Constrained by floodplain only development option would be to develop along road frontage, perpetuating linear extension and working to cojoin two distinct areas of the settlement. SALT Key Stakeholder Responses Consultee Environment Agency Dwr Cymru Welsh Water CCW Score Comment A large part of the site is located within Zone C2 as defined by the Development Advice Map (DAM) referred to in TAN 15 and also the 1% and 0.1% flood outline of our flood maps. In accordance with guidance contained within TAN 15, the development category proposed for this site is regarded as "highly vulnerable" and therefore should not be allocated (see section 10.8 of TAN15). We also note the conclusions of your Strategic Flood Consequences Assessment (SFCA) which stated that you “will not seek to allocate any land within a C1/C2 flood zone”. If your Authority is minded to allocate the site it would need to be demonstrated that the consequences of flooding are capable of being managed in an acceptable way Sewerage Foul flows from this proposed development can be accommodated within the public sewer. Foul and surface water flows should be on separate systems. The proposed development site is crossed by a public sewer for which protection measures, either in the form of an easement and/or diversion may be required. Sewerage Treatment There are no problems in accepting the domestic foul drainage demands at the Waste Water Treatment Works for this area. A water supply can be made available to service the proposed development site. However, this would require off-site mains to be laid to the proposed development to ensure customer service standards is maintained. CCW has concerns regarding the scale of the proposed allocation, which is likely to lead to greater urbanisation of this southern gateway into the National Park, detrimental to the character and amenity of the area. Given the large housing allocation that is proposed in the newly adopted Rhondda Cynon Taf LDP, approximately 3 km to the south of Penderyn, clear justification should be provided if it is decided to allocate the site Deliverability Assessment Is the site deliverable? No Objection from Environment Agency regarding a small section of the site being within C2 flood zone - development category proposed for this site is regarded as "highly vulnerable". Unachievable access. Inappropriate scale out of keeping with the current pattern of Penderyn. Yes Ystradfellte Community Council are supportive of appropriately scaled development. Are the Growth needs adequately met through current Deposit Allocation? No Suitable Development options were not identified pre-deposit. This site was dismissed during predeposit assessment. Results of Deliverability Assessment Undeliverable Site fails deliverability criteria in relation to Landscape, flood risk and Highways Safety. Compliance with Strategy Not compliant . This site would not present a viable development option for Penderyn. Inclusion of the site would not support the Strategy. Officer Recommendation Site Site is not considered suitable as a development option for the National Park Community. No change to the LDP as a result of deposit allocation representation.
