(7) LAQ and NA Order Area Correction Etc. (28) Types of Mutation Registered Concept eMutation Implementation in Process in all 358 talukas and 521 SRO offices Provision of Laptop, Printer and Datacard to all 11,991 talathi and 2,011 Circle officers Enabling staff with Digital Signatures (DSC) for over 14,774 staff till date Provision of IT Infrastructure to all 358 Tahsils and LR offices Provision of Network connectivity Wired – BSNL and MTNL Wireless – Vodafone, Idea, Airtel, Tata and Reliance VPN – Fortinet (provided by DIT) eMutation cells setup across state in each taluka Training to 1062 Master Trainers and over 15,275 staff Integrated Help Desk created for all divisions More than 4 crore RoR has been updated in the current data improvement exercise Current Status eMutation – Infrastructure and Connectivity Preparedness eMutation - The Data Transition Process Flow Data Conversion Data Cleaning (Golu Removal) Data Correction (DBA Tool) Data Updation – Mutation and Crop Trial Run CD with Prapatrak 1 from Tahsildar Monitoring of Trial Run through MIS Submission of Final CD with Paripatrak 2 from Collector Final Orders from Settlement Commissioner for going Online and Stopping Manual Mutation Process eMutation Network Architecture eMutation (Statistics) All 358 taluka Data CDs are being uploaded to State Data Centre for Final Online eMutation. Current Status is as below: Trial Run Status - Started in 358 talukas Final Online Mutation – Online Mutation Started – 127Talukas (Manual Mutation Completely Stopped) Proposed completion date: All 358 talukas to go online on August 2015 Why eMutation Mutation is the process of incorporating changes in the Record of Rights as soon as registration of documents at SRO office eMutation has two scenarios: Automatic Initiation of Mutation on Registration as well on application to Talathi 100% online mutation process with major business process re-engineering eMutation – Mutation Process Flow Reporting Cognigance Draft Mutation Issue Notices (Serve) Certify Mutation (Certification) Giving automatic effect to RoR (Real Time) eMutation (Challenges Faced) Resources with Talathi / Circle officer I. Laptop: Purchased by them and reimbursed by Revenue sharing model (Rs.15/-=Rs.10/- for Talathi and Rs.5/- for Government ) II. Connectivity issue: Providing Secured connectivity with Data card : Funds were given by GOM for procurement of Data card. Monthly rental of Rs 750 is given to every talathi & Circle officer by GOM III. Data Security measures: Usage of Digital signature by Talathi & Circle officers. All data is digitally signed. eMutation (Logistical Problems) General Software Issues : 1. Labels / Buttons should be self explanatory / Defined in Help file, should have tool tip. 2. Session Management / timeout / frequent logout should be handled properly. If a session ends in between, it should start from where it was broken. 3. Auto Save: If sufficient data entry is done Auto save feature should save the data before final Save. 4. Screen management: Economical in terms of human intervention and ease to understand. Maximum information to be captured so as to minimise Server round trip. 5. Automation in processes 6. Browser setting Automation, Date & Time format, Security Certificate installation on Server eMutation (Logistical Problems) General Software Issues : 7. Screen Layout / Design should be user friendly 8. Proper write-up for taking each type of Mutation with Screen shots. 9. Checking of the software w.r.t. domain requirements as per feedback from Online Tehsil. Release of New versions. 10. Bug fixing / Release of patches as per feed back from Online Tehsil 11. Running of eMutation software on Low Bandwidth. eMutation (Logistical Problems) Network & State Data Centre (SDC) Issues : 1. VPN over Broadband connectivity between Tehsil offices and SDC from BSNL/MTNL 2. VPN over Data card (SSL-VPN) connectivity between Village level offices (By talathi using Laptop – Data Cards) 3. Space requirement – Presently 24 TB is allocated for 1 year 4. Server allocation 10 Database Servers 14 Web servers (Application servers) 1 Monitoring server eMutation (Logistical Problems) Data related issues : 1. 2. 3. 4. 5. 6. Data correction using 14 validation reports Mismatch in Area of ROR and Holders Mismatch in Area of ROR and Akarband Incorrect way of writing Names of Holder Incorrect Khata type selection Names, Other rights information without mutation number 7. All mutation entries in manual records not reflected in computerised ROR 8. Updation of Crop information eMutation (Logistical Problems) Lack of Technical knowledge : 1. Understanding the software 2. LR- SRO Linkage 3. First time usage of Digital signatures, Data cards, Laptops etc. eMutation (What has been achieved and to be achieved) a. On offline Mutation there is to much time required for certifying mutation and effect on RoR but, in online mutation as soon as the registration of document at SRO office there is initiation of online mutation process the overall time required for mutation certification is reduced. b. No need to issue notices to the parties present during registration c. Notice period if exceeds specify period (15 days) can be monitored online d. Time required to update RoR (7/12) after Mutation certification reduced to zero days e. Updation of 7/12 and other village forms is instant as soon as mutation is certified by circle officer f. It helps the village accountants / Circle officer to generate the Mutation case file electronically eMutation (The Road ahead) a. Improvements b. ADHAR linkage with RoR All land holders will be linked with their ADHAR number in land record database. In Land records, ADHAR number will be key to identify the person for any future transactions related to his land. ADHAR number is currently getting verified at SRO offices, hence holders appearing in mutations through registered documents will be automatically pass through eKYC. Verified ADHAR number will be sent to LR from SRO. Remaining ADHAR numbers will be captured through Organic seeding. eMutation (The Road ahead) c. eChawadi (Forms 1-21 updation through eMutation) d. How entire village gets maintained e. Scanning of old records-meta data entry linking to existing RoR f. eMaps integration of Textual and Spatial data g. eBhulekh- Concept of integration of all data generated under various components of NLRMP eChawadi (COMPUTERIZATION OF VILLAGE DAFTARSTATE INITIATED PROJECT) Extensive training sessions at Aurangabad Academy for over 679 Master Trainers Trained in Batches and over 8200 staff Rollout in selected talukas –October 2015 More than 35 villages tested the concept and ready for rollout post eMutation rollout Current Status Talathi – Village level revenue official & Chawadi – Office of Talathi Over 37 types of village Online Village Registers maintained through Software at State Data Centre (SDC) and access through usage of laptop, datacard and Digital Signature by Talathi Talathi (Village Accountant) handles Primary 21 register (7*12 being 2 of them) Revenue Related – Register I to 5 Ownership Related - Registers 6 to 8 Revenue Collection Related – Registers 8 to 10 General Administration Related – Registers 11 to 15 Misc – Registers 17 -21 Other 16 types of Ancillary registers are also maintained online Concept eChawadi eRecords (Modernization of Record Rooms) More than 40 lac documents scanned in pilot project Application developed by NIC with IPR with department Selection of vendors completed - division-wise Hands-on training conducted at Aurangabad LRTA for vendor teams and Land Records Staff (176 DDE, DIO, Tahsildars, etc) Over 26 crore documents and 741 record rooms to be scanned POC on the verge of completion in all 35 districts Actual work started in 340 offices of 159 talukas in Phase I All record rooms to be provided with IT infrastructure for citizen service delivery Scanned data to be hosted at State Data Center Current Status Scanning Old Records for preservation, Document Management System (DMS) Software and Improving the physical infrastructure for record storage Concept eRecords eRecords – timelines Scanning Phase No of Talukas Proposed Completion date Phase I 159 Sept 2015 Phase II 123 Dec 2015 Phase III 74 March 2016 Total 356 * The scanning work in two talukas completed in pilot project DMS Software Document Management System (DMS) Software is Developed in Consultation with National Informatics Centre. The boundaries shown in the records do not tally with the actual conditions on the ground . This may happen due to obliteration of field and sub division of boundaries and /or due to misplacement of a large percentage of the local ground control point marks. As a result of which it is difficult to identify the fields with reference to the records. Resurvey is also necessary in the case of sudden development of the area due to causes such as Sub-divisions Transfer of dry lands into wetlands Large scale transfer of holdings eResurvey – Pilot Project 12 Villages of Mulshi Taluka of Pune District.
