In 2014 we continued to refine our policing philosophy and accurately adapt our organizational culture to embrace the type of policing desired by our community. Reported crime and the fear of crime remained exceptionally low; making Truckee one of the safest communities in all of California. One crime that rose in 2014 was driving under the influence. Our community continues to be challenged by high alcohol use rates that manifest into high arrest rates for DUI and other alcohol related crimes. Unfortunately, we saw these numbers climb to the highest ever recorded by the Department. We employed a variety of responses to this public safety and public health threat. We were engaged in education efforts and have partnered with a number of local stakeholders to develop prevention strategies, in the hope of arrests being our last resort. These efforts will be on-going in 2015. Our partnership with the community and the many stakeholders we interact with has never been stronger. The members of the Truckee Police Department are committed to ensuring Truckee continues to be a desirable and safe community in which to live, work, and play. We truly appreciate the strong support we receive from our residents and guests, our elected officials, and Town staff. Our core responsibilities to prevent and reduce crime, improve traffic safety, enhance emergency preparedness, and nurture community partnerships guide us in all that we do. DUIs Under the Age of 21 8 1 2011 2014 was a record breaking year for DUI arrests 47% of 11th graders admit to using alcohol in the last 30 days, 14% higher than the state average, while 32% admit to binge drinking in the last 30 days which is 10% higher than the state average. * 69% of DUI arrestees list Truckee as their primary address 7 3 2012 2013 46% of all arrests in 2014 were alcohol related 2014 DUIs by Age Ranges 24 17 56 56 15-21 22-31 30 DUI Accidents 23 20 13 15 10 32-51 52-ABOVE 0 2012 2013 2014 * California Healthy Kids Survey Tahoe Truckee Unified 2014 Results and Trend Analysis Investigations • 109 cases referred to Investigations Unit in 2014. Some of these include, 7 stolen vehicles, 21 burglaries, 20 sex offenses, 12 drug cases, 2 arsons. • Teamed with Secret Service, FBI, DEA, and Cal-Fire with multiple cases. • Several multi-state investigations of narcotics (25+ lbs. of methamphetamines, over 750 lbs. of marijuana). School Resource Officer The School Resource Officer (SRO) provides police services and support during school days to approximately 2,700 students and staff who are on school campuses within the Town of Truckee. Officer Moreau is in his third year as the full-time SRO and has received high praise from the schools and community members for his work with the students and staff alike. Officer Moreau has been involved in the on-going collaborative to educate our youth of the problems associated with underage drinking. This effort will continue as we work to prevent alcohol related tragedies in our area. Officer Moreau participated as an adult leader in the school district’s Challenge Day, a program that challenges our youth to “be the change.” Volunteers VIP HOURS The police volunteers set a new record for number of hours worked in a year. They worked over 2,500 hours this year, an estimated value of $62,000 in taxpayer savings. Divers scoured the east end of Donner Lake removing trash, debris, and tires from the lake bottom. The team trains every other month. These trainings will typically focus on a specific skill set, such as ice-diving, item recovery, communications, search patterns, navigation, victim recovery, low visibility, night dives, and safety reviews. During the summer months TPD officers utilize paddleboards to reach places the patrol boat cannot, as well as to establish a more personal communication with citizens and visitors that enjoy Donner Lake. Go underwater with the Truckee Police and Fire Water Rescue Recovery Team for Truckee Day 2014 ! (Click ) Bike Patrols On any given day Officers can grab a bike and patrol. Officers routinely use bicycles to get to areas that patrol vehicles cannot access. Officers use this form of transportation to interact with the recreating public; strengthening relationships and community bonds. This summer the opening of the Legacy Trail created a great opportunity to connect with the recreational community. Animal Services Field Calls for Service Citations Issued Animal Bite Calls Bear Calls 900 110 53 128 In 2014, Animal Services completed its first full year of operation in the new animal shelter facility handling over 900 animals. Our partnership with the Humane Society of Truckee-Tahoe continues to grow and together we were able to process over 200 local animals through the community spay and neuter program. This was a 57% increase over 2013. Activities in 2014 also include the care of the animals housed at the shelter, educational and reading programs, the administration of the dog licensing program, and providing animal sheltering services to Sierra County. Community Service Officers handle all field related calls for service. Employee and Volunteer of The Year Jody Zirelli Volunteer of the Year Officer Randy Misch Employee of the Year Jody began as a volunteer for the department in the beginning of 2013. She has been a great asset to the department and routinely assists with regular operations such as Truckee Thursdays, parking details, snow patrols, data entry, assisting the public at the front counter, along with many other duties. She worked over 240 hours in the year 2014. Randy has been a great addition to our department embracing all that it means to be a Truckee police officer. Randy routinely is in the top half of the department for productivity and calls for service. Throughout the year, the department received a number of formal and informal notices articulating Randy’s strong communication skills and passion for Truckee. We have received many compliments and commendations from these citizens and from merchants. Randy has devoted a great deal of his personal time to the Humane Society helping establish their first summer camp for kids. Randy also works closely with Recreation and Parks as well as Big Brothers Big Sisters. Several times over the course of 2014 the Department received word that Randy had made follow up visits to families in crisis to see if there was anything else he could do for them. He spent time at homes talking with kids and parents trying to find some permanent solutions to their issues. Randy’s continuous volunteer efforts and acclimation into the Truckee community is commendable in his short time here. Looking Toward the Future Our primary mission is the prevention of crime and protecting the community we SERVE. The below priorities have been identified to guide that mission. 1. Traffic Safety A. Provide consistent and focused traffic education and enforcement B. Increase public awareness for bicycle and pedestrian safety C. Participate in national and state safety campaigns D. Maintain consistent and measured DUI enforcement efforts E. Continued outreach for safe winter driving and winter parking restrictions 2.
