There is something about
September in Mexico.
September 16, of course, is
the country’s day of national
independence, honoring the
date in 1810 when the priest
Miguel Hidalgo rallied the
downtrodden to rise up
against Spanish rule.
September is also marked
by semi-official and
unofficial commemorations
that convey timeless
messages, ideas, impressions
and lessons, both positive
and negative.
Saturday, September 19,
was the 30th anniversary of
the Mexico City earthquake
that not only left thousands
dead and devastated a major
world city, but also shook the
Mexican political system to
the core and, arguably,
represented the final
loosening in a catastrophic
chain of events that led to
the downfall (temporary) of
the Institutional
Revolutionary Party (PRI)
government.
“The earthquake of 1985
not only marked the city, it
marked Mexico as well,”
remarked Mexico City Mayor
Miguel Mancera at a
weekend ceremony
commemorating the tragedy.
The big tremor followed
other earth-shattering
episodes that altered the
national psyche: the 1968
massacre of students in
Mexico City, the Dirty War of
the 1970s, the boom and bust
of the oil industry, successive
peso devaluations, and the
beginning of the
dismantlement of the state
hatched from the 1910
Mexican Revolution. The
devastation triggered
out-migration, helping grow
cities like Aguascalientes and
Puebla, and denuded a
government that did not rise
to the occasion.
Instead, the spontaneous
outpouring of mutual aid
fostered the emergence of
civil society organizations
that figured prominently in
the politics of the 1980s and
1990s. A rupture with the
past, however contradictory
and incomplete, was
expressed in part by newly
emboldened opposition
political parties that unseated
the PRI in various quarters
well into the new century.
September 23 marks
another important date on
the unofficial calendar of
popular memory. That was
the date back in 1965 when a
group of 13 men attacked the

oday, Friday September
25th, 2015, the San
Diego County Hispanic
Chamber Of Commerce
(SDCHCC) hosts its
“Iluminada 2015 Gala”. Its goal is to
raise funds for the organization, and
to award its most outstanding
members of the year.
“It got the name almost ten years
ago, and it simply meant to illuminate
the community, to provide light and
knowledge”, shared Chamber
President Albert Clark-Castaneda
with La Prensa. “This time, however,
it will somewhat different, as we
celebrate our 25 years. In addition to
the normal process, we will be
honoring about 20-25 former
members of the Board of Directors.
There will be music, orchestra and all,
and entertainment.”
Ticket sales have been a resounding
success: they sold out in advance, and
we expect an attendance of about 400
people, including members of the
Chamber, community residents,
political leaders, mayors, and other
personalities.
“This year, we will have Ruben
Barrales, who served as President of
the San Diego Regional Chamber of
Commerce until approximately 4
years ago, and who has an
organization that supports Latino
leaders in politics; and Frank Montes,
the new Chairman of the California
Hispanic Chambers of Commerce”,
said Clark-Castaneda.
The SDCHCC started in 1989 for
the purpose of helping Hispanic
business network and expand, as well
as facilitate access to capital. The idea
was, originally, to promote for small
business to help each other out.
Currently, chambers of commerce
often focus on digital marketing.
“Today, we host two events per
month: a networking event, in which
we meet with a business – around 150
of us – and give that business a chance
to talk about what they do; the second
is different workshops. During tax
time, for example, we have an
information session. We also organize
access-to-capital events, in which we
invite 12 or 13 banks or other
organizations that can help these
businesses”, explains Chairman
Clark-Castaneda.

Ex-lawyers forced to pay
$1.8 million to schools
San Ysidro wins malpractice case against former law firm

The San Ysidro School District voted
unanimously to settle a malpractice lawsuit
against its former lawyers for approximately
$1.8 million.
The settlement comes after the District
sued the law firm of Stutz Artiano Shinoff
& Holtz and its partners, alleging fraud
and misrepresentation in a legal case that
uncovered corruption in the District.
“The Board decided to accept a monetary
settlement today instead of spending years
and millions of dollars in litigation,”
new board member Steven Kinney said
after the vote to approve the deal. “We are
recovering legal fees we paid these lawyers
in a case that caused us years of turmoil,”
he added.

Durante estos 15 años, la SBS
ha servido a más de 5
millones de personas, con
información y servicios de
salud.
Gracias a la colaboración y
apoyo de miles de agencias
gubernamentales a nivel
federal, estatal y local,
organizaciones comunitarias
y organizaciones públicas y
privadas, en coordinación
con los Consulados de
México en Estados Unidos y
Canadá, la SBS se ha
convertido en un catalizador
para la cooperación
internacional sostenida, y la
construcción de redes que
van más allá de este gran

Carl DeMaio’s “reform”
ballot measure went down in
flames last weekend when the
Republican Party refused to
endorse it at its convention in
Anaheim. The ballot language
seemed to be against IRS
rules.
The Chula vista City Council
moved forward a proposed
Charter amendment to close
a term limits loophole that
allows people to return to the
council after being termed
out. The sponsor: Mary salas.
BTW she was termed out and
returned to the council and
is now mayor. Suggested
name for the new law:
Do As I Say, Not As I Do.
In North County, escondido
Mayor sam Abed is not the
only Republican challenger to
embattled supervisor Dave
Roberts. Now Encinitas Mayor
Kristin Gaspar has jumped in
the race. Abed has been the
local Donald Trump on
immigration issues. Abed
used campaign mailers with
pictures of undocumented
immigrants running across a
freeway. Latinos could shape
the outcome of this race.

Kaaboo music festival on
Friday night. As usual, the
East LA boys rocked it!

still taking a siesta
F
or years, election
observers have called
the Latino vote in the
US and especially in
California the
“Sleeping Giant” because of the
huge numbers of eligible voters
that don’t bother registering or
voting.
But in 1994, in response to very
negative political rhetoric by
then-Governor Pete Wilson in his
support of Proposition 187 – which
would have banned all government
services to undocumented
immigrants – Latino voter
registration and participation
spiked.
The sleeping giant had
awakened, many political experts
predicted.
Startled from a nap, maybe, but
awake the Giant is not.
In 1992, Latino voters accounted
for only 8% of the total national
vote. By the 2008 election of
Barack Obama, Latino voter
turnout surged to nearly 70% of
registered Latinos, accounting for
18.3% of the overall votes for
president. The Giant seemed to
have left a sizable footprint on the
election.
As recently report from the
University of California, Davis,
however, shows some alarming
trends. In the 2014 elections,
Latino turnout fell to only 15.4% of
the vote, the lowest since 2006. But
more alarming is the fact that
overall Latino registration soured
to the highest level ever at 23.5%,
the largest proportional gap
between Latino registered voters
and actual voters.
Several factors can explain some
of the back and forth voter turnout
numbers among Latinos. First,
Latinos are predominately
registered Democrat over
Republican by a margin of nearly 3
to 1, and Democrats overall have
lower turnouts during
non-presidential elections. Second,
the issue of illegal immigration –
which usually depicts Latinos as
scapegoats – largely died down in
recent elections compared to other
hot button issues like same sex
marriage.
But none of this explains the
large and growing gap between
registered Latinos and those that
take the time to vote. Mostly
coming from countries like Mexico
where voting is open but election
outcomes are suspicious, it’s
surprising that Latinos don’t take a
more active role in elections
accepted as free and fair.
Maybe the fact that we have
more Latinos elected to office
now compared to 20 years ago has
given our community a sense of
achievement or that the battle for
equal rights and fair treatment
is over.
One need only turn on the TV or
read the national papers to see that
is not the case.
In this election for president,
Donald Trump has turned the
clocks back to the civil rights days.
Trump’s comments about Mexicans
– “They’re bringing drugs. They’re
bringing crime. They’re rapists.
And some, I assume, are good
people” – pushed racism and
xenophobia back into national
politics. Trump harps about how
bad trade is with Mexico, yet
ignores that the US-Mexico trade
balance is the closest of any of our
trading partners, including
Canada. Trump has made it okay to
blame Latinos and people are
buying that rhetoric.
Politicians are reactive, and they
move like water along the path of
least resistance. As long as Latinos
don’t push back in the only
meaningful way politicians
understand – by voting - then our
community will continue to be
labeled the cause of America’s ills.
Voter registration is important
but voter education is the key. We
need to inform, energize, and
deliver the large voting block
Latinos control. Although we don’t
always see eye to eye on some
issues, we should all agree that no
group should be singled out and
blamed for a weak economy or
higher taxes or whatever other red
herring Trump-style politicos may
throw our way.
This country has long been the
land of opportunity for immigrants
from all countries – even Donald
Trump’s grandparents. We should
celebrate the diversity of our
melting pot culture but we have a
duty to demonstrate diversity in
the elections by exercising our right
to vote.
Gear up. Pay attention. Elections
are just around the corner.
Let’s make sure the siesta is over.

The San Ysidro School District
voted to fill a vacant seat on its board
with a local business man who ran for
the Board in November.
Steven B. Kinney, 60, a local
licensed contractor and husband of a
school teacher, was appointed last
night to fill the seat vacated in August
by the resignation of Jose F. Barajas.
Mr. Kinney will serve out the
remainder of the term through
December 2016.
“I am honored that the Board
selected me to serve,”
Mr. Kinney said after
the vote. “I appreciate
the opportunity to
help continue
improving our district
for our kids.”

community near Las Americas
shopping center, Mr. Kinney was the
runner-up in the most recent election
for the school board. He ended up
just 169 votes from securing one of
the three open seats last year. Kinney
previously served 6 years in the US
Navy Seabees handling construction
projects all over the world.
“I’m humbled the board entrusted
me with this position,” Mr. Kinney
added. “So many teachers and staff
supported my campaign and were
here tonight to support me for this
appointment. I promise to work
diligently to make sure this district
never falls back into the financial and
legal messes we experienced.”
Kinney was selected from among 4
applicants after individual interviews
were conducted. The other applicants
were Felipe Nuño, Grethzell Hallmen,
and Maritza Lizzet Gerardo-Chavarin.
“My priority is the financial
stability of the District so we can
provide a high quality education to
the kids of our community,” Mr.
Kinney added. “They all deserve a
great education to prepare them for
bright futures.”

Kaaboo A Big Hit

Kaaboo Del Mar, an eclectic
three-day music festival, ended
Sunday with more than 80,000
visitors streaming through the Del
Mar Fairgrounds. The event is the
replacement for “Street Scene”
concerts that used to take over
downtown San Diego.
The festival hosted 7 outdoor
stages and several indoor events
including art exhibits and comedy
acts. The musical groups ranged
from East LA’s Los Lobos, country
sensation Zac Brown Band, rap
legend Snoop Dogg, local rockers
Switchfoot, Grammy winner Sheryl
Crow, and longtime favorite
NoDoubt with Gwen Stefani. The
final act on Sunday was The Killers
who closed the festival before a
packed crowd.
“At times we ran back and forth
between bands to catch our
favorites,” commented Jenny Garcia
from Oceanside. “It was a great
atmosphere with food, drinks, and
places to hang out between acts.”
The event promoters delivered on
their promise of a more civilized
festival compared to other outdoor
events like Coachella or Stagecoach.
Existing fair grounds bathrooms
were supplemented with upscale
portable bathroom trailers with tiles
floors and air conditioning. Food
vendors included Thai cuisine,
lobster bites, and more traditional
favorites including pizza and
sandwiches.
“It was a great venue that
provided space between stages to
relax, eat, and enjoy the weather,”
Danny Shuster of Pacific Beach said.
“We had a great time and hope
Kaaboo returns next year.”

Diego-based OmegaTurf supplied
over 30,000 sq. ft. of artificial turf
that covered the front half of the
main stage audience area. The turf
transformed an asphalt parking lot
into a comfortable space to watch
the concert, with some fans opting to
lie down on blankets like at a park.
“We took a paved parking lot and
put up paradise,” OmegaTurf
President Chris Payne joked, playing
off the song lyrics of The Counting
Crows, who played on the main stage
Saturday night. “People really
enjoyed the turf and we’re delighted
to have been a sponsor of Kaaboo,”
he added.
Although some neighbors
complained about the noise from the
loud music, all bands were required
to end by 10:00pm. The events
continued until 2:00am inside
exhibit halls and other spaces on
Friday and Saturday nights.
“People didn’t seem to want to
leave,” said Rick Castillo, from Chula
Vista, who watched The Counting
Crows and Zac Brown Band on
Saturday. “Even after the bands
ended at 10pm, people were hanging
around, enjoying the food and drinks
and even playing volleyball on a
beach sand court they had up,” he
added.
Between shows people enjoyed rest
areas, hammocks, and indoor seating
areas to escape the heat.
“I cant wait for next year’s Kaaboo,”
yelled Jose Gonzalez from Escondido
as he exited the main gates on
Sunday night. “I’ll be back for sure!”
This column was a little
harder for me to write than
normal. It’s incredibly difficult
to describe the emotions
facing the one year anniversary of the mass kidnapping
of the 43 students of
Ayotzinapa, so much so that I
found myself putting off
writing this because there just
didn’t seem to be sufficient
words.
After a year of lucha,
marches, protests, art shows,
cultural events worldwide, a
nationwide tour of parents
and students from Ayotzinapa
creating a solid and intricate
network of organizers across
the nation, meeting and
working with monumental
people here in San Diego,
across the nation, and across
the border including the
spokespeople from the
Escuela Normal, it weighs so
heavy that we face a year with
no answers, no justice.
People worldwide have
been working tirelessly to
maintain life in this movement, and in the forefront of
people’s minds. There have
been successes because of
the movement, including the
Inter-American Commission
on Human Rights conducting
an extensive investigation in
Guerrero and denouncing and
discrediting the Mexican
government’s version of
events and investigation.
While nothing new came of
this investigation that activists
around the world who didn’t
already know, it’s still a huge
leap towards understanding
the depth of the impunity and
injustice. Normalistas who are
so often poorly portrayed by
media, as vandals, delinquents, etc., but the fact of
the matter is that their only
crime is being a student,
poor, and indigenous…which
the mainstream media seems
to leave out almost always,
and only include their acts of
civil disobedience without an
ounce of cultural context.
The acts and manner of
protest in Mexico, historically
can be very different than
here, which the media
constantly fails to point out,
and only shows very small
snippets of seemingly violent
acts. When in reality, are far
from unheard of in Mexico,
and most commonly in
defense of themselves, and
come from anger, desperation, and exhaustion of the
repression and decades of
being unheard…summed up
perfectly by Dr. Martin Luther
King Jr decades ago but still
relevant: “It is not enough
for me to stand before you
tonight and condemn riots.

Organized as the Popular
Guerrilla Group, the
revolutionaries took up arms
after the government cracked
down on a mass popular
movement in Chihuahua for
land and liberty, the
unfulfilled promises of the
1910 Revolution.
This past weekend,
Chihuahua City was the scene
of a theater performance
inspired by “Las Mujeres del
Alba,” the book by the late
writer Carlos Montemayor
that portrayed the Madera
rebellion through a lens that
is not worn: the eyes and
hearts of the women who

The type of membership
varies based on the size of
the business, its capacity and
industry. The Chamber is
made up of small businesses,
contractor members,
marketing firms, businesses
with offices in Tijuana who
do their distribution in San
Diego, and thus are
interested in becoming
members in order to move
their product, etc.
“What we like to do is
survey our members to ask
them what they want: what
events and what programs
they need. Today, many
Chambers seek out technical
services to help members get
their license, since many
times they only speak
Spanish. In short, we launch
many different initiatives”,
said the S.D. Chamber
President.
“We also look to
collaborate with other
chambers and organizations
that support Latinos. Our
doors are not just open to
our members, but also to
other organizations. We
often offer them event
discounts, and they later
decide to apply for their
membership”, he added.
The cost to become a
member is $150/year for a
Small Business. In the 90s,
according to ClarkCastaneda, there were not as
many chambers of commerce
as there are today, and being
a member of more than one
is difficult, so they offer an
affordable fee. The Cost for
Corporate Membership
varies, and the benefit from
being able to advertise to the
Hispanic market, to a greater
or lesser extent based on the
fee they pay. “We have nearly
425 members throughout
San Diego County”, stated
Clark-Castaneda. “We expect
to reach 600 by 2016”.
The SDCHCC is also
planning to help the political
integration of the Latino
population through
information sessions in
which people will get the
chance to meet the
candidates and ask them how
they will support the Latino
community.
“These will be informal
panels”, said ClarkCastaneda. “We are creating
a statewide campaign with
were the mothers, daughters,
sisters and wives of the
ill-fated squad led by Arturo
Gamiz and Dr. Pablo Gomez.
Among others, the play
was attended by surviving
relatives of the Madera
attackers, as well as
Francisco Ornelas Gomez,
one of the two guerilla
survivors still alive. Alma
Gomez Caballero, daughter
of Dr. Pablo Gomez, was in
attendance, and invited the
other family members to
ascend the stage in homage
to the actors who portrayed
their loved ones.
“Suddenly, 50 years of pain
and struggle struck,” Gomez
said.

offered his observations on
the 50th anniversary of
Madera:
“The great problems of
exclusion, of poverty and of
oppression that Pablo
Gomez, Arturo Gamiz and
their companions denounced
have not been resolved in the
essential,” Quintana wrote.
“The 55 million poor people
there are in Mexico today
exceed by 10 million the total
population of the country at
the moment of the
rebellion….”
Nonetheless, five decades
have brought new concerns
to the table:
“The campesino (small
farmer) movement has
modified its demand for
land. The movement
demands its territories with
all the accumulation of
biodiversity: natural
resources and water, as well
as the importance that these
contain, and in the face of
attacks of transnational
mining companies, of the
extraction of shale gas, and
against tourism, logging and
hydroelectric projects that
take over and destroy
indigenous and small farm
communities.”
Then there is Ayotzinapa.
September 26, 2014 is
another date that is now
etched into the popular
consciousness. Nearly one
year after the brutal police
and paramilitary attack that
left six people dead and 43
students disappeared from
the Ayotzinapa rural
teachers’ college in the state
of Guerrero, more questions
than answers swirl around
the bloody night, with a slew
of recent reports casting
further discredit on the
official version.
The Night of Iguala, as it
was coined by Proceso
magazine, haunts the
Mexican nation. The
students are still missing,
and their parents and loved
ones remain in anguish.
Ayotzinapa is the poster
child of forced
disappearance. In a country
where mass graves
containing the victims of the
so-called narco war, migrant
victimization, femicide, and
political repression bury the
truth from north to south
and from east to west,
nobody knows for sure how
many missing are out there.
25,000? 50,000? 100,000?
Officially, Saturday,
September 26, is being
remembered this year as the
Day of the Disappeared
Person, per the unanimous
proclamation by the lower
chamber of the Mexican
Congress.
Unofficially, the
Ayotizinapa parents, rural
teacher college students and
allies from an assortment of
civil society organizations are
making sure Mexico doesn’t
forget. An intense week of
activities kicked into gear on
Sunday, September 20, when
Ayotzinapa parents and their
supporters temporarily
blockaded the highway
between the Guerrero state
capital of Chilpancingo and
the coastal city of Acapulco.
During the week the
parents staged a hunger
strike and march on Mexico
City. Protesters then
converged on Iguala,
Guerrero, the scene of the
crime. Solidarity actions will
be held in other Mexican and
international cities. In New
York City, the International
Tribunal of Conscience,
convened by human rights
activists and prominent
members of civil society from
across the world, will put the
Mexican government on trial
for the Ayotzinapa atrocity.

chambers, and we will have a
volunteer at our events to
register Latinos who have
not registered themselves to
vote. In fact, we are working
on an event slated for April,
in which we will focus solely
on the importance of voting.
We will not side with any
particular ideology, but
rather will help Latinos learn
how important their voice is”.
In addition to this event,
the President of the SDCHCC
sees a great need in the
Latino population as far as
presence and unity. “Many
Hispanic businesses need
more of a digital presence, or
lack the resources to expand.
We want to be that resource
that can advise them and
directs them to the person
who can solve their problem,
many times free of charge. I
have personally benefitted
greatly from my membership
when I have needed
something ”, assured
Clark-Castaneda.
“Once, when my son was
hit by a brick on the head, a
surgeon I know stitched him
up, scar-free and free of
charge. In return, I send him
business”, he recalled. “I
think our community likes
doing business the Latino
way: get to know each other,
sit down, drink some coffee;
that is the environment we
create for our members”.
Our Chamber works in
both English and Spanish
whenever possible, and we
organize smaller events so
that people truly have a
chance to mingle without
them becoming closed
groups. The aim, in the
words of Clark-Castaneda, is
to support each other, for no
one to feel left out, to
understand that it is better to
work together.
“We must find a way to use
the economic power and the
voice we have as the
country’s – an particularly
California’s – largest
demographic. That is what
we are trying to do at the
Hispanic chambers, from the
largest to the smallest, at a
crucial time in our
community’s history: to
foster mutual support and
unite because, if you look at
how many Hispanics
businesses there are, we are
the future of the U.S.
economy.”

“It was important to get
this case resolved” board
member Rodolfo Linares
said. “I can say this
agreement finally puts an
end to a very difficult
situation between the
District and our former
lawyers,” Mr. Linares
concluded.
In June, the law firm
forced the case into
arbitration and kept the
District from being able to
pursue the case in court. The
settlement deal was reached
last week during a mediation
session between the law
firm’s lawyers and the school
district’s new lawyers,
William Trejo and Sandra
Garcia of Leal-Trejo Law.
The Stutz Artiano firm’s
malpractice insurance limit
was $2 million and school
district officials verified that
most of the law firm partners
have protected their own
personal assets in trusts or
other legal entities that
basically make them
judgment proof.
“It would have taken years
to potentially get through
those asset protection
strategies in order to access
the personal wealth of the
lawyers,” said Mr. Linares,
“and even then there may not
have been enough value to
make it worth the trouble.”
In a related case, the
District has also filed a
lawsuit against Manuel Paul,
the former superintendent
who resigned in 2013 while
under indictment on
corruption charges. Mr. Paul
later pled guilty to federal
charges and served 60 days
in federal prison for coercing
money from a prospective
contractor.
That lawsuit is seeking the
return of over $200,000 the
District paid Mr. Paul at the
time of his resignation. It
was the same lawyer, Daniel
Shinoff that advised the
District and negotiated the
settlement. The District is
alleging fraud and gift of
public funds in that case. The
case is still pending and may
go to trial in 2016.
“We were fortunate that
the solar contract case was
settled in a way that helped
the District recover quickly
financially,” said Marcos
Diaz, Vice President of the
San Ysidro School Board.
“Our negotiations helped
offset some of the damages
and now with this settlement
we can recover the fees we
paid these lawyers,” Mr. Diaz
added.
The Stutz Artiano Shinoff
& Holtz law firm has
represented most of the
school districts in San Diego
for over 30 years. Critics
have argued they receive
special treatment from the
San Diego County Office of
Education because Diane
Crosier, the person that
manages the risk pool and
directs cases to lawyers, used
to work directly for Daniel
Shinoff and his firm before
she took the school district
position. Records of the past
three years indicate the firm
received nearly 70% of the
school district cases for a
total of $4.6 million in
billings.
In addition to the solar
contract lawsuit, the Stutz
firm has lost several other
school district cases in the
past few years that have
resulted in significantly large
legal bills. Sweetwater
Union High School District
lost a 7-year old case this
year stemming from a Title
IX women’s sports
complaint; Solana Beach
School District lost a special
education case after 7 years
and paid over $800,000 in
legal fees; and the Fallbrook
School District lost a $1.2
million wrongful termination
case. Each of these cases was
tried and appealed by the
same law firm.

solar energy contract in
2011. The lawyers fought a
3-year legal case that
ultimately resulted in a $12
million verdict against the
District. That case was
settled earlier this year when
the District agreed to
reinstate the prior solar
contract and the company is
now developing the solar
energy project.
The District filed the
malpractice lawsuit in
February of this year alleging
the law firm - and
specifically one of its senior
partners, Daniel Shinoff violated several duties to the
District, including not
informing the District of
settlement offers made by
the solar company before
and after the trial.
Additionally, the District
alleged the lawyers created a
conflict of interest when they
chose the represent both the
District and their embattled
superintendent, Manual
Paul. The law firm billed the
District over $1.2 million in
fees during the solar contract
case.

These reports that have
come forward from the
investigations, although they
did not bring answers as to
where the 43 students are,
will hopefully bring forth more
pressure, more force, more
light, to the oppression and
injustice of the human rights
crisis in Mexico, and a new
view of the Normalistas, who
are in reality bold civil rights
leaders at this point.
This is a breaking point,
with the new discrediting
report of the independent
investigation, the Mexican
government is in hot water,
the cover ups of the government are starting to crack,
including the supposed
recent identification of
Jhosivani Guerrero de La
Cruz, which is highly criticized and has been called far
from sufficient information to
call an “identification” by
forensics experts all over the
world.
More and more resistance
is coming in from the outside,
and now more than ever we
need to stand together as this
Saturday marks one year, and
far beyond. If we cease to
fight and lose momentum as
a movement at a critical
moment such as this, it’s a
tragic loss…these are the
moments where change is
made and the road is long but
the solidarity must remain.

la agencia líder que solicita comentarios en cuanto a la
preparación de un Reporte de Impacto Ambiental (EIR)
para analizar los efectos de incrementar el uso del Proyecto
de Mejoras a las Instalaciones Deportivas de la Escuela
Preparatoria Clairemont y la propuesta construcción del
Proyecto de Modernización de Todo el Plantel (WSM) de
conformidad con el Decreto de Calidad Ambiental de California
(CEQA). Este aviso de preparación (NOP) sirve para solicitar
comentarios en cuanto al alcance y contenido del borrador del

Descripción del Proyecto: En 2012, el distrito terminó
un Proyecto de Mejoras a las Instalaciones Deportivas del
plantel de la Escuela Preparatoria Clairemont que incluían la
instalación de la iluminación del estadio para permitir su uso
por la noche. El 3 de agosto de 2010, la Mesa Directiva de
Educación adoptó una Declaración Negativa Mitigada (MND)/
Estudio Inicial (IS) (ESC. No. 2010051085) para este proyecto.
La Declaración MND limitaba el uso de la instalación. Por lo
tanto, el Reporte EIR analizará el propuesto incremento en el
uso de la instalación.
El Proyecto WSM incluye la demolición y reemplazo de cinco
edificios de aulas transportables existentes y la construcción
de un nuevo edificio transportable del doble de ancho para el
programa de Educación Física (PE); la construcción de una
nueva acera de 5 pies de ancho desde el edificio transportable
de PE hasta el campo de fútbol; la remodelación de un
edificio para Educación Especial (Edificio 400); mejoras al
interior del edificio del teatro (Edificio 500); mejoras al interior
de la cafetería; un nuevo edificio prefabricado de metal para
mantenimiento; varias mejoras para seguridad; la instalación
de 16 postes de luz de 20 pies con medidor de tiempo LED

Ute Drive; y varias mejores menores dentro de los edificios
existentes del plantel.
Ubicación del Proyecto: El sitio del proyecto está en la Zona
de Planificación de la Comunidad de Clairemont Mesa de la
Ciudad de San Diego en el # 4150 de Ute Drive, San Diego,
CA 92117. El sitio está delimitado por la Avenida Balboa,
residencias uni y multifamiliares, y una iglesia al norte; la Calle
Modoc, residencias unifamiliares, y comercios al este; Ute
Drive, residencias uni y multifamiliares, y el espacio abierto de
un cañón al sur; y residencias unifamiliares y espacio abierto de
un cañón al oeste. En el plan general el sitio del proyecto está
designado como “plantel escolar existente” y zonificado como

Probables Efectos Ambientales: Se preparó una Declaración
y Estudio MND/IS para el Proyecto de Mejoras a las

La historia demuestra que
el estereotipo que presenta al
hispano únicamente como un
obrero mal pagado, es sólo
parte de la verdad. Una élite
latina notable ha hecho
contribuciones decisivas en
campos tan importantes
como las ciencias, la política,
el arte, la cultura y el mundo
empresarial. En 1916,
Ezequiel Cabeza de Baca se
convierte en el primer
hispano en ser elegido
gobernador de un estado
norteamericano, Nuevo
México; en 1928, el ex
gobernador de Nuevo
México, Octaviano A.
Larrazolo, es el primer
hispano en llegar al Senado
de Estados Unidos; en 1950
el actor José Ferrer es
también el primero de su
grupo étnico en recibir un

de Cyrano de Bergerac.
En 1986, el Dr. Franklin
Chang Díaz es el primer
hispano en volar al espacio
como investigador de la
NASA. Con el tiempo llega a
ser el astronauta con mayor
número de vuelos en los
transbordadores espaciales y
un pionero en los
experimentos sobre las
posibilidades de vida fuera
de la tierra. Desde esa fecha
hasta nuestros días, 13
astronautas latinos han
viajado al espacio como
miembros de la NASA,
invitados o como parte de
proyectos conjuntos entre la
NASA y la Agencia Espacial
Internacional.
Poder Económico y
Negocios
El poder económico de los
latinos en Estados Unidos
está por encima del billón de
dólares. Precisamente ese
renglón de capacidad de
compra, ha convertido al
hispano en un consumidor
codiciado ante los ojos de las
grandes corporaciones e
inclusive para los medianos y
pequeños negocios de
nacionalidad no hispana.
Pero este gran número de
habitantes hispanos y su
poder de compra, ha hecho
posible también el
nacimiento de una sólida
comunidad empresarial
hispana, que ofrece
productos y servicios a su
propia gente y al resto de la
sociedad. En Estados Unidos
hay 2.3 millones de empresas
propiedad de latinos, más de
400 mil de ellas en California
y unas 50 mil en el condado
de Los Angeles, según la
Oficina del Censo.
Asimismo, muchas
economías latinoamericanas
sobreviven gracias a las
remesas de ayuda familiar
que envían los hispanos de
Estados Unidos hacia sus
países de origen. El monto
total promedio de dinero que
se envió al continente fue
65.382 millones de dólares
en 2014, de acuerdo con
cifras del Banco
Interamericano de Desarrollo
(BID). México fue el mayor
receptor de esas remesas con
un aumento del 8% para un
total de 23.645 millones de
dólares.

Flamenco is one of those
dance styles that need no

movements and gestures of
the bailaores, the sounds of
the guitar, make flamenco

better known by her artistic
name, Sol “La Argentinita.”
“Flamenco expresses a
diverse set of emotions.”
So it is no surprising that
The Old Globe, in Balboa
Park, is including flamenco
as one of the dances featured
in In Your Arms, a musical
that includes 10 dance
vignettes that tell love stories
without saying a single word.
The musical, which open
this week and runs through
Oct. 25th, goes from jazz and
classical ballet to swing, tap,
and, of course, flamenco.
The Spanish-flavored
vignette is titled The Lover’s
Jacket, and Latino
playwright Nilo Cruz wrote
it.
In that segment, Sol “La
Argentinita,” joins Spanish
bailaor Oscar Valero to burn
up the stage.
“It is only dance, it is a very
romantic piece,” said Sol via
phone from her home in New
York. “We don’t say a single
