ANNUAL REPORT 2012/2013
Message from Chairman and Principal & CEO
As the Temasek Polytechnic (TP) Academic Year 2012/2013 comes to a close, it is time once again for
us to reflect on some of our significant achievements and accomplishments in the past year.
2012 saw an exciting new development in TP’s internationalisation plans when Prime Minister Lee
Hsien Loong launched the Glocal Connect Village (GCV) at TP on 23 November 2012. The first of its
kind in Singapore, the GCV offers vibrant learning spaces for staff and students to get involved with
cultural engagement and the arts. To ensure that our students develop the confidence to engage
global developments, the facility also supports modules like Global Citizenship and Transnational
Studies, which includes a two-week residential stay.
TP’s School of Engineering was also certified as a SAR-147 Approved Maintenance Training
Organisation by the Civil Aviation Authority of Singapore. TP is the first Institute of Higher Learning in
Singapore to have achieved this certification, which recognises our aerospace training programme as
the de facto standard for Aircraft Maintenance License training in Singapore.
As affirmation of TP’s commitment to develop its staff, the Staff Capability Development
Department was set up on 1 October 2012, to look into growing our staff’s knowledge, skills, and
expertise, and help them stay relevant to a dynamic and ever-changing industry.
At TP, we see ourselves not just in the business of educating minds; we are also in the business of
shaping lives. We have the responsibility of grooming students into well-rounded young adults and
developing tomorrow’s leaders. And the secret to a holistic TP education lies in us employing the
best of teachers – Experience.
Here at TP, we refine curriculum and get creative with classes, but we take it one step further, and
create opportunities. We give students the essential opportunities crucial to their growth and
development - to immerse themselves in real-work situations; to challenge them to meet the rigor
of industry projects; to gain international exposure and develop a global mindset; and to exercise a
key part of the TP spirit to give back to the community.
Every competition is not only a chance to test oneself, but also to benchmark against others in order
to improve one’s own skills. In the past year, our students have done us proud, with a third
consecutive win in the Food & Hotel Asia Culinary Challenge’s Dream Team Challenge, and clinching
championship titles in numerous other competitions, including WorldSkills Singapore 2012, IPv6
Innovation Challenge 2013, Singapore Robotic Games 2013, the Junior Achievement Company of the
Year Competition 2013, and the inaugural Supply Chain Challenge 2012. Our students’ innovations
were also recognised at The Tan Kah Kee Young Inventors Award 2012.
ANNUAL REPORT 2012/2013
Team Temasek also performed exceptionally well in the sporting arena this year. We bagged 32
medals in the POL-ITE 2012/2013 and clinched 11 championship titles during the year in sports such
as biathlon, hockey, kayak racing, taekwondo and volleyball. Most notably, we celebrated being
third-time champions in not only the prestigious S R Nathan Challenge Trophy, but also in football,
badminton, lifesaving and bowling.
Every student in each cohort is exposed to real work environments through the Student Internship
Programme with some being attached to companies across the globe including China and Vietnam,
and as far away as Mauritius and USA. Study trips to countries such as Taiwan, Indonesia, Japan,
England and France also gave students the chance to study in global classrooms. Overseas
Community Project trips and local community events instilled in our students the spirit of giving,
selflessness, and the courage to make a difference.
Building and maintaining close ties with industry partners in Singapore and abroad is key to creating
unique learning opportunities and experiences for our students. In this review year, TP continued to
develop strategic academic partnerships, and inked collaborations with local and international
industry partners, including Autodesk, Singapore Airlines, Singapore Police Force, and Singapore
Green Building Council. And we have taken our partnership with SAS one step further, to set up the
TP-SAS Business Intelligence & Analytics Centre, the first polytechnic facility of its kind in Singapore.
At the end of the academic year, a total of 5,007 students graduated with a TP diploma and together
with it, The TP Experience. These are the experiences that have shaped them to become welladjusted adults and contributing members of society; these are the experiences that will guide them
for the rest of their exciting journeys in life.
It is also perhaps this same TP Experience that has contributed to TP once again topping the Public
Education sector in the Customer Satisfaction Index of Singapore 2012. And we can all be proud to
know that we have played a part in achieving that level of excellence for, and together with, our
students.
Indeed, our sincere thanks to the members of the Board of Governors, School Advisory Committees
and industry partners for all their guidance and working with us to create unforgettable experiences
for our staff and students.
And to the experience-creators and magic-makers – our TP staff, thank you for your continued
commitment and dedication to bring education to life and life to education.

School of Engineering staff researchers, working with A*STAR's Institute of Materials Research and
Engineering (IMRE), completed an exciting project in which they harnessed revolutionary nanoimprinting technology to engineer a new ground-breaking screen protector that turns ordinary
mobile device screens into brilliant 3D displays. Called EyeFly3D, the wonder plastic film that
measures less than 0.1mm in thickness was the result of nine months of R&D in TP, while the entire
process from lab to market took three years. The product, now available in the market, also has the
potential to be used as next generation security tokens by banks and corporations in the future.

Industry Projects
Humanities & Social Studies students have been working with various industry partners on research
projects, including National Association of Travel Agents Singapore (NATAS), San Francisco State
University, Home Team Academy (Behavioural Sciences Unit), Singapore Police Force (Police
Psychological Services Department), Singapore Corporation of Rehabilitative Enterprises
(Reintegration Division), and Singapore General Hospital's Dementia Clinic. One particular research
project, which has seen two Psychology Studies students working with the Alzheimer's Disease
Association (ADA) in a year-long attachment, involves the conceptualisation and development of
two intervention programmes that ADA is planning to roll out on a large scale for people with
dementia in Singapore.
Another project regarding the study of understanding gender bias in face recognition received
acknowledgement by Flinders University Professors Matthew Palmer and Neil Balmer in a journal
publication in Acta Psychologica, a well-regarded journal in the field of experimental and cognitive
psychology. The findings of two projects, one on intergenerational gameplay in collaboration with
A*STAR's Institute for Infocomm Research, and the other on the study of lying in partnership with
Behavioural Sciences Unit, will be presented at overseas conferences.

The Global Learning Experience
Extending the borders of the classroom beyond Singapore is essential to giving students the
international exposure they need to gain a global perspective, appreciate and learn how to work
with others, and realise the importance of communication in a global context. TP does this in
various ways, whether directly through our curricula, or offering our students opportunities for
global exposure locally and abroad.
In this review year, 339 students gained practical overseas experiences in countries including
Australia, China, France, Hong Kong, India, Indonesia, Ireland, Japan, Lao PDR, Malaysia, Maldives,
Mauritius, Myanmar, Netherlands, New Zealand, Seychelles, South Korea, Taiwan, Thailand, USA and
Vietnam.
For third-year Veterinary Technology student Dylan Lau, his internship experience at Four Seasons
Resorts Maldives' Marine Discovery Centre also taught him some important life lessons when he had
to single-handedly care for an injured whale. His close involvement in this whale’s rehabilitation saw
him representing the Centre to present a paper at the first Southeast Asian Marine Mammal
Stranding Network Symposium and Workshop held in Philippines in February 2013.

The Global Learning Experience
More than a thousand TP students went on study trips to countries including Taiwan, Hong Kong,
Indonesia, Japan, United Kingdom, USA, Australia, Malaysia, Germany, France, Korea and China.
Such trips allow students to not only experience what they learnt in action, but also expose them to
a wider range of organisations, cultures and practices.
A study trip took 39 Financial Business Informatics (FBI) students to London and Paris in April 2012.
Visits to the Chartered Institute for Securities & Investments (CISI), the London Metal Exchange
(LME), Thomson Reuters, the Bank of England, Oxford University, the Eiffel Tower, and the Louvre
Museum, helped them gain a deeper understanding of related topics like ethics in the finance
industry, "live" trading, the development of business tools and application of economics, and
exposed them to education and art of a different culture.

The Global Learning Experience
As part of their Global Citizenship cross-disciplinary subject, 109 students also travelled to Vietnam,
China, Japan or Korea, where the itinerary included educational visits to learning sites, schools,
factories and social enterprises. One of these trips was a youth exchange project, entitled Kizuna
(Bond), where 30 TP students made their way to Irabaki in Japan. The project, an initiative by the
Japanese Government to promote global understanding of Japan's revival efforts following the Great
East Japan Earthquake of 2011, proved to be a meaningful experience for the TP students.

The Global Learning Experience
Overseas trips can also serve to test and strengthen important life skills such as resilience and
positive thinking. 30 TP student leaders went on an Overseas Adventure Leadership Expedition to
Fansipan, Sapa in Vietnam in October 2012. Despite continuous rainfall, the team was able to
conquer Fansipan, the highest mountain in Indochina. Apart from trekking, the students were also
exposed to a homestay with the villagers, visited a primary school in a minority tribe, and kayaking in
UNESCO World Heritage Site, Halong Bay. The expedition clearly left an impact on the students, and
they not only took home great memories but also an increased sense of confidence and
determination.

During the review year, TP hosted a total of 21 visits and 138 visitors from nine different countries Australia, Czech Republic, China, Ireland, Japan, Malaysia, Oman, Scotland and Russia. These visits
opened up new international partnership development opportunities for TP, with many providing
important global engagement experiences for its students, such as when they got to speak with the
Deputy Prime Minister of the Russian Federation, Olga Golodets.

Campus Development
To contribute to our students' academic and hands-on learning experiences, TP constantly seeks to
enhance its learning spaces by improving on existing facilities and developing new campus
infrastructure.
As part of a campus development project in place since 2010, a brand new main entrance was
completed at TP in December 2012. The new entrance now opens up to an air-conditioned singlestorey foyer that can accommodate 500 guests during major events. The slip road along Tampines
Avenue 1 was also widened and shortened to improve visibility of the entrance and ease traffic
congestion during peak hours.

On 23 November 2012, Prime Minister Lee Hsien Loong launched the Glocal Connect Village (GCV) at
TP, the only such facility in Singapore. It was set up as part of TP’s internationalisation strategy, to
help prepare students for success in an interconnected world. GCV offers a vibrant learning space for
local and international staff and students to interact in as well as be exposed to cultural diversity
through community engagement and the arts. Apart from art studios, performance and exhibition
spaces, a pottery studio, language labs, activity rooms and corporate training rooms, GCV also
houses TP’s Centre for TransCultural Studies, which was set up in 2005 to focus on equipping
students with a global mindset.

Staff Capability Development
Building on the capabilities of our staff is critical to the continuing relevance of the polytechnic. To
prepare our students for work and further education, we are committed to investing in our staff
and teaching faculty.
TP proactively invests in the continuous development of strategic staff capability. To further refine
its focus on capability development, the Staff Capability Development Department (SCD) was
established on 1 October 2012.
TP proactively invests in the continuous development of staff capability. To further refine this focus,
the Staff Capability Development Department (SCD) was established on 1 October 2012 to
spearhead TP’s learning and capability development initiatives so as to achieve organisational and
individual excellence. To strengthen TP’s core competencies and culture, “The TP Way” was
introduced, a comprehensive programme of courses, workshops, electives and learning modules
available to all staff to enhance their skills in leading, coaching, educating, caring, working,
connecting, and renewing.

More than 300 staff members were involved in overseas assignments, training, conferences and
study trips in more than 20 countries including Australia, China, Finland, UK and USA, and 11 others
went on local and overseas industrial attachment programmes. Eight staff members successfully
completed their studies in the review year, while 12 other staff members were granted study
awards. In addition, as part of TP’s effort to upgrade the formal qualifications of staff to better meet
future challenges, 30 members of the support staff were sponsored to pursue either the Certificate
of Operations Management or Diploma in Business Practice. On average, each staff member
underwent 118 hours of learning.

The TP Centre for Character & Leadership Education (CCLE) organised TP's sixth Character &
Leadership Forum on 28 and 29 May 2012. Over two days, renowned author and leadership expert,
Dr John C. Maxwell, covered topics related to inculcating character and leadership to about 750
staff, students, educators and industry leaders. Guest of honour at the forum, Minister for
Education, Mr Heng Swee Keat, noted that helping youths internalise good values was a step
towards preparing them to face a fast-changing world.

TP also held its annual staff capability development event in September 2012 organised by its
Learning Academy. The event saw TP Distinguished Advisors Professor David Boud from the
University of Sydney, and Professor Diana Laurillard from the Institute of Education, London,
delivering keynote talks on the need for differential responses in assessments, and using digital
technologies to support lower achieving students. Ten workshops were also conducted as part of the
three-day learning festival, which also saw 38 academic staff receive their Teaching in Higher
Education Certificates. Four outstanding lecturers were also presented with the Teaching Excellence
Award at the event, for the significant impact they had made on student learning through their
teaching practices.

Knowledge Sharing
Sharing of knowledge, skills and expertise with other countries and organisations not only hones
the teaching skills of our staff, it also exposes them to a meaningful exchange of culture and
industry practices.
As part of its global engagement strategy, TP continued to partner the Ministry of Foreign Affairs
Singapore in delivering English language, cross-cultural communication skills, tourism and
hospitality, and IT-related training programmes to government officials in Cambodia, Lao PDR,
Myanmar and Vietnam. During this review year, under the Initiatives for ASEAN Integration (IAI)
In-Country Training Programmes, TP staff conducted training for 341 officials from these countries.

TP also contributes to Singapore's manpower development by sharing its knowledge and skills
through its Professional Development Centre (PDC) and Security Industry Institute (SII).
Training programmes conducted by PDC over the course of the review year have benefited
organisations such as Singapore Police Force, OCBC Bank, The Subordinate Courts of Singapore,
Lasalle College of the Arts, Gardens by the Bay, Singapore Science Centre, FairPrice Training
Institute, Remy Cointreau Asia Pacific, Law Society of Singapore, DHL Express (Singapore) Pte Ltd,
CITPM Chapter Executive Council, and NTUC Club. To better meet the upgrading needs of
professionals, managers and executives (PMEs), PDC launched three new diploma courses in 2012
for adult learners, which will focus on the areas of business administration, aerospace engineering,
and chemical technology.

The review year also saw SII conducting multiple runs of the Workforce Skills Qualifications (WSQ)
programme for the security industry to improve the skills of more than 3,500 workers in this sector.
SII also successfully organised the Security Industry Conference 2012 and Security Master Class,
which benefited close to 300 management-level participants.

With years of expertise in food and nutrition consultancy and applied research services, TP
consolidated these efforts and launched the Centre for Applied Nutrition Services (CANS) on 19 June
2012. The multi-disciplinary team of experts in nutrition, food and culinary sciences will continue to
work with government agencies, hospitals, universities and industry partners from the food, F&B
and healthcare industries, to produce healthier food to promote the health of Singapore residents.
In the next few years, the Centre will also see a new facility with specialised research labs and
kitchens being built.

TP introduced the new Centre for Ageing Studies on 1 October 2012, to take its efforts in the study
of ageing to a new level. The aim of the Centre is to harness the collective expertise across the
schools and research centres to address the ageing agenda at a holistic level. This involves looking
into applied research and programmes targeted at providing innovative ideas and solutions to
ageing in relation to work, wellbeing, society and learning. Ultimately, the Centre aims to spearhead
the study of ageing and gerontology and develop programmes that will benefit the community and
society at large.
In December 2012, the Centre also signed an MOU with the Centre For Seniors (CFS) to collaborate
in the areas of active ageing and work issues faced by the silver generation in Singapore, areas which
are on-going national concerns. As part of the partnership, TP will engage CFS in survey research,
consultancy and benchmarking studies.

The Community Experience
TP seeks to incorporate social responsibility into the curriculum where possible, to provide even
more opportunities for our students to apply what they learn in the classroom towards real
benefits for the less fortunate, whether locally or overseas.
A group of Communications & Media Management students received accredited formal training by
British Council Singapore on "Reading Skills for Lower Primary" students, to prepare them for their
overseas community involvement trip to Cambodia, where they imparted basic reading skills to the
children there.

As part of their project work, Retail Management students organised a social enterprise event called
"Love Shopping" at Changi City Point in August 2012. The event encouraged Singaporeans to
purchase merchandise produced by non-profit organisations Asian Women's Welfare Association
(AWWA), Mouth and Foot Painting Artists (MFPA), Mother and Child Project (MCP) and Action for
Singapore Dogs Society (ASD).

The Community Experience
This review year also saw a new cross-disciplinary subject offered by the Centre for TransCultural
Studies (CTS) called Sustainability Community Development. This subject introduces students to
developmental projects that benefit communities for the longer term without damaging natural,
human and social environments. One such project saw 21 students, helped by TP's Library staff,
constructing a library for the Yayasan Radmila Children's Home in Batam, Indonesia.

The Community Experience
77 students from the School of Informatics & IT embarked on an Overseas Community Project to
Hainan, China, from 8 to 14 October 2012. The students enjoyed cultural exchanges with local
students from a primary and secondary school, stayed in a village, learnt to make local snacks,
visited a popular local business and the Hainan Volcano Park to learn more about the geology of the
city. The trip successfully fostered the spirit of volunteerism amongst the students, raised their
awareness and appreciation of a foreign culture, and helped them to develop an understanding of
the environment as well as the social and economic developmental issues, as well as develop
leadership and interpersonal skills.

40 Logistics & Operations Management students headed to Bintan, Indonesia from 17 to 19 October
2012 for an Overseas Community Involvement Project. The students helped to repair the local
village roads and built a wall fence for a kindergarten. Through the trip, the students learnt
important values such as compassion, empathy, selflessness and confidence.

Locally, TP students were involved in various community events such as organising games for the
children and cleaning dorms at Movement for the Intellectually Disabled of Singapore (MINDS);
preparing 6,800 food packs over three days and distributing these to about 220 poorer households
in the People's Association Food Programme; and volunteering their time to provide tuition to
primary and secondary school students at Tampines West Community Club. 360 students also
served as volunteers on the Run for Hope 2012 (formerly known as the Terry Fox Run).

On campus, the TP Community Service Club rallied their school mates to support local causes such as
Hair for Hope 2012, held on the TP campus for the third consecutive year, which saw 142
participants and a total of $28,000 raised for the Children's Cancer Foundation; the Bone Marrow
Donor Recruitment Drive, which recruited 763 staff and students as bone marrow donors, and raised
more than $1,800 in donations in just over two days; and Skip For A Good Cause, in which 650 staff
and students skipped a total of 505,858 skips to raise 505 food hampers for needy families in
collaboration with South East Community Development Centre.
