COMMUNITY DEVELOPMENT
Proposed GreenStreet Commercial Center
On December 9, 2013, the City‟s Planning and Transportation Commission approved several planning applications submitted by Bill Kahale of Sherwood Classics, Inc. to demolish two existing
buildings totaling 8,969 sq. ft. and construct a new, two-level 17,703 sq. ft. shopping plaza with
auto spa on a 1.7-acre site at 28662 Marguerite Parkway (southeast corner of Marguerite Parkway
and Avery Parkway). The existing buildings are currently occupied by Mountain View Church on a
temporary basis The proposed development will consist of three single-story multi-tenant retail
buildings located on an elevated podium with 34 parking stalls and an auto spa (car wash), and 66
parking stalls on the lower level. The plaza will have a total of 100 parking stalls. A Planned Development Permit was approved for the construction of the shopping plaza and related site improvements, a Conditional Use Permit was approved for the car wash component of the project,
and a Minor Exception permit was approved to allow for an encroachment of approximately 3 feet
into the required 20-foot building setback along Avery Parkway, and for an increase in height
above the 35‟ maximum to 38 feet for the building tower rotunda where it faces Marguerite Parkway. This project will be located adjacent to and directly north of the previously approved

INFORMATION TECHNOLOGY
Year End Summary
The Department of Information Technology (I.T.) had a very busy and successful year bringing new
technologies to residents and staff to enhance residents‟ interactions with the City.
MVTV on AT&T U-Verse
The City‟s local television station “MVTV” is now available to AT&T U-Verse service subscribers in
Mission Viejo. The channel was previously only available to subscribers of Cox Cable service. With
the addition of MVTV into the U-Verse channel lineup, the City of Mission Viejo is able to reach a
larger number of residents with valuable local information and entertainment. MVTV features live
broadcasts of City Council Meetings, a Community Bulletin Board, and a wide array of locallyproduced programming, highlighting the arts, music, sports, news, special events, and history that
make Mission Viejo unique.
Audio Visual for Storytime Room
The Information Technology Department engaged with Triton Technology to install audio visual
equipment into the newly renovated StoryTime Room at the Mission Viejo Library. The audio visual equipment provides enhanced enjoyment of multimedia needs for the patrons at the Library‟s
programs and events. Triton Technology is a full service consulting, design and integration company for production, presentation, broadcast and other AV systems.
Tyler Munis to Replace IFAS
The I.T. and Administrative Services department has begun the replacement of the current financial software program (IFAS) which has been utilized by the City since July 1992. The City has entered into an agreement with Tyler Technologies for the acquisition, implementation, and ongoing support of the Munis Financial Management System. Go Live Technology, Inc. has been
working closely with the I.T. and Administrative Services departments to manage this process
which also included writing the Request for Proposal document, management of vendor demonstrations, and vendor selection process.
Emergency Readiness
The I.T. Department assisted with the City‟s Emergency Readiness plan. During the month of May,
members of the I.T. Department help setup 16 laptops at the Norman P. Murray Community Center for the Joint Information Center Countywide exercise in which other Orange County city staffs
participated. The training was focused on communication in the event of an emergency.
Page 4
City Manager’s Newsletter
December 2013 / January 2014
The I.T. Department also utilized the existing phone and paging systems at Montanoso and Sierra
to create a single speed dial button alarm to notify specific recipients in the event of an emergency. An audible alert is triggered in the event this button is pushed on the VoIP phone set.
Supporting Dog Park Fundraising
Information Technology staff built an eCommerce component for the City‟s website allowing the
City to sell event tickets and to accept donations for the dog park. Items offered for purchase
included the Bone Yard Bash event tickets and Canine Walk of Fame custom pavers that can be
inscribed with your pet information.
SIRE Active Review
The Information Technology Department has completed the implementation of the Sire Active Review application. The application will provide a workflow for utility companies such as Cox,
AT&T, SCE and SDG&E to submit encroachment permit applications, plans, credit card payments
and download the permits via online. The applicant only needs to create an account and can
share their application process with their respective business. History of all activity is available
online and the workflow ensures a proper handling of documents during the permitting process.
I.T. Statistics
The following matrix includes important IT statistics tracked both monthly and in a year-to-date
format. These statistics include the number of support requests made to the IT department and
the number of projects open at this time along with traffic information on each of the City‟s websites. The matrix also highlights significant security information outlining the number of security
risks that have been successfully blocked. These risks are generated both within and outside the
City‟s network. An example of the internal risk would be a user on the City‟s Wi-Fi network attempting to access City assets or networks or an employee unknowingly accessing a website that
has malicious software. Included is the number of users utilizing the Wi-Fi network built at the
Civic Center complex. We had 7,901 users (both staff and members of the public) on the Wi-Fi
network during December 2013.

PUBLIC WORKS
Traffic Signal Synchronization Implemented
Initial synchronization schemes have been implemented
on Crown Valley Parkway, east of I-5, and along the entire length of Marguerite Parkway. These will be monitored and adjusted as necessary over the next few
months. The portion of Crown Valley Parkway west of I-5
(Laguna Niguel, Dana Point) is likely several months away
due to equipment delay issues. Synchronization on Oso
Parkway, Los Alisos Boulevard and Santa Margarita Parkway is scheduled for later this year.
La Paz Bridge and Road Widening Project Delayed
This project, which was originally scheduled to start construction in early 2014, was put on hold
when Caltrans/FHWA notified the City that the Federal Highway Bridge Program (HBP) did not
have sufficient funds available to obligate the construction phase. The HBP is to fund about $5.5
million of the total $8 million construction cost. Staff has been working with Caltrans to resolve
the issue, and recently received notice that Caltrans has identified funding and is again moving
forward with the construction authorization process. If authorization to bid the project is received by the end of February, a construction contract could be awarded sometime in April.
Design of New Projects Underway
The design of several capital improvement projects
commenced in December/January. The pavement rehabilitation of a 4.7-mile segment of Los Alisos Boulevard, from I-5 to Santa Margarita Parkway, is a cooperative effort with the City of Lake Forest. In addition,
condition surveys are underway for the 2014 Residential
Resurfacing Project, which will resurface the public
streets in the neighborhoods bounded by Jeronimo
Road, the northerly City boundary, Trabuco Road, Alicia
Parkway and Marguerite Parkway. Construction of both
these road projects
is expected to begin
in the summer. Two
grant-funded projects are also in the design phase. The rehabilitation of the Marguerite Parkway medians, replacing turf
with drought-tolerant plant material and conventional spray
irrigation with water-efficient drip systems, will continue
north from Via Florecer to Trabuco Road. Construction documents should be ready for bid by early summer. The provision
of emergency vehicle pre-emption (EVP) devices at 64 of the
City‟s traffic signals, which will allow fire and paramedic vehicles to turn signals green upon approach, is expected to be
ready for construction in the fall.

Montanoso Babysitting Room
The Montanoso Babysitting Room was full of cheer and joy during this past holiday season! The
room had a steady group of kiddos enjoying the toys, games, and crafts. The Babysitting Room
hours of operation were recently updated to reflect the current exercise program schedule. The
hours of operation are now Monday - Saturday 8 AM – Noon and Monday - Thursday 4 PM – 8
PM. The room is open during the hours that best fit the needs of the members.
Teen Fitness
Teens are loving the new Teen Fitness class because it teaches
fun and safe workout routines. The group consists of teens
ranging in age from 12 -18 years old. The class size has been
increasing and many of the participants are consistent. The
class is held inside the Montanoso gym and cardio rooms as
well as outside. A highly experienced trainer, Mike Cipolla,
keeps the class moving and interesting for the teens. It is a
great way to engage our youth in the healthy habit of exercising! Teen Fitness is just one of our many FREE classes for our
passholders!
Wellness Programs
The usage of the wellness programs at the Recreation
Centers has been increasingly popular. The SilverSneakers program has a total of 240 patrons, Silver & Fit program has 183 participants and the Prime program has
45 participants. These wellness programs have continued to bring in new passholders to the Recreation Centers and many current passholders have changed their
insurance carriers to qualify for the programs. Staff was
busy preparing for January when SCAN leaves Silver &
Fit and joins SilverSneakers. This process involved some juggling of the paperwork and reeducating both the staff and potential new passholders. Having our Recreation Centers affiliated
with these Wellness Programs gives us marketing to a large group of people. Through these programs the Recreation Centers are compensated for each visit the member makes to facility.

New classes jump-start attendance at Centers
The Recreation and Tennis Centers saw an increase in usage in December 2013 when compared to
December 2012. December 2012 had 16,584 total visits to the Recreation and Tennis Centers,
