What does Polish economy need? Business has the answer.
Dear Ladies and Gentlemen!
We were truly honored by your presence and grateful for your participation in World Congress of Clusters.
Many discussion panels organized at the event made an attempt to answer the question “what does Polish economy
need?” to establish fundamentals for future development and competitiveness of our economy. Poland lost the ability
to measure up to significant projects, foreseen to be carried out by future generations. Over the years we have
implemented short-term projects reflecting the length of political terms. For that reason we were unable to establish a
stable system of development. Poland 3.0 is the solution: it is a coherent plan of development presented as an answer
to the biggest challenges of Polish economy by producing necessary tools to overcoming those challenges.
An integrated approach to planning and taking initiatives in public politics is becoming a key to the development of Poland.
It associates actions on sectorial, provincial, and territorial levels including economic, social, and regional aspects.
The motors of Polish economic high are gradually slowing down. It is clear that Poland has to develop forms of economic
competitiveness. In order to avoid inability to compete with developmental leaders, it is imperative for Poland to strengthen
cooperation and social dialogue, create and support innovative Polish start-ups and their ability to compete on foreign markets, as
well as raise the quality of legal regulations to stimulate the development of Polish economy and increase its competitiveness on
global markets.
The changes can be compared to “reshuffling forces”.
Regions take the place of weakening national structures.
It is “Regional Poland” that creates new jobs and generates big profits.
Through the development of integrated companies, clusters become catalysts for regional development fueling the
economy on a larger scale.
Cluster initiatives directly represent business therefore they have a significant influence on the politics of regional
development, participate in social consultations, and promote their members and region on a national and international scale.
Additionally, cluster initiatives support business in regions by providing access to different methods of financing reaching for national
and EU sources. They also strongly support creating new, innovative firms called start-ups and provide cooperation platform between
business and science allowing for commercialization of knowledge and research.
Competitiveness is a result of innovation, which in turn is strongly associated with the cooperation between business and
science, the transfer of innovative technologies, and the investment in research and development. Therefore Clusters are ideal links
to create cooperation between business and science.
II Cluster World Congress was an important economic meeting where neighboring economies had a chance to discuss key
projects.
Moreover, the meeting was a great chance to highlight the role of the private sector in economic development of Poland by
presenting leading Polish start-ups and innovative new technologies achieved with Cluster cooperation. The issues associated with
transport, creating the largest logistics center in Europe and inland navigation in Poland, as well as promoting innovative firms and
Polish technologies. After the success of the first edition of the Congress, the following meeting was dedicated to strategic national
and international projects implemented by cluster and multi-sectorial cooperation.
World-renowned experts in related fields as well as international representatives from the world of business and science
participated in the discussion panels pertaining to key economic projects planned for the near future. The projects have potential to
become the flywheel of Polish economy:

Water Management and Inland Navigation as important developmental catalysts.

The Visegrad Group and cross-border cooperation
●
The society: balanced development of small regions; decreasing disproportion in the development between small regions
and agglomerations.
●
Fighting unemployment.
●
Restructuring the mining system in Silesia.
●
Building the largest Logistics Center in Europe in Gorzyczki-Wierzniowice.
●
Analyzing NIK reports on inland navigation and road safety.
●
Secure Baltic: presentation of Polish solutions to the removal and utilization of chemical and conventional weapons from
the bottom of the Baltic Sea.
●
Presenting successful and innovative Polish start-ups.
●
Polish technology and industry: presenting Flaris, Wiatrakowce, drones, Polish revitalized Sokół helicopter, etc.
●
Commercializing knowledge: clusters are the answer to the need of building the cooperation between business and
science.
●
Poland-Ukraine: cooperation to build strategic projects for both parties.
●
Poland-China: the new Silk Road project based on the Wide Track.
●
Promoting Polish firms and products and international expansion of national business.
Poland is at key location on the map for European transport corridors integrating various branched of transport from
railways and highways to maritime and inland transport. This role was a significant topic during the congress, however maritime
navigation was one the most important discussion topics, which is also the main focus of Poland 3.0 cluster project.
The speakers representing Polish as well as international institutions and subjects discussed the following topics:
restoring inland navigation on Polish rivers starting with Odra and constructing Gorzyczki-Wierzniowice Logistics Center on the
border between Poland and the Czech Republic and connecting it with a broad gauge line to create the new Silk Road.
The main assumptions of the project are: restoring inland navigation starting with Odra, building Danube-Odra-Elbe
connection as a part of Central European Transport Corridor CETC-Route 65, building Gorzyczki-Vernovice International Logistics
Center, and restructuring the mining system in Silesia. Gorzyczki-Vernovice is the only such location in Europe connecting major
routes such as A1 highway, broad gauge lines from the Far East, and waterways (river transport). It is also a convenient
connection location via freeway with the largest cargo airport in Pyrzowice-Katowice with nearly 500 ha of investment area in
SSE).
The key to building our worth is to focus on common ideas.
Coherent, bottom-up program has gathered hundreds enterprises, research centers, and counties through reaching for
common goals. It is considered to be a part of Responsible Development Plan also called Morawiecki Plan creating tools for the
implementation of the plan and taking advantage of the transit location of Poland. Poland 3.0 can also be assigned to European
financing plans. Implementing the main ideas of the Program shapes the image of Poland as a logistics center, supports small and
medium-sized enterprises, creates jobs. Additionally, it uses the advantages of inland navigation, brings advantages to the
budget, influences growth of tourism, and provides safety through rational utilization of water.
Building international competitiveness of Poland is becoming a challenging task. Keeping in mind the importance of
finding effective ways to creating competitiveness of Polish economy, we can seek new solutions in coherent, long lasting projects
such as Poland 3.0. It is the first system program implemented according to new industrial politics UE 2014-2020. The program
allows for responsible and strategic planning of the development of the economy providing stability to Polish entrepreneurs
through infrastructural and technological solution. It also aims to provide effective educational background (our job market is still
full of discrepancies between the needs of employers and educational offers for specialists) and acquiring appropriate crew
resulting in innovation, new products and services, and Polish technology. Poland 3.0 integrates technology and modern
advantage. Its main goal is to create Polish business basin and attractive areas for investors from all over the world using national
resources and allowing polish enterprises to set conditions of any agreements.
Poland 3.0 has potential to address many of the following problems: insufficient amount of jobs, low level of innovation
and competitiveness of Polish enterprises, and significantly lower numbers of entrepreneurs when comparing to international
numbers.
Best interest of our country was the common topic mentioned by the representatives of all panels who talked about
successful future of Polish enterprises and research institutions. This is the crucial step in building strong country that is proud of
their values and potential which leads directly to building stable, innovative, and competitive economy.
Clusters increase the competitiveness and the attractiveness of Polish economy through cooperation between
enterprises, local government, and research centers. The strength of our country should not lie in cheap labor but in innovation
and technology supported by clusters.
Cluster World Congress welcomed representatives of international business and science, Polish enterprises and startups, and representatives of counties and local governments, ministers, marshals, government delegations from Poland, Czech
Republic, China, Ukraine, Hungary, Slovakia, Germany, the Visegrad Group. The congress also included delegates of the
European Committee, representatives of HSBC bank, largest Ukrainian enterprises including Motor Sicz, Antonov, and
representatives of Ukrboroprom, cluster delegates from Shanghai and others.
Cross border cooperation was an important topic in implementing common infrastructural projects. The key to finding new forms
of competitive economy is cross border “win-win” approach and the ability to cooperate to meet common goals.
