Kathie Bahman has been named the 2015 REALTOR® of Distinction.
Kathie has been a RASCW Member for 20 years and has served our
Association in many capacities. She is the only member to have served
as President of all three of our corporations – RASCW President in
2003, Housing Foundation President in 2013-2014, and SCWMLS
President in 2014. In addition, she has served on numerous committees along with being an active member of the Professional Standards
Committee.

Joe Theisen of Fairway Independent Mortgage and a RASCW Member
for 25 years has been named the 2015 Affiliate of Distinction. He leads
by example and encourages his team to be active in the Association by

The purpose of the REALTOR Review is
to inform its Members of events, issues
and accomplishments pertaining to the
REALTORS® Association of South
Central Wisconsin.

while, or the light won’t come in.” -Isaac Asimov
We all make assumptions every day – about our family members, our clients & customers, and certainly about each other. When we work with clients who are friends
of ours, for example, sometimes we skip parts of our process because we make
assumptions about what they know about our work. Inevitably there is a hiccup down
the road that could have been prevented had we stuck with our process of explaining
things, the way we do with clients who were "strangers" before working together.
In family dynamics, we easily assume we know what each other needs or wants in certain situations
because we think we’ve been there before with that family member. And yet, circumstances change and
needs evolve – it’s usually best to ask what we can do or not do before assuming anything.
I am sure you have been involved in a transaction with another agent or loan officer who perhaps isn’t as
friendly to deal with this time around. We may assume they are being difficult or not attentive – when we
may later learn that they have a sick family member or some other life challenge to address. It’s tough to
backtrack in sympathy when we leap into our own assumptions too quickly.
As RASCW leadership we sometimes make assumptions regarding what our Members know about their
benefits and association goings-on. RASCW was not on my radar much when I started out in real estate
but once I started paying more attention, I learned about the many facets of this organization and how it
benefits my individual practice the more I know & get involved. So, I encourage you to start – simply by
reading the Realtor® Review. Encourage your colleagues to do the same. The fun contest, "Find Your
Name," kicks off this month and runs through the December release of the newsletter. Read on for more
details – but suffice it to say, we simply do not wish to assume that you read all of the important information contained herein on a monthly basis. Hopefully you’ll play along and learn as you do.
I love this part of a larger quote from Miguel Ruiz, author of The Four Agreements: A Practical Guide to
Personal Freedom: “We make all sorts of assumptions because we don’t have the courage to ask questions.” I charge our leadership and each other to be courageous, ask more questions, scrub off our windows and let the light shine in! We will all be better for it. (Because you know what happens when you
assume...  )

Membership Renewal Notice
Thank you in advance for renewing your Membership in the REALTORS® Association of South Central Wisconsin! The 2016
Membership Renewal invoices will be arriving at your preferred address this month.
As your local Association, it is our responsibility to collect dues on behalf of the Wisconsin REALTORS® Association and the
National Association of REALTORS®. Your Membership Renewal reflects the following:
• NAR dues are $120 plus $35 for the annual Public Awareness Campaign for a total of $155.
• WRA dues are $298 for REALTOR® Members and $271 for State Affiliate Members. Renewals received after December 31,
2015 will be subject to the WRA reinstatement fees of $75 for REALTORS® and $25 for Affiliates.
• RASCW dues are $170 for both REALTOR® and Affiliate Members.
Renewals received after December 31, 2015 will be subject to a $25 RASCW reinstatement fee.
There are three voluntary contributions included on your Membership Renewal.
• The first is a $15 contribution to the RASCW Housing Foundation. The Foundation is your non-profit corporation dedicated to
making homes affordable by providing low interest, deferred payment loans to qualified individuals to be used for the down
payment and/or closing costs associated with the purchase of a home. Contributions to the Foundation are tax deductible as a
charitable contribution. Please consider making a contribution to assist a new home owner in 2016. Click here to learn more

• The second is a $35 contribution to RPAC. At
the direction of the RASCW Board of Directors,
these funds may be contributed on a nonpartisan basis to candidates for public office who
support and protect the rights of home ownership and real estate interests important to your
business.

NAR Placemaking Grants – An Opportunity for Our Members and Our Communities
A portion of your Member dues are sent to the National Association of REALTORS®, where they provide many benefits to the
REALTOR® community. One that you may not be familiar with is the funds sent back to local associations in the form of grants. In
recent years, RASCW has successfully applied for a number of these grants to enable our involvement in projects like the Vilas
Greenbush Neighborhood Revitalization project in Madison.
Now, NAR is making small grants available to local associations for "Placemaking" projects. These micro-grants are from $500$2000 and are designed to help our Association and our Members make our communities better places to live and work. This
Placemaking Initiative helps transform and improve public places, and make neighborhoods and communities more welcoming and
desirable places to live. This, of course, makes properties around these locations more desirable and thereby improving property
values.
Placemaking grants can support such projects as:
• Cleaning up a vacant lot and creating a public garden.
• Working with the municipality to plant flowers or trees in public right-of-way.
• Improving an existing park – perhaps by adding playground equipment.
• Creating a neighborhood event that brings people together and helps create a sense of community.
• Helping to improve an historic building [Hanson, Tamie] or create an historic walking tour.
The possibilities are only limited by the imagination of our Members. We are asking you to help us take advantage of the grants our
Association can win each year. Send us your ideas and we will prepare and submit the grant application. When you consider a project, ask yourself and your colleagues:
• How does the project relate to its surroundings? Will the result be readily accessible? Will it be available to everyone?
• Does the project improve the image of the neighborhood and/or community?
• Will the new space have uses and provide activities that benefit people? A pleasant garden, a play area, trash removal along a
stream or a walking path all enrich peoples’ lives.
• Will the project encourage people to socialize with their neighbors and those in the community?
These grants are a great opportunity to reinforce the image of REALTORS® as active, involved citizens. Who knows, your project

Effective October 1, 2015 there is a change in Continuing
Education requirements (see Wis. Admin. Code § REEB
25: Education).

All licensees will be required to complete the 18 credit
hours of continuing education, including for the biennium
during which they were licensed. Therefore, there is no
longer an exemption for newly licensed people from the
continuing education requirement during the biennium
they first receive their license.
However, one group will be exempt - a salesperson that
received a license after October 1 of the even year of the
biennium will not be required to complete continuing education for that biennium. Brokers will not receive any
exemption. For example, if a salesperson received their
license October 15, 2016 they would NOT be required to
complete continuing education for the 2015-2016 CE
biennium.

the current 20 percent HTC with no overall caps or
per-project caps for historic rehabilitation projects in
Wisconsin.
