Any Texas Birth Certificate may be purchased in Denton County. This office uses a remote access system to
the State’s records dating, at this time from 1926 to the present. However, births are not usually available on
the computer system for approximately 3 weeks after the date of birth. County Clerk satellite locations can only
issue certified copies of birth certificates that can be printed from the remote access system.
Who is a Qualified Applicant?
1. The registrant. The person named in the record.
2. The parent, child, brother, sister, spouse, grandparent, legal
guardian or managing conservator of the registrant.
3. Legal representative, agent or other person acting under
contract for the registrant. Must provide a letter of permission
and copy of identification from the registrant.
An applicant must provide all necessary information and show proper
identification prior to obtaining the certificate.

Texas birth certificates can now be ordered through Texas.gov, the official eGovernment website for the State
of Texas. The current estimated processing time for Texas.gov orders is 10-15 business days. Birth certificates
for births within the past 75 years are considered protected records, and Texas.gov has the following
requirements for requesting these records:

If you reside in Texas, you can order your own record or the records of your immediate family members.
If you live outside of Texas, you can order your own record or the record of your child, if you are listed
as a parent on the record.
•
You must have a valid state-issued driver's license or government-issued ID card.
•

The child care program subsidizes childcare for low income families, promoting long term sufficiency enabling
parents to work or attend workforce training or education activities. Child Care Services (CCS) is a support
program of the Workforce Solutions for North Central Texas.
Who Qualifies?
Those eligible for child care assistance include children under 13:
• Whose parents are receiving or transitioning off public assistance.
• Who are receiving or needing protective services.
• Whose family is low income.
• Whose parent(s) work, go to school or are enrolled in a vocational program for a minimum of 25 hours
per week for a single parent or a combined average of 50 hours or more per week for a two parent
family.

The Child Protective Services Division of the Texas Department of Family and Protective Services (DFPS)

Your report is confidential and is not subject to public release under the Open Records Act. The law provides
for immunity from civil or criminal liabilities for innocent persons who report even unfounded suspicions, as

The Child Support Division in the Office of the Attorney General assists parents in obtaining the financial
support necessary for children to grow up and succeed in life. To encourage parental responsibility, the Office
of the Attorney General establishes paternity of children, establishes court orders for financial and medical
support, and enforces support orders.

Children's Health Insurance Program (CHIP)
What is CHIP?

CHIP is designed for families who earn too much money to qualify for Medicaid, yet cannot afford to buy
private insurance for their children. It also provides eligible children with coverage for a full range of health
services including regular checkups, immunizations, prescription drugs, lab tests, X-rays, hospital visits and
more.

How Much Does it Cost?
Enrollment fees and co-pays will be based on your family’s income. Enrollment fees are $50 or less per family,
per year. Co-pays for doctor visits and prescriptions range from $3 to $5 for lower-income families and $20 to
$35 for higher-income families.

The Children's Health Insurance Program (CHIP) perinatal coverage provides prenatal care for the unborn
children of low-income women who do not qualify for Medicaid. Once born, the child will receive benefits that
are similar to the traditional CHIP benefits for the duration of the 12-month coverage period.

Proof must show current income for each person in the home. Proof can be:

Pay check stub from the last 60 days showing pay before taxes or deductions (gross pay).

Letter from your employer. This letter should include your current income, and how often you
get paid. It should also include your name, the employer’s name, and the employer’s signature.

APPLY FOR DRIVER’S LICENSE
Individuals applying for their first Texas driver license must:
•
Gather documents that verify their identity, Social Security Number, U.S. citizenship or lawful
presence status, and Texas residency.
•
Complete the application. (This form is also available at any driver license office.)
•
Provide proof of Texas vehicle registration and liability insurance for all vehicles registered in the
individual’s name.
•
Apply in person at any driver license office and bring the required documents and fees.
•
Pass the knowledge and driving tests, unless exempt.
NOTE: Applicants under 25 years of age must also successfully complete a driver education course before
applying for their first Texas driver license.
UNDER AGE 18
In addition to meeting the regular requirements needed to apply for a Texas driver license individuals under 18
years of age must also comply with the Graduated Driver License (GDL) Program. A learner license allows a
new driver to practice driving before obtaining a provisional license. A learner license expires on the applicant’s
18th birthday and requires a licensed adult 21 years of age or older to occupy the front seat when driving.
Learner License
Individuals who are at least 15 years of age, meet the regular licensing requirements, and have completed the
required classroom hours of driver education may apply.
To apply, bring all of the following to a driver license office:
1. Everything needed to meet regular licensing requirements
2. A parent or legal guardian

3. A completed Verification of Enrollment and Attendance (VOE) or a high school diploma or GED
4. Signed, original form to verify the required classroom hours of driver education has been satisfied
(forms are available from the driving instructor or in the PTDE packet)
Graduated Driver License (GDL) Program
The Graduated Driver License (GDL) program was implemented January 1, 2002 to give new drivers the
chance to improve their driving skills over time in lower-risk environments.
Phase One
Individuals who are under 18 years of age must hold a valid learner license or a minor restricted driver license
(MRDL) for a minimum of six months prior to the issuance of a provisional Class A, B or C driver license.
Under the GDL program, there is not a minimum time a person must hold a restricted motorcycle or moped
license before he/she can apply for a Class M license.
If the individual’s license is suspended during Phase One, then the initial six-month period is extended by the
number of days of the suspension because the license is invalid during that time.
NOTE: Phase One does not apply to Class M or MRDL holders.
Phase Two
Phase Two restricts the driving privileges of individuals who are under 18 years of age during the 12-month
period following the issuance of an original Class A, B, C or M driver license (provisional license).
Individuals may not drive:
1. With more than one passenger who is under the age of 21, unless the extra passengers are family
members
2. Or ride a motorcycle between the hours of midnight and 5 a.m. unless:
a. With a parent or guardian
b. It is a medical emergency
c. Driving to or from work or to a school activity
Individuals who are under 18 years of age and obtained their driver license on or after September 1, 2009 are
restricted from using a wireless communication device, including a hands-free device, until they reach the age
of 18, except in the case of an emergency.
Completing the GDL Program
A provisional license will have the GDL completion date printed on it: TRC 545.424 applies until mm/dd/yy.
Once the GDL program is completed, these rules no longer apply but the license is still marked “provisional”
until the individual turns 18.
CURRENTLY LICENSED IN ANOTHER STATE OR COUNTY
An individual can legally drive with a valid, unexpired driver license from another state or country for up to 90
days after moving to Texas.
NOTE: The individual must apply in person at any driver license office for a Texas driver license within those
90 days to continue driving legally. An unexpired driver license from another U.S. state, U.S. territory or a
Canadian province must be surrendered to DPS when applying for a Texas driver license.

Adults (18 and Older)
Individuals who hold a valid, unexpired driver license from another U.S. state or U.S. territory, or from Canada,
France, South Korea or Germany (the countries Texas has license reciprocity agreements with), do not have to
take the knowledge or driving tests.
Individuals who hold a valid, unexpired learner license from Canada, France, South Korea or Germany have to
take the driving test but not the knowledge test.
Individuals who hold a driver license from any country other than the U.S., Canada, France, South Korea or
Germany must take the knowledge and driving tests because Texas does not have reciprocity agreements with
other countries.
Minors (Under 18)
Individuals under 18 years of age must take the driving test even if they hold a valid driver license from another
state or country.
Individuals under 18 years of age who hold a valid driver license or learner license from another U.S. state, U.S.
territory or from Canada do not have to take the knowledge test.
Individuals under 18 years of age from a country other than the U.S. or Canada are required to take the
knowledge test. This includes France, South Korea and Germany because the reciprocity agreement with these
countries does not apply to minors.

To apply for your first Texas ID card, you must do the following:
1. Gather documents that verify your identity, U.S. citizenship or lawful presence status, and Texas
residency.
2. Complete the application. (This form is also available at all driver license offices.)
3. Apply in person at any driver license office and bring the required documents and fees.
New Texas Residents
Individuals who hold a valid, unexpired ID card from another U.S. state, U.S. territory or foreign country, do
not need to replace it with a Texas ID card until it expires. To apply for a Texas ID card, an individual must
meet all of the above requirements.

DHA administers the Section 8 Housing Choice Voucher Program for the U.S. Department of Housing and
Urban Development (HUD). Participants in this program receive a voucher to search for housing in the private
market. We are also currently administering the Disaster Voucher Program (DVP) that assist previously assisted
Hurricane Katrina & Rita victims with housing assistance using the Section 8 voucher. DHA also administers
the Section 8 Homeownership Program that allows Section 8 voucher holders to use their assistance to purchase
a home instead of renting.
What is the Section 8 Voucher Program?

The Housing Choice Voucher Program is a national rental assistance program funded by HUD. The purpose
of the program is to assist low and moderate-income families to rent housing in the private market, by paying a
portion of the family’s rent each month.
The Waiting List & Application Process
All persons interested in receiving a Section 8 Housing Choice Voucher must fill out an application.
Applications are available:
• at the Administrative Office Building located at 1225 Wilson Street
• Must provide Social Security cards for all persons in the household age 6
• Must provide a picture I.D. for all adult family members
• Must meet income limits set by HUD
• And any and all other eligibility criteria, including criminal history check.
Once an application has been reviewed to determine initial eligibility, the applicant is placed on the Waiting
List. The Waiting List is updated at least once a year. You are responsible for keeping us informed in writing of
any changes in your household, income, and new addresses. Once an applicant reaches the top of the Waiting
List and there is available funding and a voucher, the applicant will be required to come in to complete final
eligibility paperwork. Detailed information will be required to determine if the applicant qualifies for
assistance. The applicant will be scheduled for a Briefing Session at a later date to receive a Voucher.

In Texas, there are 4 different types of Medicaid: STAR, STAR+PLUS, STAR Health, and traditional
Medicaid. The type of Medicaid coverage a person gets depends on where the person lives and what kind of
health issues the person has.
STAR and STAR+PLUS have different health plans that deliver Medicaid services.
Who Qualifies?

What is Medicaid Managed Care?
Medicaid’s State of Texas Access Reform (STAR) program is the managed care program in which HHSC
contracts with managed care organizations (MCOs) to provide, arrange for, and coordinate preventative,

populations in different locations.

Medical Transportation Program (MTP)

Provides eligible Medicaid customers high-quality, non-emergency transportation services to authorized
medical and dental care, free of charge, provided they have no other means of making it to their visit.
Three (3) Methods:

 Driver has filled out the Individual Transportation Provider enrollment

Tell us the address where we will pick you up. If there is a phone number at the place we are picking
you up, we need that too.
Tell us the name, address and phone number of the doctor or drug store where you need to go. Also,
the date and time of your doctor’s appointment.
Tell us if you or your children have any special needs so we can send the right type of vehicle. For
example, for people who use a wheelchair, we can send a van with a wheelchair ramp.
MTP requires at least two work days' advance notice for most requests and five days for those
requiring long distance visits.

SNAP Food Benefits

The SNAP (Supplemental Nutrition Assistance Program) food benefits (formerly food stamps) helps people
with low incomes and resources buy the food they need for good health. The Health and Human Services
Commission gives SNAP benefits through the Lone Star Card. This is a plastic card that is used like a credit
card at the cash register to pay for purchases. Each month, the family’s approved monthly SNAP amount is
placed on the card’s account.

Emergency Snap Benefits
Emergency SNAP benefits are also known as expedited SNAP because the benefits are given faster to those in
an emergency situation, such as:

You need a Social Security number to get a job, collect Social Security benefits and receive some other
government services. But you don’t often need to show your Social Security Card. Do not carry your card
with you. Keep it in a safe place with your other important papers.
How To Apply: Go to the website above and click on the Get or Replace a Social Security card tab. Follow
the online instructions to determine what documents you will need to obtain a Social Security Card. Print and
fill out an application (Form SS-5). Take or mail your completed application and documents to your local
Social Security office. All documents must be either originals or copies certified by the issuing agency. We
cannot accept photocopies or notarized copies of documents.
The Social Security Administration will mail your card as soon as all of your information and documents have
been verified. Keep your Social Security card in a safe place. It is an important document.

Temporary Assistance for Needy Families (TANF)
What is TANF?

Temporary Assistance for Needy Families (TANF) provides financial help for children and their parents or
relatives who are living with them. Monthly cash payments help pay for food, clothing, housing, utilities,
furniture, transportation, telephone, laundry, household equipment, medical supplies not paid for by Medicaid
and other basic needs. The amount of the TANF payments depends on family size and income.
Who Qualifies?

Meet certain resource and income limits
Child must be under 18 years old to receive assistance
• Exception: The grant can be continued through the month the child graduates if both
the following conditions are met: the child is a full-time student, and the child is
expected to graduate before or during the month of his 19th birthday.
One-Time TANF
One-time TANF provides $1,000 in cash for families in crisis. It can be given only once in a 12-month period to
those who qualify.
To get a one-time TANF payment, families must meet the same income and resource limits required for “TANF
for Families”. Those families who already get TANF payments cannot get a one-time TANF payment.
The purpose of one-time TANF is to help with a short-term crisis such as:

Loss of financial support for a child, such as child support or help paying living expenses (rent, utilities
and food).
Not being able to find a job after graduating from a university, college, junior college or technical
training school.

One-Time TANF Grandparent Payment
The One-Time TANF Grandparent Payment is $1,000 cash assistance given to a grandparent who cares for a
child receiving TANF. To receive this assistance, a grandparent must be 45 years old or older and meet income
and resource limits.
A grandparent can only receive this payment once, even though other grandchildren may move into his or her
home at a later time. A grandparent cannot receive the payment if another grandparent already received the
payment for the same grandchild.

WIC is a nutrition program that helps pregnant women, new mothers, and young children eat well, learn about
nutrition, and stay healthy. Nutrition education and counseling, nutritious foods, and help accessing health care
are provided to low-income women, infants, and children through the Special Supplemental Nutrition Program,
popularly known as WIC.

income level are eligible. WIC determines income based on gross income. WIC counts all of the
members of a household, related or unrelated. WIC counts an unborn baby as a household member.
Be at nutritional risk. WIC clients receive an initial health and diet screening at a WIC clinic to
determine nutritional risk. WIC uses two main categories of nutritional risk: (1) medically-based risks
such as a history of poor pregnancy outcome, underweight status, or iron-deficiency anemia, and (2)
diet-based risks such as poor eating habits that can lead to poor nutritional and health status.
Live in Texas. WIC clients usually receive services in the county where they live. U.S. citizenship is not
a requirement for eligibility.

The Denton ISD Adult and Community Education Department operates two distinct programs geared toward
adults and children in both the city of Denton and the four county area (Denton, Wise, Cooke and Collin
counties). The programs offered are: Adult Basic Education and Community Education.
The Adult Basic Education program offers free GED preparation and English as a Second Language classes
to people over the age of 18. Our GED class help students prepare to take the GED exam and improve their
Reading, Writing, Math and Workplace Readiness skills. Our adult ESL program not only assist students in
learning to speak, read and write in English but also focuses on parenting skills, workforce skills, life skills and

The Community Education program is focused on the idea of promoting lifelong learning for the citizens of

The GED is the General Equivalency Diploma, comparable to a standard High School Diploma. All institutions

The Counseling Center at NCTC's Gainesville Campus is a testing center for the General Educational
Development (GED) test for high school equivalency. The GED is offered at NCTC to persons who:

You must fill out the online demographic form at the University of Texas website PRIOR TO attending
pre-registration at NCTC. Once you have filled out the demographic form and selected your testing site
(North Central Texas College is 0710) you have 60 days to test using that form. Only students who have
completed the on-line demographic form, chosen NCTC as their testing site, and who have pre-registered
will be able to take the GED test at North Central Texas College.

divorcing parents focus on the needs of their children during and after the divorce process. All programs

Texas and across the country through counseling, parenting classes and other services. We are a strengthfocused agency – we believe in helping our clients identify their strengths and build on them. Our role is to help
them develop the tools they need to find solutions to the challenges in their lives. CPCH protects children and
teens through our Children’s Residential Program. CPCH is a licensed General Residential Operation through
the Texas Department of Family and Protective Services.

Friends of the Family is dedicated to providing compassionate, comprehensive services to those impacted by
rape, sexual abuse, and domestic violence, while partnering with our community to promote safety, healing, and
prevention. Friends of the Family offers emergency shelter for survivors of relationship violence and sexual
assault.
The 32-bed residential facility offers numerous services that encourage safety planning, education regarding
relationship violence, personal growth, and independent living skills in an abuse-free environment. Generally,
clients stay in the shelter for up to 30 days; extensions may be approved on a case-by-case basis. The following
services are offered to shelter residents:

Case Management: The client works with a residential advocate to determine eligibility for social
services and to secure services (i.e. housing assistance, referral, transportation, and healthcare services).
The advocate assists clients in setting goals that will help them move forward in their transition process.
Case management also involves networking with other social service agencies.
Legal Advocacy: Legal services may include assisting clients in obtaining protective orders, obtaining
legal representation for divorce or landlord/tenant disputes, coordination of Crime Victim’s
Compensation services, and liaison between victim and police department.
Counseling: Individual and/or group counseling are available to adult and child residents. Play therapy is
available for children ages 3 and up.

The Salvation Army addresses the needs of the homeless and working poor of Denton County. The Salvation
Army runs a food pantry, a summer cooling station, a winter warming station and afternoon programs that
allows volunteer groups to come in and lead Life Skills Workshops. They also offer an emergency shelter and
K.A.R.E. kitchen that serves the community.
Emergency Shelter - open from 5:00 pm to 7:00 am daily.
• Our emergency shelter provides a safe place to sleep, hot meals, laundry facilities and life skills classes
for men, women and children.
• After the first night, clients are encouraged to meet with a social worker during the next business day for
more assessment and assistance.
K.A.R.E. Kitchen – serving breakfast at 6:00 am and dinner* at 6:30 pm for the community.
• Our K.A.R.E. kitchen serves breakfast and dinner 364 days a year. We serve approximately 25-35 for
breakfast and 50-75 for dinner.
• K.A.R.E. represents our desire to provide those we serve Kindness, Assurance, Respect and the
Essentials.
