St. Peters has identified 100 storm water projects in our community costing nearly $120 million in order to fix storm water issues as well as meet federal guidelines for water quality. This first group of Proposition P projects will be designed within months and could begin construction in the fall. Two more groupings of projects are also in the planning stages. Group two includes a number of projects to stabilize streams. Neighborhoods affected will include Englewood, Summer Hill Condos, Sunny Hills Estates, Dardenne Park, Crescent Hills, Springwood, and The Highlands. The third group addresses the McClay Valley storm water basin, and includes areas stretching to Francis Howell North High School and Woodbriar subdivision. A St. Peters storm water basin is mapped for a “retrofit” project. The storm water management effort in St. Peters is a community effort that will require cooperation between the City and property owners. For St. Peters to begin construction on a storm water project, 100% of the property owners in the project area will have to agree to provide easements that will allow the City to both build and maintain the storm water projects. The first group of projects was chosen because a) they will benefit a lot of people in our community, and b) the projects are generally in common ground areas controlled by homeowners associations who have shown their intent to provide easements. Learn more about Proposition P online at www.stpetersmo.net, and search the website for “storm water management” to learn how you can help improve our community’s water quality. Prop P Parks Projects underway improvements. Proposed playground for Shady Springs Park. St. Peters’ Proposition P was approved by more than 68 percent of voters last August, and in January the City started collecting an extra four-tenths of a cent sales tax on purchases made in St. Peters. Because of Proposition P, visitors to our Senior Center are looking forward to playing cards and eating lunch at brand new tables, and working out on some new fitness equipment soon. Over at the Rec-Plex, swimmers and divers in the natatorium will get a state-of-the-art scoreboard, and skaters will appreciate the new sound system going in the ice rink. The Parks Department does a great job providing a place for our residents to relax and play, and now thanks to Proposition P our Parks staff will be busier than ever. Several City parks are on the short list for For instance, a new scoreboard and field lights will be installed at the football field at Brown Road Park, and Shady Springs Park will get new playground equipment. Field 18 at City Centre Park will have new sideline turf installed along with an irrigation system. The soccer fields at Woodlands Sports Park will get lights on fields 2 and 3, and T-ball parents will be grateful for a much-needed restroom facility to be built near fields 26, 27 and 28 at the top of the hill at Woodlands. Thanks to Proposition P, 370 Lakeside Park will continue to grow. An archery range is in the works for this spring, and work on Phase 1 of St. Peters’ first dog park will begin this summer with plans to complete it by the end of this year. Since 370 Lakeside Park opened just two years ago, we have welcomed visitors from 48 states, the District of Columbia and six Canadian provinces to our RV park. Needless to say, it’s a popular place to stay. To meet the high demand, 25 new RV sites are being added this summer along with another comfort station with restrooms, showers, and laundry facilities. A corporate pavilion will also be constructed along with additional parking. Our talented parks staff will take on much of the work being done in 370 Lakeside Park. This helps to keep project costs as low as possible. These parks projects are just the beginning; there are plenty more to come in 2014 and beyond. My Hometown 7 REC-PLEx gRAndPAREnT FAMILY PASS Grandmother Strengthens Heart & Her Bond with Her Grandkids Bobbie Fish’s heart is in the right place. As a grandmother, Bobbie takes her grandkids to the St. Peters Rec-Plex a few times a week so they can enjoy activities such as ice skating and swimming. As a heart surgery survivor, Bobbie needs to exercise for her health. She said that the Rec-Plex has all of the state-of-the-art fitness equipment that she needs. “I had open heart surgery last year, so it’s really important that I keep up with the exercise now to keep my heart strong,” Bobbie says. The Rec-Plex’s new Grandparent Family Pass makes it possible for Bobbie to spend more time with her grandkids in a place where everybody can have fun and get healthier. This membership provides the same benefits as the Rec-Plex’s regular Family Pass, but allows grandparents to sign up their grandkids, no matter whether they live with them or not. Izzy, 10, and Rachel, 14, love skating and swimming at the Rec-Plex, and Grandma has fun watching them. She takes the girls to the Rec-Plex a few times a week, and comes back a few more times a week for her own workouts. Bobbie purchased a Grandparent Family Pass last fall after she finished her cardiac rehab program at a local hospital. “I knew that I had to continue with an exercise program, and I was trying to decide whether to stay at the hospital or come here to the Rec-Plex when I found out about the Grandparent Family Pass. That definitely made my decision so I could bring the grandkids to enjoy all of the skating and swimming. And, I use the cardio room and work out on the weight equipment,” Bobbie said. Bobbie’s grandson, Tyler, 17, says that his Grandma deserves a place where she can work on her health. “She does so much for us and puts a lot of time and effort into helping raise us. This is a good thing that she really deserves,” Tyler said. Bobbie Fish with grandkids Izzy, Tyler & Rachel Izzy is learning how to ice skate in classes and sharpening those skills in public ice skating sessions free to Rec-Plex members. Rachel says, “I think it’s really cool because we can all hang out together, and be fit and stay healthy at the same time.” Grandma says she enjoys “getting to watch the kids and spend more time with them. I’ve really enjoyed watching Izzy learn how to ice skate. That’s been fun.” “I like hanging out here with her,” Izzy says of her Grandma. Learn more at stpetersmo.net/rec-plex. Since it opened in 2011, the RV Park at 370 Lakeside Park has had visitors from 48 states, the District of Columbia and six Canadian Provinces. Guess which two states are yet to be represented on our visitor roll? 370 Lakeside Park has really taken off. Go out there any day during the summer and you’ll find the park abuzz with activity. It’s a great place for fishing, boating, hiking and biking, and more. And people come from miles around to stay at our RV Park. In fact, the RV Park is so busy that we are building another 25 RV sites to accommodate the demands. Do you have a guess for which states have yet to have visitors stay at our RV Park? It may surprise you. No, it’s not Hawaii or Alaska. Visitors from both of those states have stayed at our park. The answer is Delaware and Vermont. If you look throughout this issue of My Hometown magazine, you’ll find lots of free and low-cost events the whole family can enjoy. Movies and Concerts in the Park are a great way to spend the evening out together. Try the free Kite Festival and Family Bike Ride presented by the St. Peters Rangers. The Spring Ice Show at the St. Peters Rec-Plex is an affordable way to watch some of our area’s talented figure skaters perform. I’m happy and proud that the City of St. Peters can offer community events like these throughout the year, even during tough economic times. We really work hard to manage our City well and keep costs low—making it possible for us to offer these services for you. We’ll host Celebrate St. Peters 2013 on Sept. 20-21 at 370 Lakeside Park. We’re planning lots of fun including live music, carnival rides, games, food and more. You can learn more about Celebrate St. Peters 2013 by going online to www.stpetersmo.net. Plus, our Veterans Memorial Commission will be hosting a ceremony on Memorial Day to show respect to our servicemen and women who have died. Read more about our Memorial Day Ceremony on page 18. I hope you have a fun and active summer this year! As Mayor of St. Peters, I’m always excited to see so many people out and enjoying our parks, trails and events in “My Hometown.” PROud TO BE AMERICAn Rocky Reitmeyer Ward 1 As a liaison to our Veterans Memorial Commission, I have learned so much about the sacrifices our men and women in uniform have made for each and every one of us. Sitting in sessions with veterans from different eras and branches of service, my eyes have been opened wide. I feel so fortunate to be an American. For many of us, especially our children, Memorial Day may seem little more than a day off from school or work or a way to kick off the summer. Folks across St. Peters will soon begin to plan get-togethers with family and friends on Memorial Day weekend. In many respects, that is the focus on this long-holiday weekend. It’s usually celebrated with backyard barbecues, outdoor picnics and parades. But the reality is that Memorial Day has a special purpose and that is to remember and honor those who gave their lives for our country. I hope you will join me at the Memorial Day ceremony on Monday, May 27, at 10 a.m. at our City Hall Memorial. Our Veterans Memorial Commission is planning a very special program, as always. This year try to arrive about 9 a.m. and we are having a helicopter flying in at 9:30 a.m. between the parking lot lights for everyone’s enjoyment. We will have 25 new recruits being inducted into the Marine Corps that day and 65 members of the Patriot Guard will be riding in on their motorcycles to support the Memorial Day ceremony. This is my plea to all the grandparents, parents and anyone that could bring a boy, girl or young adult to this ceremony and talk to a veteran. The stories that a veteran tells are priceless. Remember to save all your aluminum cans and deposit them in the brown waste can on the west side of City Hall and in the big blue dumpster at Earth City for our “Pennies for Patriots” program. All the money raised from these aluminum cans will go to the USO at Lambert Field. This is for our servicemen and women coming home or leaving on their next journey to serve our country. This past year we raised $2,500 and brought a check to the USO a few months ago. I’m very proud of everyone who has participated in this heartfelt program and now we are starting over for a new year. So Please Pitch In! Please remember that as your alderman my door is always open. Contact me with any concern you might have. I am proud to be your alderman and value your comments. My phone number is 636.485.5710. My e-mail address is [email protected]. Continued on next page 14 My Hometown stpetersmo.net The RV Park at 370 Lakeside Park THE CITY OF ST. PETERS Dave Thomas Ward 1 Hello and I hope all are getting engaged with the Spring! While we had a somewhat mild winter, the last few months gave us some chilly nights and days. I am very grateful for the great work our staff does with snow removal ... second to NONE! I wanted to share with our residents a simple summary of our City and how we operate. To this and so much more, residents can purchase one of our fantastic hardbound historical books for an incredibly reasonable price, further outlining what we are as a great City and how we got here. I, like many of you, am humbled to be a part of such a great place to live in the United States of America. The City of St. Peters, incorporated in 1910, is a fourth class city. The City currently occupies a land area of 22.3 square miles and services a population of approximately 52,500. The City is traversed by Interstate 70, which provides direct access to St. Louis, approximately 20 miles east of the City, and to Kansas City, approximately 220 miles west of the City. Regularly scheduled air passenger and freight service is available at Lambert St. Louis International Airport located approximately 12 miles east of the City on Interstate 70. Commercial air service is available at two private airports within St. Charles County and at a public airport operated by St. Charles County. Barge service is available on the Mississippi River located approximately 5 miles from St. Peters. The City is served by two railroads, the Norfolk & Southern and the Burlington-Northern, and three common-carrier truck lines. The legislative body of the City is the Board of Aldermen, which is comprised of eight aldermen, and a mayor. Two aldermen are elected from each of the City's four wards and serve four-year terms. The Mayor, elected at large to serve a four-year term, is the presiding officer of the Board of Aldermen. The Mayor may vote in the event of a tie vote by the Board of Aldermen. Additionally, the Mayor has veto power. A city administrator is appointed by the Mayor with the advice and consent of the Board of Aldermen. The City Administrator is the chief assistant to the Mayor and is responsible for the day-to-day management of the City's business and staff. The City Administrator is also responsible for the employment and discharge of City employees under policies established by the Board of Aldermen. In addition, the City has an assistant city administrator who is appointed by the Mayor with the advice and consent of the Board of Aldermen. The City has several advisory boards and committees composed of citizens appointed by the Mayor with the advice and consent of the Board of Aldermen. The advisory boards and committees include many varieties to which I wish to address the most recently formed team of citizens with the Health and Wellness Advisory Committee. Please see an article in this issue addressing the forming of this team, and if you’re interested in supporting the team, please join us on the 4th Monday of each month, 7 p.m., at the Cultural Arts Centre. Our City staff is amazing. Period. We have approximately 546 full-time equivalent employees and provide a full range of services. The Mayor, Board of Aldermen, City Administrator and Assistant City Administrator work together to set the goals, which are based upon input from citizens, for the upcoming fiscal year. A Capital Improvement Plan is then approved and serves as the blueprint for the preparation of future budgets. We have SO MANY amazing new developments, including growth at 370 Lakeside Park, new playgrounds, trails, and great property development ... our City is GROWING! Thank YOU, our residents, for being so supportive and engaged in our City. Please get to know our City and its services by reviewing information made available on our website at www.stpetersmo.net, and through our online publication of UpFront and this My Hometown magazine mailer. St. Peters became a City in 1959. Our National Motto has never before been displayed in our City Hall or Justice Center. I am proud to say that I am a co-sponsor for this meaningful reminder to be installed throughout our City walls. St. Peters’ residents understand the importance of our National Motto and its historical background. Take advantage of the National Rx Take Back Event on April 27, and bring in those old drugs for safe disposal. The St. Peters Police Department is offering two locations for drop-off between 10 a.m. and 2 p.m. Turn in your prescription and over-the-counter drugs during this time only at either the St. Peters Justice Center, 1020 Grand Teton Dr., or at Walgreens, 1305 Jungermann Rd. The Justice Center is located at the corner of Grand Teton Drive and Suemandy Drive near Mid Rivers Mall. Walgreens is at the intersection of Jungermann and McClay Roads. Police cannot accept any medications before or after the event, so be sure to drop off your drugs between 10 a.m. and 2 p.m. The U.S. Department of Justice Drug Enforcement Agency is coordinating the National Rx Take Back Event. The St. Peters Police Department is participating in the event because unused medication is a potential source of supply for illegal use and an unacceptable risk to public health and safety. When people drop off their unused medicines during this event, they eliminate the possibility of the drugs harming someone else or getting into the wrong hands. The service is free and anonymous. Your medications will be accepted no questions asked. Learn more at www.dea.gov. Convenient Yard Waste Carts Available The City of St. Peters is again offering an optional 90-gallon rollout cart for yard waste collection giving residents a convenient option for storing and moving yard waste and eliminating the need to purchase yard waste bags. Yard waste material can be loosely put into the cart. St. Peters residents who sign up for a yard waste cart in April will receive free cart delivery, a $12 value, and no charge for the first month’s cart rental, a $5 value. At the end of the 30 days, you will be switched automatically to regular billing of just $5 per month for yard waste cart rental. You may cancel at anytime during the first 30 days without charge. St. Peters residents can sign up for this service by calling the City’s Solid Waste Office at 636.970.1456. St. Peters residents can also drop off up to 30 cubic yards of yard waste per calendar year at the City’s Earth Centre facility at no charge. This is the equivalent of approximately 15 pickup truck loads. HOME FIRE PREvEnTIOn: HOT ASH dISPOSAL Fire up but don’t get burned! The summer months are a time for barbecue grills and fire pits. As you fire up the grills or outdoor fire pits keep in mind that the ashes left behind are hot and can ignite. If not properly disposed of, the ashes could create a fire and result in costly damage to your home or a trash truck. Before you dispose of the ashes, remember to place them in a metal container and store them outside so they get a chance to cool. Central County Fire and Rescue recommends cooling the ashes for a week before placing them in your trash cart. After a week it’s recommended that you stir the ashes and make sure there are no glowing coals remaining before disposing of them. Enjoy your summer, but please remember to dispose of ashes safely. To get to Earth Centre, take Mid Rivers Mall Drive north of I-70. Turn right on Ecology Drive and follow to Earth Centre. gO gREEn – FILL YOuR TIRES WITH nITROgEn FREE service for St. Peters residents St. Peters residents have the benefit of getting FREE nitrogen in their automobile tires at the Nitrogen Tire Station, located behind Recycle City at the Health and Environmental Services (HES) building. Non-residents may also use this service for a fee of $30. The advantage of filling your tires with nitrogen is an increased miles per gallon of as much as 2.5%. Based on EPA estimates, fuel savings for the average vehicle will be about 15 gallons per year. In addition to saving fuel, nitrogen-filled tires wear longer because the tires keep their pressure longer and do not have the extreme fluctuations in pressure that air-filled tires experience. The Nitrogen Tire Filling Station is now open for the season. St. Peters residents can make an appointment to fill vehicle tires with nitrogen by calling 636.970.1456 or schedule online at stpetersmo.net. Normal operating hours are Monday, Tuesday, Thursday and Friday and the third Saturday of the month. Call 636.970.1456 for available hours. For more information, visit www.stpetersmo.net. For instance: • The Blue Bag program makes it easy for trash customers to discard recyclables. Unlike other cities, you don’t have to mess with bins or have an extra cart taking up space. Simply put paper items and cardboard in one Blue Bag and put all containers in another Blue Bag. When either bag becomes full, tie it shut and place it inside your city trash cart. • In most cities, you either have to pay an arm and a leg to have bulky trash picked up or you have to haul it to a specified location on a certain day. St. Peters trash customers enjoy four FREE bulky trash pickups per year. • Residents receive weekly yard waste collection from March to mid-January. • Use your computer to access your City 24 hours a day at www.stpetersmo.net. You can get information live or on-demand by watching SPTV through our website. You can also sign up for recreation programs or bulky trash pickup online, make a map, research City ordinances, pay utility bills, send comments to your elected officials, and much more. • You can also access the City using our 24-Hour Service Hotline at 636.278.2244 or 636.477.6600. St. Peters residents are encouraged to get Resident Privilege Cards for each member of their family. Resident Privilege Cards are computer-generated photo identification cards, FREE to St. Peters residents. The cards serve as identification for many reduced residential rates or special resident-only privileges. Without this card, residents are charged non-resident rates. Resident Privilege Cards must be shown to receive: • Free use of the City’s St. Peters Earth Centre facility for yard waste up to 30 cubic yards (approximately 15 pickup truck loads) per calendar year. The facility processes brush, grass clippings, leaves, and other organic material into mulch and compost. Earth Centre drop-off is open to the public. • Low resident rates for compost, mulch & topsoil—available at St. Peters Earth Centre. • Free trees or seedlings at the Recycle City Open House Tree Giveaway. • Free nitrogen fill of your tires with nitrogen at the free Nitrogen Tire Filling Station. • Priority reservations and reduced rates when reserving City facilities including pavilions, meeting rooms, athletic fields and the City Centre gazebo. • Reduced rates on Rec-Plex memberships & Rec-Plex daily admission. • Reduced rates for annual outdoor pool passes and daily admission rates. • Reduced rates for many City-sponsored recreation programs and classes. Check the Leisure Line recreation guide for the latest information. 18 My Hometown stpetersmo.net Community Health & Wellness Advisory Committee Formed The Board of Aldermen recently created a new committee, comprised of both St. Peters residents and non-residents with expertise and/or an interest in wellness and health-related issues. The committee will advise the Board of Aldermen on health and wellness issues in our community and assist in efforts to inform and educate the public. The mission of the committee is to engage citizens through education and the pursuit of healthy lifestyle choices, including proper nutrition, physical activity, and overall wellness habits. City officials want to provide a framework to work with the community to develop and implement outreach, education and technical assistance activities toward the goal of healthier citizens. Watch for programs from the Health and Wellness Advisory Committee as well as articles in City publications. The Health and Wellness Advisory Committee meets each month at 7 p.m. on the fourth Monday at the St. Peters Cultural Arts Centre. The committee encourages input from the public and invites St. Peters residents to attend their monthly meetings. JOBS AvAILABLE FOR ST.
