The Executive Engineer (El.) Electrical Division-ll, on behalf of Delhi Development
Authority invites online item rate tenders from approved and eligible contractors of DDA, CPWD
and those of enlisted contractors of appropriate class of MES, BSNL, RAILWAY for the following
works through e-tendering mode.

The enlistment of contractor should be valid on the last date of submission of tenders. In case the
last date of submission of tender is extended, enlistment of contractor should be valid on the
original date of submission of tenders. Those contractors not registered on the website mentioned
above, are required to get registered beforehand. Intending agencies / tenderers need to register
themselves on the E-Tendering Website http://eprocurg.g:l,.in/eprocure/app aspring bidders/
suppliers who have not enrolled / registered in e-procurement should enroll/register before
participating. The portal enrollment id free of cost. Bidders are advised to go through instructions
provided at Annexure-A regarding 'Instruction for online bid submission'. For any further

If needed they can be imparted training on online, tendering process as per details available on
the Website The intending bidder must have valid class II or class III digital signature to submit
the bid.

The bidder will use one UTR for one work only. In case it is found that he has used one UTR number
for different tenders, all the tenders submitted by him will be rejected and he will be debarreci from
further tendering in DDA in future.

annual charge of e-tendering of Rs.20,000/- in the office of CRB situated at l't floor Vikas Minar ITO
New Delhi. The payment shall be made in the form of Pay order/Demand Draft in favour of

Tender document may be downloaded from Central Public Procurement Portal
https://eprocure.gov.inleprocure/app. Aspiring Bidders/ Suppliers who have not enrolled/registered in
e-procure.gov.in/eprocurelapp. The portal enrollment is free of cost. Bidders are advised to go through
instructions provided at Annexure regarding olnstruction for online Bid Submission'.
Tender can access tender document on the website, fill them with all relevant information and submit
the completed tender document into electronic tender on the website

Tenders and supporting documents should be uploaded through e-procurement. Hard copy of the
tender document will not be accepted.
Eamest Money shall be deposited through RTGSAIEFT in the account of Sr.A.O./CAU/(South
Zone)tDDA having Saving Account Number 16651110000012 with HDFC Bank, G-8, Hauz Khas
New Delhi 110018 (IFSC code HDFC0001665). The unique transaction reference of RTGSA{EFT
shall have to be uploaded by tender in the e-Tendering system by the prescribed date. The Executive
Engineer (E)/Elect. Divn.-ll will get earnest money verified from CAU based on the unique
transaction reference No. against each RTGSAIEFT payment before tenders are opened.
A part of earnest money is acceptable in the form of bank guarantee also. Earnest money upto Rs.20
lakhs, will have to be deposited through RTGSA{EFT mode. If the amount of EM is more than Rs. 20
lakhs than the amount of EM beyond Rs. 20 lakhs can be deposited in the form of Bank guarantee also.
Such Bank Guarantee is to be scanned and uploaded to the e-tendering website within the period of
tender submission.
Eamest money have to be deposited through separate transactions.
Interested contractor who wish to participate in the tender has also to make above payments scanned
and uploaded to the e-Tendering website within the period of tender submission.
Certified Copy of Enlistment Order and certificate of work experience as required shall be scanned and
uploaded to the e-tendering website within the period of tender submission

No hard copy of any document will be required to be submitted by the tenderer till the opening of the
tenders. Hard copies of relevant documents will be required from the lowest tenderer only.
Proof of registration (if applicable) and the proof of payment i.e. RTGSA.,IEFT number and its scan copy
is to be uploaded in the financial bid/eligibility criteria.
The department reserves the right to reject any prospective application without assigning any reason
and to restrict the list of qualified contractor to any number deemed suitable by it, if too many tenders
are received satisfying the laid down criterion.

The tender for the work shall remain open for acceptance for a period of ninety (90) days from the date
of opening of tender/ninety days from the date of opening of financial bid(strike out as the case may
be).
If any tenderer withdraws
his tender before the said period or issue of letter of acceptance,
whichever is earlier, or makes any modifications in the terms and conditions of tender which are not
acceptable to the department, then the
liberty to forfeit

DDA shall, without prejudice to any other right or remedy, be at
of the said earnest money as aforesaid. Further the tenderer shall not be allowed
to participate in the re tendering process of the work.

The competent authority on behalf of DDA does not bind itself to accept the lowest or any other tender
and reserves to itself the authority to reject any or all the tenders received without assigning any
reason.
All tenders in which any of the prescribed condition is not fulfilled or any condition including
that of conditional rebate is put forth by the tenderer shall be summarily rejected.

In case any discrepancy is noticed between the document as uploaded at the time of submission of the
bid online and hard copies as submitted physically in the office of Executive Engineer, then the bid
submitted shall be come invalid and the Government shall, without prejudice to any other right or
remedy, be at liberty to forfeit 50o/o of the said earnest money as aforesaid. Further the tenderer shall
not be allowed to participate in the retendering process of the work.

Enlistment Order of the Contractor from the competent Authority & Electrical license.
Certificate of Registration for Sales Tax / VAT and Service Tax and acknowledgement of up to date filed
return if required.

Contractor should not have incurred any loss in more than 2 years during the last 5 years ending 31.03.2016.
An undertaking that "The Physical proof of RTGSA{EFT, UTR's shall be deposite by me/us with the EE
calling the bid in case I/we become the lowest bidder within a week of the opening of financial bid

The contractor whose bid is accepted will also be required to furnish either copy of applicable license
/registration or proof of applying for obtaining labour licenses, registration with EPFO, ESIC & BOCW
Welfare boards.
