2014 Leadership Installed
On Wednesday, January 15, Tony Tucci of Realty Executives Cooper Spransey will be
installed as the 2014 President of the REALTORS® Association of South Central
Wisconsin. Joining him on the RASCW Executive Committee is Robert Procter, Axley
Brynelson, LLP as Vice President and Mary Duff, Stark Company, Realtors®, as
Treasurer.
New directors joining the RASCW Board are Dewey Bredeson, Bay Tree Real Estate
Group, Jason Geiger, Geiger, Realtors®, and Jamie Phephles, Century 21 Affiliated.
Leaving the RASCW Board are 2013 President Megan Roth-Markham, Bunbury &
Associates, Vice President Paul Place, Clayton Real Estate, and Treasurer Rob Helm,

EDITORIAL STAFF
I am honored to serve as your 2014 RASCW President. We are so
privileged here at RASCW to have such an outstanding leadership
comprised of both fantastic staff and a dedicated Board of Directors.
A big thank you goes out to Megan Roth-Markham for her outstanding
job as 2013 President as well as to Paul Place and Rob Helm who have
served as directors for the past 3 years.
I want to take this opportunity to introduce myself to you. I have been practicing real
estate for the past 7 and a half years and am grateful for what our industry and our
Association have meant to me and my family. My family consists of myself, my wife
Kirsten, and our five boys, Michael, Caleb, T Bone, Jonny and Vincent. With a real
estate practice and family life we stay busy!
The goal of our Board in 2014 will be to continue to resource our Members so that you
can do what you do best, which is serve your clients, customers and communities with
excellence and professionalism. The improvements we have seen in the market set the
stage for 2014 to be a year of wonderful opportunity for us all. I love the idea that "A
rising tide lifts all boats" and with that it is my hope that we can all prosper together.
I want to highlight a few events coming up that you still have time to sign up for. The
first is the 2014 Real Estate Forecast on January 22nd from 1:00 pm to 4:30 pm at the
City Center on Junction Road. Secondly the 2014 Realtor® and Government day is
February 26 and is free for the first 500 members who register.
Myself, the Directors and the staff are here to serve you. If there is anything we can do

On Monday, January 27, the following
changes will be made to our listing database,
and thus to our listing input profile sheets:
• A new optional field for co-listing agent will
be added. If the co-lister entered is from a
different office than the listing agent, the
office information will be added automatically
as is currently done for listing agent. If a listing includes a co-listing agent, statistics will
reflect 50% for each agent.
• The current labels for manufactured homes
will be changed as follows:
Manufactured to Manufactured (sectional)

If you have contacts set in Paragon™ that
receive auto-emails, this will impact you. If
any of your notifications are over a year old,
starting sometime this month (for some as
early as this Saturday, January 11), you will
be greeted with an Expiring Notifications
warning box upon login. Within this box you
will need to either deactivate or renew autoemail notifications that were set up over a
year ago. Notification via this window will
begin 3 weeks prior to the notification actually expiring. If you have several emails set to
expire within this box, the easiest way to deal
with them is to click the plus sign at the top
to open the notifications and select those to
deactivate first, and then use the box at the
top to select the rest to renew.
Why are we doing this to you? We currently
have 54,000 active notifications stored in
Paragon™. Some of these notifications have
been active for over 10 years. It is probably
safe to say that many are no longer being
sent to valid email addresses or to active
home buyers. Paragon™ checks for matches
for contacts receiving auto-emails every 15
minutes. Several months ago system analysts
determined that Paragon™ would no longer be
able to finish the match checking task every
15 minutes due to the ever increasing number
of auto-notifications. So, they added a oneyear expiration date for notifications.

Looking Back – Looking Forward

Last year was a busy one on the legislative front for the WRA and RASCW. The following are some of the successes in the last
year and some of the issues we will face in 2014. As you scan through them, please notice that these are not Democrat issues
or Republican issues – these are Realtor® issues. Think how they impact you as a Realtor®, your business, your family, your community and the clients you serve. This is why we remain involved with politics – because decisions on these important issues are
made by elected officials and we want them to be informed on them and willing to work with the Realtor® community.
In the Capitol- Priorities Signed into Law
Historic Rehabilitation Tax Credit This act doubled the state income and franchise tax credit for "qualified rehabilitation expenditures" from 10% to 20% of the costs of the improvements and broadens the types of structures eligible for the credit. It could
benefit tens of thousands of property owners and improve an already strong market for older homes. It is also a benefit to the
historic preservation community in their efforts to save Wisconsin’s architectural and historical heritage.
Shoreland Zoning after Annexation Under this act, when a city or village annexes lands in the shoreland zone, they will fall under
the city or village zoning codes, rather than the county codes. This allows for more dense development on sewer and water. It
will relieve some of the pressure from sprawl and provide better protection for our lakes and streams. Villages and cities will have
to maintain a minimum setback of 50’ and vegetative maintenance standards. In areas like Dane County, this is a very positive
step. Additional legislation in the pipeline will make it easier to improve and increase the value of shoreland zone properties while
preserving environmental protections.
Vested Rights One of the things which has long bedeviled property owners and developers is when local ordinances change during a project. This law protects property rights by stating that any changes to local ordinances and regulations cannot be applied
to permit applications after the date the application was submitted.
Landlord/Tenant Regulations A change in statute makes ownership of rental property less cumbersome and more profitable –
which is of importance to our Members who are landlords or who represent rental properties on the market. Among the provisions
are clarifications for disposing of a tenant’s personal property after eviction, expediting the eviction process, and streamlining the
process of towing illegally parked cars. It also restricts the ability of local governments to regulate certain landlord activities.
For 2014 Legislative Session
Broker Experience Requirement (SB208/AB240) This proposal – which requires licensees to have at least two years of active real
estate experience as a salesperson prior to obtaining a broker’s license – passed both the Assembly and Senate, but in different
forms and therefore was sent back to the Senate.
Exceptions to the Prohibition on the Release of Information by Municipal Utilities (AB 496) This would authorize municipal utilities
to release customer information to real estate licensees and appraisers as part of a real estate transaction – without obtaining the
customers consent. It also requires the PSC to produce a standard consent form for requesting customer information. This will
simplify gathering the information necessary at closings. – Passed the Assembly and currently in the Senate.
Right-to-Rent This proposed law would prohibit local ordinances from banning the short-term rental (7 days or greater) of homes.
This is of importance in the RASCW area where some local governments are restricting or banning forms of short-term rental.
This can have a serious impact on property owners seeking to rent homes to stave off foreclosure, to help finance the purchase
of vacation properties or to rent homes when leaving for business, travel or sabbaticals. This bill has been drafted and is ready
to be introduced.
Licensing of Convicted Felons If adopted, this law would create specific standards for when a convicted felon may obtain or retain
a Wisconsin real estate license. This bill is in drafting.
RASCW
Tax Incremental Financing in Madison RASCW testified in support of improvements to the Madison ordinances governing tax
incremental financing. Specifically, we support those changes which will support the development of affordable housing and some
marketplace residential units.
Madison Metropolitan Sanitary District RASCW is supporting efforts to make the governance of this important agency more
responsive by moving appointment of the MMSD Board from Dane County government to the communities which make up the
district and whose citizens fund it through their utility bills.
Dane County Comprehensive Planning As Dane County is looking to review and amend its comprehensive plan, RASCW has
submitted comments on the housing element, offering to partner on efforts to improve access to affordable housing. For the land
use element, RASCW has met with county staff to understand and discuss potential impacts of surface and groundwater initiatives.
Madison Energy Bench-Marking Proposal RASCW supplied testimony in support of voluntary efforts to encourage owners of commercial buildings to use established bench-marking programs to improve energy use. A proposed ordinance would establish a
mandatory program for commercial buildings over 15,000 sq. feet in size and large apartment buildings with fines for non-compliance. RASCW joined other business groups in questioning whether the proposed ordinance takes into account potential costs
or elucidates any real benefits.
Short Term Rentals RASCW has offered testimony in several communities will regard to proposed restrictions on short term rentals. This is done to insure that those communities understand the importance of allowing such rentals while stressing that we are
not saying that such rentals cannot be regulated.

Realtor® Safety Tips: Home, Safe Home- Tips for Securing Your Home
Many real estate professionals have home offices. Whether you work at home or not, you might want to consider additional steps to secure your home. Burglars usually leave if they can’t break in within ninety seconds.
Anything that slows down a thief by even a minute or two can keep your house from being robbed.
•Make sure that all doors to the outside are metal or solid, 1 ¾" hardwood and have good, sturdy locks.
•Use the locks you have. Keep your doors and windows locked, even if you're at home. Get your children into
this habit, too. And always lock up your home when you go out, even if it’s only for a few minutes.
• Secure sliding glass doors with commercially available bars or locks, or put a wooden dowel or broomstick in the door track.
• Make sure your windows, especially at ground level, have good locks and use them.
• Make sure all porches and other possible entrances are well lit. Heat- or motion-sensing lights are a good choice for outdoor
lights.
• Trim any bushes or trees that hide doors or windows. Keep ladders, tools, toys, and recreational equipment inside when you’re
not using them.
• Don't hand out keys to friends, even if they are trustworthy. Know the location of all your house keys all the time. Never use
hide-a-keys or leave the key under the doormat, above the door, in a flowerpot, or anywhere outside the house. You may think
you're being clever, but experienced thieves know all the tricks. Also, keep your car keys and house keys on a different ring if
you ever use valet parking or leave your keys with parking lot attendants or even at a repair garage.
• Watch your trash: Just bought a new entertainment system? A bunch of empty boxes out by the curb triggers an alarm to
would-be thieves. Instead of putting boxes out in plain sight, cut them down, and stuff them in trash bags.
• Keep written records of all furniture, jewelry and electronic products. If possible, keep these records in a safe deposit box,
fireproof safe, or other secure place. Take pictures or a video, and keep purchase information and serial numbers if available.
These help law enforcement agencies track recovered items.
• Clearly display your house number, so police and other emergency vehicles can find your home quickly.
• If you see a screen that has been cut, broken windows, or a door that’s been left open, don’t go in. Call the police from a
neighbor’s house or a public phone.
• If you hear a noise that sounds like someone breaking in or moving around, quietly call the police and wait calmly until they
arrive. If you can leave safely, do so. Otherwise, lock yourself in a room you are in, pretend to be asleep.
