I. Laptop: Purchased by them and reimbursed by Revenue
sharing model (Rs.15/-=Rs.10/- for Talathi and Rs.5/- for

II. Connectivity issue: Providing Secured connectivity with
Data card : Funds were given by GOM for procurement of
Data card. Monthly rental of Rs 750 is given to every talathi
& Circle officer by GOM
III. Data Security measures: Usage of Digital signature by
Talathi & Circle officers. All data is digitally signed.
eMutation (Logistical Problems)
General Software Issues :
1.
Labels / Buttons should be self explanatory / Defined in Help
file, should have tool tip.
2. Session Management / timeout / frequent logout should be
handled properly. If a session ends in between, it should
start from where it was broken.
3. Auto Save: If sufficient data entry is done Auto save feature
should save the data before final Save.
4. Screen management: Economical in terms of human
intervention and ease to understand. Maximum information
to be captured so as to minimise Server round trip.

eMutation (What has been achieved and to be
achieved)
a. On offline Mutation there is to much time required for certifying
mutation and effect on RoR but, in online mutation as soon as the
registration of document at SRO office there is initiation of online
mutation process the overall time required for mutation certification
is reduced.
b. No need to issue notices to the parties present during registration
c. Notice period if exceeds specify period (15 days) can be monitored
online
d. Time required to update RoR (7/12) after Mutation certification
reduced to zero days
e. Updation of 7/12 and other village forms is instant as soon as mutation
is certified by circle officer
f. It helps the village accountants / Circle officer to generate the
Mutation case file electronically

 All land holders will be linked with their ADHAR number in land
record database.
 In Land records, ADHAR number will be key to identify the
person for any future transactions related to his land.
 ADHAR number is currently getting verified at SRO offices,
hence holders appearing in mutations through registered
documents will be automatically pass through eKYC.
 Verified ADHAR number will be sent to LR from SRO.
 Remaining ADHAR numbers will be captured through Organic
seeding.

 Following approvals have been asked from GoI
 Government of India has granted approval for the digitization of cadastral
maps which includes only tippan and village map. However, In Maharashtra,
there exist over 13 other types of cadastral maps which are required to be
digitized along with tippan and village maps.
 Unit for cost realization to be changed to polygons instead of FMBs
 Modification in the unit rate for digitization project
Submissions
 More than 20,000 map sheet used in department’s day to day working
has been digitized in pilot project
 Provision of IT infrastructure to provide maps to citizens at Mulshi
 State total of 92,75,222 sheets & 4,80,91,174 polygons to be digitized

 Frame work of survey in field has completely broken down.
 The boundaries shown in the records do not tally with the actual conditions on the
ground .
 This may happen due to obliteration of field and sub division of boundaries and /or
due to misplacement of a large percentage of the local ground control point marks.
 As a result of which it is difficult to identify the fields with reference to the records.
 Resurvey is also necessary in the case of sudden development of the area due to
causes such as  Sub-divisions
 Transfer of dry lands into wetlands
 Large scale transfer of holdings

Resurvey - The work done so far
 The amendment proposed in following acts.
 Maharashtra Land Revenue Code 1966
 Bombay prevention of fragmentation and consolidation of holdings act 1947
 Proposal submitted on 26/12/2014 to 6/1/2015
 Proposal for amendments in Maharashtra land Revenue (Restriction on use of Land)
rules 1968 will be submitted after the amendment in the acts.
 New rules for resurvey are being prepared
 A draft of Manual of resurvey is being prepared

 The readings of GCPN by private agencies
 The validation of DGPS readings by SOI

Single Point Portal for Comprehensive Land
Records Information Services
 Land records pertaining to rural lands are available at
Tehsil record room while that of Urban (where city survey
has taken place) are available at Deputy SLR offices.
 Records are available in Textual as well as Spatial forms
(Maps).
 Current records are available with Talathi / Dy.SLR office
/ CTSO offices.

Single Point Portal for Comprehensive Land
Records Information Services
 Presently to obtain a Land Record document, Citizen has to
physically visit the office, Apply for the document, Department
officials searches for the document, and issue the document if
found.
 The citizen’s are not aware from which office what Land
related document he can get.
 From the huge number of documents (in paper form in fragile
condition) the record keeper may have to spend days to
search a document.
 The round trip of Citizens increases for getting multiple type of
documents from different offices.
Under eMahabhumi, Land records are now getting
into digital form.

All 7/12 & Property Card data are in digital form

Registration data is in digital form

Village Maps are digitized

Measurement cases (eMojni) are now computerized

Scanning of old land records – Roll out

Digitization of Maps – Pilot completed

Pilot project of Resurvey – Pilot completed, to be rolled
out in Six Districts
Under eMahabhumi, Land records are now getting
into digital form.
 All data generated under eMahabhumi will be kept at State Data Center
(SDC)
 Every Document is associated with its Meta Data (key information to
identify the document)
 Documents from various components of eMahabhumi are linked with
help of Meta Data
 Search report giving details of documents available in digital format can
be generated.
 Document can be Printed / Downloaded from Single point – round trips of
Citizen’s to offices ..minimized
