It is not the intent to specify completely herein 'aiLthe details of the design and 'construction of equipment. However,the equipment shall conform'in all respects to high standards of engineering, design and workmanship and shall be capable of performing in continuous commercial ofJerationupto the bidder's guarantee, in a , manner acceptable to the purchaser, who will interpret the meaning~ of drawings and specification and shall have the power to reject any work or materia! which in his judgment is not in accordance there with. The offered equipment shall be complete with all components necessary for their effective and trouble free operation. Such components shall be deemed to be within the scope of bidder's supply Irrespective of whether these are specifically brought out in this specification .end/or the Contract Agreement. \ -a.or 2.1 STANDARDS: The material shall confirm in all respects to the relevant IEC standards with latest amendmentsthereof. The complete design of core must ensure permanency of the core losses with continuous welding of ~he tran~formers. The value of maximuM flux density in 'the design and grade of lamination used shall be clearlystated in the offer.Max.fluxdensity willnot exceed 1.6 Tosla. Bidders can offer transformers made. of other superior (low loss) core materials and they should furnish design details in their bids for verificationalong with type test certificates for the design of this transformer. " ....." .' 5.1.2 The core shall be suitable -for over fluxing (due to combined effect of voltage and frequency) as per 4 (XIV)above. The bidder shall furnish necessary design data in support of this. 5.1.3 No load current shall not exceed 2% of Full load current and will be measured by energizing the transformer at 433 Volts, 50 CIS on the secondary side. Increase in voltage of 433 Volts by 10% shall not increase the no load current disproportionately high. Test fEport of magnetic balance test by connecting the LV ( b-phase ) to rated phase voltage and measurement of an, bn, cn voltages will be carried out and value (with tolerance) shall clearly given in this offer fOf the type tested design. 5.1.4 All core clamping accessories e.g. channels. bolts, tie rods etc. shall be painted with oil resistant varnish or paint. Bids with higher losses then the above specified values would be treated as Non-responsive. Bidders are reque3ted to quote the price as FOR destination on standard losses. The Bid will be evaluated on the basis of standard losses instead of equated capitalized cost. No benefit of low losses to the bidder, in case the losses are less than standard losses at cmy time. 9.0. ;y, ;J. PERCENTAGE IMPEDENCE: The percentage impedance at rated frequency and 75°C is given' below: KV A rating 100/63/25 KV A 10.0 Percentage impedance 4.5% Subject to tolerance as per relevant standards. Bids not meeting the limits indicated above will be treated as non responsive. TEMPERATURE RISE: 10.1 The temperature rise over ambient shall not exceed the limit described below:Top oil temperature rise measured by Thermometer. 40°C. 10.2 Winding temperature rise measured by Resistance method. 50°C. Manufacturing drawing of type tested design shall be sub/T1ittedwith the offer. 14.0 TANK: 14.1 )The transformertank shall be of robust construction rectangular in shape and shall be built up of tested MS sheets of the following thickness:Q Side walls (min) 3.15mm thickness ii) Top and Bottom plates (min) 5.0 mm thickness. 14.2 All joints of tanks of fittings shall be oil tight and no bulging should occur during service. The tank design shall be such that the core and the winding can be lifted freely. Transformer should be welded inside of the main tank body so that the joint is stronger due to V-shape welding fillet. The out side welding should be additional. The tank plate shall be of such strength that the complete transformer when fill with oil may be lifted bodily by means lifting lugs provided. In side of tank shall be painted with varnish. /' / 14.3 Than tank shall be reinforced by welded angle (40x40x5mm) on all these outside walls on 'the edge of the tank to form tV\lOequal compartments. Permanent deflection when the tank without oil is subject to a vacuum of 760mm of mercury shall not be more than 5 mm upto 750mm length and 6 mm upto 1250 length. The tank shall further be capable of with standing a pressure of 0.8 Kg 1sq. cm \.and a vacuum of 0.3 kg/sq.cm without any deformation. Heat dissipation by tank walls was upto oil level should be limited to 500 watt! sq.mtr and above coil level limited to 250 watt!sq.mtr atJd cooling tube limited to 350 wattlsq.mtr. 14.4 14.4.1 The radiators can be tube type or fin type )r pressed steel type to achieve the desired cooling to limit the specified temperature rise. ' 14.4.2 Four Nos. welded heavy duty lifting lugs of MS plate 8mm thick (Min ) suitably reinforces by vertical supporting flat welded edge wise below the lugs on the side wall. 14.4.3 Four Nos. of welded heavy duty cooling lugs of MS plate 8 mm thick(Mln) shall be provided to pull the transformer horizontally. 14.4.4 Top cover fixing belts of GI 12mm dia meter spaced at 100mm apart 6mm Neoprene , ~ -r' bonded cor!t, gasket will be placed between tank and cover. The bolts outside tank shall have 2 flats washers and one spring washer. .14.4.5Pressure release valve as standard fitment shall be provided of the top of the tank of transformerswhich should operateat a pressure of 0.3 to 0.5 kg/sq.cm. 14.4.6 The conservatorwith oil gauge with plain or dehydration breathing device with a drain , plug and fitting hole with cover shall be provided. The capacity .of,the conservator tanks shall be designed keeping in view the total quantity of oil and its contraction and expansiondue to temperaturevariations. 15.0 BUSHINGS: 15.1 The bushings shall conform to the, relevant standa~ds specified and shall be outdoor. The Bushing rods and nuts shall be made of brass material 12mm. Diameter for both HT & LT. The bushings shall be fixed to the transformer on sides with straight pockets and in the same plane. The tests as per relevant standards shall be conducted on the transformers bushings as detailed below: 15.1.1 15.1.2 ]r 15.1.3 15.1.4 15.1.5 15.2 ' Dry flashover voltage: Wet flashover voltage. Dry one minute withstand voltage. Wet half minute withstand voltage. Impulse withstand voltage (1.2/50 micro seconds positive wave). For 11 KV- 12-17.5KV class bushings shall be used and for LV 1.1 KV class bushings shall be used. Bushings of plain sheds as per relevant standards shall be mounted on the side or top cover of the tank. 15.3 Dimensions of the bushings specified. of the voltage class shall confirm to the standards 15.4 Min phase to phase clearance of 75 mm for LV (upto 1.1 KV bushings) and 255 mm for HV (3.3KV and above) bushing shall be obtained with the bushing mounted on the transformer. 15.5 Brazing of all interconnection, jumpers from winding to bushing shall have cross section larger then the winding conductor. For aluminum standard make aluminum brazing rod shall be used. " 15.6 The bushing shall be of reputed make supplied by those manufacturing who are having manufacturing and testing facilities. At least three name of sources from which these bushings shall be procured by given in the offer. 15.7 The LV bushing and HV bushing stains shall be provided with suitable terminal connectors 50 as to connect the jumper without disturbing the bushing stem. MOUNTING ARRANGEMENT: The under base of the transformers shall be provided with two 75x10mm channel .1 -'1' 460mm long with holes to makethem suitable per fixing on a platform or plate. 18.0 OVERLOADCAPACITY: The transformers shall be suitable for loading as per relevant standards. The transformers shall be so designed to obtained maximum efficiency at 80% to 100% load. 19.0 TESTS: 20.1 The design of the transformers being offered shall be duly type tested as per relevant standards mentioned under clause-2.0. The bidder shall furnish four sets qf type test certiflcati'3s for the tests listed under clause 21.0 below alongwith the offer. These type test certificates should not be more than 5 (five) years old on the date of bid opening. Offers without these type certi.'icates will be treated as non-responsive. In addition:to type test certificates the bid:fer shall submit tests certificates for the routine tests mentioned under clause 20.2 below: ?f\.2 ,:1'- 20.2.1 20.2.2 20.2.3 20.2.4 20.2.5 20.2.6 20.2.7 20.2.8 20.2.9 Ratio, polarity and phase sequence & windingJesistance. Flux ba'ance test. 20.0 TYPE TESTS TO BE CONDUCTED ON ONE UNIT: 20.1 TemperatLlre rise test for determining the max. temperature rise after continuous full load run. The amr.ient temperature and rise of the test should be state in the test certificate. 20.2 Impulsevoltage test ~a3per IEC. 20.3 Short circuit withstand test- thermal and dynamic ability. 20.4 Air pressuretest~as per IEC. 21.0 ACCEPTANCETESTS: 21.1 10% of the transformers offered for inspection shall be selected at random and aresamples to be subjected to ranrlnm routine test as per clause ~___u_L. 21 above, One transformer out of selected at c:h~" ho toct",~ ~, The !=,urchaser reserve to conduct all tests on transformers after arrival at site and the contractor shall guarantee test certificate figures under actual service conditions. 21.3 The purchaser reserve the right to get all type test listed under .clause 23 redoneif required, on one unit from any lot at any time without any extra cost. 21.2 22.0 TOLERANCES: , Unless otherwise specified herein the test value of the transformers supplied should be with in the tolerance permitted in the relevantstandard~. 23.0 FINISHING The exterior of the transformer and )ther ferrous fittings shall be thoroughly cleaned, scrapped and given a prime 'Y coat and two finishing coats of durable oil and weather resisting paint or enamel. The color of the finishing coats shall be dark admiral gray, colors for ready mixed pa;nts . 14.~ INSPECTION: All tes1s and inspection shall be mad\) at the place of manufacturer and unless other wise especially agreed upon the manufacturer and the purchaser at the time of purchase: The manufacturer shall afford the inspector representing the purchaser all reasonable facilities, without charge to satisfy him that the materialis being furnished in accordance with specification., The bidder shall give 15 days for local supplies and 30 days in case of foreign bidders advance information to enable the purchaser to depute his representative for witnessing acceptance routine tests. The manufa:turershall provide all s'3fVices to establish and maintain quality of workman ship in his works and that of his sub-contractors to ensure the mechanical I electrical performance of components, compliance with drawings, identification and acceptability of all materials, parts and equipment as per latest quality standards of ISO 9001 :2000. Inspection can be got done from third party Inspection Agency or from Nigam's own officers. 100% testing of tne T/F can be carried out. Samples from each lot will be sent. for testing to Shri Ram Test House/Govt. P\pprovedlab for testing at Nigam's cost. Any lot shall be finally accepted only when the sample are passed by the Test House. In case samples fails, the entire lot shall be rejectedwhich will have to be lifted back by the firm at its own cost. If the sample drawn from two or more lots are rejected by the Test House, the entire balance quantity shall be deemed to have been cancelled and the Nigam will effect the purchases for the balance quantity on the ri~k and cost of the supplier. For these reasons,the firm can also be blackli~tedfor future supplies. 25.0 ADDITIONALINFORMATION: The bidder shall invariably furnish following information alongwith his bid, failing which his bid shall be liable for rejection. These limitations shall be very clearly brought out in schedule of deviations from specified test requirements. 26.0 INFORMATIONTO BE SUBMITTED AFTER AWARD OF CONTRACT: The successful hidder shall within 30 days of the placement of order, submit the following informationto the purchaser. 26.1 List of raw material as well as bought out accessories and the .lames of sub , J , suppliers selected from those furnished alongwith the offer. 1 " 26.2 Type Test Certificatesof raw materialsand bought out accessories. 26.3 The central passes for raw material at the time of routine testing. 26..4 Quality Assurance Plan (QAP) with held points for purchaser's inspection. The quality assurance plan and purchasers held points shall be discussed between the purchaser and Bidder before the QAP is finalized. 27.0 . PACKING & FORWARDING: 27.1 The packing shall be done as' per the manufacturer's 27.2 standard practice. However. it should be ensurej that the packing is such that. the material would not get damaged during transit by rail/road/sea. The marking on each package shall be as per the relevant IS and shall also contain the P.O.
